The Clean Air Act 1993 and Smoke Control Areas

DEFRA EXEMPT

Under the Clean Air Act local authorities

may declare the whole or part of the

district of the authority to be a smoke

control area. It is an offence to emit

smoke from a chimney of a building,

from a furnace or from any fixed boiler if

located in a designated smoke control

area. It is also an offence to acquire an

"unauthorized fuel" for use within a

smoke control area unless it is used in

an "exempt" appliance ("exempted"

from the controls which generally apply

in the smoke control area).

In England appliances are exempted by

publication on a list by the Secretary of

State in accordance with changes made

to sections 20 and 21 of the Clean Air

Act 1993 by section 15 of the

Deregulation Act 2015. Similarly in

Scotland appliances are exempted by

publication on a list by Scottish

Ministers under section 50 of the

Regulatory Reform (Scotland) Act 2014.

In Northern Ireland appliances are

exempted by publication on a list by

the Department of Agriculture,

Environment and Rural Affairs under

Section 16 of the Environmental Better

regulation Act (Northern Ireland) 2016.

In Wales appliances are exempted by

regulations made by Welsh Ministers.

• The Neo-Eco range

(1C/3C/1F/3F/1P/3P) has

been recommended as

suitable for use in smoke

control areas when

burning wood. As such,

when the secondary/tertiary slider

is in the closed position it remains

open by 24mm and is prevented

from closing by a screw.

Further information on the requirements

of the Clean Air Act can be found here:

www.gov.uk/smoke-control-area-rules

Your local authority is responsible for

implementing the Clean Air Act 1993

including designation and supervision of

smoke control areas and you can

contact them for details of Clean Air Act

requirements.

CO Alarms

It is required by building regulations that

whenever a new or replacement

wood/solid fuel or biomass appliance is

installed in a dwelling a carbon monoxide

alarm to BS EN 50292:2002 must be fitted

in the same room as the appliance.

The alarm should be installed according

to the alarm manufacturers instructions

and should not be considered a substitute

for the appliance being installed

incorrectly or regular maintenance of the

appliance or flue system by a competent

person.

VentilationRequirementsBuilding Regulations document J statesthat purpose provided permanentventilation is not required in Englandand Wales unless the appliance nominalrated output is greater than 5kW.

The Neo-eco range of stoves have anominal output of 5Kw and therefore donot require additional ventilation, unless:

• The air permeability of the building isless than 5.0m³/ (h.m²), then 550mmof permanent ventilation/Kw of thenominal output is required as perBuilding Regulations document J.

• If the appliance is installed into oradjacent to, a room containing anextractor fan then additional testingand ventilation is required in line withApproved Document (A.D.) 1.21

If difficulty in starting the fire or anyexcessive fuming is experienced, ventilation may be used in place asrequired to eliminate these flueproblems.

If a flue draught stabiliser is fitted thenextra ventilation is required. SeeDocument J of the Building Regulationsfor detailed guidance especially in newbuild properties which often requirepurpose provided ventilation be added.

Outside direct combustible airconnection The Neo-Eco range of stoves aresupplied with the ability of using adedicated 100mm diameter directconnection duct through a suitable routeto the outside air. It can be connected tothe underside of the stove and shouldbe fitted at the time of stove installation.

Only the approved kit for ACR stovesshould be used (DA100)

This is designed to supply all thenecessary air(Primary, Secondary andTertiary) for safe combustion and

operation of the stove.

Providing there is no depressurisation ofthe property by mechanical or othertypes of ventilation, the flue, chimneyand ventilation duct are workingcorrectly, and properly maintained clearof obstructions or leaks etc.

The kit supplies all the primary, secondary and tertiary air to the stoveand may be used where mechanicalventilation and heat recovery (MVHR)units are used.

Some additional instructions forinstallation are provided with thededicated kit supplied.

NOTE: in order to register theinstallation with HETAS/BuildingControl as of 2016 certain extratesting and certification is requiredif using an outside air connection.

