the exit ramp on I-195 that says Saco Downtown Bear to the right off the ramp and take Main street south through the Downtown and over the Amtrak
rail line at the Saco Train Station Just beyond the Train Station on the right will be Saco Island entrance for short term parking Enter the Main door and take
the elevator or stairs to the 4th floor (not 4A)
From the South (Biddeford) ndashTake Exit 32 At the Intersection go left on to Alfred Street At the five points intersection take a left and immediately bare to
the right on to route 111 follow through town and over the bridge in to Saco The entrance to Saco Island is the second entrance on the left Enter the Main

This was a difficult decision for the Board and organization but the space
perfectly suits our needs and provides additional conference room space The
location will still allow staff to engage all the communities in the region with no disruption in services We have truly enjoyed our lengthy stay in the Sanford
area and will not be strangers to Sanford or the towns which surround it

SMPDC Hires New Transportation amp Land Use Planner
amel Torres started on December 21 2015 He graduated with a Masterrsquos Degree in Community Planning amp Development from the University of Southern Mainersquos
Edmund S Muskie School of Public Service in 2012 Prior to working for SMPDC Jamel worked as a Health Promotion Coordinator for Healthy Androscoggin a
Healthy Maine Partnership and most recently as the Director of Planning amp Development for the Town of Wiscasset Maine During his time in
Wiscasset he provided staff support to the Planning Board Ordinance
Review Committee Historic Preservation Commission Conservation Commission and the
Board of Appeals He also has experience in bicycle-pedestrian
planning ordinance development and assisting businesses and developers through the permitting
and planning board process Jamel has a passion for the outdoors and
is an avid hiker mountain biker and downhill skier
SMPDC is very excited to have Jamel on board He will be working on a variety of projects including Traffic Incident Management the Pequawket Trail Scenic Byway transportation projects within both
the SMPDC and Kittery Area Comprehensive Transportation System (KACTS) regions and assisting the land use planning team with comprehensive plans and planning board
assistance You will likely be seeing him out and about around the region
SMPDC Says Goodbye to Laura Crossley
SMPDC recently said goodbye to Laura Crossley our contract planner for the past 14 months Laura accepted a position with the Maine Department of Environmental
Projection in Portland We will miss her and wish her the best

Shuttle Bus Construction Update
As mentioned in our last newsletter SMPDC is serving as the project manager for a major renovation and expansion of the Shuttle Bus maintenance and office facility in
Biddeford The first two project phases were completed in the summer and fall of 2015 These included replacement of all overhead doors and operating systems and
the installation of an air handlerexhaust removal system
The largest phase of the project was awarded to Trades Center Inc in the fall This
phase is a designbuild contract for an addition to the facility and several ancillary pieces including
Filling in the existing maintenance ldquopitrdquo
New loading dock
New driveway and public parking area
Finish paving of new and existing drivewayparking areas

With the incredibly warm weather we experienced in the fall and early winter the project has been moving along swiftly As of January 27 the outside walls are up the roof is

Enhancing Our Regions Quality of Place
he York and southern Oxford County region serviced by SMPDC is an area of natural beauty recreational opportunities arts and culture farms and historic and
revitalized downtowns and villages SMPDC along with many of its partners are interested in preserving and enhancing those assets to encourage growth and economic
development based on those features We feel that by encouraging more investment in these cultural and natural assets we can establish a brand or niche for our region which might encourage in-migration of many different demographic groups ndash from
millennials to active baby boomers and seniors It has also been noted that our existing companies consider our quality of life and the assets just described as a real bonus for
retaining current employees and attracting new ones
In that regard some our ongoing projects reflect this effort
1) Working with numerous partners our brownfields program through grants and
loans with a distinct focus on downtowns and villages has funded numerous
projects which have resulted in downtown investments For more information

2) Through a Maine Outdoor Heritage Fund grant SMPDC has mapped hiking biking
and snowmobile trails through the region with a focus on connecting these trails
throughout the region For more information

SMPDC has also just received a grant from the Maine Community Foundation
(MCF) to work with private landowners on access across private landholdings to try and make these connections We plan to seek the assistance of land trusts
and other recreational groups as we embark on this effort
3) SMPDC also plans to work with the arts and cultural organization Engine of
Biddeford and the Maine College of Art (MECA) to pursue an arts and cultural
asset mapping initiative for the region These projects have been shown to be
highly successful as a first step in developing an arts and culture based economy
4) As noted in the next section of this newsletter SMPDC is working with the York
County Farmers Network and York County Cooperative Extension as well as
groups in Oxford County to assess the viability of a food hub in York County This
has the potential to enhance and support our community based agriculture

