Treasurer’s Report: Anita Reyes, treasurer, reported that 3 checks totaling $104.00 were received for ads in the newsletter. ANA account balance is $2711.81. NEXT MEETING Thursday, June 9th 7pm Vancouver Housing Authority 2500 Main Street Agenda: Vancouver Police Department will give a detailed presentation and survey about the future role of policing for the community. Vancouver Watersheds Alliance: Sunrise O’Mahoney from the Vancouver Watersheds Alliance discussed the work of the Watershed Alliance.The Wa- tershed Alliance holds an environmental film series at the Vancouver Central Library every year on the 4 th Tuesday of each month, January - June. Sunrise gave a presentation about the Vancouver Watershed’s plans to develop a community based project to paint murals around storm drains along Main Street to help educate the public that water (and other contaminants) entering storm drains is not treated at all before going into the ground water, Burnt Bridge Creek or the Columbia River. She requested the involved neighborhods ask for neighborhood artists (adult and children) to volunteer to create designs for the storm drain mural projects. Design drawings would need to be reviewed by the Watershed Alliance and approved by the city with a goal of having some artists and additional volunteers paint the murals on a selected Sunday in August. Shelan Strintzke and Ken Visser volunteered to be the Arnada Neighborhood Liaisons for this project. Neighborhood Event Insurance: Todd Bachmann reported that the Vancouver Neighborhood Alliance offers neighborhood associations insurance at a cost of $100.00 per year. Arnada Street Mural repainting project: The annual Arnada Neighborhood street mural at E 22 nd St. and D St. will be scheduled for a Saturday in August. Jim Girard plans to work with ACE hardware to purchase the paint. Arnada Community Garden: Jim Girard reported that the VHA will not start building on the block at 16 th and D street where the Community Garden has been located until October. Only one person was still interested in trying to plant a garden there this year. The spigot for the water source has disappeared. Jim felt that since the space is only available for the next 4 months, it’s recommended to dismantle the Garden boxes for possible future use in another location. Arnada Neighborhood Picnic: June 12 th Noon – 4:00 PM. Shelan and Dave Strintzke are working on the neighborhood picnic and plan to offer grilled hamburgers and hot dogs and ask neighborhood residents to bring a dish to share. Info will be sent out to neighbors via email, Facebook & Nextdoor Vancouver zoning and code enforcement: Jim Girard discussed that there are some restrictions on vacation rentals and that permits are required for tiny houses. Jim plans to ask for city planning and other departments to give a presentation regarding Arnada’s current zoning and if any zoning changes are planned. Sierra Club: Cecelia Kessel, a neighborhood resident and a volunteer with the Sierra Club brought petitions opposing the coal terminal in Longview. The Sierra Club is encouraging concerned citizens to attend the review hearing in Longview and has arranged for a bus to help people attend. The bus will leave from St. Lukes Church at 3:00 PM on 5/24/16. Salary Commission Ballot Measure: Cecelia was also asking for signatures on a petition for a ballot measure regarding the Vancouver Salary Com- mission and the recent pay increases. Officer Chavers had to leave before giving his report. Jim Girard agreed that at future meetings, Officer Chavers should have the opportunity to report early in the meeting. The meeting was adjourned at 8:30 PM.

NTSA Report: Richard McShan reported that traffic seemed slower after installing the new stop sign on E 25 th and C St. Jim Girard observed that visibility of one of the new stop signs was decreased and said he would contact the city about trimming foliage.

Treasurer’s Report: Anita Reyes, treasurer, reported that 3 checks totaling $104.00 were received for ads in the newsletter. ANA account balance is $2711.81.

Agenda: Vancouver Police Department will give a detailed presentation and

survey about the future role of policing for the community.

Vancouver Watersheds Alliance: Sunrise O’Mahoney from the Vancouver Watersheds Alliance discussed the work of the Watershed Alliance.The Wa-tershed Alliance holds an environmental film series at the Vancouver Central Library every year on the 4 th Tuesday of each month, January - June. Sunrise gave a presentation about the Vancouver Watershed’s plans to develop a community based project to paint murals around storm drains along Main Street to help educate the public that water (and other contaminants) entering storm drains is not treated at all before going into the ground water, Burnt Bridge Creek or the Columbia River. She requested the involved neighborhods ask for neighborhood artists (adult and children) to volunteer to create designs for the storm drain mural projects. Design drawings would need to be reviewed by the Watershed Alliance and approved by the city with a goal of having some artists and additional volunteers paint the murals on a selected Sunday in August. SW Vancouver Neighborhood Co-ed Kickball Summer Schedule

The Arnada Armada had a very good start to the season, even though the team lost 7 to 8 to the new team, The Outsid-ers. But it was a good game with new faces on the opposing team and within the Armada. Not to mention, we had a stellar player turnout. The game was then capped with a great tshirt printing event at Trapdoor brewing where libations were had and the team tshirts were screen printed in real time.

