From the start of the month until the very end the students and staff at South Terrace along with the rest of the schools in the country celebrated the love of reading!

Our theme this year at South Terrace was “Reading gives you Superpowers!” The month was filled with super hero themed activities. Students read beyond the goal we had of 1,600 books! We made it to 2,241! There were three caped super heroes, Principal Midge and Title One teachers, Ms. Swanson and Strom who swooped in from room to room to give out tickets when they caught students reading! Books read were posted on super hero decorated classroom doors so the classes could see just how many books they read!

We ended the month on a positive note with a big assembly to commend students on their hard work! Teachers awarded students with various reading certifi-cates for their super reading achievements. Our “Super Heroes” drew names from all the reading tickets stu-dents received for being caught reading and those stu-dents won a prize bag. It was a fun and exciting reading experience for all. Great job of super reading Bulldogs!

BUILDING PERMITSThe City would like to remind

residents that building permits are required for all building projects, renovations, accessory structures, fences and demolitions. This is necessary to ensure the proposed project meets the city’s zoning require-ments, easement requirements and state building code requirements.

To obtain a building permit; come to City Hall and get a permit application; complete the applica-tion and return it to our office. The Building Permit Application and Fee Schedule are available online at https://www.cityofcarlton.com/building-department. Zoning information is available online at https://www.cityofcarlton.com/city-code-ordinances in Chapter 9 of the City Ordinance.

The City will then review the application for appropriate zoning, setback and easement require-ments. The application will then be forwarded to our Building Official for review and approval or com-ment. When the application has been approved, we will notify you and you may pick up your permit and begin your project.

NOTE: Commencing projects prior to obtaining a building permit is in direct violation of City Or-dinances and is subject to appropriate fines. Also, please remember; you MUST call for a “utility locate” prior to commencing ANY digging or excavating. This is a state requirement and can be accomplished by calling Gopher State One-Call at 1-800-252-1166.

Please allow at least one week prior to your desired project date for your building permit to be processed and your utilities to be located.

REPLACE SHOWERHEADS AND AERATORS A very simple way to reduce water usage is to

replace showerheads and aerators. Standard show-erheads use 2.5 gallons of water per minute while a low-flow showerhead uses 2.0 GPM or less. Chang-ing to a low-flow showerhead can save up to 2,900 gallons per year. Faucets account for 19% of water usage in an average home so changing your faucet aerator to a low-flow option can save an average family up to 700 gallons of water per year.

COUNCIL MEETINGSEveryone is welcome and encouraged to attend

the monthly City Council Meeting. It is held on the second Wednesday of the month at 6:00 pm in the Council Chambers at the Civic Center. Deadline for placement on the agenda is the Wednesday prior to the Council meeting by 4:00 pm.

The Robert Rodd Memorial Costume Hockey Game & Scholarship Fundraiser was held on Saturday, February 23rd, at the Four Seasons Sports Complex in Carlton, MN. The red and blue teams were made up of players who were a part of past Carlton, Cloquet and Duluth area hockey teams. Many of the players or their siblings skated in Carlton when Robert Rodd worked in the conces-sion and drove the zamboni at the Four Seasons Sports Complex. To begin the event all the players were intro-duced, and the national anthem was sung by 16 year old Hannah Erickson, great niece of Robert and Leola Rodd. In between periods there was shoot out contest for all of the kids in the audience, and a chuck-a-puck contest for audience participants. The second period was a “Glow-in-the-Dark” game using a lighted puck. During the third period, players wore costumes ranging from a tall baby, Thing 1&2, a Minion, a Bumble Bee and two extra large Mustard and Ketchup. Players from the Minnesota Wilderness came to sign autographs and answer questions about their hockey experiences.

Each year the Robert Rodd Memorial Scholarship Fundraiser was a fun event for adults and kids of all ages. The afternoon included a great dinner, a costume hockey game, raffles and the Zamboni Bob coloring contest. The coloring contest winners were: Waylan Cawcutt, Gabe Wefelmeyer, Ava Wefelmeyer, Allie Jones, Sophia D., and Isaiah Weber. This year the event raised $3400.00 in which three graduating seniors at Carlton High School will be awarded $500.00 scholarships.

THANK YOU TO: Nikki, Derek and Ty Rackliffe, daughter and grandsons of Robert and Leola Rodd, for helping with set up, selling tickets, clean up and so much more; past and present Carlton H.S. students, Jackson Mickle, Annabeth Johnson, Johnette Ostlund, Haley Adkins and Alisha Broneak – Referee for volunteering. AARP CLASS: AARP REFRESHER COURSE

This AARP training course is called “Smart Driv-er”. This class is offered for persons 55 and older who have already taken the 8-hour class and now need to take the refresher course in order to keep their auto insurance discount. To maintain your discount, a re-fresher course has to be taken once every three years. The class meets for one 4-hour session. Participants MUST pre-register by mail! Class size is limited.

