1. IntroductionThesiteofRoyalRandwickRacecourse(RoyalRandwick)hasbeenpartofAustralia’sracingcultureforover150yearsandisthecountry’soldesthorseracingvenue,withahistoryofracingdatingbackto1833.
KnownastheJewelinthecrownofSydneyracing,RoyalRandwickissituatedonapprox.79hectaresoflandinSydney’seasternsuburbswithintheRandwickLocalGovernmentArea.ItsitsatthesouthernendoftheCentennialandMooreParkprecincts,incloseproximitytoAllianzStadium,SydneyCricketGround,FoxStudios,theEntertainmentQuarterandMooreParkGolfCourse.
Today,RoyalRandwickenjoysareputationasbeingoneofAustralia'spremierracingvenuesandishometoanumberoftheworld’srichestturfraces,includingtheLonginesQueenElizabethStakes,andtheinaugural$10millionTheEverest-scheduledtoruninOctober2017.
Inadditiontoracing,RoyalRandwickalsoincorporatesstablesandtrainingfacilitiesandhasalsoplayedhosttoarangeofnon-racingactivitiesincludingcorporateevents,functions,weekendmarketsandpublicfestivals.
AspartofitsvisiontoreinforceRoyalRandwick’sreputationasaworld-classdestinationforthoroughbredracing,theAustralianTurfClub(ATC)isinvestigatingaplantoinstallnightracinglights.Akeyaimoftheplanistoimprovethespectatorexperience,attractnewaudiencesandenhancethevenue’scapacitytostageinternationalstandardhorse-racingeventsatnight.
Tosupporttheplanfornightracelighting,theATChasengagedarangeofspecialistconsultantstoprepareandsubmitascopingreportandarequestforSecretary’sEnvironmentalAssessmentRequirements(SEARs)withtheDepartmentofPlanningandEnvironment(DP&E).ItisexpectedthattheATC’sproposalwillseekapprovalforupto16nightracingeventsperyear(scheduledbetweenOctoberandApril),torunbetween6pm-10pm.

DocumentPurposeThisCommunicationandEngagementPlanhasbeenpreparedtosupporttheATC’sproposalandisdesignedtofacilitatetwo-wayengagementbetweentheprojectteam,thecommunityandotherstakeholders.ThePlanprovidesasummaryoftheprimarycommunityandstakeholdergroupsandtheirlikelyareasofinterest,alongwitharangeoftoolsandactivitiestoassistinthedeliveryofrelevantinformationandprovideopportunitiesforfeedbackthroughouttheplanningprocess.
2.1 Communicationandengagementobjectives:ObjectivesofthisPlanareto:
• InformthecommunityandstakeholdersabouttheATC’sproposalinatimely,accurate,andaccessiblemanner.
• DemonstratetheATC’scommitmenttocommunityandstakeholderengagement.
• Proactivelyengagestakeholdersandcommunitymembersmostlikelytohaveaninterestintheproposal.
• Helptodevelopconstructiveworkingrelationshipswiththecommunityandkeystakeholderstoassisttheprojectteamtounderstandtheirmainareasofinterest.
• Explaintheplanningprocessandprovideopportunitiesforstakeholdersandthecommunitytoprovidemeaningfulcommentandfeedback.
NOTE:Therolloutofcommunicationandcommunityandstakeholderengagementwillbesubjecttoarangeoffactors,includingformalconsultationwithrelevantGovernmentagencies;andthetimingtoundertakethenecessarytechnicalinvestigations.ItisthereforeimportantthatactivitiesinthisPlanarereviewedonaregularbasistoensureconsistencywiththerelevantstudiestoaddresstheSEARs.ThisPlaniscurrentasat22August2017

