It is an honour and great pride for me to restart the NAVTTC Newsletter. It would be a great source of news and communication about the Technical & Vocational Education and Training (TVET). This four monthly Newsletter highlights not only NAVTTC's multifaceted activities but news of TVET sector at large. NAVTTC endeavors to develop, promote and streamline vocational and technical training. This gigantic task has been undertaken with active support and partnership of provincial public and private TVET forums. It

has taken on board best available social capital and professional expertise. NAVTTC always invites the visionaries, strategists, policy makers, developers and planners to advice and support us in discharge of our responsibility. NAVTTC aims to get our country's youth equipped with training and certification system which is standardized and internationally accepted. I am sanguine that with the committed team I have, we will be Insha'Allah able to implement our mandate. NAVTTC is an apex body at national level to regulate, facilitate and provide policy direction for the Vocational & Technical Training (VTT) in Pakistan. The Commission is establishing and promoting linkages among various stakeholders existing at national as well as international level. Since its inception, NAVTTC has given a high priority to un-addressed areas and challenges being faced by TVET.

NAVTTC is addressing TVET challenges through the National Skills Strategy (NSS) 2009-2013. The flagship strategy emphasizes a shift from curricula-based to competency-based training and to create a demand-driven training system responsive to requirement of respective industry. It seeks to institutionalize various segments of TVET sector and will adopt corrective measures during the process of implementation. NAVTTC in collaboration with TVET Reform Support Program is doing its best to achieve main tasks like Competency Based Training, Enhanced role of private sector, Reform of the Apprenticeship System, Centres of Excellence, Encouraging Entrepreneurship, National Qualifications Framework, Streamlining Policymaking, Introducing Accreditation System, Reforming management of training institutes, Training Instructors, Research & Development, Skills for women, Training for Disadvantaged Regions and Sectors, Integration of Informal trained skilled Workers, Flexible Training Delivery, Expanded geographical provision, Mobility of Skilled Workers, Career Guidance & Placement, Vocational Education in schools and Improving the status of skill development through NSS for TVET growth in the country. NAVTTC started addressing most of the strategies mentioned above. Some of these, a substantial move forward has been made. Some of other fields of NSS are ongoing while the others have yet to be started.

With an objective to standardize the work processes and procedures in the organization, NAVTTC redefined its structure and successfully achieved the ISO certification 9001:2008 certification in year 2011.

National Vocational and Technical Training Commission under NAVTTC Act-2011 is mandated to set up an internationally acceptable Accreditation System for vocational and technical streams in Pakistan. Accordingly an Accreditation and Certification (A & C) Wing was established and tasked to evolve the procedures for quality assessment of TVET, specifically to lay down and articulate the criteria for assessment of quality TEVT, identify the parameters to quantitatively assess these criteria and to establish appropriate benchmarks.

UNESCO – NAVTTC Round Table Conference on TVET

Cognizant of its role as the apex TVET promoting body of Pakistan, NAVTTC in collaboration with UNESCO undertook a successfully three days Conference at Islamabad. Invitation was extended to National, Provincial and International stake holders to participate and deliver lectures and present policy papers relating to TVET issues as generating (self) employment, mainstreaming TVET with national education and labor policies, enhancing TVET funding for both public and private sector and encouraging research for industrial linkages with regard to TVET.

National Vocational Qualification Framework (NVQF) Evolved

IAGs constituted to Establish Industrial Linkages

In order to establish industrial linkage and to seek input of the industry for regulation of technical education and vocational training in the country, Skills Standards & Curricula (SS&C) Wing of NAVTTC, which is headed by the D.G. Mr. Shahid Ashraf Tarar, constituted Industry Advisory Groups (IAGs) in different economic sectors. The rationale behind establishing the IAGs is to involve industry representatives in providing Labour Market Information (LMI), setting up of competency standards and their input in TEVT policy making. The IAGs have been constituted in consultation with Chambers of Commerce & Industry and Trade Associations of the country having representation of employers, managers and industrial experts etc. NAVTTC has established 28 IAGs so far in Textile, Construction, Hospitality, Agriculture, Dairy & Livestock, Leather, Light Engineering, Surgical Instrument Manufacturing, Information Technology, Paramedics, Skills for women and Wood Furniture, Wood Works & Handicrafts sectors.

National Vocational Qualification Framework (NVQF) has been evolved after thorough consultation with stakeholders including academia, researchers, policy makers industry & chambers and TEVTAs. The objective of developing NVQF is to improve the quality of vocational training and to provide vertical and horizontal progression to trainees in the vocational stream. It has the following characteristics: To Classify skills, knowledge, understanding and competencies, a person must have in order to perform a job from the basic level to the highest level. To identify range of appropriate levels. To identify pathways in a vertical sense between the different levels and in a horizontal sense for knowing the equivalence of qualifications achieved in different training and education streams. To describe in a generic manner, the different levels: what a graduate must know and can do.

