MFG Day 2014 a Huge Success! Thank you to all of the manufacturers in the Dayton Region who opened their doors to the public for Manufacturing Day 2014. Manufacturing Day is part of an effort to draw greater attention to the outstanding opportunities that a career in manufacturing can provide. It promotes the pursuit of skills that will lead to a long-term career that offers security and growth for qualified candidates. Educators have reported that MFG Day exposed their students to a potential career. Mary Drayer of Trotwood Madison High School stated, “Yes, we all had a wonderful time and the students LOVED it! The talk around Trotwood-Madison was ‘I want to get a job in the manufacturing industry!’” Drayer sent six buses of students to several companies in the region on MFG Day. Educators in our region realize the importance of the manufacturing industry and are now joining forces with

manufacturers to grow the manufacturing workforce pipeline. Drayer now serves on the DRMA Workforce Development Advisory Committee and has already sent a request for a student to job shadow one of our member companies. This year DRMA’s Government Relations Committee coordinated with participating companies and invited local, state and federal elected officials. Several of them visited and toured the open houses. Representatives from the Ohio Treasurer of State Josh Mandel’s office presented participating companies with proclamations for their hard work and dedication to growing the manufacturing field. Thank you, once again, for participating in MFG Day 2014! We hope that you will be back to cultivate your future workforce for MFG Day 2015! Chairman’s Connection Tim O’Meara, DRMA Chairman of the Board October is a popular month with many state and national observances. We celebrate everything from General Pulaski Day (Father of the America Calvary) to Sweetest Day (Oct 18

th) and from Tuxedo Day to Bosses Day (Oct 16

th). One

thing is for certain . . . we LOVE to celebrate! When doing a little research for this article no matter how much I tried, I could not find National Manufacturing Day on any list. What’s more troubling is I couldn’t find a card in the local Hallmark store for Happy Manufacturing Day. What’s encouraging is the amount of publicity we’ve seen for our industry over the last year. Local, State and Federal legislators from both sides of the political aisle are supporting our industry; they’ve toured our facilities and have seen firsthand the need to reinforce our manufacturing base. The MFGday.com website is packed full of articles, comments, advertisements, and testimonials promoting the success of this year’s campaign. Once again your DRMA did an outstanding job promoting Manufacturing Day. From initial reports, every company that participated experienced a huge increase in attendance. Our office was asked “why are we having such a huge success with the number of participating companies, schools, and students?” The answer is: DRMA is the only Dayton region trade organization, whose mission is “The voice of manufacturing in the Greater Dayton Region. We promote business success through peer-to-peer networking, advocacy, education, economic development, and sharing best practices”. I’d like to think they may want to rename the event to “MANUFACTURING DAYTON” if not, we should! To further the excitement for the month, AMTS 2014 is October 22

DRMA members are amazing! 27 DRMA members plus 4 non-member companies throughout the Dayton Region hosted open houses on national MFG Day on October 3. They did an incredible job at inviting schools, resulting in over 2,000 students from over 40 schools attending and learning about the great careers our industry has to offer (compared to 700 students last year) This is what one teacher had to say:

“Trotwood-Madison THANKS YOU for a great experience on Manufacturing Day. The students returned to campus with "That's what I want to do with my future." "I never knew that I could get a job right out of high school with so much potential." And others were mad that they did not get to go.....”

We are hoping to expose Dayton Baton’s audience of over 1,600 followers to the Manufacturing community in the Dayton Region.

What’s Going On In the GRC? The Government Relations Committee (GRC) has become lean and mean with a primary focus of establishing relationships with legislators. Keeping in line with our 2014 goal to develop relationships with key legislators, GRC members paired up with companies and sent letters out to various legislators inviting them to National Manufacturing Day (MFG Day) and the Advanced Manufacturing Technology Show (AMTS). As a result, several officials at the local, state, and federal level including Congressman Michael Turner, City of Dayton Mayor Nan Whaley, State Representative Michael Henne, and State Senator Bill Beagle participated in MFG Day October 3. Representatives of Treasurer of State Josh Mandel’s office presented participating companies in the Dayton Region with a proclamation for their dedication to growing the manufacturing industry. This year the GRC will conduct a survey to assess members’ top issues. We are currently working on it and will be mailed out to members this month. We are excited for the opportunity to help you. Workforce Development

