The flow of information in any democratic society is a necessary precondition in order to hold the government accountable. Well informed citizens improve the quality of their life through exercising their rights granted by the state and it also enables the state to understand the crucial needs of the citizens. The Pakistani Constitution, under its Right to Information (RTI) Act protects citizens’ right to obtain public information and obliges government employees to share it. Similarly, the Constitution in its chapter on “fundamental rights” and “principles of police” mandate provincial governments to provide basic services to its citizens. The recently launched Rights to Services (RTS) Act in Khyber Pakhtunkhwa aims to provide public services to citizens within a specified time period.

In this context, Aitebaar organised a one-day workshop on September 21 to familiarise Khyber Pakhtunkhwa’s Home and Tribal Affairs Department officials with newly promulgated RTI and RTS law. The workshop specifically aimed to sensitise officials on the various perspectives of citizens, government and legalities involved in implementing the aforementioned laws. The training methodology was based on adult learning principles and followed an interactive and participatory approach.

In efforts to adopt a collaborative approach towards crime prevention and trust building, Aitebaar builds sustainable platforms to facilitate communication between citizens and police officers at the catchment level. Such are Aitebaar’s Community Policing Forums. They meet regularly to discuss local security issues that civilian representatives feel require an urgent response from the police.

In September, the Nowshera’s Community Policing Forum organised a volleyball match between 25 policemen and 26 members of the community. Such activities organised by the Community Policing Forum provide an opportunity for police and citizens to interact on a personable level and make the police more approachable to their communities. The chief guest of the event, Mr Rabnawaz Khan, Nowshera’s District Police Officer (DPO) distributed certificates and trophies after the event to encourage such activities and asked police officers to increase their outreach within the communities they serve.

Faqirabad’s Community Policing Forum took the initiative to organise awareness-raising sessions between religious scholars, otherwise known as “Ulema,” and police officers to discuss security precautions during the month of Moharram. The police took the opportunity to request the Ulema to include peace messages in their sermons. The beat patrol officers also offered their support to the religious leaders.

INTERNATIONALPEACEDAYCELEBRATED

Aitebaar organised its second interactive theatre performance on International Peace Day on September 21 for Khyber Teaching Hospital staff in Peshawar. The performance focused on Gender Based Violence (GBV) and domestic violence issues. The purpose of the performance was to raise awareness among medical practitioners of the most pressing gender related issues. The play was performed by 18 students coming from different educational backgrounds.

Aitebaar applies live theatre as an effective tool to promote a common understanding of human rights among the masses. The programme will organise 17 interactive theatre performances in five districts of Khyber Pakhtunkhwa that will address issues, including, corruption, women’s rights and access to justice. These performances will ultimately contribute to the programmes overall goal to increase citizens capacity to exercise effective demand in the security and justice sector.

INVESTIGATIONS

Aitebaar, in collaboration with the School of Investigations in Hayatabad, continues to build the capacity of KP police officers in investigations.

This month, the seventh Core Investigations Skills (CIS) training was conducted from September 7 to 18 and a total of 22 police officers were trained making the total of police officers trained to date 270. The training comprised of a one-day exposure visit to the Forensic Science Laboratory (FSL) and the Forensic department of the Khyber Medical College (KMC).

A specialised training on Crime Scene Vehicle (CSV) was also organised from September 13 to 19 at the Forensics Science Lab, Peshawar and 23 police officers attended the training. The training aimed to impart participants with the necessary skills required to collect and process evidence. The training included a one-day exposure visit to the Punjab Forensic Laboratory in Lahore.

COMMUNITYMEDIATORSPROVIDEDWITHNETWORKINGOPPORTUNITIES

Aitebaar organised networking events in the model police stations catchments areas, to provide community mediators with an opportunity to collaborate with each other effectively and expand their sphere of influence while addressing community mediation issues. The events held on September 10, 15 and 16 were attended by a total of 87 participants, including 21 females. Additionally, the programme is continuously mentoring the mediators through constant trainings and refresher courses to advance their mediating skills and knowledge. The second mentoring session was organised from September 10 to 20 and 122 participants attended the event.

Community Based Dispute Resolution mechanisms are informal alternative dispute resolution processes which are used by communities to resolve disputes. They combine mediation and conciliation. These informal processes prevent escalation into more serious disputes, provide access to speedy and free justice and prevent cases from entering into the over-burdened formal justice system. The programme aims to strengthen community based dispute resolution mechanisms through the provision of such innovative interventions to bring about a positive change in the society and ultimately, the security and justice sector.

EMPOWERINGPROGRESSIVEVOICES-JOURNALISMFORPEACEANDJUSTICE

The first batch of 16 journalists concluded the six weeks training on September 11 and 186 stories on security and justice issues were published across multiple mediums (print, television and radio) during the training. The programme organised a certificate distribution ceremony at the Department of Journalism and Mass Communications at the University of Peshawar (UoP) and Muhammad Rasool Jan, Vice Chancellor of the UoP was the chief guest.

While addressing the graduates, Mr. Jan emphasized, “We hope that you will display a soft image of the region to the world with the message of peace and prosperity. We expect from you to only expose truth and reality without any partiality.”

During the ceremony, a graduating journalist highlighted, “Indeed I am very confident today that I completed this training, because now I am able to see things from a different angle. This training provided me with a unique opportunity to learn in a news-lab environment and even my producer acclaimed my skills.”

A senior producer, Ikramullah Marwat said, “I never heard the terms digital security and consumer rights before this training. Now that I have produced a couple of live shows on these topics I am very happy because I am sure this is novel knowledge for my audiences too.”

Riaz Ghafoor highlights, “I learned a lot in this workshop, this was my first formal training and now I can file high quality news stories like a DW and BBC correspondent. Working as a team and with partners has really helped me to learn.”

The Aitebaar programme has signed a Memorandum of Understanding (MoU) with the UoP, as per which it will be training 75 journalists during six six-weeks training at the UoP. The training includes on-the job coaching by an editor and an international trainer. The training methodology follows a highly interactive approach with regular field visits. The trainings will not only improve the capacity of journalists to report effectively on security and justice issues, but will also encourage peaceful development and empower progressive voices.
