From the early struggle for independence in 1836, public education has remained a top priority for Texans . Ever since the late 1800s, a series of laws have granted cities and towns increased freedom in the development and administration of their schools, leading to the formation of independent school districts . Today, there are over a thousand school independent school districts in Texas .

The following is a brief overview of the academic and legislative structure of the public schools in Texas:

• Texas Education Agency (TEA) is a state agency responsible for the oversight of primary and secondary public education . The mission of the TEA is to provide leadership, guidance, and resources to improve the outcome for all public school students . The TEA is composed of the Commissioner of Education and agency staff . In collaboration with the State Board of Education, the TEA guides and monitors public education activities and programs .

• State Board of Education (SBOE) establishes goals for the public school system and adopts and promotes four-year plans for meeting those goals . The SBOE in conjunction with the TEA, and the commissioner of education facilitate the operation of the state’s vast public school system . There are 15 elected members of the SBOE, and each represents different regions of the state . One member is appointed as chair by the governor .

• Commissioner of Education serves as the executive officer of the Texas Education Agency and executive secretary of the SBOE . The commissioner supervises the administration of SBOE rules through the TEA . The commissioner is nominated by the SBOE followed by a governor appointment to a four-year term . The Texas Senate confirms the appointment .

Two key responsibilities of the Texas Education Agency are assessing public school students’ knowledge and determining district and school accountability ratings . The TEA provides an array of reports based on the results of student testing and other assessments . The TEA also administers a data collection system on public school information, the Public Education Information Management System (PEIMS), one of the largest education data bases in the world . That information and other data are used to create a number of reports that provide information about a variety of topics, such as student performance, spending and implementation of legislation .

Funding for the Texas Education Agency is derived from state and federal resources, grants, and the Texas Permanent School Fund . For charter schools, primary funding comes from the Foundation School Program . School districts rely on property tax rates: a maintenance and operations (M&O) tax rate and an interest and sinking (I&S) tax rate, if applicable . Tax rates are integral to the calculation of the state’s school finance formulas in providing state funding for school districts .

Aldine ISD is one of Texas’ 11 largest school districts . The district’s approximately 69,469 students reside throughout a district that is more than 111 square miles . The district’s varied and numerous programs are designed to develop students into responsible citizens and employees, business and industry leaders, and respectable parents . In September 2009, Aldine ISD was awarded the Broad Prize for Urban Education for consistent student improvement over the last 10 years . Graduating high school seniors received money in college scholarships . The Broad Prize is an annual award for urban districts that show the most overall performance and improvement among students while reducing gaps in achievement by income or ethnic group .

Aldine earned a Recognized rating for academic achievement for seven consecutive years (1996-2003) . In 2008, the district was awarded the H-E-B Excellence in Education Award among large school districts in Texas . In 2004, 2005, 2008, and 2009 Aldine ISD was one of five national finalists for the coveted Broad Prize for Urban Education . Aldine received the 2006 Texas Award of Performance Excellence (TAPE), becoming the second Texas school district to ever receive the prestigious award .

The elected board members embody the vision and goals of a diverse community . Their leadership is recognized for promoting and supporting educational excellence . In 2013, the Board was named one of five Honor Boards in the State of Texas and was also named the Region 4 Outstanding School Board . The school board has earned numerous awards, including the 1998 Outstanding School Board of Texas and the 1999 Magna Award from the American School Board Journal magazine . The school board’s vision of innovation and accountability is shared by the district’s administrators, educators, and support staff .

Meeting the needs of a diverse student population in a rapidly changing world, Aldine is a district of traditional campuses, magnet schools, and alternative campuses . Many diverse programs are also available to students, including Career and Technical Education, special education, gifted/talented education, and Junior ROTC and LOTC . Conroe ISD is a 348-square-mile school district located in the Houston, Texas metropolitan area . The geographic areas of our 60 campuses are diverse and include The Woodlands, Shenandoah, Oak Ridge North, Conroe, and Caney Creek, as well as several other smaller towns, communities, and unincorporated areas . CISD is one of the fastest growing school districts in the state with an average enrollment growth of approximately 1,500 students per year . CISD is the 13th largest district in Texas and the 70th largest district in the United States .

Achievement scores continue to increase and are well above the state and national averages . In 2010, CISD became the largest district in the state to ever achieve the highest rating of Exemplary . CISD is proud to have received the highest recognition for transparency from the Texas Comptroller of Public Accounts seven years in a row, a five-star rating from TXSmartSchools for having high academic standards with spending efficiency six years in a row, and a 1-1 rating from Education Resource Group for Academic and Financial Performance nine years in a row .