Can’t Find Enough Skilled Workers? Do Something About It! DRMA members are frequently frustrated that they can’t find enough workers with the right skill set. We believe the root problem is that the worker pool is not large enough. We are working to identify members who are willing to invest in the future workforce by participating in programs and initiatives related to career awareness and employing those who are not fully trained and experienced. For example:

Participating in career fairs/classroom presentations

Being part of a speakers bureau about careers in manufacturing

Setting up a high school or college internship program

Setting up an apprentice program

Participating in youth and job shadowing programs

Participating in National Manufacturing Day by hosting an open house

Hiring inexperienced people who have potential but don’t have extensive training

Hiring co-op students from area career technical, community colleges, or universities

You don’t need to commit to any program just now. What we are looking for is a mindset. Do you hire only those who are fully trained and experienced? Or are you willing to do something that will grow the pipeline? If the latter, we want to add you to the DRMA “go to” workforce development group. What’s in it for you? Xtreme BOTS – Call For Action! Help attract young talent to the region’s manufacturing industry! The Xtreme BOTS workforce development program is gaining momentum. New teams are forming now! Ohio Robotics Inc is committed to providing manufacturing opportunities that help our community succeed. Volunteer - Wright State University proudly hosts the Xtreme BOTS competition Fall 2014 on November 22nd at the EJ Nutter Center Arena. Volunteers are needed on both Friday (November 21st for the safety inspection and event set-up from 12-5) and November 22nd, the day of the event (from 8-6). Please consider helping in one of these needed areas: Registration/Info Desk, Announcer, Announcer’s helper, Pit Runners, Documentation Judge, Competition Judge, Referees, Safety Inspectors, Security, Arena Transporter, Muscle (arena set-up and take down), and cleanup crew.

Become a technical advisor -Team advising allows you to groom future workers for the industry. . . and maybe future workers for your company. Providing technical assistance involves time and possible financial support. As a technical advisor, you build the relationship the way it works best for your company and the team.

Enginetics Aerospace President Honored as Friend of MVCTC Recipient The Miami Valley Career Technology Center (MVCTC) named Enginetics Aerospace President, Mr. Wim Huijs, as the recipient of the 2014 Friend of MVCTC Award. Mr. Hiujs received the award at the 24th annual All Advisory Dinner held on Thursday, October 2, in the MVCTC Student Activity Center. MVCTC Superintendent, Dr. Nick Weldy, says, “This award is given each year to someone who is always supportive of our mission, our programs, and our students. Those nominated are the professionals who willingly give a tremendous amount of time and talent to ensure MVCTC has continued success”. Mr. Huijs was nominated for the “2014 Friend of MVCTC Award” for his continued support of the MVCTC mission to provide premier educational choices and advanced employment preparation for youth, adults, and organizations of the Miami Valley. Mr. Huijs has hired MVCTC graduates at Enginetics Aerospace and continues to help encourage students to consider a career in the high-demand field of manufacturing. Sinclair SkillsTrac Program Provides Maintenance Training Designed with Flexibility in Mind Sinclair Workforce Development’s SkillsTrac program, a comprehensive industrial maintenance training program specially designed for the advanced manufacturing industry, is made up of multiple levels which grow in complexity with each successive stage. Self-paced and designed with working people in mind, SkillsTrac minimizes a trainee’s time in class and away from the job. Flexibility is a key component to the program, and companies can customize the curriculum to meet specific training needs. If an individual needs to master a specific skill set and meet the necessary prerequisites, they may take training for that alone. SkillsTrac is designed specifically to provide individuals with the top skills they need to troubleshoot and maintain industrial equipment. Using a combination of on-line curriculum and lab-based competency exercises, the program is comprised of multiple levels ranging from maintenance basics to advanced industrial automation concepts, including PLC- Programmable Logic Controls. SkillsTrac training consists of course content, taught mostly in an online format, and hands-on validation lab content, taught in an advanced training lab. There are also some instances in the program where an instructor leads the training in a traditional format. The online classes serve as the instructor and textbook for the basic course material. Course Overview The lower two levels provide the foundation on which modern industrial maintenance rests: Maintenance Basics and Industrial Mechanics, which form the Green Level, and Industrial Electricity and Industrial Fluid Power, which form the Yellow Level. The Red level begins advanced training in automation and consists of Industrial Controls and Programmable Logic Controllers. The Blue Level builds on all others and provides in-depth training in Automation Systems and Robotics and Motion Control.