3.1 DepartmentofPlanningandEnvironmentrequirements
TheATCacknowledgesDP&E’sexpectationsforeffectiveandgenuinecommunityandstakeholderengagementforitsnightracinglightsproposal.Inadditiontoaddressingtherelevanttechnicalandplanningissues,communicationandengagementwillbeundertakenateachofthefollowingstagesoftheplanningandassessmentprocess.
3.2 ATCstakeholderandcommunityengagementapproach
TomeetDP&E’srequirementsandtoensureaconsistentapproachbyallmembersoftheprojectteam,theATC’smethodologyforcommunityandstakeholderengagementwillbecoordinatedacrossthreekeyareas.
• Engagementwithrelevantlocal,StateandCommonwealthGovernmentagencies,authoritiesandserviceproviderstoaddressthetechnicalrequirementsoftheSEARs;
• Dedicatedengagementwiththecommunityandstakeholders,particularlythosewithadirectinterestinthenightracinglightsproposal.Thisincludesresidents,neighboursandotherstakeholders;and
• OngoingcommunicationandengagementthroughATC’sexistingrelationshipswiththeThoroughbredracingindustry,RandwickCityCouncilandotherstakeholdersincludingtourismandindustrygroups.
FundamentaltotheATC’sapproachwillbetoensurethecommunityandotherstakeholdersareprovidedwithagoodunderstandingofwhat’sproposed,areactivelyengagedinissuesofconcerntothemandhavetheopportunitytoprovidefeedback.

6.3 CommunityengagementCommunicationandnotificationswillbedistributedtoneighboursandlocalresidentsatkeytimestoprovideinformationandupdatesontheplanningprocess.
6.4 Communitydrop-ineventsInformalcommunitydrop-ineventswillbeheldasaprimaryengagementactivitytoinformlocalresidentsandotherinterestedpartiesabouttheproposalandenabledirecttwo-waycommunication.
Itisanticipatedthatdrop-ineventswillbescheduledovera2-3hourperiodoutsideofbusinesshours(duringpreparationoftheEIS),toencouragethewidestpossibleattendance.
Eventswillbestaffedbyrelevantprojectpersonnel,withinformationprovidedondisplayboards.Theformatwillbedesignedtoenableinterestedpartiestoviewdetailsabouttheproposalandspeakdirectlyone-on-onewiththeprojectteamtofindoutmoreinformation.
6.5 FactsheetAprojectFactsheet/Q&A’swillbeaneffectivemeansofprovidinginformationabouttheproposalandwilltypicallyinclude:projectoverview,detailsoftheplanningprocess,andotheraspectsthatarelikelytobeofcommunityinterest.
ItisanticipatedthatFactsheets/Q&A'swillbemadeavailabletoneighbours,atbriefings,communitydrop-inevents,aswellasthroughtheATC'sexistingchannels.

6.6 Projectboards/presentationmaterialsProjectdisplayboards/PowerPointpresentationswillbeusedtoprovideinformationtothecommunityatdrop-ineventsand/orbriefings.Contentwilltypicallyincludeprojectoverview,detailsoftheplanningprocess,aswellasotheraspectsofthenightracelightingproposalthatarelikelytobeofcommunityinterest.
6.7 Newspaperadvertisement&mediaWhererequired,anadvertisement/noticewillbepreparedandplacedinlocalmediatocoincidewiththeexhibitionperiodfortheEIS.
TheATC'sexistingmediacommunicationchannelswillalsobeusedtoprovideinformationaboutthenightracelightingproposalandwillcoincidewithmilestonesintheplanningprocess.
6.8 CommunityinformationnumberAcommunityinformationlinewillbeestablishedasthemaintelephonecontactpointforthecommunityandstakeholderstomakeenquiries.Thenumberwillbeincludedonallprintedcollateralandwillbemaintainedduringregularbusinesshours.
6.9 ProjectemailAnATCprojectemailaddresswillbesetupforcommunityandstakeholderenquiriestoenabletwo-waycommunication.Theemailaddresswillbeincludedonstakeholdercommunication/communitynotifications.
6.10 WebandonlinecommunicationInformationaboutthenightracelightingproposalwillbepostedontheATC’sexistingwebsiteandsocialmediachannelstoprovideanefficientmeansofdisseminatingrelevantinformationtothecommunityandracingindustry.Informationwilltypicallyincludelinkstorelevantdocuments,includingplansandreportsasappropriate.
