Star Kids Scholarship Program…Empowering children through education

The mission of the Star Kids Scholarship Program is to

provide educational opportunities in the form of tuition aid

to effective non-public schools, uniforms, after-school and

summer programs, tutoring and mentoring for those high

risk, low-income children who have a parent with a history

of incarceration and/or substance abuse. Children are

typically enrolled in the program between Kindergarten

    and Grade 4.

Star Kids’ goal for each child is to graduate from high school.

By completing high school and hopefully going on to higher

education, these children will have a greater chance of

breaking the intergenerational cycle of poverty, drug use,

    disease, depression and violence.

The target areas for the program are the southeastern

New England communities of Newport County, Rhode

Island, and Fall River and New Bedford, Massachusetts.

Star Kids was founded in 2000 by Timothy Flanigan, M.D.,

Professor of Medicine and Infectious Diseases at the

Alpert Medical School of Brown University and HIV

and Infectious Disease Physician at the Miriam and

    Rhode Island Hospitals.

  • Dear Friends,

We are thankful for the support, love,

and contributions so many of you

have given to our Star Kids over the

past 17 years. It allows us to continue

to serve and support children facing

    great personal and family challenges.

Star Kids has grown in many ways, starting withsix children that first year to 120 this current school year. Our initial efforts werefocused on identifying children of families withhistories of substance abuse and/or incarcerationand finding schools that would provide safe, consistent, and supportive environments for ourStar Kids.

Building on that initial focus, we have layered a wide variety of additional support mechanisms to insure ourstudents blossomed and grew, not only in school, but as healthy contributors at home and in our communities. We developed mentoring programs, after-school academic and social support, and positive summer experiences, all leading to the primary goal for our Star Kids—graduation from high school.

As we continue to grow in the number of children served, we are adding a variety of additional services that willhelp make certain our students realize their full potential, both in our K-12 world, and in the larger world afterhigh school graduation. We want to prepare our kids for success in a wide variety of settings—college, work, military service, vocational schools—so that they may lead productive, self-sufficient lives. One of the reasons Star Kids plays such a critical role is that our students feel they are doomed to fail. Having a parent who has been incarcerated sets up an expectation that there’s no way one can succeed in our competitive, fast-paced society. Star Kids resets those expectations…success is possible, and we care!

We offer our gratitude to our board, child sponsors, grantors, donors, partner schools and volunteers for yourpast support, and we thank you all in anticipation of helping us expand the scope and quality of the Star KidsScholarship Program going forward.

    Gratefully,

Timothy Flanigan, M.D. Ken Moldow Founder and Co-President Co-President

    from our Co-presidents

For our Star Kids, success comes in many forms: it can mean makingthe Honor Roll for the first time, or learning how to play the piano; it can mean being named “Student of the Week,” or being on timeevery day to school. Success can mean learning a new skill at summercamp or achieving 100 on a quiz; or it can simply be feeling a senseof happiness and well-being in one’s classroom and school.

The principal goal of the Star Kids Scholarship Program is for everyone of our students to graduate from high school. We know thatpeople who receive their high school diplomas:

have a greater sense of pride and accomplishment

are more likely to receive a post-secondary education

have a greater likelihood of finding gainful, long-term employment and have greater earning potential

are less likely to repeat the intergenerational cycle of poverty, substance abuse, crime and incarceration

have a higher rate of leading a productive, self-sufficient life

Historically, we have measured the success of our program in thesimplest of terms: assisting as many local, at-risk children as possibleachieve high school graduation. We are gratified that:

the high school graduation rate among our Star Kids is 91.5percent over the past five years

89.5 percent of our high school graduates have pursued post-secondary education, whether four- or two-year college orvocational education

our Star Kids have also joined our armed forces or obtainedfull-time, meaningful employment

These numbers are clear markers of Star Kids’ success…but with support from the van Beuren Charitable Foundation in 2016, StarKids is now working to improve our outcome measurement usingdata-driven methods. We identified six key indicators of our programsuccess: high school graduation rate; school attendance rate; readingability by grade three; post-secondary education attainment; devel-opmental assets, or “protective factors,” which have been proven tohelp at-risk youth be more successful; and incarceration rates amongStar Kids alumni 10 years post-high school graduation. Using theseindicators, we have begun to collect, interpret and measure this data, which will allow us to better evaluate our program and studentprogress across time. Improved program assessment will help usdetermine if our intended program benefits to our Star Kids – lifelongempowerment and productivity through a strong education – are, infact, being achieved.

By affording a child a quality education right up through high school, and in a safe and nurturing environment, we are helping provide heror him with a better opportunity to achieve her or his full potential –which means an improved shot at a successful path in life.

“I never really had an advocate until we started the Star Kids Program, and it has always been very

positive, even when deep down inside I didn’t think

things would work out...they always seem to. So, I

praise all the hard work and care that everyone

from the organization puts forward to help families

that would not have the opportunities otherwise. ”– Star KiD parent

Star Kids works in close partnership with effective non-public schoolsthat will provide our students an excellent education as well as a safe, structured, and nurturing environment. For the 2017-18 school year,we are working together with 22 such schools, drawn from independ-ent and parochial circles; in addition, our children attend public schoolsin six local communities. Our program is student-centered; we workwith each child and family to find the right educational pathway tosuccess for that child, whether it includes non-public or public school,or a combination of both. We are proud to be working in both thepublic and private sectors as a means to best support our students. Some of our Star Kids may return to their local public schools due toimproved opportunities for individual education plans or family pref-erence. These students remain Star Kids and will continue to be pro-vided opportunities for our related supports, which all of our Star Kidsreceive: tutoring, after-school programs, summer camps, mentoring, and, as needed, uniforms, books and transportation assistance.

We are grateful to our partner schools for sharing in our mission andfor providing such vital aspects of our program to our Star Kids; thankyou for your care and collaboration.

“We believe that educating children is the key to their future success”

The bedrock of our program is our dedicated group of scholarship spon-sors, who believe in our mission – that every child deserves to receive aquality education in a safe and nurturing environment. These sponsors alsorecognize the potential for success that each child possesses, if given theopportunity.

Scholarship sponsors are matched with a Star Kid when the child entersthe program. The funds contributed annually by our sponsors help pay forthe tuition of their students at one of our partnering schools. Sponsors areinvited to meet their Star Kids at events held throughout the year, andsome of our sponsors become mentors to their Star Kids, which providesanother source of support and a positive adult role model for the students. Many of our sponsors become long-time contributors to their Star Kids, providing the needed portion of the student’s tuition each year for theduration of the Star Kid’s time in our program. It is also not uncommon forsolid relationships to form between our sponsors and their Star Kids, witha number remaining in contact long after the student has graduated fromhigh school. This enduring bond is yet another benefit of the Star Kids program to our students.

With our deep appreciation for their benevolence and commitment, werecognize our scholarship sponsors:

Mentor program Mentors are role models who contribute to a child’s academic success through the gift of time and attention. They also helpbroaden a child’s horizons by exposing them to new activities.Mentor relationships begin as school-based. Each mentor/studentrelationship is unique and develops in its own way. In addition totraditional mentors, Star Kids has partnered with Big Brothers BigSisters of the Ocean State to pair Salve Regina University studentsas mentors to our Star Kids who are enrolled in an after-schoolprogram.