COOL FACTS

As per mandate, mentioned in the NAVTTC Act vide Para-6 (1) and 7 (d ) for the establishment of independent NAVTTC Accreditation Council, the Law Ministry was consulted as per directives of TA&QEC and after getting go-through from the Ministry of Law, the By-laws of the Council have been drafted. The draft By-laws were circulated among all the wings/R.Ds of NAVTTC for their comments/views. Feedbacks from the concerned quarters have been received and will be incorporated in a joint session as per the directive

Code of Conduct for TEVT Institutes Developed

NAVTTC developed Code of Conduct for Technical Education and Vocational Training institutes in year 2011. The Code of Conduct provides guideline to TEVT professionals including academia, students and other relevant officials for keeping smooth working of vocational and training institutes.

Provision of latest instructional material is a pre-requisite for effective training and learning. Being its reform agenda for TEVT, NAVTTC has developed 107 curricula on Competency Based Training (CBT) approach in last one year by involving industry at different stages of its development. These Curricula have been notified. In addition, NAVTTC also developed competency standards in four economic sectors including Beauty & Personal Care, Fashion Designing, Hospitality and Garments Manufacturing in collaboration with International Labour Organization (ILO).

MOU Signed Regarding TVET Reform Support Program

Situational Analysis Study (SAS) conducted for Establishing LMIS

Labour Market Information System (LMIS) plays vital role in policy formulation and delivery of demand driven skills. Unfortunately, Pakistan does not have a vibrant LMIS mechanism which could cater to the need of public and private sectors. For the first time in history, NAVTTC conceived the idea of establishing a dynamic LMI Cell on modern lines which will be helpful to both the NAVTTC and its partners TEVTAs. A Situational Analysis Study (SAS) on Pakistani LMI has already been conducted and a team including both the national and international experts has been working jointly to operationalize the LMIS in the country.

National and International linkages

NAVTTC has acted as a facilitator in the creation of provincial TEVTAs. At present, TEVTA-Punjab and Sindh-TEVTA are already operational while TEVT-Board in KPK & B-TEVTA in Balochistan is in the phase of establishment. Apart from this, NAVTTC under Presidential directive has extended its cooperation by facilitating defense establishments towards creation of TVET institutes. These institutes have been established with the facilitation of NAVTTC: in Punjab: Lahore Institute of Technical Education (LITE), Rangers Institute of Technical Education (RITE), BARQ Institute of Technical Education, Mangla and Institute of Technical Education, Kharian. In Sindh: Pakistan Navy, Pakistan Air Force. In KPK: Khyber Institute of Technical Education (KITE) and in Baluchistan: Baluchistan Institute of Technical Education (BITE).

CTTI got Accreditation of APACC

In year 2008, NAVTTC got an international accreditation of Construction Technology Training Institute (CTTI) with Asia Pacific Accreditation and Certification Commission (APACC).

NAVTTC, under Presidential directive, has established 130 new vocational training centres/institutes in 79 uncovered Tehsils of Sindh, Punjab, KPK, Balochistan, AJ&K and Gilgit Baltistan, where no TVET institute exists. This programme costs Rs. 1.17 billion under which 47,765 trainees will be trained during 2.5 years. The programme has already been launched in Baluchistan, KPK, AJ&K, Sindh and Punjab. 130 New Technical & Vocational Training Centers Established

NAVTTC is collaborating with various international development partners like British Council: Sector-specific Centres of Excellence, Industry Advisory Groups and Entrepreneurship Awards. JICA: Centres of Excellence. ILO: To conduct National Level Survey of TVET institution and Labour Market Information Systems. GIZ, DFID & EC: Implementation of National Skills Strategy 2009-2013. UNESCO: Creative Industries like Cottage and Crafts etc. UNESCO-UNEVOC Centre: Joined an international network in the arena of Technical and Vocational Education and Training in the world. UNESCO: To transform the construction department of GCT Peshawar as a Centre of Excellence in seismic resistant construction. TIKA and TESDA, Philippians.

Collaboration with various International Development Partners

Agreement signed with GIZ regarding Technical & Vocational Education and Training Reform Support Programme (TVETRSP) for Pakistan. The cost of the project is 42.4 Million Euros (funded by the Government of Germany, Republic of Netherlands, and European Union). The objective of the reform program is to implement the objectives of National Skills Strategy 2009-2013. The program is conceptualized into three components: Component-1: TVET Governance and Institution Building. Component-2: National Qualification Framework and Human Resource Development and Component-3: Effective and Innovative Training Delivery and Labour Market Information Services.