Update on the USDA LFPP Grant (Food Hub)
SMPDC in partnership with the York County Farmers Network (YCFN) accepted a grant from the USDA last fall to study the feasibility of establishing a food hub in York
County A survey aimed at farmers and producers is currently available from the YCFN website (wwwycfnorg) SMPDC has sent information on the survey to several hundred
farmers and producers in our region via both email and regular mail We will also reach out to some producersfarmers individually
Next steps for the study are to talk with buyers who represent wholesale markets such
as grocery stores restaurants and institutions such as schools Once this data is available we will put the farmersrsquo survey data and the buyersrsquo data together and see
what intersections exist This is where SMPDCrsquos economic development expertise will step in to analyze the data with a clear eye No matter what the ultimate outcome is
the YCFN will gain valuable information and insight into the state of farming farmers and buyers in York and southern Oxford Counties through this study

I have recently had the opportunity to be work in several towns on a number of
development-related issues What I am finding are several themes that are commonly appearing Before I get in to that I want to reach out to all of you and suggest we are
here to serve you In doing so there are consults that we can provide to you at no cost and there are easy fixes to ordinances that we can make very inexpensive for your municipality There are of course more costly issues but I am asking you to please
contact us for more information Specifically I am finding
Ordinances are not up to date with the current state statute language If the
community is sued over a land use matter this can be an issue of contention
Many ordinances have not been constructed well and do not make sense in
providing a clear process to follow from beginning to end
Application forms and the ordinances are not well coordinated
Some ordinances have been added to or modified and the old sections have not
been deleted creating confusion on which part of the ordinance needs to be
followed
I would be happy to review your ordinances and make recommendations to you in
the future

Chuck Morgan Teaches Muskie School Course
SMPDCrsquos Economic Development Director Chuck Morgan has been appointed as an Adjunct Professor at the University of Southern Mainersquos Muskie School of Public Service
He will be teaching a graduate level course on State and Regional Economic Development Chuck replaces retired Muskie School and statewide legend Charlie
Colgan The Muskie School of Public Service is Mainersquos distinguished public policy school combining an extensive applied research and technical assistance portfolio with rigorous undergraduate and graduate degree programs

Southern Maine Region Complete Streets Workshop March 23 2016 from 5 pm ndash 7 pm

SMPDC in partnership with the Bicycle Coalition of Maine and TY Lin International will be holding a Complete Streets Workshop for the Southern Maine region on March 23
2016
The workshop is intended for
Elected Officials
Planners
Engineers
Public Works
Health Professionals
Bicycle amp Pedestrian Advocates
Anyone else interested in Complete Streets
Tom Errico Senior Associate amp Traffic Engineering Director at TY Lin International will kick off the evening with a broad introduction to complete streets and provide his
perspective as a transportation engineer His presentation will also include examples of complete streets from around southern Maine
Abby King Advocacy Coordinator at the Bicycle Coalition of Maine will then discuss the benefits of complete streets including safety and health benefits improving the local economy and lowering transportation costs
The workshop will conclude with an interactive session where participants will break into small groups and work on the design of a complete street using a large aerial photo
of a specific intersection road section located in southern Maine
The public workshop will be a forum where participants will be able to share their ideas on how cities and towns across southern Maine can build complete streets that are safe
and welcoming for everyone including car drivers bicyclists pedestrians wheelchair users and bus drivers
Light food and refreshments will be served and it is free and open to the public The eventrsquos flyer can be found on the next page

Shuttle Bus Construction Update
As mentioned in our last newsletter SMPDC is serving as the project manager for a major renovation and expansion of the Shuttle Bus maintenance and office facility in
Biddeford The first two project phases were completed in the summer and fall of 2015 These included replacement of all overhead doors and operating systems and
the installation of an air handlerexhaust removal system
The largest phase of the project was awarded to Trades Center Inc in the fall This
phase is a designbuild contract for an addition to the facility and several ancillary pieces including
Filling in the existing maintenance ldquopitrdquo
New loading dock
New driveway and public parking area
Finish paving of new and existing drivewayparking areas

Enhancing Our Regions Quality of Place
he York and southern Oxford County region serviced by SMPDC is an area of natural beauty recreational opportunities arts and culture farms and historic and
revitalized downtowns and villages SMPDC along with many of its partners are interested in preserving and enhancing those assets to encourage growth and economic
development based on those features We feel that by encouraging more investment in these cultural and natural assets we can establish a brand or niche for our region which might encourage in-migration of many different demographic groups ndash from
millennials to active baby boomers and seniors It has also been noted that our existing companies consider our quality of life and the assets just described as a real bonus for
retaining current employees and attracting new ones
In that regard some our ongoing projects reflect this effort
1) Working with numerous partners our brownfields program through grants and
loans with a distinct focus on downtowns and villages has funded numerous
projects which have resulted in downtown investments For more information