Neighborhood Association Meeting - June 9th.

Chief of Police James McElvain will attend the Arnada Neigh-borhood Association meeting to give a presentation on the VPD’s staffing and resource needs. He would also like to get feedback via a brief survey after the presentation.

With few exceptions, staff and capacity reductions across the City organization associated with the great recession have largely not been restored In the six years since the end of the recession, city population has grown by about 10,000 people to 171,000, and police call volume and demand for services have increased on pace with population. Despite evolution of business practices and deployment approaches, the Vancouver Police Department is unable to meet community and opera-tional demand for key police services, such as traffic patrol and property crimes units. In addition, VPD does not have capacity for robust intel/crime analysis and community outreach.

A Community Resource Team (CRT) comprised of three City of Vancouver Councilmembers and 17 Vancouver community members has been convened to work with the City Manager and Chief of Police, through a focused series of meetings to review current VPD demands, trends, resources, service levels and outcomes and make a recommendation to the City Manag-er and Council on level of service for key police functions and a multi-year, sustainable funding strategy that provides increased funding for staff, technology, equipment and facilities.

The CRT began meeting in April, and are anticipated to com-plete their recommendation by the end of August 2016. (Infor-mation and materials from CRT meetings can be found at www.cityofvancouver.us/crt)

Bring a side dish or non alcoholic refreshment to share. If you answered yes to any of these questions and have a clean driving record and ability to volunteer for a few hours each month on either a Monday or Friday than the Speed Monitor Awareness Trailer (SMART) volunteer program could be for you. Volunteer application are being accepted now and the SMART 2 hour training will be held at the end of June. Help slow down speeders and create SMART safer streets. Arnada Neighborhood Clean Up Day - Saturday, July 23rdThe neighborhood clean up day for Arnada will be Saturday, July 23rd from 9am to 3pm at 16th and C street. Bring all your junk that has mounted up during the winter. We are scheduled to have the following:

A yard debris box. There will not be a wood chipper this year.

A compacting garbage truck that can handle most large items that don’t fit in your garbage can. The rear load garbage trucks cannot accommodate REALLY LARGE things like boats and hot tubs. They should be hauled directly to the transfer station. Please do not bring liquids, household garbage, hazardous waste, concrete or roofing.

Please put heavy materials like rocks and dirt in smaller containers to minimize strain on people who haul the debris. Also please prepared to unload what you bring (i.e. leather gloves and tools to unload black- berries).

We are also scheduled to have a metal box; the proceeds will benefit the neighborhood treasury, so this is a good time toget rid of metal objects that you no longer want. Refrigerators, freezers and air conditioners cannot be accepted.

BY-LAWS for ARNADA NEIGHBORHOOD ASSOCIATION

I. Purpose The Arnada Neighborhood Association is established by the residents of the Arnada Neighborhood in order to unite the common interests and promote the welfare of the neighborhood and its residents. The Arnada Neighborhood Association shall concern itself with the livability and sustainability for all within the neighborhood and the community in general, the preservation of its historical elements and existing housing stock.

II. Boundaries The boundaries of the Arnada Neighborhood Association are:

* North – West 26th

Street (Fourth Plain) * East – Interstate 5 * South – 15

th Street (North side only) * West – Main Street (East side only)

These boundaries are not permanent but all changes must meet with the approval of The Arnada Neighborhood Association, and residents given the opportunity to vote as prescribed in these bylaws. Boundaries may not overlap other City neighborhood association boundaries. Disputes only shall be arbitrated by persons mutually selected by contestant parties.

III. Membership The membership of the Arnada Neighborhood Association is open to all residents, property owners, business licensees, and licensed non-profit organizations within the boundaries of the neighborhood.

IV. Voting All persons listed above become members of the association immediately upon attendance at a general meeting. * Members may vote on day to day operations at their first attended meeting. * Members must attend one (1) general meeting within 18 months and may vote at their second attended meeting for elections and (*1) significant decisions. * Members must be 18 years or older to vote. * Elections may be made by show of hands or secret ballot as decided by the membership prior to voting on the election. * Each business/non-profit licensee (or appointed representative) in the neighborhood shall have one (1) vote. * No member shall have more than one (1) vote. No proxy votes will be taken.