The Green Maintenance Fundamentals certificate consists of four courses: Professional Development, Math and Print Reading, Basic Safety, and Maintenance Basics. Maintenance Basics covers maintenance concepts, troubleshooting, mechanical and electrical safety and rigging.

The Green Industrial Mechanics certificate consists of two courses: Measurement and Materials and Mechanical Systems.

The Yellow Industrial Electricity certificate consists of two courses: Basic Electricity and Motors and Motor Controls.

The Yellow Industrial Fluid Power certificate consists one course, Pneumatics and Hydraulics.

The Red Industrial Controls and PLCs certificate consists of two courses: Control Systems and Programmable Logic Controllers.

The Blue Automation Systems certificate consists of two courses: Automation Systems and Robotics and Motion Control. The motion control topics include variable frequency drives and servo motion control.

Sinclair STEP II Employer and Student Program and Luncheon Looking for Entry Level Precision Machining Personnel? Sinclair’s STEP II May hold the Key! Sinclair Community College’s STEP II Precision Machining program and the Co-op office are working together to hold their first ever STEP II Employer/Student Program and Luncheon on October 29

th, 2014

starting at 10:30 a.m. and ending around 12:30 p.m. This will be an opportunity for employers who may have entry level jobs in the precision machine field to find or meet new candidates through the co-op opportunity. The event will begin with a tour of Sinclair’s CNC and Manual Machining Lab where employers will be able to witness STEP II students at work. From there, we will proceed with a short program featuring past Co-op participants offering viewpoints from an employer and student perspective. At 11:30 a.m., the STEP II students will arrive to eat alongside some of the greatest manufacturing companies in the area! This is an informal event to allow employers a chance to meet future candidates who are seeking co-op opportunities or even employment upon graduation. Students attending the event will have their own business cards to share with interested employers and employers in attendance will be given the resumes of all participating STEP II students. Please know there is no pressure to hire a Co-op student at this event. Should a company decide to participate in the Co-op program there will be additional information to follow. We are excited about the possibilities this event can bring to our employers and students. Legally Speaking

Affordable Care Act Deadlines Near by Paul Routh and Bob Dunlevey There are three important deadlines right around the corner and October is the month to start focusing on them. 1. Health Care Reform Reporting There are three main components or pieces to health care reform - (1) the individual mandate; (2) the employer shared responsibility provisions also called the play or pay rules; and (3) the health care exchanges or marketplaces. The individual mandate requires most people to have health coverage or pay a penalty. The employer shared responsibility or play or pay rules require large employers to offer full time employees quality/affordable health coverage or pay a penalty. The health care exchanges or marketplaces are where people can go to get health coverage. Individuals may, depending on their household income, be eligible for government subsidies to help pay for their health coverage through the exchanges or marketplaces. Sections 6055 and 6056 of the Internal Revenue Code obligate most employers to provide certain information to the government and the employees. The government will use the information to determine (1) which individuals are eligible for subsidies under the exchanges or marketplaces and (2) whether the employer owes a penalty under the employer shared responsibility provision or play or pay rules. The employees will use the information when they complete their personal tax returns (i.e. Form 1040s). The IRS has released, in draft format, the forms (with the accompanying instructions) that employers have to complete to comply with these reporting requirements. There are four forms and the employer’s size and whether the employer’s group health plan is insured or self-funded dictate which forms and what sections of the forms the employer has to complete. Employers may, but are not required to, report data for 2014 which will be due early in 2015. It is doubtful many employers will report 2014 information. However, employers must start gathering the information beginning January 1, 2015, and will have to submit the forms to the IRS and provide the information to the employees early in 2016. The following is a brief summary of the rules.

