Renovations to the Bristol Township Municipal Building are underway. According to Public Works Director, Jason Lawson, “the renovations are on schedule.” The 2013 budget has appropriated

$2,000,000 to rehabilitate the Municipal building. “We look forward to welcoming the community and visitors to a new and improved Municipal Building”, said Township Manager Bi l l McCauley. As of April, new carpets h a v e b e e n i n s t a l l e d

throughout the building, ofces and hallways have been painted, and refurbished with new drywall, and employees will now enjoy an enlarged and updated kitchen/lunchroom. In addition, Bristol Township has completed the installation of a new roof. As a cost saving measure, much of the work has and will be performed by the

Public Works Department staff members. The biggest portion of the funds appropriated for 2013 will be to expand and improve the Police Department. The Township is looking to construct a sally port on the police wing to provide ofcers the ability to drive into a secure area with prisoners and not have to remove them from their cruisers in a public parking lot. In order to increase energy efciency and to decrease expenditures, the Township will incorporate many “green features” into its renovation plans. As a recent recipient of technical assistance from the Delaware Valley Planning Commissions (DVRPC) Circuit Rider for Energy Efciency in Municipal Operations program, the Township will have a “roadmap” to reduce energy costs. The Township will incorporate many of these suggestions into the overall plan for renovating the building. Pictures of the renovations will soon appear on the Township's F a c e b o o k p a g e ( h t t p s : / / w w w . f a c e b o o k . c o m /BristolTownshipPA) and will be displayed at upcoming Council Meetings.

BRISTOL TOWNSHIP ADMINISTRATION BUILDING RENOVATIONS: THE HOME STRETCH

It has been a difcult year for the residents of Bristol Township with the aftermath of Hurricane Sandy. There are many homeowners who had enormous amounts of damage and have yet to make repairs. The Public Works Department is still cleaning up tree debris and taking out stumps from trees that were uprooted from the high winds and rain. The Township encourages residents who still have tree and other debris on their property not to dispose of these items on Township greenbelts, wooded areas, or other private property. If you need help on how to correctly dispose of these items please contact Bristol Township. This year, the Township is anticipating paving more miles of road than ever before. The Township Council has approved a $6,000,000 note with $4 million dollars going to road resurfacing. In addition, the following projects have been approved for repair/purchase or are already completed: 1. A new roof was installed on the Public Works Garage after many years of disrepair and leaking. 2. The long delayed repair of the Township's grader. 3. Construction of two new Playground Systems. 4. The replacement of backboards and rims at several parks throughout the Township. 5. Resurfacing at area parks. 6. A new tractor for the roadside cutting machine. While the Public Works Department has experienced a signicant reduction in its workforce, the Department is committed to providing the same level of quality services that residents have come to expect. The Township is fortunate to have dedicated staff in the Public Works Department. Also, I am grateful to the employees who have worked many hours to renovate and repair the Municipal Building. Their efforts have created a more professional and appealing environment for not only Township employees, but for residents and visitors as well. As a nal note, the Public Works Department is committed to making the roadways safe for you and your families. If you see a pothole, please report it to the Public Works Department at (215) 785-2758. Did you know that the Bristol Township Police Department le 1600 trafc crash reports every year? Obtaining a copy of your report can sometimes be a frustrating experience, especially if you cannot make it to the Police Records Unit during normal business hours. However, there is a more convenient option. The police department has partnered with CARFAX to provide easy online access to your police crash report 24 hours a day, 7 days a week. With some basic information, such as a name, report number and date, you can access your report f rom your computer through www.crashdocs.org. Completed reports are scanned and uploaded to the CARFAX database and made available in only a few days. CARFAX accepts all major credit cards and provides your report as a PDF that you can print from your computer. With CARFAX, visiting the police department or waiting in line is no longer necessary. The police department benets from this service as well. Because ofcers have access to thousands of online crash reports, they no longer have to manually search for each report. These reports are frequently used during investigations. In addition, insurance companies and lawyers, who often request hundreds of copies per year, can now access the reports online as well which allows Township staff to focus on more pressing issues. Of course, reports can still be requested in person at the Police Records Unit Mon-Fri 8:30 am - 4:30 pm. CARFAX online reports cost $20.00 ($15 for township and $5 CARFAX fee) and in-person requests are state mandated at a cost of $15.00.