An important mission of Rotary International is to promote literacy. The Rotary Club of Cloquet has taken up this worthwhile cause through sponsoring two local projects aimed at promoting an interest in reading and appreciation for the printed word - the distribution of dictionaries to area third graders and personal story books to kindergarteners. During December and January a total of 348 third graders from Churchill, Washington, Winterquist, South Terrace, and Wrenshall Elementary Schools each received a handy dictionary/reference book to keep, and 327 kindergarten students each received a personal story book with the characters and the settings preselected by the students and woven into a story. Each student is individually presented with his/her book by a Rotarian.

The Rotary Club of Cloquet Literacy Project, led by Julie Rothmeier, has sponsored and implemented this project for several years. It is gratifying to hear from so many students, years after receiving their books, that they have kept them and still treasure them.

On Saturday, April 13, 2019 Carlton Wren-shall Father Daughter Ball attendees fol-

lowed the yellow brick road and experienced a magical night! The Ball was everything Wizard of Oz, from rainbow cupcakes, to poppies and the Emerald City and volunteers dressed as the popular characters of the Lion, Tin Man, Scare-crow, the Wicked Witch and of course Dorothy!

There was a plated meal served, opportunities for some great photo booth pictures and music the whole evening to dance the night away. There were 289 people in attendance and it was a memorable evening! Thank you to all those that attended, we love holding this event for such an enthusiastic crowd!

Spring is here and I think most of us are

relieved!  It was a particularly challeng-ing winter for superintendents with so many days having frigid tempera-tures and/or snowstorms and having to decide whether to cancel or delay the start of the school day.  We always prefer having students in classrooms and supporting families with consistent routines but transportation safety is ob-viously also a paramount consideration. This school year, Carlton students missed six days of school from what was originally scheduled.

Five of these days were due to weather, and one day was March 1st for all staff to attend school safety train-ing.  Our staff, like all area school staffs,

participated in ALICE training provid-ed by Carlton County deputies. ALICE stands for Alert, Lockdown, Inform, Confront, Evacuate.  These optional responses are intended to be considered when faced with an intruder or any potentially violent situation. So, rather than just locking doors and hiding, it is important to consider the situation and setting and decide what is the best response.  And if it is decided to stay in classrooms or offices, we learned to not just lock doors and hide under furni-ture, but to also barricade doors with furniture and other strategies to make the room inaccessible. Admittedly, the training was unsettling as it is an uncomfortable topic with unimaginable scenarios but it was also excellent in

that it taught what have become important life skills that unfortu-nately any of us might use in any location on any day.  Our next steps are to talk with parents about these options and to provide age appro-priate instruction and have age ap-

propriate conversations with students. Every day, South Terrace Elementa-

ry and our Middle/High School have amazing teachers providing excel-lent prekindergarten through high school education, with an emphasis on building relationships and creating an environment that is physically and emotionally safe and nurturing.  I invite any community member to walk our halls or visit our classrooms with me to see us at work. Unfortunately, our successes and strengths do not ne-gate the challenges we are facing. The funding we receive is not adequate for our expenses and while the middle/high school facility is rich in history, it is also in need of significant repairs and upgrades.  

On Monday, April 29th, the School Board will be discussing long range options for the school district.  Board Chair LaRae Lehto has asked board members to carefully consider ten options for the district. These op-tions include doing nothing different, significant repairs at the MS/HS, pursuing consolidation options with Wrenshall or Cloquet, asking voter support for a middle school or a MS/HS

at South Terrace -potentially with one of the consolidation options, and even dissolution of the district. The board members are considering these options in regards to various factors such as the impact on academic opportunities for students, impact on annual operating costs, impact on local taxpayers, impact on staff jobs and local business owners/community,  impact on the quality of the facility for a desirable learning/teaching environment and more.

We must balance the importance of providing quality 21st century edu-cation that prepares each student for college and career readiness with a path that is financially sustainable for the district and local tax payers. It is important to narrow down the best options to pursue as soon as possible. I encourage all community members to stay informed and understand that these decisions are not simple.  There is not an option that will address all concerns or be supported by everyone. I can tell you I am genuinely optimistic about the very real potential for ex-panding opportunities for students and strengthening the school district for the long term.

You can purchase the 2019 Carlton County Plat Book for $40 at the Carlton County Extension Office, 317 Chestnut Avenue, Carlton, MN. The new plat book accurately displays parcel boundaries, acreage data, roadways, waterways, railways, section lines, municipal coundaries, recreational areas, and includes an index to landowners. A 3D aerial map lies opposite each township parcel map, and is very useful inproviding a quick gauge to the use of a particular parcel.

All proceeds benefit the Carlton County 4-H program, offering exceptional youth development programming within the Carlton County. Funds will be used to purchase educational supplies, host local 4-H events, and provide scholarships for local youth to participate in regional, state-wide, and national 4-H conferences and events. 1ST ANNUAL CARLTON SCHOOLS

Carlton High School will be hosting a mattress fundraiser in the big and small gyms of their building. The fundraiser will be staffed by business students who will be paid and credited according to their work. Mattresses from Twin to King, and from anywhere between $200 and $3,000 from a variety of brands.

Proceeds will benefit the Carlton Business Department. Carlton High School is teaming up with Custom Fundrais-ing Solutions. For every mattress the students sell, they earn cash and credit. Come to support and help students develop their skills in business, marketing and sales.