A. Small Employer – Fully Insured Health Plan If the employer has less than 50 full time (i.e. employees working 30 hours or more per week) and full time equivalent employees and the employer sponsors a fully insured health plan, the employer need not prepare and file any reports with the IRS or distribute anything to the employees. B. Small Employer – Self Funded Health Plan If the employer has less than 50 full time (i.e. employees working 30 hours or more per week) and full time equivalent employees but sponsors a self funded health plan, then the employer has to complete IRS Forms 1094-B and 1095-B and submit both forms to the IRS and provide a copy of Form 1095-B to the employees.

C. Large Employer – Fully Insured Health Plan If the employer has at least 50 full time (i.e. employees working 30 hours or more per week) and full time equivalent employees and sponsors a fully insured health plan, the employer has to complete only the top 2 parts of IRS Forms 1094-C plus Form 1095-C and submit both forms to the IRS and provide the employees a copy of Form 1095-C. D. Large Employer – Self Funded Health Plan If the employer has at least 50 full time (i.e. employees working 30 hours or more per week) and full time equivalent employees and sponsors a self funded health plan, the employer has to complete all 3 parts of IRS Forms 1094-C plus Form 1095-C and submit both forms to the IRS and provide the employees a copy of Form 1095-C to the employees.

Here are links to all four forms and the instructions. It is important to determine which forms you have to complete and to start gathering the data starting January 1, 2015.

However, now is the time to start preparing for the reporting requirements.

2. HPID (Health Plan Identifier) Almost everyone agrees the US health care system is not very efficient. To help streamline the system, group health plans will have to obtain and use a health plan identifier or HPID. The HPID is a uniform identification number health plans will use to receive and transmit data. If the employer sponsors a fully insured health plan, the insurance carrier will get the HPID. However, if the employer sponsors a self-funded health plan, the employer will have to get the HPID. If the self-funded health plan is considered a large plan, the due date to register and get the HPID is November 5, 2014. The due date for a small self-funded health plan is November 5, 2015. A self-funded health plan is considered large for these purposes if the self-funded health plan paid at least $5 million in claims during the previous calendar year. If you are sponsoring a self-funded health plan, now is the time to contact your third party administrator to start the process of getting your HPID. 3. Transitional Reinsurance Fee As previously mentioned, one of the main components of health care reform is the marketplaces or exchanges where individuals can go to get health coverage. It is anticipated that the carriers participating in these exchanges or marketplaces will experience adverse selection. In other words, initially there will be a lot of sick and unhealthy people signing up for coverage under the exchanges or marketplaces and their premiums probably will not cover all the claims.

As a result, all group health plans have to pay a transitional reinsurance fee to help stabilize the premiums for the products being offered through the health care exchanges or marketplaces. In short, the transitional reinsurance fee is designed to help compensate the carriers participating in the marketplaces or exchanges. The reinsurance fee is only in place for 2014, 2015 and 2016. The annual rate for 2014 is $63 per person covered under the plan and for 2015 the annual rate per person is $44. The rates have not been released for 2016. In the case of a fully insured health plan, the carrier will pay the reinsurance fee but, not surprisingly, the fee has been built into the premiums. In the case of a self-funded health plan, the employer has to report and pay the reinsurance fee. The employer has to report the number of people participating in the self-funded health plan to the government by November 15, 2014. The government will then invoice the employer for the transitional reinsurance fee. The fee has to be paid electronically and can be paid in either one or two installments. If the employer wants to pay the entire amount in one installment, the payment of $63 per person is due January 15, 2015. If the employer wants to pay the fee in two payments, the first payment of $52.50 per person is due January 15, 2015, and the second installment of $10.50 per person will be due November 15, 2015. The government is still in the process of developing the reporting forms but, if you sponsor a self-funded health plan, now is the time to starting gathering the information. As a final note, the IRS has ruled the transitional reinsurance fee is tax deductible and the Department of Labor has ruled that employers can require the employees to pay some or all the transitional reinsurance fee without violating ERISA.