Bristol Township has completed the installation of a new remote programmable LED electronic sign at the main entrance to the municipal complex. The funding to install the sign, which totaled $22,000,

came from the Redevelopment Authority of Bucks County as part of a Casino Grant. The sign will provide notications of emergencies, special events, as well as public information to the community. In addition, the sign will help drivers, not familiar with the area to locate the Township building.

Bristol Township's Department of Community Development has secured funding from the Commonwealth of Pennsylvania and the County of Bucks to construct ve (5) single family dwelling units to be aimed at military veterans housing. We expect to use specially targeted vouchers from the U.S. Department of Housing and Urban Development. Located in the Edgely section of Bristol Township, the 1.538-acre site is approximately 1/8th of a mile northwest of the intersection of Route 13 and Edgely Road. The “Edgely Court Project” is a joint project with Interfaith Housing and Development Corporation and the County of Bucks. Owned by IHDC, the property has been subdivided into ve vacant lots that average 8,222 square feet in area. The site is zoned R-2(Residence District). The stated purpose of the R-2 district is to provide medium to high density residential development. Utilities are located in the streets surrounding the site. Edgely Court will consist of 5 single-family detached homes. Four (4) of the homes will front Grieb Avenue and one (1) home will front on Edgely Road. The units will be site built, using standard panel construction methods. They will be 3 bedroom units with 2-1/2 baths, a living room, dining room, family room and kitchen. With 1,800 square feet of living area, these units will have full basements and driveways. As has been our experience, improving or developing housing in a neighborhood has a multiplier effect. Neighbors tend to pick up the theme of improvement within their own properties. The property has been dormant and unused for a

number of years. “The neighborhood is anxious to see successful development on the site in keeping with its residential nature” according to Tom McDermott, Director of Community Development. According to Township Manager Bill McCauley, “We are thrilled to be jointly working with other dedicated parties on this new project.” Bid opening is scheduled for early spring with construction expected to start early summer. A ground breaking ceremony is being planned with Township, County and IHDC Ofcials. SUMMER SAFETY TIPS

With the summer fast approaching, the Bristol Township Ofce of the Fire Marshal & Emergency Management offers these safety tips.

Barbeque and Grilling Safety

• When in use, grills should be at least 15 feet from any structure. NEVER operate your grill in a carport, garage, under a patio roof, or on a balcony.

• When using a gas (propane) barbecue grill, follow the manufacturer's instructions. Make a thorough inspection of the grill at the beginning of each cooking season. Gas connections should be checked for leaks by applying a soapy water; bubbles will form if gas is escaping. Damaged or corroded gas tanks should be replaced and not used.

• When a liquid re starter is used to light charcoal, only charcoal lighter uids should be used. Never use gasoline, kerosene or any other ammable or combustible liquid. The lighter uid should be used before lighting the charcoal and not while it is burning.

• Barbecue grills should not be left unattended. Small children and pets should be kept away from the cooking area.

• When a gas barbecue grill is not in use, shut the gas off at the tank and store it in an outdoor location away from where children play and not in direct sunlight.

• When transporting a propane tank in a vehicle, such as for refueling, the tank should be placed in an upright position, secured against movement, and not left unattended. In hot weather, a tank should be transported in a ventilated area of a vehicle.

During a Lightning Storm / Power Outage

• Keep in tune with weather forecasts. Tune to your local weather channel, or TV media source for potential storm warning and instructions.

• When a thunder storm approaches, unplug delicate appliances such as televisions, computers, microwaves, and stereo equipment. Wait at least 15 minutes after the storm passes before plugging these appliances back in.

• Refrain from using hard-wired telephones except in emergencies.

• Have a ashlight within your reach in during evening and overnight hours.

• Obtain a vehicular charger for cell phones to use during prolonged power outages.

• Use ashlights in place of candles whenever possible. If you MUST use a candle, use extreme caution. Blow out candles when they get 1” from the bottom. Keep curtains and animals away from candles.

Technology surrounds us. You would be hard pressed to survive in today's fast paced world without the inuence of a cell phone, GPS navigation or a home computer. Technology has enabled us as a society to move at lightening speed and to expect instant results. Policing is no exception. Technology enables our police departments to solve crimes that were previously unsolvable by using a minute DNA sample. It enables instant communication and allows us to pour through thousands of records in seconds. We are proud to report that Bristol Township Police has been leading the way with early implementation of many technological advancements. Here are just a few examples:

“Live Scan” Fingerprint Capturing — Gone are the days of spreading ink on a person's ngers to capture his ngerprint on a piece of cardboard. Since 1998, Bristol Township has used “Live Scan” technology to capture, transmit and store a person's nger and palm prints. Not only is this quicker and more convenient, but it allows nger prints to be searched and identied in minutes. Bristol Township was one of the rst departments in Bucks County to implement this technology and utilized grant funding to acquire the equipment.