CISD offers a comprehensive core academic program, a vast array of athletics, a cutting edge Career and Technical Education curriculum, and a slate of fine arts courses to meet the needs and interests of all students . According to the state’s accountability system, Cypress-Fairbanks ISD is the largest school district in Texas to have 100 percent of its eligible campuses earn Met Standard honors for the fourth consecutive year (2012–2013, 2013–2014, 2014-2015 and 2015-2016 school years) . The district is the third largest in Texas in student enrollment and trails only the Houston and Dallas school districts in the number of students it serves .

With almost 1,000 new students, enrollment in Cypress-Fairbanks reached nearly 115,000 on September 15, 2016—an indicator that the phenomenal growth trend in CFISD shows no signs of subsiding . Enrollment for the current school year is expected to climb and peak sometime during the second semester . The one-year enrollment record of 7,274 was set during the 2005-2006 school year .

The upward trend in student enrollment has remained constant since the early 1990s when USA Today named Cypress-Fairbanks ISD one of the fastest-growing school districts in the nation . CFISD now ranks as the 23rd largest school district in the United States .

In fact, district enrollment has increased by almost 23,000 students since 2006 . The number of students included in this enrollment boom could be equated to the entire student population of the neighboring Klein or Conroe school districts . There are 186 square miles of land within the boundaries of CFISD . This suburban district has more than 875 subdivisions and apartment complexes within its borders .

The Huffman Independent School District is a 4-A school district with five campuses that house just over 3,400 students . A recent bond passage includes an additional elementary campus, to be completed in fall 2018 . Huffman is a quiet community located at the crossroads of FM 2100 and FM 1960 . It is 30 miles northeast of Houston in the piney woods of eastern Harris County . Established in 1839, Huffman is an unincorporated area covering 54 square miles and housing more than 14,000 citizens . An extensive amount of the community is located on the shores of Lake Houston . Huffman is a unique community comprised of mostly residential subdivisions, scattered farms, and small businesses .

The district is charging confidently into the future and is led by a capable, caring school board . The staff is highly skilled in the rigorous and engaging educational programs of choice . The principals, teachers, and support staff are fully committed in assisting the students to reach their fullest potential . Huffman ISD is proud of the many student accomplishments, academic and extracurricular, throughout its schools .

Huffman ISD is a financially-sound school district . The ISD recently earned a Platinum Leadership Circle Award for outstanding financial transparency ratings (the highest rating a district can achieve), as well as a Superior Achievement rating for the F .I .R .S .T . financial rating program in Texas . Huffman ISD had a perfect score for the F .I .R .S .T . rating program and has carried the Superior Achievement status for four years running .

The mission of Huffman ISD is to empower students to be responsible, life-long learners who are prepared to succeed in personal and professional life, and Huffman ISD is proud to see its students achieve and succeed .

Humble ISD educates more than 40,000 students who live in Atascocita, Eagle Springs, Fall Creek, Humble, Kingwood, Summerwood, and other neighborhoods in northeast Harris County .

Humble ISD operates three 6A high schools, two 5A high schools, and Quest Early College High School . Currently Humble ISD is home to eight middle schools and twenty-seven elementary schools . In fall of 2017 the doors of the 28th elementary school will open . Enrollment continues to grow, with new homes being built in more than 50 neighborhoods . Humble ISD is projected to grow to 52,000 students by 2025 .

The community is extraordinarily supportive of education, approving bond elections that have allowed the district to open 14 new schools since 2004 and renovate older campuses . The Humble ISD Education Foundation, a non-profit organization, has awarded more than $9 .2 million since 2000 to support projects that enhance education .

Known for academic rigor, Humble ISD offers International Baccalaureate, AVID college-prep program, Advanced Placement courses, dual credit courses, gifted/talented courses, and Spanish immersion and dual language . Students participate in athletics, the arts, and service learning . Humble ISD’s SAT and ACT scores exceed state averages . Students earn more than 1,000 certifications annually through Career and Technical Education . Special education programs include inclusive pre-school, integrated athletics, Best Buddies, and the Mosaic Program serving students ages 18 to 22 .

In 2015 Humble ISD was named Best Large District in Texas through The H-E-B Excellence in Education Awards Program . Humble ISD made College Board’s AP Honor Roll for 2015, which fewer than 5% of Texas school districts can claim this honor . The Humble ISD Board of Trustees was named Top 5 School Board in Texas for 2015 and 2016 in the H-E-B Excellence in Education Awards . Humble ISD Superintendent Dr . Elizabeth Fagen joined the district in July of 2016 .

