tional training programmeon integratedurban planning.Hifab Inter-

nationalis one of Sweden'sleadingcompaniesin the field of urban

developmentand is providingconsultancyservices in a numberof

relatedfields both in Swedenand in developingcountriesallover the

world. BTHis Sweden'sprincipalUniversityin terms of urban plan-

ning andsustainabledevelopment.

Programme ObjectivesUrbanisation is a strong and poten-tially positive force in developmentthroughout the world today.However, the accelerating rate of theurbanisation, particularly in develop-ing countries has often overtaken thecapacity of national and local author-ities in dealing with urban develop-ment requirements. These require-ments cover a wide range of areas,including housing, infrastructureservices, social and community facili-ties, local economic developmentand environmental improvementsand protection.

In light of the above, there is anurgent need in most developingcountries to look upon urban devel-opment from a perspective that inte-grates physical, economic, social,cultural, environmental as well as in-stitutional aspects in urban planning,i.e. to adopt the concept of Integrat-ed Urban Planning.

The overall objective of the Inter-national Training Programme on"Integrated Urban Planning" istherefore to strengthen and develop

the capability of high-level decisionmakers in the developing world tocreate capacity and knowledge with-in the field of integrated urban plan-ning. It is envisaged that the trainingprogramme in the long term willcontribute to:

. Increased public participation inurban planning and development. Improved living environment andan increased security level, partic-ularly for the poor, women, child-ren, disabled and other disadvan-taged groups. Improved environmental, econom-ic, social and cultural sustainability. Strengthened institutional infra-structure, particularly in terms of:- improvedgendermainstreaming- a more integrated and develop-

ment-oriented legislation- a demand-driven planning sys-

tem that is directly related tofinancial management and im-plementation

- an increased use of modern

information technology both in-ternally and for communicationwith the public

. Creation of a network for

exchange of experience andknowledge within the field of inte-grated urban development.

ContentsThe concept of Integrated Urban

Planning is a multidisciplinary func-tion. The curriculum of the trainingprogramme is therefore broad andcovers a variety of topics. Majorfields to be treated include:

. Discussion on the concept of

Integrated Urban Planning. The planning process. Institutional models for planning

organisations. Legislation, legislative tools and

enforcement methods

. Sustainable development. Environmental aspects includingSEA and EIA

. Public participation, gender main-streaming. Financing and local economicdevelopment

. Risk, security and robustness. Access to land, land managementand land use

Programme StructureThe International Training Pro-gramme on Integrated Urban Plan-ning is a two-phased programme.Phase one (4.5 weeks) will take placein Stockholm and Karlskrona in

Sweden while the second phase (10days) will be held in Vientiane, Laos.

The programme is composed of anumber of modules covering a vari-ety of topics related to integratedurban planning, some of which havebeen listed above. In addition to

these modules, each participant willundertake a project assignment/project of change that is well estab-lished in the participant's organisa-tion. A one to two page descriptionof the intended project should be in-cluded in the application.

The participants will further visita number of institutions and areas

of special interest in regards to inte-grated urban planning, including theNational Board qf Housing, Building and

Planning in Karlskrona, the Office qf

Regional Planning and Urban Transporta-tionin Stockholm as well as various

municipalities and city councils inSweden.

DateandPlace

Phase one of the training programmewill be held in Karlskrona/Stock-

holm in Sweden from Tuesday 27February to Wednesday 28 March2007. Participants are requested toplan their travel arrangements toarrive in Sweden on Monday 26February and depart on Wednesday28 March 2007.

Phase two will take place inVientiane, Laos in August 2007.

TeachingAll lecturers for this training coursewill be highly experienced within thefield of urban planning both interms of professional and academic

background. All lecturers have inter-national working experience and willrepresent the university faculty, theprivate sector as well as governmen-tal institutions.

TargetGroup:The training programme is designedfor those holding professional posi-tions with specific responsibility todevelop capacity and knowledgewithin the field of urban planning intheir home countries.

LanguageRequirementsThe training will be conducted inenglish and consequently, candidatesmust have good communication skillsin the english language. Good com-puter knowledge is a pre-requisiteand the programme will requireaccess to Internet from the partici-pant's home country. Each partici-pant is advised to bring a laptop, inparticular to Phase one in Sweden.

Application Process

Closingdatefor applicationisOctober25, 2006.

Applications submitted after closingdate will not be considered. Applica-tions should be written on the specialform attached and include a recent

photograph and required informa-tion and documents.

An English language test shouldbe made with an official body in thehome country of the applicant, un-less the applicant can provide otherdocumentation to support her/hisability. The Swedish Embassy/Con-sulate does not carry out languagetests but may be able to recommendappropriate language institutes forconducting tests.

When necessary, the applicationshould be approved by the officialnominating authority in the country.

The application should be submit-ted to the nearest Swedish Embassy /Consulate.

If there is no Swedish Embassy/Consulate in the applicant's country,

the application should be submitteddirectly to the Program Secretariat.Selected applicants will be notifiedbye-mail or telefax. Once accepted,the applicant must confirm partici-pation. An invitation letter will besent out, containing additional infor-mation on the programme and thepractical arrangements.

Cost of ParticipationThe cost of the programme is divid-ed between a participation fee andaccommodation cost. The participa-tion fee covers all training cost suchas lectures, literature, documenta-tion, study tours and certain socialactivities as well as accommodation

costs include board and lodging.The Swedish International Develop-ment Cooperation Agency (Sida) willcover these costs.

International travel cost to andfrom home countries and to Karls-

krona are not covered by Sida.The participant carries costs in-curred in travelling to the nearestinternational airport.

Sida pays international travel costin connection to phase two of thetraining programme, i.e. to and fromLaos.

Due to the character of the pro-gramme family members are notallowed to accompany participantsto the programme.

Personal expenses are not included.

Accommodation

Each participant will have a singleroom with bath and/ or shower

during the programme period.

VisaParticipants are responsible for ob-taining all visas necessary for theirjourney and stay during the trainingprogramme. The visa should bevalid for the whole period of the pro-gramme and the passport should bevalid for three months longer thanthe entry visa.

Inquires should be directed torespective Swedish Embassy/Consu-late alternatively other Schengenrepresentation as soon as possible af-ter acceptance into the programme.Participants visiting other countrieson their way to or from Sweden mustensure that correct visas are obtained

before leaving home country, espe-cially for countries not included inthe Schengen agreement. The costsfor obtaining visas are carried by theparticipant.