AFIS - Automated Fingerprint Identification System — Have you ever watched “NCIS” or “CSI” and seen a computer search through millions of prints to come up with a “match?” AFIS searches millions of ngerprints in the database and will propose the top ten closest prints. A specialty-trained ofcer makes the nal determination. AFIS was rst used in PA by the Pennsylvania State Police but the rst municipality to receive an AFIS workstation outside of the State Police was Pittsburgh and . . . Bristol Township!

LPR - License Plate Recognition — There has been a lot of press lately concerning cameras that can identify and “read” license plate characters from vehicles on the highway. Recently, other Bucks County police departments have obtained this useful crime-ghting tool. Bristol Township has had this system in operation since 2008, ve years ahead of some surrounding communities. This system identies stolen registrations and vehicles and was funded with a federal grant.

CODY - Records Management System — Just about every police department in Bucks County has automated records management. Reports are led directly into a database that stores the reports and enables them to be easily searched. The Bristol Township Police Department has been using computerized records management since the early 1990's and implemented the CODY system in 1995, long before other communities. This all adds up to faster retrieval of information and reports as well as faster report writing and entry. This enables our ofcers to spend more time on patrol and handle more incidents during their shift.

Radar Trafc Counters — How does a police department learn of potential trafc problems? Other than rst hand observation, citizens will frequently call us to inform us of potential speeding vehicles or dangerous roadways. This is where technology comes into play. Bristol Township Police owns devices that are capable of counting vehicles, measuring speed and even identifying how many axles a vehicle has. This enables us to gauge whether a problem truly exists and how to best combat the trafc problem. These devices can monitor roadways for weeks at a time using radar technology. They are small devices that are nearly invisible to the passing motorist. Bristol Township is the rst department in Bucks County to utilize this latest form of trafc monitoring equipment. It was rst purchased with grant funding in 2003.

Thermal Imaging — First perfected for military use, thermal imaging allows the user to detect heat, including the heat generated by a human body, over a distance. This technology is useful for locating individuals in hiding, especially at night. A federal grant funded our thermal imaging system in 2001. These are just some examples of how your police department uses the latest technology to better serve you! Our personnel are able to do more in less time all with a common goal of making our community the best it can be. We encourage community participation in our policing efforts. BRISTOL TOWNSHIP POLICE DEPARTMENTLEADS THE WAY IN TECHNOLOGY

Code Enforcement plays an important role in preserv ing the at t ract ive appearance of neighborhoods in Bristol Township. The mission of Code Enforcement is to provide fair and comprehensive enforcement of Township Ordinances, which include junk, debris, trash, nuisance, weeds, zoning, and rental/leased property maintenance. Residents are encouraged to cooperate with one another in a friendly manner to resolve minor concerns before contacting Code Enforcement for assistance. Working together we can provide and maintain safe, clean and attractive neighborhoods. Below are some common resident complaints and the rules and regulations pertaining to them.

HIGH GRASS & WEEDS All premises and exterior property shall be maintained free from weeds or plant growth in excess of 14 inches.

VEHICLES/BOATS/TRAILERS Any partially dismantled, wrecked, junked, discarded, disabled, inoperative or unlicensed motor vehicle which is parked, kept or stored on any exterior property for more than seven days, including but not limited to vehicles that lack an engine, one or more tires or other essential parts, vehicles that have become a haven for vermin, are maintained in a precarious or dangerous location, have broken glass or other sharp edges or otherwise present a threat to the health, safety or welfare of the public should be removed by the property owner. Vehicles must have current registration stickers displayed.

TRASH, DEBRIS, & JUNK Filthy, littered or trash-covered cellars, house yards, barnyards, stable yards, factory yards, vacant areas in rears of stores, vacant lots, houses, buildings or premises should be cleared of trash and debris. Any unsightly or malodorous accumulation of junk, garbage, broken glass, scrap automobile parts, mattresses, broken stone, cement, crates, barrels, boxes, scrap metal, scrap lumber, used tires, discarded building material, appliances, xtures, or dismantled machinery on public or private property should be disposed of properly.

STAGNANT WATER Removal of any accumulation of stagnant water. (ie: water on top of pool covers which may attract mosquitoes or other insects.)

