NORTH OLMSTED SENIOR CENTER Golden Age Bulletin — G. A. B. — November 2015 MAYOR’S CORNER The City, High School and the VFW Post 7647 are uniting to celebrate our Veterans with a ceremony on Wednesday, November 11 th . Please join us and help us honor our Veterans. North Olmsted voters will decide on 5 proposed amendments to the city charter this November. Below are common sense statements and examples. At times, these changes can be confusing and we are trying to make this as easy as possible for voters to understand. These amendments are supported by the Elected Administration, City Council, and the Charter Review Commission. There is no organized opposition to the amendments. 2015-78: Eliminates the requirement for a September primary election where more than 6 candidates file to run for the city's 3 at large council seats. The top 3 vote getters in November would win. Currently if there are 7 candidates for the at large position, a primary election would be held to eliminate 1 of the 7, followed by a general election among the remaining 6 to select the final 3. A primary can cost the city up to $55,000. 2015-45: Amends the residency requirement for City Council ward members. Currently, the charter requires a candidate to live in a ward for at least one year before running for council. The amendment would clarify that if redistricting puts a candidate into a new ward, they would not be subject to the one-year ward residency requirement. 2015-46: Combines the city's Board of Building Code Appeals and the Board of Zoning Appeals into a single board, the Building and Zoning Board of Appeals, which would serve both functions. This will merge similar boards to create greater efficiency for residents and businesses. 2015-47: Allows City Council to legislatively approve rezoning for mixed use development, involving a combination of businesses, offices and apartments or other attached housing. Presently, zoning change involving multi-family development, even as part of mixed use, requires approval by voters. Voters would retain the right to vote on rezoning to apartments as a sole use. This change would remove barriers and allow the city to pursue creation of a “town center” concept with a mix of retail, restaurants, offices and apartments. 2015-48: Eliminates the Parks and Recreation Commission. City Council and staff currently perform the stated responsibilities of the Commission. A proposal apart from the ordinance would be to create a group called Friends of Parks and Recreation (which will not be in the charter); to help raise funds and support needed projects in our Recreation Department. MAYOR’S CORNER

The City, High School and the VFW Post 7647 are uniting to celebrate our Veterans with a ceremony on Wednesday,

November 11th. Please join us and help us honor our Veterans. North Olmsted voters will decide on 5 proposed amendments to the city charter this November. Below are common

sense statements and examples. At times, these changes can be confusing and we are trying to make this as easy as possible for voters to understand. These amendments are supported by the Elected Administration, City Council, and the

Charter Review Commission. There is no organized opposition to the amendments.

2015-78: Eliminates the requirement for a September primary election where more than 6 candidates file to run for the

city's 3 at large council seats. The top 3 vote getters in November would win. Currently if there are 7 candidates for

the at large position, a primary election would be held to eliminate 1 of the 7, followed by a general election among the remaining 6 to select the final 3. A primary can cost the city up to $55,000.

2015-45: Amends the residency requirement for City Council ward members. Currently, the charter requires a candidate to live in a ward for at least one year before running for council. The amendment would clarify that if redistricting

puts a candidate into a new ward, they would not be subject to the one-year ward residency requirement.

2015-46: Combines the city's Board of Building Code Appeals and the Board of Zoning Appeals into a single board, the

Building and Zoning Board of Appeals, which would serve both functions. This will merge similar boards to create greater efficiency for residents and businesses.

2015-47: Allows City Council to legislatively approve rezoning for mixed use development, involving a combination of businesses, offices and apartments or other attached housing. Presently, zoning change involving multi-family

development, even as part of mixed use, requires approval by voters. Voters would retain the right to vote on

rezoning to apartments as a sole use. This change would remove barriers and allow the city to pursue creation of a “town center” concept with a mix of retail, restaurants, offices and apartments.

2015-48: Eliminates the Parks and Recreation Commission. City Council and staff currently perform the stated responsibilities of the Commission. A proposal apart from the ordinance would be to create a group called Friends

of Parks and Recreation (which will not be in the charter); to help raise funds and support needed projects in our

Recreation Department.

Happy Thanksgiving! Sincerely;

The winter months bring major

challenges for all of us.

Weather, social isolation,

seasonal affective disorder, and

maintaining proper nutrition

can all affect us during these

cold months. Planning ahead,

and enlisting the help of adult

children, neighbors or caregiv-

ers when needed, can help you

stay safe and mobile during the

things you can do to stay safe in
