    Stakeholders from the PartnerCountries get acquainted withthe European Civil Protec onMechanism

    The PPRD East Programme invites the Partner Countries to considerthe possibility of using thein

    view to enhance the national capacitiesin the field of disaster prevention ,preparedness and response .The PPRD East Partner Countries high-lighted a strong interest in the ins tu -onal, regulatory and organiza onalframeworks for civil protec on of the EUMember States and the best prac ces of the Partner Countries themselves. ThePPRD East Exchange of Experts pro-gramme is there to support the PartnerCountries in solving their priori zed na -onal issues and ensuring their strongerresilience against disasters.Following a request for exchange

    of experts received from a Na onalProgramme Coordinator of a PPRD EastPartner Country, the Programme isready to organize targeted assistancemissions or exchanges of experts aimedat enhancing the quality of civil protec-on services in the Country.The and

    including the detailed termsand conditions for requesting andimplementing the exchange of experts,are available for download on this page.

    The PPRD East team asks all interestedspecialists to use the standard Requestform (available for download in Englishand Russian).

    In order to be er introduce the Euro -pean Civil Protec on Mechanism tothe Partner Countries the MechanismInforma on days were held in Armenia,Azerbaijan, Georgia, Moldova and Belarus.The main goal of this event conductedby the PPRD East Programme in coop-era on with the EU-trained experts

    from Latvia and Lithuania was to raisepar cipants awareness about the Eu -ropean Civil Protec on Mechanism, itsstructure, work modali es, capabili esand opportuni es.During the Informa on Days the par -cipants represen ng na onal minis -tries, agencies, non-governmental andinterna onal organisa ons were givendetailed presenta ons of the EuropeanCivil Protec on Mechanism work pro -cedures, capabili es and its missions

    to the PPRD East Partner Countries.As separate items, the work of theEuropean Civil Protec on teams, CivilProtec on Modules and issues of theHost Na on Support were highlightedat the Infodays.During the group work submissionof a request of assistance through

    the Mechanism and procedures forreceiving such assistance (Host Na onSupport) were simulated. The Informa-on Days were concluded by explainingin detail the PPRD East Programmeac vi es aimed at bringing PartnerCountries closer to the European CivilProtec on Mechanism.

    The Mechanism Informa on Day inUkraine on 31 January 2012 will com-plete series of these events.

    On 16 November 2011 the rstmee ng of an interna onal Work -ing Group focused on problemsof preven on of man-made and environ -mental transboundary emergency situa-on due to the nega ve changes of en -vironment in Kalush industrial and livingagglomera on was held at the Ministryof Ecology and Natural Resources in Kiev.The mee ng was organised and facilitat -ed by the EU funded Programme for thePreven on, Preparedness and Responseto natural and man-made Disasters(PPRD East) together with the Ministryof Ecology and Natural Resources.The mee ng launched the process of implemen ng recommenda ons of the Round Table on Kalush issues co-organised on 30-31 August 2011 by thePPRD East Programme and the Na onal

    Ins tute for Strategic Studies (NISS).There the establishment of a Work -ing Group has been proposed, withthe main objec ve to develop a roadmap for concerted ac ons in order toimprove situa on in Kalush.During the rst Working Group mee ngthe par cipants represen ng di er -ent stakeholders from governmentalsector, local authori es and researchins tu ons agreed to work out con -crete steps during the next two weeks.The Working Group is led by the Headof Department of ecological safety of the Ministry of Ecology and NaturalResources Aleksander Sokolov.Interna onal organiza ons, such as EUDelega on, UNDP and ENVSEC (a mul -lateral Environment and Security ini a -ve) took part of the mee ng and

    declared their willingness to supporte orts of the Ukrainian Government tosolve Kalush issues as soon as possible.Mr. Jean-Franois Moret of the EUDelega on in Kiev stated that the resultsof the Working Group mee ng are en -couraging. Par cipants men oned thatthis mee ng con rmed the united willof various Ukrainian authori es to worktogether and achieve tangible results.The Round Table and mee ng onKalush were the rst in the seriesof the governmental environmentalemergency pilot projects, which willhelp na onal authori es in se ng upcoordina on mechanisms and nding

    funding solu ons for the most urgentenvironmental emergency problems.