Flue Draft A flue draught at the flue collar of theappliance with a minimum reading of2.2mm to a maximum 3.5mm watergauge (22 to 35 Pascals) is required forsatisfactory appliance performance. This relates to 12-25 Pascals at thetapping on EN13240/13229 test rigswhich is often quoted.

The Neo-Eco range requires a minimumof 12Pa within 3 minutes of ignition (withthe stove door closed) for correctcombustion.

The flue draught should be checkedunder fire at start up and high output, ifthe values fall outside of the statedparameters then remedial works shouldbe carried out.

If it greatly exceeds the recommendedmaximum, a draught stabiliser must befitted in line with building controldocument J so that the rate of burningcan be controlled to prevent overfiring.

The Neo-Eco range of stoves can berecessed into a suitably sized, non-combustible fireplace or stood close tonon-combustible materials.

However a permanent free air gap of atleast 50mm is recommended to be leftat each side, 150mm above and at least50mm at the back of the stove to obtainreasonable heat output and for accessto the stove for removal, maintenanceand servicing.

A clearance of 150mm to each side willgive a better heat output and facilitateany remedial works to be undertaken.

For a corner installation the sameguidelines apply but considerationshould be taken to allow the door tofully open.

To calculate the distance from the glassto any combustible materials please seethe below combustible material chart.

In accordance with Building Regulationsdocument J all non-combustible wallscloser than 400mm to the stove shouldbe at least 75mm thick. Please refer toBuilding Regulations document J for allother stipulations regarding buildingstructure.

If using single wall flue pipe, there mustbe a clearance of at least 3 times thediameter of the flue pipe (e.g. 125mmdiameter pipe = 375mm minimumclearance) from any combustiblematerials e.g. wooden beam, this can bemeasured using a “line of sight” Thisdistance may be reduced by using anappropriate heat shield in line withBuilding regulations document J andmaintaining a 12mm air gap between theshield and the combustible material.

Curtains and soft furnishings should be aminimum of 1m away from the appliance.

Adequate space should be provided forservicing the appliance.

Please be mindful of heat transfer toelectronic devices and artwork hung overthe fireplace.

Please remember that this appliance hasbeen designed to provide heat and ifinstalled into a recess enough spaceshould be left around the appliance toenable the heat produced to rise andescape from the recess back into theroom.

Re-fueling When re-fuelling the stove always refuelonto a bed of hot embers, fully open theair control wheel until the new fuel is wellalight, before adjusting the air control forthe desired setting.

If there is insufficient burning material inthe firebed to light a new fuel charge, excessive smoke emission can occur.Refuelling must be carried out onto asufficient quantity of glowing embers andash that the new fuel charge will ignite in areasonable period. If there are too fewembers in the fire bed, add suitablekindling to prevent excessive smoke.

Fuel overloading Never overload the stove - it will work verywell with two medium sized logs. Theamount of fuel specified in this manualshould not be exceeded, overloading cancause excess smoke and may causeproducts of combustion to spill into theroom.

Stove slumbering The Neo-Eco range of stoves has beendesigned and tested as an intermittentwood burning appliance.

Under no circumstances should thisappliance be operated as a slumber styleof stove or for continuous overnightburning.

This may cause damage to the applianceand cause excess smoke and pollutants toenter the atmosphere.

Glass Never operate the appliance if the glasspanel is broken or cracked. This can causethe appliance to overfire, which maydamage the appliance and flue systemand may cause a danger to persons andproperty. Only use once the glass isreplaced and the sealing gaskets checkedfor integrity. Only replace with amanufacturers approved glass.

Operation with door left open Operation with the door open can causeexcess smoke and overfiring of theappliance. The appliance must not beoperated with the appliance door left openexcept as directed in the instructions.

Dampers left open Operation with the air controls orappliance dampers open can causeexcess heat within the appliance. Theappliance must not be operated with aircontrols, appliance dampers or door leftopen except as directed in theinstructions.

Never leave the stove unattendeduntil the new fuel is well alight.