A working group represented by employers, apprentices, training providers and government was constituted to reform the prevailing apprenticeship system by making it more relevant to requirements of industry and apprentices. This consultative process introduced required reforms like Reviewing & Proposing amendments e.g. definitions, application of laws etc., Reviewing the Rules to the Ordinance and developing guidelines for provinces to amend Rules. This includes; amount to be paid to apprentices, notification of apprentice-able trades, course structure and content etc.

MOUs Signed with Organizations for TVET Promotion?

With an aim to standardize the qualifications and salaries of the teachers in TEVT sector, NAVTTC developed a framework “National Qualification System for Teachers (NQST)” in consultation with TEVTAs, NTB, NISTE, public and private sector TEVT institutes.

Memorandum of Understandings have been signed with various renowned Public/Private sector rganizations to enhance the collaborations in various fields of TVET such as Paramedics, Light Engineering, Development Financial Institutions etc. NAVTTC signed MOUs with National Institute of Medical & Social Sciences (NIMSS), Akhuwat Lahore for Qarz-e-Hasna for NAVTTC trainees, M/s DESCON Engineering? and Implementation Agreement with European Union & GIZ (implementation of National Skills Strategy 2009-13).

NAVTTC, in the light of Prime Minister's direction, has taken the initiative of offering short-term skill development programmes of mostly upto six months duration courses in collaboration with public and private sector training institutes. Four priority sectors are being covered including; Construction, Agricul ture (Dairy & Livestock) , IT & Telecommunication and Services (Hospitality, Health, etc.). While, other sectors being focused are Textiles, Oil & gas, Childcare, Transport, Paramedics and traditional trades (cottage crafts etc.). Courses are being run by utilizing the idle vacant capacity of existing TVET infrastructure in the public and private sectors training institutes. The geographic spread expanded to Islamabad, Punjab, KPK, Sindh, Balochistan, AJK, FATA and Gilgit-Baltistan. Specific features of this initiative are: Special focus on marginalized segments of society is: earthquake hit areas, Federally Administered Tribal Areas, Balochistan and Gilgit-Baltistan. Short courses free of cost offered to jobless Male and Female youth, stipend to trainees Rs. 2,000 per month, Free Toolkits, Trainers' fees, Consumables, Accommodation and transport, Employability skills and Small Grants Facility.

Major partners for completion of above said programs are Provincial TEVTAs, Federal Ministries, Public-sector Universities, Defense establishments and reputed public & private sector institutes & organizations.

a) 1,000 trainees are to be passed out by the end of June, 2013.

b) Tracer Study of 5,820 passed-outs of NAVTTC has been conducted by the Regional Office, Islamabad.

c) Comprehensive study of 70 Vocational and Technical Training Institutions has been carried out in Islamabad Capital Territory, Rawalpindi, Attock, AJK and Gilgit-Baltistan.

d) Databank of 500 Technical & Vocational Training Institutes has been maintained.

e) Training Projects in Private Sector with AI-Shifa Eye Trust Hospital, Pak. Emirates Polytechnic Institute Rawalpindi, National Institute of Medical and Social Sciences, Islamabad are going on.

f) Five Workshops/Conferences on TVET with relevant stakeholders were arranged by this Regional Office NAVTTC Islamabad.

g) Concrete steps have been taken for development of Training Projects in all priority sectors including Paramedics, Light Engineering, Information Technology, Construction, Services, Hospitality, Livestock and Dairy farming.

h) Mandatory apprenticeship has been introduced for all NAVTTC trainees.

Regional Office Islamabad's major Accomplishments

Regional Office NAVTTC Peshawar and Directorate of Education Gilgit Baltistan signed a memorandum of understanding on 01-06-2009 for establishment of 7 Technical Education and Vocational Training Centers in Gilgit Baltistan. These Centers have been established at Gilgit, Diamer, Ghizer, Astore, Skardu, Ghanche and Hunza/Nagar with total cost of Rs.139.891million. Under this Project total 5,240 unemployed youths (male & female) in eleven different technical & vocational trades were approved for TVET training. Out of which 2,453 have so far been trained whereas 251 are under training and the remaining are waiting for their turn of course training.

A mega project titled “Establishment of 42 Skill Development Centers in AJK” was launched and completed in all districts of Azad Jammu & Kashmir at a total cost of Rs. 188.392 million. Under this project 10,240 unemployed youths (male & female) in eight trades were imparted vocational training.

Under the Prime Minister's Special Directives: A programme for training of 1,150 persons in various vocational trades at a cost of Rs. 75.870 million has been launched for unemployed youth of Sargodha Division. Under this programme free boarding/lodging arrangements for all trainees have also been made. Five (05) Development Training Projects at a total cost of Rs. 316.239 millions are under implementation.

Regional Office NAVTTC Peshawar has so far imparted technical and vocational training to 15,643 male and 7,091female jobless youth of KPK and FATA through public and private sector partner institutes.

