Minutes of the 22nd Meeting of WR Constituents regarding Connectivity, Long-

term Access & Medium-term Open Access applications in Western Region

List of participants is enclosed as Annexure-1.

COO (CTU-Planning), POWERGRID welcomed all the participants. Thereafter,

agenda-wise deliberations commenced and the details of deliberations are as given

below.

1. Confirmation of the minutes of 21st Meeting of WR Constituents regarding

Connectivity & Long-Term Access applications in Western Region held on 17th

July, 2015 at NRPC, Katwaria Sarai, New Delhi

CTU informed that minutes of 21st Meeting of WR Constituents regarding

Connectivity & Long-term Access applications in Western Region held on 17-07-

2015 were issued vide letter dated 28-08-2015 and requested members to confirm.

Members confirmed the same.

2. Connectivity (6x660 MW) and LTA (4x660MW) Application of Barethi STPS of

NTPC

CTU informed that the subject application was discussed in the 21st Meeting of WR

constituents regarding Connectivity & Long-term Access applications held on 17-07-

2015 wherein CEA stated that the transmission system for power transfer from

Barethi STPS to Northern Region may be planned jointly by CEA and CTU as new

corridors between WR and NR are already under planning stage. Members had

agreed with the suggestion and it was decided to firm up the system after joint

studies.

CTU informed that in view of stage-wise commissioning of the project, M/s NTPC

intends to avail connectivity for full quantum of power (6x660=3960MW) and LTA for

phase-1 (4x660=2640MW) of the generation project which is scheduled to be

commissioned progressively from Dec-2019.

CTU further stated that Load flow studies have been carried out for various

alternatives and following transmission system is proposed for connectivity of Barethi

STPS (6x660 MW) with the grid:

Barethi STPS - Orai 765kV D/c line

As suggested by CEA in its report on evolution of Transmission system for

Barethi STPP of NTPC, LILO of one circuit of Satna – Gwalior 765kV 2xS/c line

at Orai may be extended to Barethi STPS so as to form Barethi STPS – Orai

765kV D/c line and Satna – Gwalior 765kV S/c line may be straightened.

Considering above, following was proposed for connectivity of Barethi STPS

(6X660MW):

Transmission System for Connectivity:

Barethi STPS - Orai 765kV D/c line (Approx Length: 180 Kms.)

(LILO of one circuit of Satna – Gwalior 765kV 2xS/c line at Orai may be extended

to Barethi STPS so as to form Barethi STPS - Orai 765kV D/c line and Satna-

Gwalior 765kV S/c line may be straightened)

Reactive Compensation

Barethi STPS - Orai 765kV D/c line such formed shall have 240 MVAR fixed line

reactor in one circuit at Orai end. 240 MVAR fixed line reactor in other circuit at

Orai end need to be provided under the present scheme.

Further, provision of following was proposed at Barethi STPS switchyard under the

scope of NTPC Ltd.:

765kV line bays: 2 nos.

765kV bus reactor: 2x240 MVAR

765kV switchable line reactor: 2x240 MVAR in Barethi STPS - Orai 765kV D/c

Provision of space for additional 4 nos. 765 kV line bays as well as 4 nos. 765kV

switchable line reactors may be kept as future provision

CTU stated that since LILO of one circuit of Satna – Gwalior 765kV 2xS/c line at Orai

is under implementation by POWEGRID and extension of this LILO upto Barethi

STPS shall be implemented through TBCB route. Accordingly, there may be two

owners for the same line. CEA stated that in such special cases, standing committee

may recommend the construction of this line by POWERGRID.

NTPC stated that locations of Barethi and Orai are such that the length of proposed

connectivity line shall be about 150-200 km. and the same may not be

commissioned in matching time frame of the generation project. Further, Satna -

Gwalior 765kV 2xS/c lines are passing within 20-30 kms. of Barethi STPS and

therefore connectivity may be provided with LILO of another circuit of Satna -

Gwalior 765kV 2xS/c lines at Barethi STPS in addition to the above proposed

connectivity.

CEA stated that about 80km line length (of LILO of Satna – Gwalior 765kV S/c line at

Orai) is already under implementation by POWERGRID. The balance line length of

about 100km can be constructed matching with the commissioning of Barethi STPS.

