    Education Council will, coordinate, assess and make

    recommendations to perpetuate excellence in Native

    Hawaiian education.

    Coordinate resources; Assess educational needs, practices and models;

    Who we are.

    The Nave Hawaiian Educaon Council (NHEC) as formed by the Nave

    Hawaiian Educaon Act (NHEA) is tasked to:

    Coordinate the educaonal services and programs available to Nave

    Hawaiians, including the programs funded through the NHEA;

    Assess the extent to which such services and programs meet the needs of

    Nave Hawaiians, and collect data on the status of Nave Hawaiian educa-

    on;

    Provide direcon and guidance, through the issuance of reports and recom-

    mendaons, to appropriate Federal, State, and local agencies in order to

    focus and improve the use of resources, including resources made available

    under this part, relang to Nave Hawaiian educaon, and serve, where

    appropriate, in an advisory capacity; and

    Make direct grants, if such grants enable the Educaon Council to carry out

    the dues of said Council;

    Provide administrave support and nancial assistance to the established

    Nave Hawaiian Educaon Island councils (Island Councils hereaer),

    supporng the disnct needs of each island community through programs

    funded by the NHEA and addressing idened priories and authorized

    acvies.

    Our 2011-2012 achievements.

    Coordinate educaonal eorts

    Technical assistance to Island Councils. During the 20102011 scal year, NHEC

    completed and submied to the U.S. Department of Educaon (USDOE) a com-

    prehensive, detailed statewide assessment report on the educaonal needs of

    Nave Hawaiians. NHEC began planning workshops for the Island Councils on

    how to present the needs assessment results to their respecve communies.

    Island Council meengs. Representaves of each Island Council aend each

    NHEC meeng to discuss their achievements, needs, and challenges.

    NHEA grantee briengs. In August, NHEC gathered grantees for a brieng with

    Hawaii Congressional sta members. Grantees were strongly encouraged to

    cooperate with NHEC by providing data for their projects. In turn, grantees

    communicated their concerns, such as a desire for increased nocaon of

    grant opportunies and training; cultural based performance indicators;

    networking and capacity building; informaon on resources, parcularly those

    products produced by NHEP; collaboraon; technical assistance; and online

    access to curriculum models.

    Our 2011-2012 achievementscontinued

    Coordinate educaonal eorts

    Educaonal panels and presentaons. NHEC coordinated a panel presentaon

    at the Council on Nave Hawaiian Advancement (CNHA) Conference on the cur-

    rent acvies of Hawaii DOE Race to the Top (RTTT) eorts in the HIDOE. The

    panel also discussed the new charter school law that went into eect in July

    2012. In addion, NHEC presented informaon on NHEA and the council at the

    Nave Hawaiian Educaon Associaon Conference and at the Na Pua Noeau

    Family Day on the island of Hawaii.

    Nave Indian Educaon Associaon (NIEA) Legislave Summit. NHEC parcipat-

    ed in the summit to inform other Nave groups about Nave Hawaiian issues

    and establish networks for future collaboraons.

    Assess and collect data on the status of Nave Hawaiian educaon

    Nave Hawaiian organizaons program outcomes report data collecon process.

    Senator Inouye requested an outcomes report for allNave Hawaiian organiza-

    ons receiving federal grants through his advocacy eorts. The Oce of Hawaiian

    Aairs (OHA) was tasked with compiling the report for the various organizaons.

    A data collecon matrix with specic variables was sent to the dierent Nave Ha-waiian organizaons idened by the Senators oce. NHEC collected data from

    NHEA grantees and completed the matrix. NHEC worked with OHA to validate,

    clean, and update the database created from the matrices. During this process,

    NHEC idened gaps (e.g., lack of consistent denions of outcomes; need for a

    database or reporng mechanism to collect this type of informaon annually) and

    potenal processes to address such gaps in the future.

    Provide guidance through reports and recommendaons

    Nave Hawaiian Educaon Programs report. Senator Inouye requested an out-comes report for NHEA grantees. NHEC took the lead in coordinang grantee

    eorts to respond to the data request. NHEC coordinated data collecon, re-

    viewed and analyzed the data, and wrote the nal report (See Appendix A).

    Serve in an advisory capacity

    Nave Hawaiian Educaonal Outcomes Council. As part of the Race to

    the Top iniave, the NHEOC was formed to bring together organizaons that

    would partner with the DOE in addressing the educaonal gap between NaveHawaiian students and non-Nave Hawaiian students. NHEC acts in an advisory

    capacity to this council and provides informaon and recommendaons.

    Operational activities

    New leadership

    Execuve Director posion. The Execuve Director posion

    was vacated in May 2012. A subsequent search resulted in

    the posion being oered to and accepted by Wendy Roylo

    Hee. A graduate of Kamehameha, Wesleyan University in

    Conneccut and Harvard University in Massachuses,

    Wendy has worked for over 30 years in planning and ad-

    ministraon at various health, educaon, and nave

    Hawaiian organizaons. She has experience in grant-

    wring, lobbying and fund-raising, and has served as a

    member of county and state commissions and advisory

    boards ranging from health, land use, culture and womens

    issues.

    Fiscal

    Each month the execuve commiee is provided a scal report summary, recon-

    ciliaon summary, and spreadsheet of the year to date budget expenditures to

    review and discuss. The reports are then forwarded to the general council and

    voted upon.

    The scal report summary includes the drawdown funds available to the NHEC

    bank account, the balance of funds not drawn down from the USDOE, and the

    true balance of funds. The reconciliaon summary includes an accounng of the

    cleared, uncleared, and new transacons, acve awards drawn from the USDOE,

    and the total NHEC funds. Refer to Appendix B for the nal scal report.

    Revision to by-laws

    NHECs by-laws that pertain to the Treasurers dues were updated to include

    periodic review of internal controls, reasonableness of transacons and business

    to ensure accounts are available for inspecon by council members.

    Operational activities

    Conict of interest

    NHEC has adopted its Conict of Interest policy that requires council members to

    disclose potenal conicts and requires members to withdraw from decisions

    that present a potenal conict. Conict of Interest statements are signed and

    led annually.

    Communicaon and disseminaon of informaon

    The NHEC website hp://www.nhec.org/ is updated annually to include the new

    grant awardees and project abstracts. In addion, NHEC has a large database of

    past and current grantees and is able to disseminate informaon using the

    contact informaon from the database. Internal communicaon for council

    acvies is disseminated via electronic mail. NHEC sta also traveled to neighbor

    islands to share informaon on the NHEC Needs Assessment Report.

    To ensure the acvies and decisions made by the NHEC Execuve Commiee

    are transparent, the Execuve Commiee meeng minutes can be found in Ap-

    pendix C.
