ECDC contacted the Environment Agency to seek a representative to present at the July Neighbourhood Panel meeting. EAconfirmed that they would be in a better position to present at a meeting at a later stage and that Peter Dokter would beattending the October meeting to update the group on EA works in the west area and to answer any questions.

Public consultation - Coveney proposals

ECDC requested an update from EA on the public consultation on the Coveney proposals and were advised that theconsultation is expected to be launched by October 2012.

CurrentSituation

EA have reported that they expect to launch the public consultation on the Coveney proposals by October 2012; this willinclude information on the small scale parking arrangements proposed as part of the Coveney scheme, together with otherwider public access proposals. EA to inform ECDC when consultation arrangements are confirmed for possible inclusion inthe panel newsletter.

EA have reported that they have been in touch with the Cambs Police Crime Prevention Design Team who have providedsome advice on deterring anti-social behaviour through the scheme design.

An Inquest on the fatal accident at Mepal Motorcross took place on 14th June verdict of accidentaldeath. Any additional information sought from Fenland DC will need to be taken up by individuals as aFreedom of Information Act request.Fenland DC served a noise abatement notice on persons responsible for Mepal Motocross ParkMepal. The notice requires them“To take all reasonable steps to ensure that no noise from motor cross activities including racing andpractice sessions, at Mepal Motorcross Park, Mepal Cambridgeshire, is the source of noise nuisanceat local resident’s properties”“Ensure that noise levels do not exceed 91 Laeq 15 minutes dB (A) at the boundary of these premises”

Mepal Motorcross have also been issues with a Planning enforcement notice from Fenland DCrequiring the site owner to cease the use of the land as a track for motor cross activities, this came intoforce on 8 th June. This is being appealed against.

2 Fly tipping - unsatisfactory follow ups offly tips (e.g. BT telephone books) atrecycling centre in Sutton

Recycling centre is monitored at least weekly, and problems are dealt with as and whendiscovered. All incidents of fly tipping are followed up with an inspection of waste, and ifevidence is available this will be used in an investigation. Sighting of people dumping wastecan be reported to us, with as much detail as possible – vehicle registration numbers areparticularly useful. If evidence is present within a flytip, it should be left alone, and reported towaste services who will retrieve it.

3 Dog fowling – bins full. Look at howoften emptied in Sutton

Additional resource has been added to the cleansing side of the contract, to ensure that binsare being emptied regularly. Bin emptying is being monitored in the area, following scheduledemptying days, and any problems reported directly to Veolia for resolution.

4 Increase in smoke from straw burningplant in Sutton

An update from Neil Goudie, PPC Compliance Officer at the Environment Agency providedthe following update:

“Firstly, I can confirm that monitoring, compliance and enforcement, has not been reduced atthe site. In fact, if any, it has increased as we begin preparations to transition the powergeneration sector to meet the potential requirements of the Industrial Emissions Directive.

Secondly, following my appointment as Compliance Officer to the site last April, we havetaken a more detailed look at the effectiveness of management at the site. EPR havestructurally changed some aspects of their management systems but we continue to monitor,and where necessary, request improvement.

One area which we are particularly pleased about is their 'step change' in monitoringarrangements for releases to air throught the point source stack. Find attached our audit in

December 2011 which demonstrates their robust systems that are now in place. This hasbeen a 'long haul' to get to but management changes has seen a more pro-active approachbeing taken.

I am, like all my sites, always concerned that operator's become complacent on issues suchas noise and odour, and in this case straw/dust, but I have reminded them recently no t tobecome 'blinkered' by the key elements of their Environmental Permit.

I haven't received any complaints directly but I still prefer these to made directly to the site sothat they can be acted upon in a timely manner. I can review the complaints log when on site.Our Enforcement and Prosecution Policy is quite clear on what action to take if a complaintsare not logged and acted upon correctly.

I've spoken to John Harrison about this Panel and perhaps it would be useful for EArepresentative to be present to clarify any issues on regulated sites in the Area, this willprevent any rumours or misunderstandings developing.”

5 Request for a report stating where andwhen Veolia have cleaned within thepast 6 months

Admin and resource required for producing such a report may be prohibitive. Additionalresources have recently been added to the cleansing side of the contract to ensure litterpicking, and bin emptying is being completed. We do have a cleansing schedule that isprovided by Veolia at the end of each week, copies of these can be supplied.

