IFP Launceston DC to Relocate in May 2014

The Board of Tasmanian Independent Retailers (TIR) has over the past 12 months been evaluating various options for the location of the Island Fresh Produce Distribution Centre (IFP DC) which is currently located at Merino Street in Launceston.

IFP relocated to the Merino Street Site in 2004 on a 10 year lease (expiry 2014) and whilst it has served the business well during this period, it now requires considerable capital works (CAPEX) to be undertaken to continue to adequately support the current volume handled on the site and future growth projections.

The current facility was built in the 1970s as a wool store facility and its full conversion into a modern cool store facility has many challenges. Works required include a significant expansion of the cool store facilities (cool rooms) and administration area, along with various other site works such car parking, external fencing / site security etc. In addition there are also many operational and safety, health & environment (SHE) issues, many of which cannot be resolved at the current site.

The current site also has limited expansion opportunities, which in turn inhibits any possible expansion of the SKU range available via the IFP network let alone future growth and volume projections for the business.

Given the above and the pending expiration of TIR’s initial lease term in 2014, the TIR Board in conjunction with its external consultants felt it appropriate and prudent to consider the other options available to IFP with regards to its Launceston based DC. These options included a relocation to another purpose built Brownfield (existing) facility, or a Greenfield Development (construction of a new / purpose built cool store facility).

The Brownfield option yielded no positive outcomes as there were simply no sites available that were suitable to meet both current and future volume along with various operational and SHE requirements of the IFP business in and around the Launceston area.

The Greenfield option on the other hand provided more positive options as there were various sites that were available for development within close proximity to the existing IFP DC. One of the sites identified was Lot 8 at the Connector Park industrial precinct in Kings Meadows (behind Bunning’s). TIR’s external consultants (Bullock Consulting) were engaged to undertake an evaluation of this site along with building design concepts relevant to both current and future needs of the IFP operation together with a detailed budgeted costing of the development.

As part of the Board’s due diligence detailed costing were also undertaken on the existing Merino Street site based on a TIR acquisition and the subsequent redevelopment works that were required. This process was also undertaken to assess the viability of the proposed Greenfield development relevant to the existing facility post any redevelopment works.

Upon finalisation of the costing relevant to both options the TIR Board engaged its external Accountants & Auditors (Camerons) to undertake a financial analysis of the proposed Greenfield development at Connector Park vs. the Merino Street Site. This detailed analysis subsequently supported the proposed Greenfield development from a financial costing / cash flow perspective over the existing / redeveloped Merino Street site.

The alternative option of renewing the lease at Merino Street and undertaking the required redevelopment works was also considered as part of the review however this option was not supported given the ongoing lease cost relevant for this site (as redeveloped) in comparison to the Connector Park development cost.

Given the above, and the detailed business case as prepared the TIR Board has concluded to proceed with the proposed Greenfield Development at Connector Park. Construction is expected to start in September 2013 and be completed by May 2014.

TIR wishes to assure you and further confirm that all existing rebate programs in place, coupled with its current retailer support and advertising programs will not in any way be affected by the decision to proceed with this development – in summary all current financial and non financial support programs will remain unchanged. In essence the Greenfield development servicing cost is largely offset by the absence of relevant lease payments at a redeveloped Merino Street site.

In closing the TIR Board has thoroughly considered this matter over the past 12 months and has completed a methodical process with regards to its assessment of the alternative options for the IFP Launceston DC development and for which has been the basis of, and has ultimately supported the Boards decision.

The TIR Board believes the decision to proceed is in the best interest of all retailers and customers of IFP. This development will be fundamental to the continued growth and development of the IFP and our retailer network over many years to come.Kind Regards,
