The Government of the Republic of Trinidad and Tobago (GORTT) established the Education

Facilities Company Limited (EFCL) as a Special Purpose State Enterprise (SPSE) on March 11,

2005; operations officially began on August 02, 2005.

EFCL is a Project Management Organisation that delivers, repairs and maintains educational

institutions from the Early Childhood Care and Education (ECCE) level to the Primary and

Secondary levels. As an Orgnisation EFCL uses modern, innovative technology in its operations

and aims to deliver all of its projects on time and within cost and specification.

EFCL's mandates are derived from its supporting role in the achievement of the Ministry of

Education’s strategic goals and objectives. EFCL’s mandates are:

1. To project manage the national School Construction Programme. This mandate has been

assigned to EFCL since its formation in 2005.

2. To project manage and execute the annual School Repairs and Maintenance Programme;

assigned March 31 2008

3. To project manage and execute the Furnishing and Equipment Programme; assigned

January 1 2009

4. To project manage the Annual Textbook Rental Programme; assigned February 9 2010

EFCL AND ITS IMPACT ON TRINIDAD AND TOBAGO

EFCL continues to contribute and shape the national landscape. As an Organisation EFCL:

1. Builds communities by providing learning spaces for students from the Early Childhood

level to the Primary and Secondary levels.

2. Contributes to economic growth and development by providing business opportunities

for small and medium enterprises.

3. Strives to provide a safe, comfortable learning environment for teachers to teach and

students to learn.

EFCL has spearheaded Trinidad and Tobago’s thrust in upgrading the present stock of Primary

and Secondary School infrastructure. Through EFCL, a wholly owned Government State

Enterprise, eighty-one (81) new ECCE Centres, thirty-seven (37) new Primary Schools, and

seven (7) new Secondary Schools have been completed and operationalized. Additionally,

throughout its years of operation, approximately seven thousand eight hundred (7,800) Repairs

and Maintenance jobs have been executed.

REPAIR AND MAINTENANCE PROGRAMME

FOUR HUNDRED EIGHTY-EIGHT (488)

REPAIR AND MAINTENANCE JOBS EXECUTED

EFCL’s Repairs and Maintenance Division continued to work to elevate the level of existing Schools

to a much improved standard. In this regard, during fiscal year 2015, the Repairs and Maintenance Division

executed approximately four hundred eighty-eight (488) projects at a total contract cost of TT$187,801,852.71

VAT Exclusive. These projects comprised electrical repairs, plumbing works, roof and ceiling works, sewer

repairs, pest eradication, painting and sanitisation works.

Repairs were executed on schools in the seven (7) education districts of Caroni, North Eastern, Port-of-Spain &

Environs, South Eastern, St. George East, St. Patrick and Victoria. The repairs undertaken were carried out by 104

contractors.

The following tables summarise the quantity and expenditure of projects undertaken by education

ANNUAL TEXTBOOK RENTAL PROGRAMME

Since 2004, the Ministry of Education (MoE) has been procuring textbooks in support of the

delivery of its curricula under the Textbook Rental Programme (TRP). The TRP now the Textbook

Management Unit (TMU) facilitated the provision of textbooks and other learning materials for

students attending Primary and Secondary Schools throughout Trinidad and Tobago.

Primary Schools Textbooks in the sum of Twelve Million, Four Hundred and Ninety-Seven

Thousand Seven Hundred and Sixty-Two Dollars and Ninety-Eight Cents ($12,497,762.98)

Secondary School Textbooks in the sum of One Million, Four Hundred and Eight Thousand,

Two Hundred and Thirty-Three Dollars and Fifty-Nine Cents. ($1,408,233.59)

Manipulatives and Large Print Textbooks for Special Education Centres in the sum of Four

Hundred and Fifty Thousand, Four Hundred and Thirty-One Dollars and Nineteen Cents.

($450,431.19)

INFORMATION AND COMMUNICATIONS TECHNOLOGY

To remain au courant and relevant and deliver effectively on the ever evolving needs of EFCL, it

was essential that EFCL strengthen the organisation’s Technical capacity. To this end, the ICT Unit

implemented a telephony solution, upgraded server software, acquired two (2) printer plotters and

successfully implemented an outsourced managed network solution.

EFCL was mandated to purchase and distribute regular

Textbooks, Large Print Textbooks and Manipulatives to

various Primary, Secondary and Early Childhood Care and

Education Centres.

To fulfill this mandate, EFCL engaged nineteen (19)

Publishers/Suppliers (foreign and local) to procure Primary

and Secondary Textbooks, Large Print Textbooks and

Manipulatives. The total cost of this programme was

approximately Fourteen Million, Three Hundred and Fifty-

Six Thousand, Four Hundred and Twenty-Seven Dollars and

Ninety-Six Cents ($14,356,427.96). It was apportioned as

follows:

HUMAN RESOURCES

At the end of the fiscal year 2014, EFCL’s staff complement stood at eighty-nine (89). The Staff

of EFCL continued to give its fullest support to the Organisation’s mandate with respect to the

meeting of deadlines and handing over of completed Projects to the MoE.

The year 2015 was a special year in EFCL’s history, as the Company celebrated its 10th year in

operations. A 10th Anniversary/Long Service Awards Function was held on March 28, 2015 to

celebrate this occasion at the Trinidad Hilton and Conference Centre. Fifteen (15) employees

with services of ten (10) years, nine (9) years, eight (8) years and seven (7) years received awards.

This spanned the period August 2005 to March 2008.

The Company continued to fulfill its mandate and support the achievements of the MoE’s

Strategic goals and objectives through its main resource – the staff of EFCL.

CONCLUSION

In total, approximately four thousand (4,000) students across the length and breadth of the

country benefitted from EFCL’s new School construction programme, conducted by the

Organisation on behalf of the Government of the Republic of Trinidad and Tobago. Thousands

more would have benefitted through the Repairs and Maintenance projects executed by EFCL on

behalf of the Ministry of Education. EFCL is truly “Building Our Children’s Future”.

Nevertheless, EFCL must continue to evolve to effectively deliver on the various aspects of its

mandate.