RENTAL PROPERTIES Must obtain an annual license from the Ofce of Building, Planning and Development. Must give written notice of any and all changes in occupancy in said rental units. In fact, grass clippings contain valuable nutrients that can generate up to 25 percent of your lawn's total fertilizer needs. Grass clippings do not contribute to thatch since grass clippings are 75 percent to 85 percent water and decompose readily.Do Not Burn Yard Waste: Burning yard waste sends million of spores aloft, causes breathing problems for many sensitive individuals and is prohibited by Bristol Township ordinance.

RECYCLABLE AND YARD WASTE COLLECTION SCHEDULE:WHY SHOULD I RECYCLE YARD WASTE? Recycling yard waste is important because it reduces the amount of material taken to a landll which saves tax dollars. In addition, the byproducts of yard waste recycling, namely compost and mulch, can be used to improve lawns and gardens.

WHAT IS YARD WASTE? Yard waste may consist of grass, leaves, clippings, branches, etc.

Yard Waste Preparation: • Place yard waste in biodegradable (paper) bags or rigid containers marked "Yard Waste." • No more than 10 paper bags will be collected each week. • Bags are generally available for purchase at home improvement or grocery retail stores. • Please do not line the paper bags with plastic bags. • Cut branches to less than four feet in length • Tie the branches into bundles with string or twine • Leave at the curb

WHEN IS THE COLLECTION? The yard waste program runs all year. It is not necessary to call the Township to schedule yard waste collection. Yard waste will be collected once each week from April 1 through December 15. In January, February and March collection will take place during the second full week of the month. Yard waste will not be collected if it is placed outside on collection days that are not designated yard waste days. Please refer to the calendar below for your designated collection day.

While walking his dog along the Greenbelt Trail between the Farmbrook and Stonybrook sections of Levittown, Township Resident Dale Frazier found himself picking up bag after bag of litter. In 2009, Mr. Frazier founded G.O.A.L., a not-for-prot all volunteer organization which addresses the littering problem. The organization is dedicated to removing debris from Levittown greenways and tributaries; elimination of waterway damming by debris; removal of undesirable plant species with replacement by desirable species; and the ongoing maintenance of these remediated areas through education & participation of the public, ecology clubs from educational institutes & other interested parties. Bristol Township, by ordinance, requires residents, commercial establishments, and businesses located in the Township to recycle. Benefits: The largest benet of recycling is the overall reduction of refuse going to the landlls. If everyone recycled, the amount of waste going to our landlls would be drastically reduced, thereby reducing the need for more landlls or landll expansions. Also, when you recycle Bristol Township saves taxpayer dollars by reducing the overall amount of trash that it sends to the landll. There are many other reasons and advantages of recycling old materials to turn into new, similar products:Conservation All man-made products incorporate raw materials to create the nished product. This involves harvesting the earth's natural resources (e.g. wood, metal) in order to acquire the raw materials. Deforestation is a prime example of how harvesting natural resources is harming the environment. This could be reduced if we recycle more paper and old wooden products. Energy Saving Recycling reduces the amount of energy needed to create a new, similar product. If we didn't recycle paper, more trees would have to be chopped down, transported, and manufactured into the nished product. This energy saving tip is a very important one, as energy conservation is one of the key ingredients for the ght against climate change. Reduce Pollution Tied in with energy saving, is the reduction of pollution as a result of manufacturing processes becoming more efcient. Any reduction in CO2 or other harmful gases is not only a key ingredient for the ght against climate change, but also key ingredient for cleaning the air we breathe. If we can reduce pollution levels from the manufacturing industry by a signicant level, this could have a positive impact on our health.

Due to a state law that took effect beginning January 24,

2013, the Township's trash collector will no longer be able to

accept computers (desktop and laptops), computer peripherals

(such as keyboards or printers) monitors, and televisions. Where can you dispose of them? Staples will take

computers and their components, but not TV's. Best Buy will

accept TV's smaller than 32 inches at their store. TV's larger than 32 inches, front projection TV's and Rear

Projection TV's can be recycled through Best Buy's “Haul away

Program.”

