Goals for Detention / Systems Reform for Washoe County

Eliminate the unnecessary use of detention without jeopardizing public safety

In 2004 Juvenile Services was awarded a three year grant from the Annie E. Casey Foundation to launch it’s Juvenile Detention Alternative Initiative.

The Children’s CabinetSince December 1985, The Children’s Cabinet has brought diverse groups together to identify and prioritizesocial service issues impacting children and their families and to respond to those needs. As a result,programs and services dedicated to “filling in the gaps” have been developed in an effort to help keep childrensafe and families together.

“The Children's Cabinet exists to keep children safe and families together by offering services andresources that address unmet needs, through a unique and effective cooperative effort between the

private sector and public agencies in Northern Nevada. “

The programs of The Children’s Cabinet address issues in the areas of youth development, family supportand strengthening, literacy and training, and child care resource and referral (CCR&R).

Child Care Resource & Referral in NevadaSince 1990, The Children’s Cabinet has provided CCR&R services throughout northern Nevada with the goalof promoting accessible, affordable, high quality early care and education to all families. Our CCR&R servicesare funded primarily through the federal Child Care and Development Fund (CCDF) via a contract with theState of Nevada. The Child Care Development Block Grant (CCDBG) is the discretionary funding source ofthe CCDF, which is administered by the Administration for Children and Families (ACF).

Child Care Resource & Referral supports families in raising healthy children, assists parents inmanaging day-to-day parenting stress, and encourages their involvement as their child’s firstteacher. We support a parental choice model in finding child care and use research-basedconsumer information to assist parents in selecting quality child care.

Subsidy AssistancePurpose: to assist parents with affordable, accessible child care to achieve self-sufficiency goals.Description: child care financial assistance to program eligible parents who are working, going to school, injob training or seeking employment.

Child Care Resource & ReferralPurpose: to assist parents in locating child care by providing best practice child care consultation grounded ina parental choice model.Description: consultation and consumer education materials for parents to assist in locating child care thatmeets families’ identified needs.

Child Care Consumer EducationPurpose: to increase awareness of how to identify quality child care and provide research-based informationon child development and other related topics.Description: a variety of written materials available to parents through our consumer education packets and/or direct mailings to parents.

Supporting Families

Cabbie’s Play CovePurpose: to provide a convenient, drop-in play area for children so that parents can attend their publicassistance and child care subsidy appointments with fewer interruptions and lower stress.Description: supervised drop-in play area for children ages 20 months and up. Cabbie’s Play Cove (Cabbies) islocated in both our Kings Row and Carson City offices.

Respite Child CarePurpose: to reduce the incidence of child abuse & neglect in Washoe County.Description: short-term respite child care services while parents “take a break” from the daily care of a childwith physical/mental health needs or during a self-identified stressful period.

Parenting EducationPurpose: to support parents in raising healthy, happy children who will contribute to society as healthy adults.Description: a variety of classes and workshops for parents of children ages 0-12 offered at no cost. Positivediscipline strategies and effective communication skills are emphasized. Classes and workshops arescheduled weekdays during day and evening hours and child care is available for some classes.

Native American StorytellerPurpose: to improve the family literacy skills of Native Americans (American Indian) while strengtheningfamily bonds and making literacy and learning a joyful activity.Description: workshops offered at no cost to the participant that teach parents and caregivers how tomaximize reading with young children ages 3-5.

Early childhood professionals need technical support and training opportunities in order toexpand the supply and increase the quality of child care. In most communities, demand forchild care far outweighs the supply. CCR&R provides an entry point to the child care field byhelping providers become licensed and assisting them in achieving their training andeducation goals. Once licensed, on-going support is provided to maintain and/or increase thequality of care.

Addressing Behavior Challenges (ABC)Purpose: to increase the continuity of care and decrease the expulsion rate of children with behaviorchallenges.Description: support for child care providers seeking feedback, assistance, and/or training in age-appropriatebehavior guidance techniques for children under the age of 13. Service includes consultations over thephone, on-site observations (with parent consent), assessment of the child care environment, and stafftraining.

Early Childhood TrainingPurpose: to increase the skill level of the early childhood workforce.Description: Core Knowledge Areas of Nevada’s professional development plan guide the development ofearly childhood trainings. Training needs are identified through requests from providers, child care licensingand needs assessments.

Caregivers’ Support Network (CSN)Purpose: to assist licensed providers in maintaining ratios and developmentally-appropriate practices whilestaff are sick, on vacation, or during times of staff turnover.Description: temporary, substitute teachers to licensed child care centers and family child care homes inWashoe County and the Carson Valley. Providers must register with the CSN program prior to requestingservice.