NTPC further stated that requirement of start-up power for commissioning activities

of the project starts approximately 21 months before the scheduled COD for the first

unit (15 month before synchronisation and 6 month thereafter up to scheduled COD).

CERC has also come up with regulatory provision in this regard vide 4th amendment

to connectivity and LTA regulations dated 12th August 2014. Considering the above

project requirement, connectivity shall be required within 30 months after award of

main plant package. Accordingly, NTPC reiterated the need of connectivity at Barethi

STPS through LILO of one ckts of Satna – Gwalior 765kV 2xS/c line.

CTU further informed that Long-term Access has been sought by M/s NTPC Ltd. for

4x660MW from Barethi STPS.

Salient features of the application are as under:

Transmission System Strengthening for LTA:

CTU stated that load flow studies indicate following transmission system to be

associated with Barethi STPS:

Orai – Bareilly 765kV D/c line (Approx Length: 300 Kms.)

Power dispersal in WR shall be through displacement as Orai in NR is already being

connected to Jabalpur Pool in WR. Strengthening in NR beyond Bareilly shall be

discussed and finalised in the forthcoming Standing Committee Meeting of Northern

Region constituents.

MPPTCL stated that since this project is situated in Bundelkhand area and MP is the

major beneficiary of the project, a new substation may be planned in the Chhatarpur

/ Khajuraho area for power dispersal in MP.

CTU stated that connectivity of the project with Orai substation has been proposed,

which is also a part of Buldelkhand region. Further, Orai is also connected with

Jabalpur Pool and power shall flow by displacement to MP. In response, MPPTCL

stated that there is no 400kV substation in the area and a new substation shall help

in relieving the loading of Satna ICTs also which are consistently loaded on the

higher side. CTU and CEA requested MPPTCL to come up with a proposal well

before the next LTA meeting.

Regarding progress of Barethi STPS, NTPC informed that environment clearance for

the project is still awaited.

After further discussions, it was decided that in view of uncertainty due to pending

environment clearance and observation / suggestion of MPPTCL, the transmission

system for connectivity and LTA for Barethi STPS shall be finalised in the next

meeting. In the meantime, MPPTCL may forward their proposal in this regard to CEA

and CTU.

3. Connectivity & LTA application for 750 MW by REWA Ultra Mega Solar (RUMS)

Ltd. for development of Solar Park in Rewa, Madhya Pradesh CTU stated that Government of India has taken an initiative for development of Ultra

Mega Solar Power parks in various parts of the country. As part of above initiative,

an Ultra-Mega Solar Power Park of 750 MW capacity is being developed by M/s

Rewa Ultra Mega Solar Ltd [JVC of SECI & MP Urja Vikas Nigam Ltd (MPUVNL)], a

Solar Park developer (SPD), in Rewa district of Madhya Pradesh.

Ministry of Power vide letter dated 08.01.15 & 04.08.15 intimated POWERGRID to

take up the implementation of transmission lines & pooling stations for the solar

generating parks (9 solar parks with capacity 7020 MW) including Rewa Ultra Mega

Solar park in MP under compressed time schedule. Further, the transmission system

connecting solar parks to ISTS grid has been declared to be part of ISTS.

In line with the CERC regulatory requirement, MNRE has already issued

authorization to M/s RUMS, a Solar Power Park Developer (SPPD), to apply for

Connectivity / LTA for its 750 MW Rewa Solar Park in MP. MNRE also authorized

SPPD to undertake infrastructural activities including arrangement for connectivity on

behalf of the solar power generators in the park.

M/s RUMS has also submitted an undertaking to bear all liabilities on behalf of the

Solar Project generators to be set up in the Solar Park, as per the CERC regulations.

In view of the above, following transmission system for evacuation of power from M/s

RUMS Ltd was agreed in-principle during the 38th Standing Committee Meeting of

Power System Planning in WR held on 17.07.2015.

However, it was decided that the implementation is to be taken up only after receipt

of the LTA application.

