Overall in charge of Emergency response operations and liaises with outside agencies

Site Incident Controller

Overall in charge of actual ground operations, i.e. assumes command of the emergency, coordinate any resources required to contain an emergency and to brief / hand over command to SCDF/ Police upon their arrival.

I Commanding and directing ERT & ECT for initial response, alert BMO/ FCC & SCDF/ SPF

IICo‐ordinate any resources required to contain an emergency and to brief/ hand over command to SCDF/ SPF upon their arrival.

IIIMaintain constant communication with SMC and the emergency responders.Work closely with SCDF emergency Officer in charge.

Roles & Responsibility During Emergency

• Programme Manager whom is the senior member of the programme will take up the role of Site Main Controller (SMC). She is the overall person‐in‐charge of emergency response operations in the company and deals with senior government officials from Singapore Civil Defense Force (SCDF), Singapore Police Force (SPF), National Environment Agency (NEA) and Ministry of Manpower (MOM). 

• Safety Officer will take up the role of Site Incident Controller (SIC) is the leader of Emergency Response Team (ERT), in charge of the incident response. 

• Lab Manager & Assistant Lab Manager will take up roles of the Response Team (RT) consists of personnel trained in basic emergency response actions such as fire‐fighting, rescue mitigation and other supporting activities such as security, evacuation, first aid and fire warden etc. 

• Other Researchers are to inform respective persons during an emergency and obey instructions from all the members of the ERT.