Encompassing 87 .5 square miles in northwestern Harris County, the Klein ISD’s southern edge is adjacent to the corporate limits of Houston, making the district a suburb of the fourth largest city in the nation .

The Klein ISD has grown to 51,700 students and is comprised of 31 elementary, nine intermediate, and five high schools along with one early childhood/pre-kindergarten center and one high school of choice . The fifth high school opens in the fall of 2017 with freshmen and sophomores . High school students may also choose to attend the International Baccalaureate Diploma Programme or the International Business Academy housed on two of the high school campuses .

In Klein, we embrace the history of the land upon which we build our schools and educate our children . German immigrants, led by Adam Klein, settled the area in 1849, and the Klein ISD was incorporated in 1938 . Most of our schools were named after the early settlers, and the Klein, Texas Historical Foundation maintains a farm museum to assist in the preservation of the Klein community .

The Magnolia Independent School District is a district where traditional values meet innovative programs . Set in the growing area of Magnolia, 45 miles northwest of downtown Houston, Magnolia ISD provides all of the amenities of a large, urban district with the small town feel of a close-knit community . Modern facilities and advanced programs attract great families and outstanding teachers .

The district serves close to 13,000 students in a 150 square miles . The needs of all students are addressed through advanced academic courses, concurrent college and high school enrollment credit, a wide range of Career and Technical Education courses, Early Childhood, full-day kindergarten, and strong core academic courses .

In 2016, our two comprehensive high schools became authorized International Baccalaureate Diploma schools . We are the only public school in Montgomery County to offer this prestigious program for our junior and senior students .

Magnolia ISD was recognized in 2016 for being one of 130 districts in the United States to be recognized on the College Board’s 2016 Gaston Caperton Opportunity Honor Roll . Montgomery ISD is a growing school district located 58 miles northwest of Houston . Located within the district’s boundaries are the historical town of Montgomery, the beautiful Lake Conroe recreational and residential areas, and many farms and ranches . Bordering the northern edge of Montgomery ISD is the Sam Houston National Forest with numerous hiking and biking trails, as well as camping facilities .

Currently, Montgomery ISD is classified as a 6A system composed of one high school (grades 9 – 12), one junior high school (grades 7 – 8), one middle school (grade 6), one intermediate school (grade 5), and four elementary schools (pre-kindergarten – grade 4) . With a total enrollment of over 8,300 students for the 2016-17 school year, Montgomery ISD’s student population is ethnically diverse, consisting of 3 .1% African American, 12 .9% Hispanic, 80 .3% white, and 3 .7% other .

The high expectations of the students, parents, community members, teachers, and administrators are the major factors leading to the level of student performance in the district . In addition, community and parent volunteerism has also played an important role in improving student performance .

The New Caney Independent School District is the fourth fastest growing district in the state and has been the fastest growing district in the Houston area since 2011 . It is located approximately 30 miles northeast of Houston, serving residents in the Porter, New Caney, Kingwood, and Conroe communities .

The district houses more than 15,000 students in nine elementary schools (pre-kindergarten – grade 5), four middle schools (grades 6 – 8), two high schools (grades 9 – 12), one early college high school (grades 9 – 12), and one alternative education center (kindergarten – grade 12) . The district encompasses more than 90 square miles . Located in East Montgomery County, the area is experiencing rapid growth in housing and business development due to the recent completion of the Grand Parkway connecting U .S . Hwy . 59 with I-45 .

The district launched the 1:Vision initiative equalizing access to technology for all students . Students in grades 6 – 12 are issued personal Chromebooks (laptops) while students in grades 3 – 5 have 1-to-1 classroom sets . Pre-kindergarten through 2nd grade have a cart of Chromebooks for each grade level .

Dual language classes are offered at eight elementary campuses where half of the class is taught in English, and half is taught in Spanish . The district is currently constructing a UIL regulation aquatics center for swimming competitions, a permanent early college campus and has purchased land for a third high school . The district is committed to attracting and retaining the best teachers by offering some of the most highly competitive salaries in the Houston area .

Splendora ISD provides an education as individual as your child . The district provides numerous educational opportunities through its Career and Technical Education (CTE) pathways and early college high school . The district’s personal graduation plan (PGP) initiative allows 5th – 12th grade students, their parents, and a counselor the opportunity to discuss and investigate future career and educational opportunities . The initiative also allows district administrators to anticipate students’ interest levels for courses being offered and plan according to those interests .