CTU stated that Connectivity & LTA application for 750 MW has been made by M/s

RUMS Ltd. Salient features of the application are as under:

Regarding status of generation project, RUMS representative informed that 80%

land is already under possession and balance 20% private land is expected to be

acquired by Jan-2016. Tenders for the generation project are expected to be issued

by Dec-2015 and the project is scheduled to be commissioned progressively from

June-2017 to October-2017.

CTU stated that following transmission system for Connectivity & LTA is proposed.

Transmission System for Connectivity

RUMS Ltd. switchyard – Rewa Pooling Station 220kV 3xD/c line along with

associated bays at Solar Park

The above transmission system for connectivity shall be implemented by the

applicant.

Transmission System for LTA

System studies indicate that 450 MW power transfer within WR may be effected

through displacement with above proposed transmission system. However, system

strengthening is required for 300 MW power transfer to NR as proposed at Item No.

5 below. Accordingly, following transmission system shall be required for LTA:

LILO of Vindhyachal STPS-Jabalpur 400kV 2nd D/c line (ckt-3&4) at Rewa PS

1x125 MVAr, 420 kV Bus Reactor at Rewa Pooling Station

New WR – NR Inter Regional Corridor (proposed in Item No. 5)

It was also informed that since power has to be transferred to NR, the application as

well as the new proposed WR – NR corridor shall also be discussed in NR Standing

Committee meeting. Subsequently, LTA may be granted to M/s RUMS Ltd after

approval of the scheme by NR constituents.

4. LTA application of M/s SEI Sunshine Power Private Limited (SSPPL) for Grant

of Long-term Access for transfer of 180 MW from Solar PV Projects located in Shivpuri District of Madhya Pradesh to Delhi CTU informed that M/s SSPPL has applied for transfer of 180MW power from the

Solar PV Projects in Shivpuri, Madhya Pradesh to Delhi. The point of injection is

Shivpuri 220 kV sub-station of MPPTCL. LTA has been sought from 30.09.2016 to

30.09.2041 (25 years) for 180 MW from Madhya Pradesh to Delhi. However NOC

has been issued for 20 years from date of commercial operation of generating

project. Similarly as per the PPA submitted “the agreement shall remain into force for

a period of 20 years from the date of commissioning of station as a whole /

commencement of supply of total contracted capacity by Seller (which as per clause

4.1 of PPA is 30.06.2017).” Accordingly, LTA is proposed to be processed

considering 20 years’ time-frame only. Further, as entire 180 MW is to be transferred

from Madhya Pradesh in WR to Delhi in NR, system strengthening is required which

has been proposed at Item No. 5.

M/s SSPPL stated that they have received connectivity from MPPTCL through a 220

kV D/c line from generation project to Shivpuri 220 kV sub-station of MPPTCL which

shall be constructed by the generation developer. Further, 1100 acres of land has

been procured and the project is scheduled for commissioning by June’17 in

accordance with PPA deadline. Further, it was informed that they have already

applied for MTOA to CTU so that power from their solar project may get evacuated

till the new proposed WR – NR corridor is commissioned.

The following system shall be required for grant of LTA to M/s SSPPL:

CTU informed that since power has to be transferred to NR, the application as well

5. Evolution of New Corridor for transfer of power from WR to NR

CTU stated that in addition to above mentioned generation projects, few more

generation projects located in WR & SR have applied for grant of Connectivity / LTA

with power transfer to NR. Total power transfer requirement towards NR have been

worked out from LTA applications. The total power transfer requirement towards NR,

except those mentioned in Table – 1 below, is envisaged to be about 25922MW

(15046MW from WR, 9419MW from ER and 1457MW from SR). However, if

uncertain / abandoned / closed projects are excluded, the total power transfer

requirement towards NR comes down to around 23243MW (13599MW from WR,

8474MW from ER and 1170MW from SR).

Further, in addition to the import requirement of NR assessed above, additional

requirement of about 2659 MW power transfer from WR to NR will be incident from

following generation projects in WR with beneficiaries in NR.