Persistent fume emission isdangerous and must beinvestigated.

If fume emission persists, open doors andwindows to ventilate the room and let thefire die out. Have the chimney inspectedfor blockages and clean if required. Do notrelight the fire until the cause has beenfound. We recommend that you seekprofessional advice.

This appliance has been designed to beburned with the door closed at all timesother than when refuelling.

Maintenance

Daily Maintenance

• The grate should be cleaned regularlyand the ash pan emptied daily. Never allow the ash in the ashpan tooverfill allowing ash to be in contactwith the underside of the grate. This will overheat the grate and causepremature wear and distortion.

• The glass can be cleaned using a softdamp cloth or a stove glass cleaner(ACR Glassbright cleaner is availablefrom your local ACR stockist).

• Do not clean the glass of your stovewith abrasive cleaners or scratch padsas this may damage the surface of theglass causing it to weaken.

• Never allow the door gasket tobecome wet when cleaning the glass, this will deteriorate the gasketprematurely.

Periodic Maintenance• The chimney should be swept at least

once a year together with the flue pipeconnection. Care should be taken toensure that there is not a build up ofsoot on the baffle and in the airways ofthe appliance.

• If the appliance has not been operatedfor long periods, the flue should beinspected and swept before use toensure there are no blockages withinthe flue.

• The internal vermiculite panels of theappliance should be checked regularlyfor soundness. If any wear and tear isfound, we recommend these parts arereplaced immediately.

• Check the rope door seals are intactand are not worn. These should bereplaced on an annual basis to ensurethe correct operation of this appliance.

• Is advisable as part on the periodicmaintenance of your appliance tolubricate the moving parts of yourstove i.e. handle, air control, doorhinges, ash pan runners, with asuitable high temperature dry lubricant(i.e. micro-fine graphite powder) thiswill ensure the correct operation ofyour appliance.

• It may be necessary to adjust totension of the door closing mechanismduring the lifetime of the appliance asthe sealing rope will compress overtime, this is achieved by the adjustingthe bracket on the body of the stoveto the required tension.

Summer• When the stove is not going to be

used for long periods e.g. the summermonths, we recommend that you keepthe air slides fully open and the doorslightly ajar if possible. This will help toprevent condensation which may inturn lead to internal corrosion ofcomponent parts.

We recommend that the appliance is servicedannually by a competent engineer to ensure it’s

continued safe operation.

Refractory internal panels

Neo Eco 1C/F/P glass refactory panelsparts diagram:

Neo Eco 3C/F/P glass refactory panelsparts diagram:

During the normal operation of yourACR stove, the refractory panels willexperience heating and cooling.Sometimes minor hairline cracks canoccur. All ACR stoves have a steel orcast iron structure behind the panelsand therefore even if the cracks getlarger, the stove will still operate safely.

It is advisable to replace the internalpanels when:

• The cracks are greater than 3mm.

• The surface of the refractory panel haseroded more than 25% of it's originalthickness, or

• When the panel starts to crumble andfall apart in chunks.

To prevent the issue from happeningand prolong the life of your internalpanels, the homeowner should "burn in"the refractory panels in the newappliance by building small kindling firesto begin with and then graduallyworking up to a larger fire. When addingmore fuel to the fire, caution should beused to prevent excessive mechanicaldamage to the panels.

ACR Heat Products bears noresponsibility for the loss or damage ofany kind to the internal panels during orafter installation or during the normaloperation of the appliance.

Use only replacement partsrecommended by the manufacturer.

The flue system has two main functions:

• To safely remove the smoke, fumes and combustion gases from the appliance.

• To provide a sufficient amount of flue draught in the appliance to ensure the correct amount of combustible air is introduced tokeep the fire burning.

• The flue draught is caused by rising hot gases when the appliance is lit.

• Tar and creosote are a major cause of chimney fires. If the appliance experiences problems with tar build up, consult a chimneysweep before continued use of the appliance.

For advice on the correction of persistent flue problems consult a qualified competent engineer before continuing to usethe appliance.