2) Through a Maine Outdoor Heritage Fund grant SMPDC has mapped hiking biking
and snowmobile trails through the region with a focus on connecting these trails

SMPDC has also just received a grant from the Maine Community Foundation
(MCF) to work with private landowners on access across private landholdings to try and make these connections We plan to seek the assistance of land trusts

Biddeford and the Maine College of Art (MECA) to pursue an arts and cultural
asset mapping initiative for the region These projects have been shown to be
highly successful as a first step in developing an arts and culture based economy
4) As noted in the next section of this newsletter SMPDC is working with the York
County Farmers Network and York County Cooperative Extension as well as
groups in Oxford County to assess the viability of a food hub in York County This
has the potential to enhance and support our community based agriculture

Update on the USDA LFPP Grant (Food Hub)
SMPDC in partnership with the York County Farmers Network (YCFN) accepted a grant from the USDA last fall to study the feasibility of establishing a food hub in York
County A survey aimed at farmers and producers is currently available from the YCFN website (wwwycfnorg) SMPDC has sent information on the survey to several hundred
farmers and producers in our region via both email and regular mail We will also reach out to some producersfarmers individually
Next steps for the study are to talk with buyers who represent wholesale markets such
as grocery stores restaurants and institutions such as schools Once this data is available we will put the farmersrsquo survey data and the buyersrsquo data together and see
what intersections exist This is where SMPDCrsquos economic development expertise will step in to analyze the data with a clear eye No matter what the ultimate outcome is
the YCFN will gain valuable information and insight into the state of farming farmers and buyers in York and southern Oxford Counties through this study

I have recently had the opportunity to be work in several towns on a number of
development-related issues What I am finding are several themes that are commonly appearing Before I get in to that I want to reach out to all of you and suggest we are
here to serve you In doing so there are consults that we can provide to you at no cost and there are easy fixes to ordinances that we can make very inexpensive for your municipality There are of course more costly issues but I am asking you to please
contact us for more information Specifically I am finding
Ordinances are not up to date with the current state statute language If the
community is sued over a land use matter this can be an issue of contention
Many ordinances have not been constructed well and do not make sense in
providing a clear process to follow from beginning to end
Application forms and the ordinances are not well coordinated
Some ordinances have been added to or modified and the old sections have not
been deleted creating confusion on which part of the ordinance needs to be
followed
I would be happy to review your ordinances and make recommendations to you in
the future

Tom Errico Senior Associate amp Traffic Engineering Director at TY Lin International will kick off the evening with a broad introduction to complete streets and provide his
perspective as a transportation engineer His presentation will also include examples of complete streets from around southern Maine
Abby King Advocacy Coordinator at the Bicycle Coalition of Maine will then discuss the benefits of complete streets including safety and health benefits improving the local economy and lowering transportation costs
The workshop will conclude with an interactive session where participants will break into small groups and work on the design of a complete street using a large aerial photo

Enhancing Our Regions Quality of Place
he York and southern Oxford County region serviced by SMPDC is an area of natural beauty recreational opportunities arts and culture farms and historic and
revitalized downtowns and villages SMPDC along with many of its partners are interested in preserving and enhancing those assets to encourage growth and economic
development based on those features We feel that by encouraging more investment in these cultural and natural assets we can establish a brand or niche for our region which might encourage in-migration of many different demographic groups ndash from
millennials to active baby boomers and seniors It has also been noted that our existing companies consider our quality of life and the assets just described as a real bonus for
retaining current employees and attracting new ones
In that regard some our ongoing projects reflect this effort
1) Working with numerous partners our brownfields program through grants and
loans with a distinct focus on downtowns and villages has funded numerous
projects which have resulted in downtown investments For more information

2) Through a Maine Outdoor Heritage Fund grant SMPDC has mapped hiking biking
and snowmobile trails through the region with a focus on connecting these trails
throughout the region For more information

SMPDC has also just received a grant from the Maine Community Foundation
(MCF) to work with private landowners on access across private landholdings to try and make these connections We plan to seek the assistance of land trusts
and other recreational groups as we embark on this effort
3) SMPDC also plans to work with the arts and cultural organization Engine of
Biddeford and the Maine College of Art (MECA) to pursue an arts and cultural
asset mapping initiative for the region These projects have been shown to be
highly successful as a first step in developing an arts and culture based economy
4) As noted in the next section of this newsletter SMPDC is working with the York
County Farmers Network and York County Cooperative Extension as well as
groups in Oxford County to assess the viability of a food hub in York County This
has the potential to enhance and support our community based agriculture

5) Finally SMPDC has just finished the mapping of National Register Historic sites in