# DB Power Chhattisgarh Ltd. (DBPCL) vide letter dated 21.08.2015 & 20.10.15 informed that

Hon’ble RERC has adopted tariff for purchase of only 250 MW against the PPA quantum of 410

MW with Rajasthan Discom (through PTC India Ltd). Accordingly, DBPCL has requested to

regularize 175 MW to Rajasthan in NR region from earlier granted LTA and balance 75 MW may be

shifted from WR to Rajasthan for supply of 250 MW to Rajasthan as per the adopted tariff with the

condition that the applicant shall pay relinquishment charges as may be decided by CERC in the

Petition No: 92/MP/2015

* TRN Energy and Maruti Clean Coal & Power Ltd. had submitted LTA applications against firm PPAs

signed with beneficiaries in NR; however same were closed on account of incomplete applications.

* Application of Shirpur Power Pvt. Ltd. is liable to get closed as NOC from MSETCL is yet to be

submitted.

However, above mentioned quantum of WR-NR power transfer desired by DBPCL,

TRN Energy, Maruti Clean Coal & Power Ltd. & Shirpur Power Pvt. Ltd. have been

taken in the studies considering that they may apply afresh. Further, in addition to

above applications, LTA application of Barethi STPS indicates 871MW power

allocation to Northern Region. In view of the above, total power transfer requirement

towards NR may be assessed as about 26773MW (23243 + 2659 + 871).

It was also informed that ER-NR interconnections are very strong and remain

underutilised as generation projects in Northern part of ER have been delayed.

Further, since generation projects in WR (particularly in Chhattisgarh) and in Odisha

which have strong connectivity with WR (via Chhattisgarh) have materialised in time,

power tends to take the least resistance route to load centres in Northern region via

WR – NR corridor. Therefore, the WR – NR corridor gets stressed. Considering

existing and under implementation interconnections between WR and NR, an ATC of

about 16000MW is envisaged between WR and NR after commissioning of Jabalpur

– Orai – Aligarh 765kV D/c corridor.

Here, it is also to mention that in the 36th Meeting of Standing Committee on Power

System Planning in WR held on 29.08.2013, it was decided to implement a high

capacity corridor (which includes Banaskantha (WR) – Chittorgarh (NR) 765kV line)

for renewable generations in Gujarat (especially Kutch complex) and Rajasthan,

which by nature have a very small gestation period. It was also agreed that the

renewable generations would be allowed to inject in the ISTS at Bhuj, Banaskantha,

Chittorgarh, Ajmer etc., if they apply for LTA quantum which is at least 25% of their

installed capacity. The subject corridor has been planned as green energy corridor

for integration of renewable generations with the grid.

Further, issues raised by CEA in the 38th Standing Committee Meeting have also

been taken into consideration and studies have been carried out considering several

factors viz:

Availability of renewable generation in Gujarat & Maharashtra (WR) as well as in

Rajasthan (NR) – Total about 2500MW RE generation considered in low RE case

and about 15000MW RE generation considered in high RE case

Flow on NER – Agra HVDC line – Two cases have been considered: i) With

HVDC line out of service ii) With 2000MW flow on HVDC line

Utilisation of new proposed inter-regional corridors i.e. Vindhyachal Pool –

Allahabad 765kV D/c line and Indore – Chittorgarh 765kV D/c line.

From the studies, it emerges that the WR – NR corridor gets more stressed in the

Low Renewables case than the high renewables case. Studies also indicate that

under the revised scenario, Vindhyachal Pool (WR) – Allahabad (NR) 765kV D/c line

comes out as a better alternative compared to Indore – Chittorgarh 765kV D/c line

proposed earlier for strengthening of WR-NR corridor. Summary of load flow study

cases & results is as given below:

Note: In addition to above, 6000MW power transfer through ±800kV, Champa – Kurukshetra HVDC

Bi-pole has also been considered.

Based on load flow study results, it is observed that a maximum of about 18000MW

flows on WR – NR corridor route, which is more than the expected ATC of 16000MW

after commissioning of Jabalpur – Orai 765kV D/c line. From load flow results, it is

evident that Vindhyachal Pool – Allahabad 765kV D/c line gets fairly loaded even

with NER – Agra HVDC line. Further, the line also helps under outage of Champa –

Kurukshetra HVDC line (3000MW out) by evenly distributing flows on all WR–NR

corridor lines. Accordingly, the following corridor from WR to NR is proposed:

KSK Mahanadi Power Co. Ltd. (KMPCL) representative stated that their LTA for

1000MW may be accommodated in LTA surrendered by CSPTrCL. In this regard,

CTU informed that CSPTrdCL vide email dated 28-11-2015 has intimated that they

have decided to file a petition in CERC. Hence, decision in this regard can only be

MB Power (MP) representative requested to link their LTA applications of 344MW

(200+144MW) for NR (UP) to the under implementation Champa-Kurukshetra /

Jabalpur-Orai corridor instead of the new proposed Vindhyachal-Allahabad corridor

discussed above.

