The NCIA Retirement Plan Committee (the NCIA Committee) is responsible for making decisions about the plan that are in the best interests of the participants. The NCIA Committee is comprised of Herb Hoelter, CEO, Carole Argo, COO, Yong Kim, CFO and Sandra Mock-Myers, HR Director. In effort to ensure a best-in-class plan is being provided to all participants, the Committee has retained the independent advisory services of Greenspring Advisors (www.greenspringadvisors.com). Greenspring is tasked with the role of partnering with the Committee in the oversight and successful management of the plan. Greenspring will serve as a fiduciary to both the plan and you as the participants, regarding your individual investments elections. A Greenspring representative will be made available to NCIA employees between June 10 and June 25, 2019. In-person meetings will be held on-site on June 18, 2019 (schedule will follow). Upcoming Changes The NCIA Committee, in conjunction with Greenspring, conducted an extensive due diligence process regarding the Plans recordkeeping provider. As a result, the decision was made to utilize Vanguard Retirement Services. Vanguard has significant experience working with organizations like NCIA and currently serves more than 11,000 plans, more than 1.1 million participants, and more than $55 billion in retirement plan assets. Beginning July 1, 2019, Vanguard will be the record-keeper of the plan. A letter from Vanguard has previously been sent to your home address (or your address on record, if different) or distributed to you in person explaining everything you need to know about the plans transition. As part of this project, all employees will have their current 403(b) account balances automatically transferred to Vanguard and invested into the age-appropriate Vanguard Target Date Fund (see attached). All eligible employees, regardless of their current contribution rate, will be automatically re-enrolledinto the plan at a 2% contribution rate. Participants who are automatically re-enrolled at a 2% deferral rate will also have their deferrals increase by 1% every year thereafter to a max of 6%. Should you wish to elect different investments, deferral rates, automatic increase parameters, or opt out of contributing entirely, you must do so between June 11 and June 25, 2019 by contacting Vanguard at 866-794-2145 or my.vanguardplan.com. After this period ends, employees will have to wait until the plan assets have fully transferred to Vanguard and the plan is out of blackoutto make changes to their accounts. It is uncertain how long the blackoutperiod will last, however, it could last until the week of July 14. Please refer to the Blackout Notice that was previously distributed by Vanguard for further details regarding the blackout period.

Cohort 307 featured 50 veterans and

returning citizens who graduated in the

vocational areas of Automotive repair, CDL

Class B Licensing, and HVAC.

The veterans and returning citizens are in

the process of completing their job

readiness programs and are in the final

steps of becoming employed.

No time is wasted as cohort 308 is underway now. This cohort features SNAP

recipients joining our training, job readiness classes, and job placement!

Business Services Continues to Excel

Business Services Employee Profile: Phillip Clark

Phillip Clark is a returning citizen who graduated from the HJH Vocational Training in May. He was

then hired by NCIA’s Business Services Department as a Operations Supervisor for the MTA

contract. At the recommendation of BSD Director, Vanessa Harrison, Phillip is being recognized for

the great job he has done in his first month.

When asked about his journey Phillip stated, “It’s been a great few months. I first had a great

experience with Gary (Antonino) and Walter (Billips) at the center and they really helped me get

through the program and find employment. Then Vanessa (Harrison) brought me on board and I feel

very good about the work being done at MTA.”

Phillip has 20 years of experience in maintenance and janitorial services and is now supervising 36

MTA trains and 20 individuals with disabilities. Since his onboarding, our NCIA team has passed every

weekend inspection with flying colors. Phillip credited this success to the hard work of his staff.

With his newly earned HVAC licensing Phillip has many future employment options in front of him

and we wish him continued success.

Major Project at I-95 Complete

In the second year of NCIA’s Business Services I-95 contract our total facility care services are

expanding! In addition to our janitorial, snow removal, landscaping, and parking lot services we are

now performing HVAC, window cleaning, painting, plumbing, gutter, and roofing services.

This contract alone provides jobs to 24 individuals with disabilities and NCIA is proud to provide

services from all of our hard working employees!

Photos are from a safety improvement campaign that included using the excavator to remove poles

and filling holes with top soil. They will be moved back and replaced for safer truck entering and

exiting to the facility.

Point Breeze Employees Win Recycling Contest

Congratulations to the NCIA employees stationed at the Maryland Transit Authority’s Point Breeze

facility during calendar year 2018! They are one of two winners in MDTA’s annual facility recycling

contests.

As a result of NCIA employees’ efforts, the Point Breeze facility will be recognized at MDTA’s

Annual Earth Day fair for being the facility with the highest overall recycling rate for 2018.

Point Breeze reported a recycling rate of 35.2% for 2018! This is the first year this MDTA

Headquarters facility has won the recycling contest. CONGRATULATIONS!

Prom Night at YIT

was had by all students.

BALTIMORE. (WMAR) — Lines on a resume can make or break a candidate. Certified--licensed--homeless--convicted felon. "The door keeps getting shut in the face or they'll interview you, 'We'll call, we'll call;' nothing happens,” said Robert McLaughlin. McLaughlin was a combat engineer in the army. He went on to become a defense contractor, and then a felon. When he got out he found his calling at the Herbert J. Hoelter Vocational Training Center. They gave him a second chance when they hired him as an instructor. "I had the offer to help give back and help these people along the way," McLaughlin said. "It just makes you feel real good about yourself." 78 percent of the ex-cons and homeless veterans walk out of the NCIA center with an automotive, HVAC, or Class B CDL license and a job. "They now have a trade where they can make $25 an hour,” Director Gary Antonino said. “There's a career path for them to make $50,000 a year." Master Giddens read a lot in jail. Books on stocks, cooking, and, of course, cars. He recited the motto that hangs over the garage that he reads everyday as he trains to become a mechanic. "Behind you are the challenges you met, before you are new possibilities, and today you make a choice,” he said. “Every day when I come into class I read the same banner over and over." A group of 50 individuals graduated from the program on May 2nd.

In Memory of Rick Tepel

From the desk of NCIA’s CEO, Herb Hoelter:

NCIA has lost a friend, professional colleague, and unconditional supporter

with the tragic death of Rick Tepel, our insurance agent over the past seven

years. He chaired our annual golf tournament during this time, and was a

cherished friend to many NCIA employees. The following is a tribute to him

written by his employees:

“As we all struggle to make sense of this tragic loss, each of us must mourn

the loss of Rick in our own personal way. Although we will never understand

how and why this could have happened to someone so kind and respected,

God has a plan for each of us and our lives and destiny are mapped out from

the time we’re born. I guess if there is any take-away that should give some

comfort, it’s that Rick lived with infectious enthusiasm and went out trying to

do something fun and he would say was cool (fishing off the coast of Honduras

with his best friend).

Rick was passionate and worked hard to build a business that all of us could be

proud of. When times were tough, he soldiered on and made the changes

needed to turn us around as a company through C.A.R.E., compassion and

providing the best service in the industry.

He was a simple, hard-working man, devoted father and someone with sound

moral values. Even though Rick is gone now, I know his legacy will live on in all

of us. As a company and work-family, our best way to memorialize Rick is to

carry on, do our best and be the best in business and our personal lives. I

know that would be what makes him most happy!!!

Rick, you will be missed by all, but your memory will live on in us forever!”