V. Officers The officers of the Arnada Neighborhood Association shall be a chairperson, vice chairperson, secretary, and treasurer. The above officers shall preside over the meetings, planning sessions and activities of the neighborhood association. The duties of each officer shall be, but are not limited to, the following.: * Chairperson acts as the primary executive officer and presides over deliberations and activities of the

neighborhood association, serves as the official spokesperson for the association. * Vice-Chair assists the Chairperson in all of the duties and performs the functions of the Chairperson in his/her

absence. * Secretary acts in conjunction with the officers, keeps the minutes of all of the association’s public and

executive meetings and also serves as spokesperson for the association when appointed to do so. * Treasurer shall maintain the financial records of the Arnada Neighborhood Association. Combined, the Officers shall be known as the Board of Directors of the Arnada Neighborhood Association. * Each Officer shall maintain a current copy of the By-Laws and Neighborhood Action Plan * In the event that any Elected Officer is unable to perform their duties or if an office remains unfilled, the Chairperson may appoint another Officer to temporarily take up those duties. The replacement Officer must be voted into the Board of Directors in an election at the next general meeting.

VI. Election and Qualification of Officers * All Officers must continuously reside within the boundaries of Arnada Neighborhood. * All Officers are expected to attend scheduled Board Meetings and General Meetings * Each Officer shall maintain a current copy of the By-Laws and Neighborhood Action Plan.

* Resident voting members over the age of eighteen (18) years whom have attended three (3) meetings in the previous eighteen (18) months, are eligible to run for office. Officers shall be elected annually. Elections to refill vacant positions shall occur whenever such vacancies occur. The slate of nominated officers shall be published in the newsletter and announced at the previous general meeting to the elections. VII. Quorum *A minimum quorum of three (3) Elected Board Of Directors Officers are required to vote on any Board decision. VIII. Board Member At Large Up to three (3) ANA members may be elected as a voting Board Member At Large for one (1) year.

• The same election requirement fulfillments apply to Board Members At Large as do Officers. • Each shall be expected to attend all scheduled board meetings and general meetings.

IX. Term Of Officers * One (1) term is equal to one (1) year. * The Chairperson may serve up to three (3) years. * All other officers may serve up to five (5) years. * If any officer wishes to run for a termed out office they must first vacate that office for at least a one year interim. They may fill an alternate position on the Board during that interim. X. Committees Special Committees to address specific concerns, issues, or activities may be appointed by the Chairperson as necessary. All committees shall have a Chairperson, which shall serve on the Board during the duration of their service as committee chairpersons. All committee recommendations should be reviewed and approved by the Board. * All committee chairpersons must be eligible voting members * Other committee members may be non-voting members on a committee serving as consultants to the Arnada Neighborhood Association.

XI. Meetings TheBoardoftheneighborhoodassociationshallmeetnotlessthanonceamonthtodiscussneighborhoodbusinessandformulateanagendaforthenextgeneralmeeting.AlldecisionsmadebytheBoardmustbeconfirmedbyameetingofthegeneralmembership.Alldecisionsmustbereachedbymajorityvoteoftheeligiblevotingmembershipattendingthegeneralmeeting.Theofficialreportofalldecisionsmustrecordbothmajorityandminorityconcerns.Anagendashallbepublishedinthenewsletteranytimeageneralmeetingisannounced.

* Arnada Neighborhood Association will hold no fewer that four (4) general meetings in each calendar year. * Day to day operations of the neighborhood association may take place with Board approval but without formal general membership approval. These minor decisions shall be made available for review at each general meeting via board minutes, treasury report, chairperson report and/or via the monthly newsletter. * The Board is authorized to spend up to $250.00 without a vote of the general membership. The Board must make disclosure for such expenses in the next newsletter and at the next general meeting. Guidelines for the order of meeting agendas shall be governed by the newest available edition of Robert’s Rules of Order.

XII. Funding * Membership fees shall not bar any resident from membership or voting. * Fundraising activities may be held and funds used by the neighborhood association as desired and approved by the voting membership. * A detailed accounting shall be maintained by the Treasurer for all incoming and outgoing funds and made available at each Board Meeting and each General Meeting.

XIII. Dissent Adequate time and avenues for minority dissent and appeal of actions taken by the association must be provided by the Board of the neighborhood association. All questions may be arbitrated by a mutually acceptable third party of City staff.

Amendments to the Bylaws These bylaws may be amended at any general meeting by (2/3) vote of the membership, the proposed amendments having been read to the membership at the previous general meeting and published in the previous newsletter before being voted upon. Footnote *1. “significant decisions” - The Chairperson may at any time declare an issue or concern presented to Arnada Neighborhood Association as one of significance to the entire neighborhood at large and/or the bordering community. Doing so will delay a vote on the motion at that time. This action will allow reasonable time to inform the membership, conduct research, possibly appoint a committee to seek out detailed information and data, and/or publishing in the newsletter prior to bringing the issue back to a vote.