CTU stated that studies shall be reviewed considering the above concerns and also

certain cases of relinquishment of LTA already granted to various applicants for

power transfer towards Northern region and the available margin in the already

planned transmission system may be re-allocated to new applicants in queue for

power transfer towards NR based on system studies, according to relative priority, in

line with CERC regulations.

Further, the proposed strengthening shall also be discussed in the forthcoming

Standing Committee / LTA meeting of Northern Region and intimations for grant of

Connectivity / LTA to above mentioned applicants shall be issued after approval of

proposed WR – NR corridor by NR constituents.

Members agreed with the proposals.

6. Connectivity Application of Adani Green Energy Ltd. (AGEL)

CTU stated that M/s AGEL has applied for connectivity of its 300 MW Solar Power

Plant being established at Sami in Patan district of Gujarat. The nearest ISTS point

to the proposed Solar power plant is 400 kV Sami Switching Station of Adani Power

Ltd. Keeping in view the capacity of the power station, 220 kV D/c line with high

capacity conductor shall be required for connectivity. Accordingly, the generation

project is required to step up at 220 kV.

CTU informed that for connectivity, following 2 alternatives may be considered:

Alt-1: AGEL - Sami 220 kV D/c (Twin Moose Conductor) line & 2x500 MVA, 400/220

kV ICT at Sami Switching Station

Alt-2: AGEL - Banaskantha (PG) 220 kV D/c (Twin Moose Conductor) line

M/s AGEL informed that Sami substation is around 15km from the project site and

Banaskantha substation is more that 90km. from the project. Accordingly, it would be

preferable to connect to Sami substation. With regard to the status of their

generation project, M/s AGEL informed that about 50% of land for the project has

been procured and they are targeting a schedule of Dec’16 for the solar power plant.

CTU stated that Banaskantha - Chittorgarh 765 kV D/c corridor has already been

planned for evacuation of power from renewable generations in Gujarat and the

same is under execution. Accordingly, Alt-2 would be more suitable if power is

envisaged to be transferred towards Northern region. However, as per CEA section-

68 approval for Green Energy corridors, 220kV voltage level at 765/400kV

Banaskantha shall only be developed if LTA is applied by the RE developer.

M/s AGEL was also enquired about the availability of land for 220kV level

development at Sami Switching station (Adani). M/s AGEL stated that they shall

revert back after further deliberations at their end. Accordingly, the proposal shall be

discussed in the next meeting.

7. Revision in the LTA quantum of Chhattisgarh State Power Trading Company

Ltd. (CSPTrdCL).

CTU stated that the matter was discussed in the 21st WR LTA meeting held on 17-

07-2015 wherein it was informed to CSPTrdCL that if they reduce the quantum of

power availed from various generation projects, relinquishment charges in line with

CERC regulations shall apply and the same would be incident on CSPTrdCL.

CSPTrdCL had assured to revert back. In this regard, CSPTrdCL vide email dated

28-11-2015 has intimated that they have decided to file a petition in CERC.

Members noted the same.

8. LTA Application of Telangana State Southern Power Distribution Company

Ltd. for 2000 MW power transfer from Chhattisgarh to Telangana State

DISCOMs

CTU stated that Telangana State Southern Power Distribution Company Ltd.

(TSSPDCL) has applied for LTA of 2000 MW in the month of February, 2015 for

evacuation of 1000 MW power from Marwa Thermal power Station (Marwa TPS) and

another 1000 MW power from other generating stations in Chhattisgarh i.e. total

2000 MW to the DISCOMs of Telangana namely Southern Power Distribution

Company of Telangana Ltd. (TSSPDCL) & Northern Power Distribution Company of

Telangana Limited (TSNPDCL). Details of application are as below:

TSSPDCL stated that since 1000MW power from Marwa TPS in Chhattisgarh has

already been firmed up and another 1000 MW is yet to be firmed up, their LTA

application for 2000 MW may be considered for grant in phased manner with

1000MW in 1st phase and another 1000 MW in 2nd phase. CTU representative stated

that TSSPDCL may submit their proposal through a letter and that the application

shall be processed in line with CERC regulations.

