    Greg Hands reacts to AirportsCommissions interim report on aviationcapacity

    The Airports Commission, the independent review panel chaired bySir Howard Davies, has published its interim report. The report set outthree options for one new runway in the south-east of England whichthe Commission says is required by 2030: a new runway at Heathrow

    Airport constructed to the north-west of the existing airport; anextension of Heathrow's existing northern runway to the west to atleast 6,000m, enabling it to be used for both take-offs and landings; anew runway at Gatwick Airport more than 3,000m in length. Reacting to todays report Greg said: Now that the interim report is

    published I shall take time to study it, and the implications it will have

    for my constituents. This is only an interim report, and a final decisionis not expected until 2015, which means we have time to consider all the options and I am pleased that there is one option still under consideration which does not involve expansion at Heathrow. Greg added: My views on Heathrow expansion are well known and I have made numerous speeches on it in the House of Commons in the

    past. I also met Sir Howard in person in July when I was able tooutline, at length, my concerns at Heathrow expansion. I was on thefront bench of the House of Commons chamber today to hear thestatement of the Transport Secretary. I am shocked that some Labour MPs have attacked the work of the

    Davies Commission, despite Labour giving unequivocal backing to athird Heathrow runway before the 2010 election. I look forward to the Governments response in due course and I would urge concerned residents to share views with the Commissionin the consultation on the short-listed options in the autumn of 2014. The report also contains recommendations to the Government for immediate action to improve the use of existing runway capacity. Thisincludes an optimisation strategy to improve the operationalefficiency of UK airports and airspace; a package of surface transportimprovements to make airports with spare capacity more attractive toairlines and passengers; the establishment of an Independent Noise

    Authority to provide expert and impartial advice about the noiseimpacts of aviation and to facilitate the delivery of futureimprovements to airspace operations. Greg said : I am however concerned by the proposals for thesmoothing of the early morning arrival schedule, which could seeadditional planes landing at Heathrow before 6.00am. I continue tooppose any increase in night flights and will be responding fully to theDepartments for Transports ongoing consultation on Night Flying Regime in January 2014.

    Greg Hands M.P. raises concerns over Super Sewer with Environment Secretary

    Greg Hands, M.P. for Chelsea and Fulham, has today written to theEnvironment Secretary to stand up for local residents against the costof the proposed Super Sewer. The Department for Environment, Foodand Rural Affairs (Defra) is consulting on whether to make theThames Tideway Tunnel Project a Specified Infrastructure Project, inwhich case it would become the subject of a competitive tenderingprocess, rather than being carried out by the incumbent provider,Thames Water Utilities Ltd, by default.

    A specification notice would put the financing of the project out totender, and possibly therefore leading to a better deal for Chelsea andFulham constituents and indeed water customers across the whole of the Thames Water area. For several years, Greg Hands has championed the concerns of localresidents over the proposed sewer and in particular that the cost willbe unfairly passed on to customers. This has included participating intwo large public summits and numerous meetings with residentsgroups, as well as lobbing the water regulator Ofwat against risingbills from Thames Water as a result of the planned project. The mostrecent request by Thames Water for an 8% rise in bill was

    successfully blocked by the regulator Ofwat in November, followingearlier intervention from Greg. In his letter to the Environment Secretary, Greg said that with the costof the project estimated at over 4 billion, this was being unfairlypassed onto Thames Water customers in Chelsea and Fulham. Hewrote: As an MP representing many thousands of Thames Water customers who are concerned about the rising cost of bills, I amopposed to the passing on of the cost of the project to thesecustomers. Greg also used the opportunity to share w ith the EnvironmentSecretary, his concerns for the planned use of Carnwath RoadRiverside in Fulham in order to dig a mai n shaft to the proposedsewer. He explained that Carnwath Road is in the heart of aresidential area, with 15,000 homes, seven schools and 2,000businesses located within 2,000 metres of the proposed tunnellingopera tions, where the disruption faced by local residents, schools andbusinesses would be enormous. Greg told the Secretary of State that: The local community isoverwhelmingly hostile to using Carnwath Road in this way. I do not believe that Thames Water should be allowed to compulsorily

    purchase land at the Carnwath Road site, especially as this would frustrate the ambitious re-development plans that Hammersmith and Fulham Council have for the area. He added I shall continue to represent the concerns of local residentsabout the site and look forward to holding a meaningful dialogue aboutthe site and in seeking alternatives.     Residents to get more notice of

    suspended parking bays in K&C Residents of the Royal Borough of Kensington and Chelsea, andothers who are planning to get a parking bay suspended, are beingadvised that from New Year's Day 2014, they will need to apply for aparking suspension at least ten working days in advance. The change will allow the Council to give residents more notice of parking bay suspensions, by putting signs up to seven days before asuspension, rather than the current three days. In order to allow for current suspension applications to be dealt withas usual the seven days warnings will begin from Monday 13 January. To find out more go to www.rbkc.gov.uk/parking .
