Introduction

Master Elementary School contracted the

Mendez ID Team to conduct a needs

assessment in order to identify the human

performance problem and performance

gaps that were debilitating the institution

so that recommendations could be made

to remedy those problems and

consequently satisfy the needs of its target

audience.

Purpose Objectives

• Conduct the three phases of the needs assessment in a professional and

ethical manner following the protocols outlined by the International

Board of Standards for Training, Performance and Instruction

• Inform the client of problems of the organisation by delivering reports in

a timely manner before October 18th and or no later than January 10th

using good feedback and communication practices

• Analyse the different systems at Master Elementary with 98% accuracy by

using tools and instruments that can limit bias and give reliable data

• Justify findings and recommendations in the needs assessment with 98%

accuracy by using a systematic process that is grounded by models,

theories, research and principles

Executive Summary The assessment was carried out in a three phase approach.

Phase 1: Phase 2: Phase 3:

A scope of the environment whereby a preliminary survey was conducted

Performance problem: an underutilisation of current resources and assets. This is evidenced by:• a computer laboratory that has no internet

access• only one space allocated for internet access

reserved for teachers only where the prime area, that is the computer laboratory, had been overlooked

Underutilisation also seen in human resources since teachers with current skills and knowledge in computers are not effectively leveraged to promote instructional and pedagogical support to those who may possess minimum knowledge.

Data driven analyses such as an organisational analysis, SWOT, gap and cause analysis were conducted to determine the actual and optimal states of the organisation.

The perceived gap: There is a skill and knowledge gap as it relates to outfitting and placing certain equipment and technologies so that teaching staff and students could fully exploit technology, was identified.

Gap analysis revealed: There is an operational need at the institution for internet access to enhance work performance This is caused by decision-makers’ lack of knowledge, awareness and involvement with other teachers and students of current technologies capabilities such as the use of Wi-Fi extenders and so on.

Need and Action Considered

In the second phase, a research study was conducted

to determine whether the hypothesis of whether

technology integration and internet use for pedagogy

could increase student academic performance could be

proven. It revealed that another population of students

who were exposed to internet access scored

significantly higher in test results to the treatment

group. Thus, the null hypothesis was rejected.

To determine solutions to this problem, several tools

were used:

• Alternative solutions presented with a Multicriteria

analysis

• A cost analysis consequence

To guide this process, The Mendez ID Team assumed

the role of a process evaluator and presented

evidence-based findings

Recommendations and Concluding Remarks

Recommendation:

Wi-Fi extenders installations and providing social learning and strategic planning.

1. Social learning is expected to have great success at the institution since it was noticed in the environmental and analysis stages that there is a collegial culture and that 86% of teachers are technology savvy. Social learning also has the benefit of being cost effective, creating organisational knowledge and encourage reflective thinking (Valamis, 2021)

2. Strategic planning is a viable solution for Master Elementary School so that trends and changes that were revealed in the environmental analysis could be managed more appropriately in their futures. It would also help the school with purposeful resource allocation and decision-making in its future. It is favoured in organisations because it fosters employees’ confidence and commitment to the organisation (Van tiem, Moseley and Dessigner, 2012).