CTU explained the studies carried out to assess adequacy of transmission system

within Western Region for evacuation of 2000 MW power from Chhattisgarh. It was

observed that no constraints are envisaged within Western Region as major portion

of power is to flow by displacement via ER-SR path. Accordingly, the proposal for

transfer of 2000 MW power from state sector generation in Chhattisgarh (WR) to

Telangana (SR) may be approved in Western Region.

CTU also mentioned that following additional inter regional links have been planned

for power transfer from NEW Grid to SR.

1. Strengthening of transmission system beyond Vemagiri

2. Additional inter-Regional AC link for import into Southern Region i.e. Warora –

Warangal and Chilakaluripeta - Hyderabad - Kurnool 765kV link

3. HVDC Bipole link between Western region (Raigarh, Chhattisgarh) and Southern

region (Pugalur, Tamil Nadu) - North Trichur (Kerala).

Timeframe & system strengthening requirement for transfer of 1000 / 2000 MW

power from WR to SR as well as strengthening, if any, required within SR grid needs

to be discussed and decided in the forthcoming Standing Committee / LTA meeting

of Southern Region.

9. Connectivity of National High Power Test Laboratory (NHPTL), Bina (Madhya

Pradesh)

CTU stated that based on the initiative of Ministry of Power, Govt. of India, National

High Power Test Laboratory Pvt. Ltd. (NHPTL), a Joint Venture Company of NTPC,

NHPC, POWERGRID, DVC and CPRI is establishing a state of the art, international

class online short circuit test facility at Bina substation of POWERGRID in Madhya

Pradesh. This online High Power Short Circuit Test Facility is expected to provide a

full range of short circuit testing for the National Power equipment manufacturers,

National Power utilities and International Power equipment manufacturers from

SAARC, ASEAN & Middle East Countries in conformance to Indian and International

Standards.

The NHPTL facility comprises of following test laboratories:

(a) High Voltage Transformer Testing (HVTR) Lab - For short circuit testing of large

power transformers of 132 kV, 220 kV, 400 kV & 765 kV class

(b) Medium Voltage Transformer Testing (MVTR) Lab - For short circuit testing of

transformer from 11kV to 66 kV Class

(c) High Current Low Voltage (HCLV) Lab - testing high current withstand capability

of electrical equipment such as LV Bus Bar, LV Contacts, LV breakers, LV

Disconnectors, LV switchgear, Bushings, CT, up to 400 kA RMS with 1100 kA

peak

(d) High Power Synthetic (HPS) Lab - for short circuit testing of Switchgears (Circuit

Breakers) up to 550 kV, 63 kA for Short-Circuits duties using synthetic methods.

The proposal for establishment of these labs was also earlier discussed in the 30th

meeting of Standing Committee on Power System Planning in WR held on 8th July,

2010. Now, the HVTR and MVTR laboratories are in advance stages of completion.

System Studies are underway by CPRI to assess the impact of High Voltage Short

Circuit testing of transformers (duration 250ms.) on Indian Grid. Accordingly, NHPTL

intends to connect its high power test lab with Bina Substation of POWERGRID at

400kV and 765kV Voltage levels. Proposed mode of connection of the lab is as

given in the figure below:

Accordingly, the connectivity is proposed through following arrangement:

1. Bina(PG) - NHPTL (HVTR Lab) Switchyard 765kV S/c line (Quad Bull conductor)

(about 700m.)

2. Bina(PG) - NHPTL (HVTR Lab) Switchyard 400kV S/c line (Quad Bersimis

conductor) (about 600m.)

In this regard, three meetings were held amongst CEA, CTU, POSOCO, NHPTL and

CPRI on 09.06.15, 27.07.15 and 09.11.15 to discuss & review system studies being

carried out by CPRI related with connection of NHPTL Lab with Bina Substation of

POWERGRID.

