Hello Collectors Welcome to the September–October edition of the Stamp Bulletin. As always, Philatelic remains focused on developing engaging new stamp designs, as you’ll see here.
In September–October we mark three significant anniversaries. The Norfolk Island stamp issue Peace in the Pacific commemorates the end of World War II, emphasising the contribution of Norfolk Islanders to the campaign in the Pacific. With the passing of the Air Navigation Act in 1920, civil aviation came to link up the country, as well as Australia to the world. Prime Minister John Gorton officially opened the Australian National Botanic Gardens in October 1970, their planning stretching back to the 1930s. The first trees were planted in 1949 and the gardens were opened to the public in 1967.
Across the country, water towers and tanks have been transformed from familiar functional containers into works of art, drawing visitors to the rural host towns. This issue of four stamps is a companion to earlier issues featuring silo art and street art.
Besides the Norfolk Island issue, two other territory stamp issues are released in September–October. Until the Cocos (Keeling) Islands became an Australian territory in 1955, Cocos Malay workers were paid with tokens. A selection of this currency is shown in the Currency of Cocos stamp issue. In late 2020, Australia’s new icebreaker and Antarctic resupply ship is scheduled to arrive in Hobart. The RSV Nuyina is featured in an issue of four stamps.

Pacific Peace 2020 is being celebrated on Norfolk Island to mark 75 years since the end of World War II. After six long years, the war effectively came to an end on 15 August 1945, when Japan accepted the Allied demand for unconditional surrender. VP (Victory in the Pacific) Day, commemorated every year on 15 August, has special significance on Norfolk Island, as the islanders made a substantial contribution to the war effort in the Pacific. More than a quarter of the population of 983 volunteered and joined Australian and New Zealand forces. The Norfolk Island Infantry Detachment (NIID) was created on 14 September 1939 and became a training facility for overseas service by islanders as well as home security, protecting the cable station linking New Zealand and Australia.

Across the country, water towers and tanks have been transformed from familiar functional containers into startling works of art. In 2018, in the small NSW town of Gulargambone, Jenny McCracken painted Lucky Dip on the local water tower, showing a bright blue kingfisher diving for fish in a trompe l’oeil giant glass of water. Guido van Helten’s grisaille painting, on a Country Fire Authority water tank is located in the Winton Wetlands, near Benalla, Victoria. It shows three local CFA volunteers, including the depicted Colin
Hooke from Chesney Fire Brigade. The water tower in Narrandera, NSW, was painted in 2019 by a team of four artists from Apparition Media. The town’s name is derived the Wiradjuri word for “place of lizards or goannas”. The disused water tower in the centre of Snowtown, SA, was painted in 2018 by Vans the Omega with Sam Brooks. It features portraits of notable locals, including long-time CFA volunteer John Hansen.

Australia’s new state-of-the-art icebreaker is the RSV Nuyina, scheduled to arrive in Hobart in late 2020. It replaces the RSV Aurora Australis and will support Australia’s Antarctic and subantarctic research bases for a projected 30 years. The Nuyina was designed by Danish maritime engineers Knud E Hansen and built by the Dutch company Damen Shipyards Group in Romania. The new vessel is 160.3 metres in length and has a maximum beam of 25.6 metres, making it significantly larger than its predecessor.
The Nuyina will carry 32 crew and up to 117 scientists and other personnel from the Australian Antarctic Division. As well as being a transport and resupply ship, the Nuyina will fulfil a significant role as a research platform, with design and facilities supporting research across several fields, from atmospheric studies to geoscience, oceanography, biology and more. It will depart on its first voyage to the Australian Antarctic Territory in 2021.

Organised and regulated civil aviation in Australia began with the passing of the Air Navigation Act, which received royal assent in December 1920. The Act and its regulations enabled support for flying training, building safe infrastructure, and surveying landing grounds and airmail routes. Rules of the air were established, and systems were developed, including for aircraft registration, inspection, airworthiness and licensing of personnel.
In 1921, the government called for tenders to operate airmail routes. These routes helped several
early airlines to become viable operations. Qantas, which formed on 16 November 1920, evolved in this way, operating Queensland’s Charleville to Cloncurry mail route from 1922, before going on to become Australia’s major domestic and international airline; it was a government-owned carrier between 1947 and 1995.
Since 1995, the Civil Aviation Safety Authority has held responsibility for regulating the safety of civil aircraft operations in Australian territory and Australian aircraft operating overseas.

The mission of the Australian National Botanic Gardens is to inspire and inform and to connect people to Australian flora. The gardens were planned in the 1930s at a location in Canberra and in September 1949 the first trees were ceremonially planted. After development of the site, facilities and the living collection, the gardens were opened to the public in 1967; and in October 1970, they were officially opened by prime minister John Gorton. Today, the gardens contain the world’s largest living collection of Australian
native flora and occupy around 90 hectares on Black Mountain, Canberra. The gardens comprise a major scientific, educational and recreational resource. They are recognised for their role in scientific and horticultural research and for their contribution to the understanding, conservation and use of Australian plants. The gardens and CSIRO jointly manage the Australian National Herbarium — the world’s largest collection of Australian plant specimens.

In 1827, Scottish merchant seaman John Clunies-Ross settled on the uninhabited Cocos (Keeling) Islands and established a business exporting copra. He recruited Malay workers to harvest the island’s copious coconut palms. For more than 150 years, the Clunies-Ross dynasty effectively ruled the Cocos (Keeling) Islands. Until 1955, when the islands became an external Australia territory, the Cocos Malay employees were paid with tokens redeemable only at the company store. The stamps feature paper, ivorine tokens and plastic tokens in addition to metal coins issued in 1977 by the last “king of Cocos”, John Cecil Clunies-Ross. In 1978 the Australian government purchased the islands and on 6 April 1984 the Cocos Malay community voted to integrate with Australia in a status referendum of self-determination.

Placing an order
Online via auspost.com.au/stampsThe best way to place an order is via the online shop. This allows for immediate payment and delivery to your nominated address. Delivery delays may be experienced as the COVID-19 situations develops.
By email to [email protected] you already pay for mail orders using a current credit card, you can email an order to the Philatelic Bureau. Under no circumstances should you send credit card details via email.
By telephone (at this time)Our ability to process orders over the phone may be greatly reduced or become unavailable without notice. If you need to place an order with new credit card details you can only do this via phone or through the online shop.
