As 2011 kicks off, celebrations to mark
IYV+10 begin to flourish. On January 11,
the World Scout Conference brought
together 1.000 participants in Curitiba,
Brazil as they launched their support to
the International Anniversary.
Celebrations moved on to Singapore,
where the International Association for
Volunteer Effort (IAVE) held its 21st
World Volunteer Conference on 24- 27
January, centered around the theme
“volunteering to change the world”. The
conference aimed at reviewing the impact
of volunteers since the International Year
of Volunteers in 2001, and to assess
what‟s needed to better impact societies
in more strategically and in tangible, felt
ways. During the first quarter of 2011 a
series of four regional meetings will be
held in Ecuador, The Philippines, Jordan
and Senegal, bringing together key stake-
holders from UNV Field Units, UN enti-
ties, civil society, the private sector,
national authorities, and academia.
As the year evolves, a Global Volun-
teerism Conference will be held in
Kenya in June, under a tripartite coop-
eration between UNV, the International
Federation of the Red Cross and the Red
Crescent Societies (IFRC), and IAVE.

National UN Volunteers for IYV+10
As countries prepare to set off with plans for the International Year of Volunteer‟s
Tenth Anniversary, a number of IYV+10 national UN Volunteers have been as-
signed to help coordinating IYV+10 activities in countries with an enabling envi-
ronment for volunteerism.
The IYV+10 News Flashes are designed for UNV field units, focal points, staff and volunteers. They are available, along with any related resources and promotional material, on the Knowledge Platform and on WVW, where we have created a hidden page for Field Offices: www.worldvolunteerweb.org/iyv+10/field.
In The Next Issue
Aiming at replicating the success of the
committees involved in the International
Year of Volunteers 2001, a meeting will be
held on 20-22 February in Bonn, engaging
a number of coordinating committees
involved in the 10th Anniversary of the
International Year of Volunteers 2011
(IYV+10) as well as a number of National
Coordinating Bodies (NCBs) for the Euro-
pean Year of Volunteering (EYV2011).
The two day meeting will provide an op-
portunity for networking, sharing best
practices, mutual learning and opportuni-
ties for cooperation between the various
entities in order to develop synergies.
This will be facilitated through plenary
sessions, breakout discussions as well as a
„Share Fair‟ allowing those attending to
creatively share their plans for the year
and to find points of possible collabora-
tion. On 8th January, as the EYV 2011
was launched in Budapest with the first
thematic conference on volunteerism,
UNV‟s Executive Coordinator Flavia Pan-
sieri gave a keynote speech, stressing the
linkages between both initiatives. An
IYV+10 stand is joining the EYV Road
Show through all 27 European countries.
A number of IYV+10 National Committees will meet the National Coordinating
Bodies (NCB) for the European Year of Volunteering 2011 on February.

International Volunteer Day concluded in
Serbia with delightful news: just one day
after the celebrations, the Serbian Parlia-
ment passed a law on volunteerism that
envisions to ease the procedures and
recognize volunteer programs. Young
Researchers of Serbia, the Scouts Move-
ment, and the Nature Conservation
Movement were among the NGOs that
took part in the working group to design
the law, and they are now setting up an
IYV+10 National Committee. During a joyful IYV+10 launch in Nepal, a
“Volunteerism for Development Coordi-
nating Committee” was announced, and
it was resolved that volunteerism will be
incorporated into Nepal‟s Three Year
Plan now being drafted.
In the Democratic
Republic of Congo,
following the resolu-
tions of the National
Committee for the
International Year of
Volunteers 2001 and
the National Work-
shop on Volunteerism
also held in 2001, the National Volunteer
Secretariat was created by the Ministry
of Planning. It now operates as a public
service with a financial and administrative
autonomy, under the supervision of the
Ministry. IYV+10 Committees are also
active or in the starting blocks in Senegal,
Rwanda, Turkey, Ecuador, Brazil, Hong
Kong and many other places.
Several volunteering organizations throughout the world have joined their efforts
to set up national coordinating bodies and legislation to boost IYV+10.

Linking at the national level
We are in the process of collecting information about
national members of international stakeholders such as
the International Federation of the Red Cross and Red
Crescent Societies, the World Organization of the Scout
Movement, the World Association of Girl Guides and
Girl Scouts, CCIVS, and many others in order to facili-
tate linkages at the national level. Please contact us