The reason for the gap between the gates and the hedging is to allow access for pedestrians andhorse riders during with the winter months when the routes are closed to vehicles. It may bepossible for narrow traffic, such as motor cycles and quad bikes, to achieve access also.

2 Speeding along A1123 and A1421flashing lights ‘speed monitors’ notworking in Haddenham

Reported to the Traffic Signals within the Highways Service, for appropriate action.

3 Dissatisfaction of road grittingduring winter. Highways to reviewin Mepal

Gritting issues confirmed as:

(1) finding satisfactory method ofgetting info to volunteer gritters(possibly eventually resolved)(2) the order to grit was given toolate, so that a considerable amountof snow had fallen, and grit/saltmade no real difference(3) grit spreading device spreadsvery little salt (what sort ofquantities are needed to achievewhat effect I am not sure of - butvolunteer was unhappy that hewould need to do several 'runs' tospread enough)

It seems as though the dissatisfaction related to operation of the County Council’s wintermaintenance scheme, whereby volunteers were recruited within communities to carry outsupplementary gritting activities.

The volunteer scheme was a trail and the concerns raised via the Neighbourhood Panel meetingwill be taken into account by the County Council during the summer when planning for next winter.

It is acknowledged there were a few teething problems with communication at the beginning of theprocess but it is believed that the issue was subsequently resolved.

The Communications Manager within the Highways Service will be making contact with allvolunteers before the winter; this contact is likely to be during September.

4 Impacts of proposed toll road onA14 – increase in heavy vehiclespassing through Haddenham and

Wilburton measures with the County Council at that point.5 X9 bus – twice in Witchford doesn’t

stop and goes straight throughAs there is no longer a service X9, and hasn't been for more than a year, it has been assumedthat the issue relates to service 9 which is the replacement service. If the complaint is that the busfailed to stop twice when it should have done, this should be reported by the users to Stagecoachwhen it happens, as it is a commercial service (with no County Council control or influence over itsoperation).

Current Organisational Issues:

1 Transport Funding for Cambridgeshire

A successful bid to Government has secured £9 million extra cash for transport in Cambridgeshire, which will be used to reducecongestion and help grow the economy.

On 25 May 2012 Cambridgeshire County Council was awarded £5m from the Government’s Local Sustainable Transport Fund.This is the equal highest amount awarded to any local authority, and is the full amount the Council bid for.

This will boost the local economy and, given the national importance of Cambridgeshire, will help support the UK’s overall economicrecovery.

The Government grant unlocks further funding of £4.2 million to be spent on transport improvements, including links to theproposed new Cambridge Science Park Station and improvements at Ely Station. Funding will also hasten the delivery of a newcycle parking facility at Cambridge Station.

The bid will fund a programme of measures aimed at improving journeys within two of the most important transport corridors inCambridgeshire. Together these measures will provide more choices for those using the two stations, and reduce traffic andcongestion.

The first area covers an east-west corridor starting at the Enterprise Zone at Alconbury, through Huntingdon, St Ives, the SciencePark area (where the new Cambridge Science Park Station will be located) and ending at Cambridge. The second north -southcorridor starts at Ely, runs through the Science Park area and again ends at Cambridge.

Both of these routes contain major employment sites and new housing developments which will experience significant growth in thecoming years. Both have good existing public transport links, either rail or guided bus, which will be enhanced significantly by thisfunding. Improving links in these areas will help people travel between home and work, and for other purposes by foot, bicycle, busand train.

Improvements will range from infrastructure schemes such as new or improved cycle routes, and cycle parking, through to betterpublic transport systems and enhanced signage and maps.

Households in the areas will be offered help in finding out more about their travel options for getting to work, school or otherimportant journeys.

The programme will also improve the availability and quality of travel information, such as upgrades to the Real Time PassengerInformation system, which provides live bus journey information for passengers. Improvements to travel information will benefit

travelers across the whole county, not just in the corridor area.

Funding will be spent between 2012 and 2015.

The bid was prepared in partnership with a wide range of local partners, from both the public, private and voluntary and communitysectors.

The programme should help tackle congestion, which is a major issue on both corridors, and causes costly delays for localbusinesses, residents and visitors .