    Disaster managers and civilprotection exercise planners from

    Armenia, Azerbaijan, Belarus,Georgia, Moldova and Ukraine convenedon 5-9 December in Kyiv, Ukraine,to share their experience and getfamiliarised with the EU methodology of planning, conducting and evaluation of the civil protection table-top and fieldexercises. Commonly agreed concept of the exercises in the framework of the EUfunded Programme for the Prevention,Preparedness and Response to man-made and natural disasters in the ENPIEast Region (PPRD East) and outlines of four table-top exercise scenarios were

    the main outcomes of the seminar andplanning conference.

    The PPRD East working plan foreseesorganisa on of four table-top and oneeld exercise, involving civil protec onassets from all six Partner Countries.In order to achieve be er and iden -cal understanding of processes of planning, conduc ng and evalua ngexercises, the exercise programmewas opened by the methodologicalseminar. Disaster managers from Part-ner Countries had an opportunity topresent their na onal civil protec on

    exercise systems, to learn the experi-ence of organisa on of exercises in theframework of the EU Civil Protec onMechanism, to discuss and agree uponcommon concept and main elements of the table-top and eld exercises to be

    held during the implementa on phaseof the PPRD East programme, star ngin autumn 2012.The seminar was followed by the ini alplanning conference for all four table-

    top exercises, which would be playedbetween pairs of neighbouring PartnerCountries (Georgia-Armenia, Georgia-Azerbaijan, Ukraine-Belarus, Ukraine-Moldova). Each of those exercises willconcentrate on most likely disaster inrespec ve area: earthquake, ood,forest res and chemical accident. Theplanning conference resulted in dra ingexercise scenarios and agreeing on me,venue, technical support and othermain issues, which will enable star ng

    more detailed planning.The seminar and ini al planning confer -ence were conducted and facilitated bycivil protec on experts from Estonia andUkraine, having substan al experiencein real missions and exercises.

    The workshop on developingcommon approach to thepreven on-aimed regionalcommunica on strategy

    Effective communication is criticalto the successful implementationof the PPRD East Programme, inorder to ensure that the Programmeresults are disseminated to the widestpossible audience. This will serve tofurther promotion and strengthening,the sustainability of the Programmesoutputs. But means and experience fororganizing campaigns aimed at raisingpeoples awareness about emergenciesand Civil Protection differ from countryto country. Therefore the main goalof the first communication PPRD Eastworkshop was to discuss and developcommon approach within specialistsof press-services of Emergency ServiceAuthorities, journalists of nationalmedia and experts in communicationwith the public from all PartnerCountries to the goals and methodsof the prevention-aimed regionalcommunication strategy. The mainobjectives of the communication

    group for future ac vi esThe workshop on developing commonapproach to the regional communica onstrategy was held on 8-9 November 2011in Tbilisi, Georgia.In their presenta ons par cipants gave areview of the situa on with public aware -ness in the eld of civil protec on in eachof the Partner Countries. The survey wassummed up and discussed at the focusgroup session, laying the ground fordevelopment of the commonly agreedcommunica on strategy.During a roundtable discussion, par ci -pants suggested subjects of informa oncampaigns and possible models in orderto upgrade peoples access to knowledgeabout Civil Protec on and skills of safebehaviour in Partner Countries.Par cipants of the regional workinggroup on informa on and communica -ons discussed prospects of ac vitywithin a framework of future regionalcommunica on strategy and proposalson future ac on items in communica onplan for 2012-2014.The next workshop will take place in Feb -ruary 2012 and will focus on developingthe regional communica on strategy.

    For Peace (PFP)Exercise CODRII2011

    TheInternationalNATO PFPExercise CODRII 2011was an emergencymanagement field exerciseorganized by the Euro-Atlantic Disaster

    Response Coordination Centre(EADRCC) in cooperation with the CivilProtection and Emergency SituationsService of the Ministry of InternalAffairs of the Republic of Moldovaand was held from 27 August to 2September 2011 in the vicinity of thecapital city Chisinau.Through this exercise, about 1300par cipants from NATO members andpartner na ons (which included allPPRD East Partner Countries) haveprac ced procedures and capabili es,in order to improve na ons abilityto respond to a disaster. The exercisealso contributed to strengthening thestricken na ons capability to e ec ve -ly coordinate emergency managementopera ons.Communica on expert of the PPRDEast Programme V. Kuznietsov par -cipated in the Exercise CODRII 2011as an observer. A er making himself familiar with the exercise goals and

    set-up he discussed with the EADRCCo cials involvement of the PPRD Eastcommunica on component into thefurther NATO PfP exercises.