This inventory is serving as the basis for an effort to investigate endangered
historic structures in villagesdowntowns that may be repurposed into other uses
(Thank you to MCF for their assistance there as well) All these projects
including our Scenic Byway effort (noted further along in this newsletter) can
contribute to establishing a strong Quality of Place background for the York and
southern Oxford County region We welcome your input

Update on the USDA LFPP Grant (Food Hub)
SMPDC in partnership with the York County Farmers Network (YCFN) accepted a grant from the USDA last fall to study the feasibility of establishing a food hub in York
County A survey aimed at farmers and producers is currently available from the YCFN website (wwwycfnorg) SMPDC has sent information on the survey to several hundred
farmers and producers in our region via both email and regular mail We will also reach out to some producersfarmers individually
Next steps for the study are to talk with buyers who represent wholesale markets such
as grocery stores restaurants and institutions such as schools Once this data is available we will put the farmersrsquo survey data and the buyersrsquo data together and see
what intersections exist This is where SMPDCrsquos economic development expertise will step in to analyze the data with a clear eye No matter what the ultimate outcome is
the YCFN will gain valuable information and insight into the state of farming farmers and buyers in York and southern Oxford Counties through this study

I have recently had the opportunity to be work in several towns on a number of
development-related issues What I am finding are several themes that are commonly appearing Before I get in to that I want to reach out to all of you and suggest we are
here to serve you In doing so there are consults that we can provide to you at no cost and there are easy fixes to ordinances that we can make very inexpensive for your municipality There are of course more costly issues but I am asking you to please
contact us for more information Specifically I am finding
Ordinances are not up to date with the current state statute language If the
community is sued over a land use matter this can be an issue of contention
Many ordinances have not been constructed well and do not make sense in
providing a clear process to follow from beginning to end
Application forms and the ordinances are not well coordinated
Some ordinances have been added to or modified and the old sections have not
been deleted creating confusion on which part of the ordinance needs to be
followed
I would be happy to review your ordinances and make recommendations to you in
the future

He will be teaching a graduate level course on State and Regional Economic Development Chuck replaces retired Muskie School and statewide legend Charlie
Colgan The Muskie School of Public Service is Mainersquos distinguished public policy school combining an extensive applied research and technical assistance portfolio with rigorous undergraduate and graduate degree programs

SMPDC in partnership with the Bicycle Coalition of Maine and TY Lin International will be holding a Complete Streets Workshop for the Southern Maine region on March 23

The workshop is intended for

Engineers

Health Professionals
Bicycle amp Pedestrian Advocates
Anyone else interested in Complete Streets
Tom Errico Senior Associate amp Traffic Engineering Director at TY Lin International will kick off the evening with a broad introduction to complete streets and provide his
perspective as a transportation engineer His presentation will also include examples of complete streets from around southern Maine
Abby King Advocacy Coordinator at the Bicycle Coalition of Maine will then discuss the benefits of complete streets including safety and health benefits improving the local economy and lowering transportation costs
The workshop will conclude with an interactive session where participants will break into small groups and work on the design of a complete street using a large aerial photo
of a specific intersection road section located in southern Maine
The public workshop will be a forum where participants will be able to share their ideas on how cities and towns across southern Maine can build complete streets that are safe
and welcoming for everyone including car drivers bicyclists pedestrians wheelchair users and bus drivers
Light food and refreshments will be served and it is free and open to the public The eventrsquos flyer can be found on the next page

Chuck Morgan Teaches Muskie School Course
SMPDCrsquos Economic Development Director Chuck Morgan has been appointed as an Adjunct Professor at the University of Southern Mainersquos Muskie School of Public Service
He will be teaching a graduate level course on State and Regional Economic Development Chuck replaces retired Muskie School and statewide legend Charlie
Colgan The Muskie School of Public Service is Mainersquos distinguished public policy school combining an extensive applied research and technical assistance portfolio with rigorous undergraduate and graduate degree programs

SMPDC in partnership with the Bicycle Coalition of Maine and TY Lin International will be holding a Complete Streets Workshop for the Southern Maine region on March 23

Health Professionals
Bicycle amp Pedestrian Advocates
Anyone else interested in Complete Streets
Tom Errico Senior Associate amp Traffic Engineering Director at TY Lin International will kick off the evening with a broad introduction to complete streets and provide his
perspective as a transportation engineer His presentation will also include examples of complete streets from around southern Maine
Abby King Advocacy Coordinator at the Bicycle Coalition of Maine will then discuss the benefits of complete streets including safety and health benefits improving the local economy and lowering transportation costs
The workshop will conclude with an interactive session where participants will break into small groups and work on the design of a complete street using a large aerial photo
of a specific intersection road section located in southern Maine
The public workshop will be a forum where participants will be able to share their ideas on how cities and towns across southern Maine can build complete streets that are safe
and welcoming for everyone including car drivers bicyclists pedestrians wheelchair users and bus drivers