Cambridgeshire County Councillor Ian Bates, Cabinet Member for Growth and Planning, said: “This is great news forCambridgeshire and is part of our drive to invest in measures to improve our infrastructure to show that Cambridgeshire is open forbusiness. We are delighted the Government has recognised that our plans will not only boost the local economy but will help thenational economy grow as well. The fact we got the joint largest grant in the country shows how good our bid was. This meansmore opportunities for business, more jobs and a better quality of life for our residents. These measures complement the work weare already carrying out such as the bold move to invest in creating a new Cambridge Science Park station. They will also bringbroader benefits across the whole County and build on the public transport and cycling improvements that we are already mak ing.”

2 Trading Standards warn people not to get caught by the conmen

Cambridgeshire Trading Standards are urging residents to be extra vigilant and not get caught out by conmen. Every year in theUK consumers lose billions of pounds worth of money to scams, which often exploit low-cost mass-marketing techniques such as e-mail, telephone and post.

Misleading mailings make false promises of huge lottery wins or other high-value prizes but always insist on a payment being madebefore any winnings can be claimed. One local victim of a telephone lottery fraud sent over £9,000 to Spain and Ireland in 'fees' forfictitious lottery wins in a 15-month period.

Often the elderly or vulnerable are specifically targeted by scammers but this is not always the case. Targets can find themselveson the receiving end of a barrage of letters with some people being sent up to 600 misleading letters a month from across the world.Anyone who has a friend or relative who may be responding to scams, or has been a victim themselves should contact CitizensAdvice Consumer Service on 08456 040506.

Cambridgeshire Trading Standards has joined forces with Cambridge Citizens Advice Bureau to run a year-long pilot ConsumerEmpowerment Partnership (CEP). Together this partnership will work to prevent fewer people falling victim to scams.To report a scam mailing, even if it has not been responded to, use the Action Fraud online reporting athttp://www.actionfraud.police.uk/ or by calling 0300 123 2040.

3 Buy With Confidence approved trader scheme

Cambridgeshire County Council’s Trading Standards Service recently launched the Buy With Confidence approved trader scheme.

This scheme provides residents with an online database of local ‘Trading Standards approved’ businesses which can be reliedupon to provide a quality service to customers. Members can be found by visiting www.buywithconfidence.gov.uk, by callingTrading Standards advice partner on 08454 040506 or by visiting your local library and asking library staff to look up traders on thescheme for you.

For businesses wishing to join, comprehensive information and application forms are available at www.buywithconfidence.gov.uk orby calling 0345 0455206. The public are also being called on to nominate traders to join the scheme by emailing the traders detailsto [email protected] or by calling Cambridgeshire Direct on 0345 0455206. Trading Standards will then contact thetraders to invite them to apply.

Buy With Confidence encourages businesses to comply with the spirit and letter of the law. Trading Standards carries out variouschecks on applicants before admitting them to the scheme. If any issues are found while carrying out these checks, advice will beoffered to resolve these, supporting businesses to meet the requirements of the scheme.

Benefits to members include being able to advertise their business as ‘Trading Standards approved’, having their business detailsadded to the Buy With Confidence database and being provided with an ongoing advice service from Trading Standards.

4 Social care information sessions at Cambridgeshire Libraries

An information service which helps people stay safe, well and independent, is taking to the road to spread the word acrossCambridgeshire with a series of events in libraries. The Your Life, Your Choice service provides online information for people whoneed information or support to enable them to live an independent life. It also provides details of assistance for such things as socialand health care and aids and home adaptations which make life easier for people in their own home. The roadshows scheduleincludes a presence at Ely Library for the period 10 July to 4 August 2012. At the roadshow there will be:* Leaflets and information about staying independent, safe and well* Information on aids and devices to help people remain independent* Trading Standards information on how to Buy With Confidence and avoidrogue traders* Information about Direct Payments for social care* Opportunities to book a session with the libraries' Computer Buddiesto help less experienced computer users access online information.

