Enlightenmentisnotonlyastate,butanevent,andaprocess.Asthedesignationforanhistoricalepisode,concentratedinnorthernEuropeduringthe18thcentury,itisaleadingcandidateforthe‘truename’ofmodernity,capturingitsoriginandessence(‘Renaissance’and‘IndustrialRevolution’areothers).Between‘enlightenment’and‘progressiveenlightenment’thereisonlyanelusivedifference,becauseilluminationtakestime–andfeedsonitself,becauseenlightenmentisself-confirming,itsrevelations‘self-evident’,andbecausearetrograde,orreactionary,‘darkenlightenment’amountsalmosttointrinsiccontradiction.Tobecomeenlightened,inthishistoricalsense,istorecognize,andthentopursue,aguidinglight.

Therewereagesofdarkness,andthenenlightenmentcame.Clearly,advancehasdemonstrateditself,offeringnotonlyimprovement,butalsoamodel.Furthermore,unlikearenaissance,thereisnoneedforanenlightenmenttorecallwhatwaslost,ortoemphasizetheattractionsofreturn.TheelementaryacknowledgementofenlightenmentisalreadyWhighistoryinminiature.

Oncecertainenlightenedtruthshavebeenfoundself-evident,therecanbenoturningback,andconservatismispre-emptivelycondemned–predestined—toparadox.F.A.Hayek,whorefusedtodescribehimselfasaconservative,famouslysettledinsteadupontheterm‘OldWhig’,which–like‘classicalliberal’(orthestillmoremelancholy‘remnant’)–acceptsthatprogressisn’twhatitusedtobe.WhatcouldanOldWhigbe,ifnotareactionaryprogressive?Andwhatonearthisthat?

Ofcourse,plentyofpeoplealreadythinktheyknowwhatreactionarymodernismlookslike,andamidstthecurrentcollapsebackintothe1930stheirconcernsareonlylikelytogrow.Basically,it’swhatthe‘F’wordisfor,atleastinitsprogressiveusage.Aflightfromdemocracyunderthesecircumstancesconformssoperfectlytoexpectationsthatiteludesspecificrecognition,appearingmerelyasanatavism,orconfirmationofdirerepetition.

Still,somethingishappening,anditis–atleastinpart–somethingelse.OnemilestonewastheApril2009discussionhostedatCatoUnboundamonglibertarianthinkers(includingPatriFriedmanandPeterThiel)inwhichdisillusionmentwiththedirectionandpossibilitiesofdemocraticpoliticswasexpressedwithunusualforthrightness.Thielsummarizedthetrendbluntly:“Inolongerbelievethatfreedomanddemocracyarecompatible.”

InAugust2011,MichaelLindpostedademocraticriposteatSalon,diggingupsomeimpressivelymalodorousdirt,andconcluding:

Thedreadofdemocracybylibertariansandclassicalliberalsisjustified.Libertarianismreallyisincompatiblewithdemocracy.Mostlibertarianshavemadeitclearwhichofthetwotheyprefer.Theonlyquestionthatremainstobesettlediswhyanyoneshouldpayattentiontolibertarians.

WinstonChurchill,whoremarkedinneo-reactionarystylethat“thebestargumentagainstdemocracyisafive-minuteconversationwiththeaveragevoter“isbetterknownforsuggesting“thatdemocracyistheworstformofgovernmentexceptalltheothersthathavebeentried.”Whilstneverexactlyconcedingthat“OK,democracysucks(infact,itreallysucks),butwhat’sthealternative?”theimplicationisobvious.Thegeneraltenorofthissensibilityisattractivetomodernconservatives,becauseitresonateswiththeirwry,disillusionedacceptanceofrelentlesscivilizationaldeterioration,andwiththeassociatedintellectualapprehensionofcapitalismasanunappetizingbutineliminabledefaultsocialarrangement,whichremainsafterallcatastrophicormerelyimpracticalalternativeshavebeendiscarded.Themarketeconomy,onthisunderstanding,isnomorethanaspontaneoussurvivalstrategythatstitchesitselftogetheramidsttheruinsofapoliticallydevastatedworld.Thingswillprobablyjustgetworseforever.Soitgoes.

Toaneocameralist,astateisabusinesswhichownsacountry.Astateshouldbemanaged,likeanyotherlargebusiness,bydividinglogicalownershipintonegotiableshares,eachofwhichyieldsaprecisefractionofthestate’sprofit.(Awell-runstateisveryprofitable.)Eachsharehasonevote,andtheshareholderselectaboard,whichhiresandfiresmanagers.

Thisbusiness’scustomersareitsresidents.Aprofitably-managedneocameraliststatewill,likeanybusiness,serveitscustomersefficientlyandeffectively.Misgovernmentequalsmismanagement.

Firstly,itisessentialtosquashthedemocraticmyththatastate‘belongs’tothe

citizenry.Thepointofneo-cameralismistobuyouttherealstakeholdersinsovereignpower,nottoperpetuatesentimentalliesaboutmassenfranchisement.Unlessownershipofthestateisformallytransferredintothehandsofitsactualrulers,theneo-cameraltransitionwillsimplynottakeplace,powerwillremainintheshadows,andthedemocraticfarcewillcontinue.