Bristol Township has been notied that it has been approved for a $90,585 grant to purchase 9900 curbside recycling containers to be distributed to residents. The grant was received from the Department of Environmental Protection (DEP) as part of the Act 101, Section 902 Recycling Development and Implementation program. The grant will cover 90% of the costs of the containers, while the Township will be required to cover a 10% cost match. Township Manager Bill McCauley stated that “the grant is indicative of the Township's commitment to recycling and conserving natural resources.” “The grant application cited the resident's great need for recycling bins and will help residents to recycle more or encourage residents to recycle instead of throwing items in the trash, noted Scott Swichar, the Environmental Coordinator for Bristol Township. At the February Council meeting, Council, in an effort to improve the overall quality of Bristol Township, approved the acceptance of the grant by resolution . Currently, residents are free to use their own plastic containers for recycling; however, containers must be marked with a recycling sticker on each side. The stickers are available from the township free of charge. While the Township plans to purchase the bins in the next few months, residents can nd out when the bins are available by viewing the Townships website (www.bristoltownship.org), Facebook page (https://www.facebook.com/BristolTownshipPA) or by watching the Township public access channel: Comcast Channel 22 or Verizon FiOS Channel 45.

ECRWSS This coming October marks the two year anniversary of the completion of the renovation of SEPTA's Croydon Station in Bristol Township. The construction cost the Township $13 million. However, design, engineering and other associated fees brought the total cost of the project up to $19 million. The project was funded with $8.5 million from the Federal American Recovery and Reinvestment Act, commonly known as stimulus money, and the remaining funds were from various federal and state sources. Construction at the Croydon Station included the following improvements: • Highway and trafc signal construction • Underground storm detention system • Retaining wall and guide rail construction • Low and high level platforms including foundation • Installation of new canopies • Radiant heating system at the canopies • Parking lot construction with striping and signage • Privacy wall around outbound parking lot • Electrical service modications with new lighting system for parking lot, walkways, shelters, AVPA and revenue collection equipment. • Snow melt system on the ramps along Cedar Avenue • Landscaping • Concrete curbing and walkways, including elevated sidewalks • Platform passengers shelters • Bus Shelters • All associated stairs, ramps, sidewalks, lighting, signage, and all other elements needed for the new Croydon Station make it a fully functional transit facility and fully-compliant with ADA (American with Disabilities Act). While Bristol Township offers free municipal pickup of one bulky item (mattress, washer, dryer, desk, etc.) per household each week, residents are encouraged to recycle, donate, or sell these items. When you recycle, reuse, or donate these bulk items, Bristol Township saves taxpayer dollars by reducing the overall amount of trash that it sends to the landll. In order to reduce the amount of bulk waste sent to the landll and to promote a cleaner environment, residents should consider the following options: Donate. Donate furniture in good condition to thrift stores (such as the Salvation Army) or nonprots so that someone in need can use it. Repurpose it. Turn a creative eye on that piece of furniture that you plan to get rid of. Could it be used in another part of your house? Could it be repainted or reworked to meet your current needs or tastes? Spend a little time brainstorming, and you may just nd that old piece of furniture is worth hanging on to.Freecycle it. Find your furniture a new home by putting it up for grabs on freecycle.org. You'll get it out of your house, and make someone happy at the same time.Scrap it. Steel and aluminum furniture can be sold for scrap, and some plastic furniture can be melted down and reused. Little Tikes furniture, for example, is made of all recyclable plastic. Just put it out with your plastic milk jugs and it will be recycled into something new and exciting.Sell it. List your furniture in the classieds; sell it in a yard sale, or consign it. If it's in good shape, it should be easy to convert that old furniture into cash.Curb it. Place your old furniture out at the curb with a "free" sign, and watch it disappear. If you still prefer to place items curbside for pickup, simply place the bulk item curbside on the second collection day of the week. Residents are not required to schedule pickup of their bulk items with the Township or hauler.

Due to a state law that took effect beginning January 24, 2013, the Township's trash collector will no longer be able to accept computers (desktop and laptops), computer peripherals (such as keyboards or printers) monitors, and televisions. Where can you dispose of them? Staples will take computers and their components, but not TV's. Best Buy will accept TV's smallerthan 32 inches at their store. TV's larger than 32 inches, front projection TV's and Rear Projection TV's can be recycled through Best Buy's “Haul away Program.” E-Waste Experts, Inc., located at 416 Green Lane, Unit 5 in Bristol, also offers free disposal and recycling of all electronics For more information, contact them at 877-328-2927. Many Bristol Township Residents are aware of the excellent emergency medical services offered by both Bucks County Rescue Squad and Levittown - Fairless Hills Rescue Squad. What many people do not realize is the expense involved with running an EMS service. Unfortunately, insurance payments only cover a small percentage of operations expenses. While Bristol Township contributes funding to help defray costs, EMS relies on private donations in order to continue to offer these critical services. These rescue squads need the support of the community to continue helping those who need it most during their time of need.