Course offerings, new programs, and accommodating secondary schedules bring excitement to our junior and senior high schools . Students choosing to seek a college degree no longer need to wait until high school graduation to get started . Since 2009, Splendora High School has been designated an early college high school . This initiative allows students to graduate with both a distinguished diploma and an Associate’s degree (at no financial cost to the student) . In 2016, our 51 high school seniors participated in graduation ceremonies at Lone Star College-Kingwood, just prior to their high school graduation . Our CTE academies offers courses such as cosmetology; culinary arts; audio/visual technology and communications; education and training; and manufacturing along with existing courses of agriculture; food and natural resources; health science; and transportation, distribution and logistics . These numerous pathways make Splendora High School a leader in the state .

The five campuses (Peach Creek Elementary, Greenleaf Elementary, Piney Woods Elementary, Splendora Junior High, and Splendora High School) have a total enrollment of over 3,800 students . Recently, voters passed a $30 million bond for the following projects: a new elementary campus, cafeteria expansion/fine arts conversion at the high school, additional space at the agricultural facility, athletic facilities improvements, and other district wide improvements .

The Spring Independent School District serves nearly 37,000 pre-kindergarten through 12th-grade students in a diverse district located 20 miles north of central Houston . Guided by its strategic plan, Every Child 2020, the district supports the growth and development of all students . Every learner can succeed in Spring, with academic acceleration and enrichment available for the gifted and talented, while special education services are provided for those with disabilities . Bilingual instruction and English as a Second Language programs are also offered . A strong focus on literacy for all and an expansion of early childhood programs are both part of the district’s commitment to prepare graduates to be college and career ready . In addition, Spring ISD’s strong performing and visual arts, 6-A athletics and ROTC programs are recognized both regionally and nationally .

Spring ISD understands that parents and students want opportunities and choices within their local public schools and is focused on offering robust school and academic program options . The district currently has three schools of choice to which students may apply: Carl Wunsche Sr . High School, a nationally recognized career academy; Spring Early College Academy, also nationally recognized; and Dr . Edward Roberson Middle School, a math science and fine arts academy .

The district’s 38 campuses include 26 pre-K – 5th grade elementary schools, seven 6th – 8th grade middle schools and five 9th – 12th grade high schools . In November 2016, local voters approved a $330 million bond referendum to address facility, technology, safety and security needs throughout the district .

In addition, the district consistently receives superior ratings from the Financial Accountability Rating System of Texas for financial management .

Lone Star College is the largest institution of higher education in the Houston area and one of the fastest-growing community colleges in the nation . In fall 2016, there were over 85,000 credit students enrolled . Combined with the thousands more who take continuing education and leisure learning classes throughout the year, the college has about 95,000 students . Higher Education Close to Home Lone Star College-University Centers offer junior, senior, and graduate level classes through partnerships with several universities . Students who enroll with one of the partner universities on site at The Woodlands or University Park locations are able to complete a bachelor’s or master’s degree (or teaching certificate) without traveling to the university campuses . Doctoral programs from Our Lady of the Lake University and Sam Houston State University are also available at The Woodlands location .

Transfer made easyThe Lone Star College University Center model is unique and innovative and has been duplicated at many colleges across the country . Transferring to a four-year university partner has never been easier for students .

First, university partners have operations on site at the Lone Star College University Centers, which makes for a smoother transition process . Also, specific transfer programs – like the 2+2 program – allow students to take their first two years of classes at Lone Star College and then the second two years of upper-level courses at one of the university partners .

Because of these agreements between Lone Star College and its university partners, students who complete their associate’s degree are able to seamlessly transfer to the four-year colleges on site .

Joint Admission & Cooperative AdvisingStudents are also able to maximize the number of courses completed that can be applied toward their bachelor’s degree by joint admission, which allows students to co-enroll at a partner university while attending LSC . Benefits include a simplified application process, discounted or no application fees, and complete access to the facilities and resources of both institutions . Students can also access academic advisors at LSC-University Centers to receive help in planning and selecting applicable courses prior to enrolling at the university through cooperative advising .

Reverse transferLone Star College also has reverse transfer programs with its University Center partner universities and other colleges in Texas . These programs establish policies and procedures allowing credits earned at universities to be transferred back to LSC and applied toward associate degrees . Students are awarded their associate degree from LSC while attending the partner university which provides greater career opportunities for the student while continuing their education .