Inclusive School-Age ProjectPurpose: to increase the continuity of child care for children with special needs and identified behaviorchallenges.Description: service provided through the before and after school care program of City of Reno. Behaviorspecialists provide training to recreation staff in behavior intervention/prevention techniques to reduce theexpulsion of children from the program. Behavior specialists provide more intensive supervision and casemanagement of children not responding to regular prevention techniques. The behavior specialists also workclosely with schools and parents to support children’s success in the program.

Licensed Child Care Start-up GrantsPurpose: to increase the capacity of licensed child care providers.Description: financial assistance to help offset the costs associated with becoming a licensed provider.

Quality Improvement GrantsPurpose: to build capacity and improve the health and safety of licensed child care settings.Description: grants are periodically available for the improvement of licensed child care environments byassisting providers to meet licensing standards, increase capacity, replace worn equipment, and increasequality. Grants are administered each year based on funding availability and identified need.

Supporting Communities in Northern NevadaPrograms in the Family and Youth Interventions Department

Family Counseling————————————————————————————————————————

Purpose: counseling is a short-term, strength-based model that provides families with the skills they need to improve their family communication and cope with difficulties as they arise.Description: 10 free family counseling sessions to families who have children between the ages of 4 and 17. All of the counselors are licensed Marriage and Family Therapists, Licensed Clinical Social Workers or Marriage and Family Therapist Interns.Contact:

Purpose: services include child and family advocacy, crisis intervention, general support and referrals as needed to ensure all of the family’s needs are met.Description: case Management services are offered to every child and family that gets assistance from The Children's Cabinet. Case Management Case Managers frequently work with local public service agencies and other non-profit organizations.Contact:

Runaway and Homeless Youth Mentoring and Equipping (RHYME)Purpose: The RHYME program provides support to youth who have run away from home, are thinking of running, or have been pushed out of the home byanother family member.Description: Youth accessing RHYME may stay in temporary shelter at our partner agency, the McGee Center for Adolescent Services, located adjacent toThe Children's Cabinet. Youth on the street can call an emergency phone number that is available 24 hours a day if the youth needs help. Case managementsupport is available to help reunify the family or find a parentally-approved safe alternative living arrangement.Contact: Rock Office—Norma Thomas, RHYME Program Coordinator— 856-0122

Project Safe Place ——————————————————————————————

Purpose: to provide safe haven for the youth and to access Cabinet case managers.Description: Project Safe Place is a national program for youth in crisis that TheChildren's Cabinet introduced to northern Nevada in 2003. The program operatesthrough partnerships with area businesses that provide “safe places” for youth to goto. Business partners include McDonald’s restaurants, Reno Police Department substa-tions, Family Resource Centers, and the Reno Transportation Commission (including theentire fleet of RTC Ride buses). Street Outreach ——————————————————————————————————————————

Purpose: services to runaway and homeless youth to make direct contact with youth who would not otherwise know about Children's Cabinet services.Description: information is provided about RHYME and Project Safe Place and items are distributed that have the 1-800 number for Project Safe Place, including water bottles, pens, and business cards. Other support items are provided to youth on the street as needed, including food packets, hygiene kits, clean socks and underwear, and warm clothes. Outreach staff visits high schools, skate parks, downtown Reno and Sparks, and other places where youth congregate.Contact: Rock Office—Kelly Labarry, Street Outreach Coordinator—856-0347

Independent Living Program (ILP) ——————————————————————–————

Purpose: to help teenage foster youth (ages 15.5 – 18) and former foster youth (ages 18 – 21) transitioning out of the foster care system.Description: The ILP program Services available include case management, financial planning and budgeting, job search assistance, and help meeting basic needs. The goal of this program is to help the youth live independently as productive, contributing members of the community.Contact: Silverada Office—Cynthia Carstairs, ILP Program Coordinator—352-8090 ext. 116

Tutoring —————————————————————————————————————————————————

Purpose: to assist the youth in reaching academic success.Description: Tutoring is available at Silverada office after school several times a week. This program is offered a facility offering up to date computers and technology.

The Computer Cabinet —————————————————————————————————————Offers a state of the art technology facility with 13 computer stations and a SMART Board™ teaching screen. Available resources in the Computer Cabinet also include inkjet and LaserJet printers, Internetaccess, and staff supervision and assistance.

Teens Doing Stuff! (TDS) ——————————————————————–————————————--

TDS is a community focused, youth directed, community youth development program. Youth voluntarily meet weekly to plan and implement community service projects. The youth also are given team building training and leadership opportunities, as well as fun activities. TDS volunteer service activities have included work with a foster care facility, a retirement home, a domestic violence shelter, and a health clinic. Youth do art, literacy, and fun activities that they have planned at all these locations.