5 Cambridgeshire Libraries announce summer reading challenge

All libraries in Cambridgeshire will be hosting the "Story Lab" Reading Challenge this summer. The Reading Challenge aims to keepchildren reading during the summer holidays and every child who reads 6 books or more will receive a certificate and medal atspecial presentation ceremonies in September. When children sign up, they will receive their own 3D model laboratory where theycan keep track of their reading progress. As they read, they collect stickers [some with "scratch and sniff" panels] to give them areal sense of achievement as they work their way through the bronze, silver and gold stages and many libraries will have "Readingbuddies" on hand to help and encourage children and there will be a range of exciting supporting activities.Children who take part in the Reading Challenge every summer benefit in all kinds of ways:* they head back to school happier, more confident readers* the scheme helps prevent youngster's reading levels from "dipping" during the long break* Going to the library regularly becomes an activity the whole family can enjoy together.Children can sign up for free at their local library from Monday 16th July and last year over 6,500 Cambridgeshire children took part.For more information contact Children's Library Services Manager, Richard Young on (01480) 376269 or via e -mail, at:[email protected]

Continue to support Sanctuary with Stretham caseObjective Continue to support Sanctuary with Stretham caseAction Taken During this Panel period the local Policing team have continued to share information with Sanctuary Housing. During this

period Sanctuary have taken the occupants of a problematic household to court for the first stage of proceedings, seekingpossession of their property (otherwise known as eviction). We will continue to closely monitor and support Sanctuary as amatter of course.

CurrentSituation

The case is progressing. We have seen a decrease in incidents and calls for service to the location in recent months.

We have good working relationships with Sanctuary Housing built up over time and through dealing with other complicatedcases. I propose this is discharged as we will support Sanctuary wherever we can as a matter of normal daily business.

Green Laning (Hive Road area, and Coveney & Wardy Hill and from Block Fen)Objective To reduce the number of Green Laning incidents within the area of Coveney and Wardy Hill.Action Taken Visits were made to the victims of these offences in order to assess why no calls had been made to Police to report such

offences in recent months prior to the Panel, where the offences were taking place, what time do they occurred. As a resultwe carried out the following:

Patrols were primarily directed to take place on a Saturday and Sunday between 1400 hrs and 1700 hrs.The Highways Authority were contacted where it was assessed that the paths in question were Bridleways

Bridleways are for walkers, horse riders and cyclists and normally marked with a blue arrow.

You have the right to walk along a bridleway, to ride or lead a horse, and to ride a bicycle. It is possible that you may have a right todrive animals such as sheep or cattle as well. Please note that this does not include a right to drive a pony and trap.

Cyclists must give way to walkers and horse riders on a bridleway. It is a criminal offence to drive a motor vehicle along a bridlewayunless you have specific lawful authority. You do not have the right to take a horse drawn vehicle along a bridleway.

A local resident reported a quad bike rider on the path and called Police with the details of the registration marker.The male rider was located and spoken to. The rider had just purchased the bike, was incredibly apologetic and hadnot been reported to have driven in a dangerous manner. It was decided, in consultation with the informant, that

words of advice were sufficient in this case.

During plain clothes patrols in neighbouring villages a male was witnessed driving dangerously from droves and ontothe public road. He was stopped and summoned to Court for driving offences and for document offences.

Whilst on patrol in neighbouring villages a road legal motor cross bike was stopped due to the manner of his ridingwhere he was found to be over the drink drive limit. He was later prosecuted and disqualified from driving at Court.

The majority of patrols have not witnessed any offences or riders in the vicinity. Based on the lack of calls for serviceand sightings by Police it was decided not to add any further signage in the area.

A visit was made to Block Fen. It appears the majority of riders at the location travel to the site in vehicles capable ofcarrying bikes there and away and is primarily used by more professional riders. The organisers of the site were notaware of anybody riding across country to the location as they arrive in large campervans.

Whilst making enquiries into the situation it was said by a local resident in the affected area that they were unawareof any concerns and found the area very peaceful.

CurrentSituation

We have received very few calls from this location and despite patrols being in the area we have not witnessed any riders inthe highlighted area.

Speeding remains an issue across the sector. Primarily we are finding that the offending drivers are local residents.

Parking at this location has been witnessed but no traffic violations have been seen. We willcontinue to monitor this and will consider speaking to event organisers on a case by casebasis.

Police have carried out speed enforcement as per the panel update. Speed enforcement willgenerally take place in areas highlighted during the Panel Process. If Sutton has not hadspeeding as a priority or even non-priority enforcement from the Police will not generally take

10 Concerns about rise in houseburglaries in Witchford

There has been a rise in Burglaries in Witchford. Police have communicated with theCouncillor for that area directly. Burglary dwelling and non-dwelling remain an operationalpriority for us with a specific operation in place to tackle known offenders and bring them tojustice. The priority crime team at Ely continue to focus on these crimes across East Cambs.