Other major Achievements of NAVTTC Peshawar

a) Chairman NAVTTC Muhammad Mumtaz Akhtar Kahloon visited Woodworking and Readymade Garments Centers at Peshawar on 04-11-2012 which are working under the control of Small Industries Development Board (SIDB) KPK. He also visited Gems & Gemological Institute of Pakistan (GGIP) Peshawar the same day and inspected the training facilities available in the institute.

b) Certificates distribution ceremony was held at Pak-Austrian Institute of Tourism & Hotel Management (PAITHOM) on 20-12-2012. Deputy Director (P&BD) NAVTTC Peshawar distributed Certificates to 100 successful trainees.

c) Another certificate distribution ceremony was held at Madrassa Darul Quran Al-Kareem on 30-12-2012. Deputy Director (MIS/M&E) NAVTTC Peshawar distributed certificates among 60 passed out trainees.

NAVTTC observed Provincial/Regional quota in nation-wide training projects purely on merit. To address deprivation of the past, Baluchistan has been given top priority and allotted quota 25% for Baluchistan youth, Gilgit Baltistan 10%, AJK 5%, KPK 18%, FATA6%, Sindh ®8%, Punjab(S) 15%, Sindh(U) 5%, Punjab (N) 6% and ICT 2%.

14,452 Jobless youth imparted Technical and Vocational Training Regional Office NAVTTC Quetta has so far approved 15 different projects of Short Term Vocational Training Courses for training to total 14,452 jobless youth of Baluchistan through Public and Private sector's partner institutes under Prime Minister's Hunarmand Pakistan Program including Gwadar.

Baluchistan given top priority for Technical Vocational Training

NAVTTC Regional Office LarkanaSince the establishment / emergence of NAVTTC Regional Office Larkana i.e. 2008, the office is busy to monitor in imparting the technical / vocational trainings among the unemployed youth of this region with the collaboration of Sindh Technical Education & Vocational Training Authority (STEVTA) and Agriculture poly-technique Institute National Agriculture Research Centre, Pakistan Agriculture Research Council, Islamabad as an executive agencies. It is pleased to express that 4741 (Four Thousand Seven Hundred Forty One) Nos. of trainees were enrolled, and out of which 4224 (Four Thousand Two Hundred Twenty Four) Nos. of trainees successfully passed out under the different projects of different trades of this region till to date.

Regional Office NAVTTC Karachi has so far imparted Technical & Vocational training to total 28,984 Male and Female jobless youth including Regional Office Larkana. Out of which 22,771 have been trained through Sindh TEVTA, 272 through Pak. Navy, 2,090 through Shipyard Institute of Technology Karachi, 2,133 through Pakistan Air Force, 285 through Tourism Department Govt. of Sindh, 74 through Utility Stores Corporation, 349 through Sindh Agriculture University Tando Jam, 702 through Pak. Telecom Foundation, 21 through Fisheries Department Govt of Sindh and 287 through various Private Institutes.

Other major Achievements of NAVTTC Karachi

a) Regional Director of Regional Office NAVTTC Karachi informed Executive Director NAVTTC Mr. Tariq Shafi Chak during his three day visit of Sindh Province that Project Advisory Committees have been constituted for on-going projects in all NAVTTC partner training centers.

b) Executive Director NAVTTC Mr. Tariq Shafi Chak visited Vocational Training Center at Naseerabad on 29-02-2012 and distributed free toolkits among the 75 passed out trainees in Motor Cycle Mechanic trade.

c) Chairman NAVTTC Ch. Muhammad Mumtaz Akhtar Kahloon visited Shipyard Institute of Technology Karachi on 10-11-2012 wherein 725 under training jobless youth are going to complete their technical vocational courses in different 16 NAVTTC sponsored trades.

Regional Office, NAVTTC Lahore imparted Technical & Vocational Training to 51,587 Jobless Youth

Regional Office NAVTTC Lahore has imparted technical and vocational training to total 51,587 Male & Female jobless youth so far through TEVTA Punjab, PVTC and other public & private sector institutes. These training programmes were completed through 26 different projects at cost of Rs. 677.072 million.

Regional Office Lahore's other major Achievements

a) Currently, there are 10 on-going projects at total cost of Rs. 188.076 million. The proposed number of trainees in these projects is 5,397. Several more projects in the sectors of light engineering, para-medics, agriculture, leather products, fashion designing etc. have been sent to NAVTTC Headquarters for consideration and approval.

b) Regional Office, is conducting start course, mid course and end course evaluation of the projects. Special emphasis is laid on OJT / Internship of trainees and Tracer Study of pass outs.

c) Apart from training activities, NAVTTC Regional Office, Lahore is also responsible for verification / attestation of vocational and technical training certificates issued by Trade Testing Boards and Boards of Technical Education of Punjab Province.