Safe Place Drop-In Center ——————————————————————–———————————--

The Drop-In Center is a safe place for youth to come and spend time after school. The Drop-In Center is now located at our 2005 Silverada Blvd location. Staff is available from 8 am to 8 pm Monday throughFriday. The Children’s Cabinet staff is available to run projects and talk with the youth. Youth can participate in various activities including a discussion group in which youth can bring up topics for discussion(anonymously if they wish) in a safe, open environment.

Community Education ——————————————————————–———————————————The Community Education program provides parenting classes in both Spanish and English ranging intopics from Baby Basics to Parenting Teens. Family Wellness workshops are also available in which par-ents and children participate together. Bullying Prevention services are provided to local elementaryschools for grades 3 through 6.

Family Storyteller ——————————————————————–——————————————————

Family Storyteller staff work with local preschools to work with children between the ages of 3 and 5 andtheir parents. The Family Storyteller curriculum uses children’s books and activities to help parents learnhow to read and interact with their children to help them develop their literacy skills. The children learnpre-reading skills which will prepare them to begin school.

Nevada Child Seekers ——————————————————————–————————————-———Nevada Child Seekers is a program targeted at protecting children and helping with runaway, missing, orabducted children of all ages. This program designs fliers for families to distribute, as well as acts as theliaison between law enforcement and the family. The program also implements Shout Out Loud, which istargeted to K-2nd grade children to teach them to protect themselves. The curriculum covers a puppetshow presentation, a missing children’s awareness test, a letter home for the parents, and a power pointutilized for train-the-trainer. The program also provides the NetSmartz program, an internet safety pro-gram, as well as child I.D. kits for events where adults would like their children fingerprinted.

Life Enhancement Program (LEP) ——————————————————————–—————The Life Enhancement Program is provided in collaboration with the McGee Center’s Girls’ Program toprovide gender-specific programming to girls in the juvenile justice system. The purpose of LEP is to buildself esteem and personal success among the girls in the Girls’ Program. The Children's Cabinet providesTutoring, TDS, Family Counseling, and Family Wellness workshops to the girls and their family members.

Differential Response ——————————————————————–————————————-———Washoe County Department of Social Services, Child Protective Services (CPS) responds to allegationsof child abuse and neglect. The Children’s Cabinet’s Differential Response program is a way for CPS torespond to calls made to the child abuse and neglect report line. Differential Response works in partner-ship with families, identifies family’s needs, provides services and resources in a family’s own communityand builds on the family’s and community’s strengths.

Transition Specialist Program ——————————————————————–———————–--

Washoe County Juvenile Services and The Children’s Cabinet work together in the Transition SpecialistProgram. Each youth that is detained is provided a case manager while their child is in detention. TheChildren’s Cabinet will be assists in transitioning the child back into the community or an alternative placement. The Case Manager assists the child and their family in identifying any resources or referrals thechild may need in terms of his education, mental health, and/or substance use issues, etc.

Gang Reduction Alternatives for Success Program (GRASP) —————

The purpose of GRASP is to provide gang intervention by linking gang-involved and affiliated youth andtheir families to needed services. GRASP offers substance abuse classes, family wellness, job training,native circle, art and physical education to gang-involved and affiliated youth. The program is from 4 to7:30 Monday through Thursday and 4 to 5:30 on Fridays.

Aggression Replacement Training ——————————————————————–————–

The purpose of the Aggression Replacement Training Program (ART) is to teach youth the steps to dealwith their anger and manage their feelings. The program runs a total of ten hours. Classes are availablefor 8-13 year olds and are also available for 14 to 17 year olds.

Achieving Work and Educational Success —————————————————————

The Achieving Work and Educational Success program (AWES) provides case management, educationalassistance and employment training to the local area youth. The AWES program helps to employ youth inthe community and helps youth go back to school or obtain their GED or High School Diploma.

Summer Work Experience ——————————————————————–———————————

The Summer Work Experience (SWE) provides employment training and basic skills enhancement.Youth are employed for the duration of the summer and taught how to excel at a job interview, complete ajob application, complete a resume and learn skills essential to obtain and maintain a job. Youth alsoreceive assistance on finding a job in their local community.

Alternative to Drug and Alcohol Prevention and Treatment Pro-gram (Adapt) ——————————————————————–————————————--—————————

The purpose of our Alternative to Drug and Alcohol Prevention and Treatment Program ( ADAPT) is toprovide support services for substance abuse, with the goal of linking resources that will help youth suc-ceed and gain a better understanding of a sober lifestyle. The program offers a positive environment whileexposing youth to activities that challenge them physically, mentally, and emotionally. These activities in-clude equine rehabilitation therapy, substance abuse classes, physical education, and community service.