POSOCO requested MPPTCL to identify any sensitive loads / power plants in and

around Bina as they might get affected by frequent testing in HVTR Lab for

prolonged period of 250ms, and also to inform them about the NHPTL Lab and

Voltage dip repercussions.

MPPTCL stated that they shall issue directions in this regard to concerned agencies.

CTU requested MPPTCL to be present in all future meetings regarding NHPTL so

that they are also abreast of all developments and studies being carried out.

MPPTCL assured of their presence in all future meetings regarding NHPTL.

10. Additional Agenda for M/s DB Power (Chhattisgarh) Ltd. for Supply of 250 MW

power from its generation project in Chhattisgarh to DISCOMs of Rajasthan

CTU stated that M/s DB Power (Chhattisgarh) Ltd. (DBPCL) was granted LTA for a

quantum of 705 MW with target beneficiaries in WR (530MW) and NR (175MW). The

power plant is connected to Raigarh (Kotra) Pooling station through 400kV D/c

(Triple/Quad) line. Bulk Power Transmission Agreement was signed by DBPCL

earlier with POWERGRID. As per BPTA, the IPP was granted LTA subject to

commissioning of High Capacity Power Transmission Corridor (HCPTC-V) which

inter-alia includes Champa - Kurukshetra ±800kV, 3000MW HVDC bi-pole.

Subsequently, M/s DBPCL signed PPA with TANGEDCO for 208MW and target

beneficiaries were proposed to be modified as WR-322MW (Target), NR-

175MW(Target) and SR-208MW(Firm). M/s DBPCL sought further modification of

target beneficiaries pursuant to signing of long term PPA with Rajasthan Discom

(NR) for quantum of 410MW. In this regard, they filed fresh application dated

23.05.15 for 410 MW with Rajasthan as firm beneficiary.

The application was discussed in 21st WR LTA meeting held on 17.07.15 wherein it

was decided that already granted 175 MW LTA to NR would be operationalized as

per earlier BPTA signed, with commissioning of the requisite transmission system

[with Champa - Kurukshetra HVDC link (1st 3000 MW module) and other

transmission system)] subject to fulfilling of other requirements by DBPCL /

Rajasthan Discom in line with CERC regulation and the balance 235 MW power

transfer to NR (Rajasthan), may be granted from the under process LTA application

dated 23.05.15 with Rajasthan as firm beneficiary.

Meanwhile, DBPCL vide letter dated 21.08.2015 & 20.10.15 informed that Hon’ble

RERC has adopted tariff for purchase of only 250 MW against the PPA quantum of

410 MW. Accordingly, DBPCL has requested to regularize 175 MW to Rajasthan in

NR region from earlier granted LTA and balance 75 MW may be shifted from WR to

Rajasthan for supply of 250 MW to Rajasthan as per the adopted tariff with the

condition that the applicant shall pay relinquishment charges as may be decided by

CERC in the Petition No: 92/MP/2015. Also, DBPCL in their letter dated 20.10.15,

has requested to keep their LTA Application on hold till the PPA quantum is finalized

by Hon’ble APTEL.

CTU stated that there is no provision under the CERC Regulations to put an

application on hold on such ground wherein the applicant has already placed a

revised request. Accordingly, it is proposed to close the LTA application of 410 MW.

As mentioned above, 175 MW LTA to Rajasthan in NR is to be operationalized as

per earlier BPTA singed, with the commissioning of the requisite transmission

system (with Champa – Kurukshetra HVDC link (1st 3000MW module) and other

transmission system) and subject to fulfilling of other requirements by DBPCL /

Rajasthan Discom in line with CERC regulation. LTA for additional 75MW power

transfer to NR (Rajasthan) is proposed to be granted along with commissioning of

new proposed Vindhyachal – Allahabad 765kV D/c corridor (as mentioned in Item 5

above) subject to approval of the proposed WR – NR corridor by NR constituents

and fulfilling of other requirements by DBPCL / Rajasthan in line with CERC

regulation subject to relinquishment of equivalent quantum from the LTA already

granted for WR along with applicable relinquishment charges in line with CERC

Regulations / directions.

After discussion, members agreed with the proposal.
