Dear Neighbors,

I cannot recall a summer whe there was so little rain and so much sun. It has me thinking more and more about the in 4 edible power that we take for granted. To harness this free and endless source of energy wa my goal when I installed solar panels on my own home and now, may be a good time to consi b er it for yours.

The new 'Solarize Hudson Vdley' Droaram makes it easier and more affordable for households and small businesses to k i a r &h group purchasing discounts and community education. The program covers all County, Philipstown and Newburgh.

A NOTE FROM HIGHWAY SUP ERINTENDENT CHlRlCO

Fall is creeping up on us keeping the dighway Department busy: I

Grading dirt roads and s Road resurfacing Repairing pot holes Repairing storm drains Repairing curbs and Cleaning and Jetting Repairing and Roadside

Please have consideration for crews rking on the roads. The roads are narrow and some of our equipment is very large and wide, specially when grading on the dirt roads. Please drive slowly and be patient. We always try t do it in a timely manner trying not to inconvenience residents' daily commutes or schedule 1

Residents can do their part by removi any dead tree or hanging branches on their property that encroach on the roads. Trim any 'I! edges or bushes along your property that obstructs a driver's view. Stop any water runoff your property that flows onto the town roads. Do not rake leaves or any debris onto town or storm drains. It can ultimately become a safety hazard for motorists.

HELP STOP LI~ERING ALONG T O ~ N ROADS We are called out numerous times, es ~ecially during the warmer weather, to remove litter that people leave on the side of the roads. This unnecessary act is against the Town Code and also takes time away from the daily road maintenance that the Highway crew performs. We work closely with the Putnam County Sheriffs Department to find the individuals who break this law. We are asking anyone who witnesses any such act to please call the Sheriff's Department or Highway Department. Any details, suah as description of the vehicle, plate numbers, or what the individual(s) look like would be helpful.

PERMITS No person shall excavate on any town road or town right-of-way for any purpose whatsoever without first obtaining a street-opening Iperrnit from the ~ i ~ h w a y ~ e ~ a r h e n t . Examples are: work on any water, gas or utility line; cqnnecting to storm drains; placing a roll-off container along a town road. Building Zoning Department Forms & Packets can be viewed and printed. --?- BnUdine Permits - Permits are iequired Tor the construction, enlargement, alteration, improvement, removal, relocation or demolition of any building or structure, or any portion thereof, and the installation of a wood stove and fuel gas heating appliance, chimney or flue, and the installation or removal of oil and fuel gas storage tanks, and for any electrical, mechanical or plumbing work. If you are not sure, please go to our web page and view the Building Permits Required, or call the Code Enforcemenk Office at (845) 2655202.

Smoke Alarms & Carbon-Monoxide Marms Residential Buildings - New York State Uniform Fire Prevention and Building Code requires all residential dwellings to have a smoke alarm and carbon monoxide alarm. In existing residentiq dwellings, smoke alarms can be battery operated and, if constructed before 2008, carbon-monoxide alarms can also be battery operated.

Carbon-Monoxide Alarms- Commercial Buildings Recently, Governor Cuomo signed a bill that requires the installation of carbon monoxide detecting devices and requiring that every commercial building and restaurant that has appliances, devices or systems that may emit carbon monoxide or an attached garage, be equipped with carbon monoxide detecting devices.

Swimming Pools Barrier and Gate - An outdoor residential swimming pool must be provided with a barrier that completely surrounds the swimming pool, which obstructs access to the swimming pool. The barrier must be at least 4 feet (4t3 inches) high, and may consist of a fence, a wall, a building wall, or any combination thereof.

Access gates must satisfy the requirements applicable to barriers, swing outward, self-closing and self-locking with a key, combination or other childproof lock sufficient to prevent access to the swimming pool through such gate when the swimming pool is not in use or supervised.

Flood Develooment & Freshwater ~ e & n d s And Watercourses - The Town of Philipstown requires Flood Develo~ment and /or Fresh ~ a k e r Wetland and Water Course oermits for all new or the reconstruction of buildings/structures d any land disturbance, alteration, regrading or filling of a property within 100 feet of a andlor within special flood hazard areas. Please call the Code Enforcement Office at for any questions or determinations.

Natural And Beneficial Functions - and flood plains areas are located throughout the Town of Philipstown and are land. These undisturbed natural areas act as a natural storage area for affect of flooding to our historical roads. Please help keep these areas any illegal dumping and littering to the Code Enforcement Office at (845) 225-4300.

Drainage Svstem Maintenance - Prope drainage helps reduce the risk of flooding. It is illegal for any direct or indirect entry of any soli liquid or gaseous matter to enter the drainage system. The Town inspects the drainage system and removes blockages that are found or reported. You can help in this process by keeping the swales a d culverts clear of brush and debris by calling the Highway Department at (845) 265-3530. t

I Flood Insurance - Many mortgage Len ers require flood insurance based on the elevation of the lowest floor of your home. Properties ithout a mortgage or properties not located within a flood hazard area can still obtain flood insu nee coverage. There is a 30-day waiting period before the policy becomes effective. Homeowne 's insurance policies do not cover flood damage to the structure. AU properties secured by a federally backed mortgage (FFIA, VA, FNMA, etc.), must carry flood insurance.

i New Flood Maps - FEMA, through the ational Flood Insurance Program (NFIP), have revised the Flood Insurance Rate Maps (FIRM), f r the Town of Philipstown. The new maps took affect on March 4,2013. PUTNAM COUNTY CLERK AND TOWN OF PHILIPSTOWN TEAM UP TO BRING MOTOR VEHICLE SERVICES

TO WESTERN PUTNAM!

Putnam County Clerk Michael Bartolotti and Town of Philipstown Supervisor, Richard Shea, are discussing the installation of a DMV drop box that will provide twenty-four hour service for license renewals, registration renewals and license plate surrenders with a $1 .OO transaction fee.

PC Clerk Bartolotti stated that renewing locally would help support the Carmel office by keeping revenues in the County and not sending them to the State. Bartolotti added, "We use these revenues to not only cover the cost of our local DMV, but to also help keep County property taxes low. If you renew by mail or online, those revenues are lost to Albany."

Putnam County DMV is ready, willing and able to service all Philipstown's DMV needs. If the project proves successful, DMV drop boxes with 24-hour service will be installed at other convenient locations throughout Putnarn County.

PC Clerk Bartolotti will coordinate with the Philipstown Town Clerk's office on an installation site at Town Hall where the DMV drop box will be located.
