REDEVELOPMENT AUTHORITY

March 26, 2010

De Pere, Wisconsin

A meeting of the Redevelopment Authority of the City of De Pere was held today in the Council

Chambers of De Pere City Hall.

Roll Call: Bill Patzke called the meeting to order.

Members Present: Bill Patzke, Bill Komsi, Charles King, Joe Van Deurzen.

Members Excused: Ted Penn, Jerry Henrigillis, John Nusbaum

Also present: City Planning Director Kenneth Pabich, and members of the public.

1. Approve the minutes of the meeting held on September 26, 2011.

Moved by Joe Van Deurzen, seconded by Bill Patzke, to approve the minutes as presented. Upon

vote, motion carried unanimously.

2. Review the development request for 500 Main Avenue. Applicant: Jerry Van Dyn

Hoven.

Moved by Charlie King, seconded by Bill Patzke, to approve the staff recommendation as

presented. Upon vote, motion carried unanimously.

3. Review the creation of a new Tax Increment District for the downtown on the west

side.

Planning Director Pabich reviewed the definition and the benefits of implementing a tax

incremental district.

Moved by Joe Van Deurzen, seconded by Charles King, to open the meeting. Upon vote, motion

carried.

Melody Guttowski, 555 Main Avenue, asked if the apartments were low income.

John Vande Ven, 555 Main Avenue, asked if the street would be fixed.

Rick Nell, 380 Main Avenue, asked if the City was looking for projects. Rick also commended the

City on the implementation of a tax incremental district.

Moved by Joe Van Deurzen, seconded by Charles King, to close the meeting. Upon vote, motion

carried.

Item #2: Review the Façade Grant Request for 705 George Street. Applicant: Larry Fisette.

The owner of 705 George Street has applied for a façade grant. The proposed project includes the

following items:

1. Windows: New windows will be installed to match the original design of the building.

Note, the windows across the top will need to be custom made.

2. Entries: The doors to both businesses will be replaced with new doors. Doors will be

replaced on the three of the sides.

3. Awing: The wood awing will be removed.

4. Front Façade: Damaged bricks would be replaced.

The design of the building was done by the State Main Street program staff. The design was based on

historic photos of the building. The estimated cost for the entire project is $50,000-$75,000. If the RDA

would approve all proposed expenditures, the project would qualify for $10,000 from the grant program.

Recommendation:

Staff would recommend supporting the façade grant as proposed. If approved, the owner will need to

provide receipts back to the City for approval by the RDA.

Item #3: Review the Façade Grant Request for 327 Main Avenue. Applicant: Carol Tilkens.

The owner of 327 Main Avenue has applied for a façade grant to be used on the façade that faces the

alley. The proposed project includes the following items:

1. Rear Facade: The owner is planning to add new brick to the entire façade. It would also wrap

on the side elevation on the east side. Samples of the type of brick have been

provided.

2. Painting: New paint would be applied around the windows were necessary and also on the

east elevation to make it match with the new façade.

3. Awing: The awing would be taken down and then re-installed.

4. Labor: Masonry, siding awing, wiring and meters.

The owner is trying to make the building more attractive and compatible with the surrounding buildings

along the alley. The goal is to remove the ‘bright white’ from the building. The initial estimated cost for

the project is $15,600. In discussions with the Mr Zepnick, it is believed that these costs may be higher

based on preliminary estimates. If the RDA would approve all proposed expenditures, the project would

qualify for $3,900 from the grant program. Staff would recommend that the RDA approved the

expenditures for up to $25,000 which would be a grant for $6,250.

Recommendation:

Staff would recommend supporting the façade grant as proposed. If approved, the owner will need to

provide receipts back to the City for approval by the RDA.

Item #3: Review the preliminary Site Plan request for a 17,400 square foot mixed use

building. Applicant: Jerry Van Dyn Hoven.

The developer is proposing to redevelop 500 Main Avenue with a mixed use development. The initial

concept was presented to the RDA in March. The new project would be a three story building with

commercial tenant space on the first floor and apartments on the second and third floor. To make the

project work, the existing buildings on 500 Main Avenue and 111 North 5th Street would be taken down.

The City is in the process of creating a new Tax Finance District that would include this project.

The developer is presenting the preliminary plans to both the RDA and the Plan Commission for

comment and discussion. The goal is to have the final set of plans reviewed by the Plan Commission in

July. Since the plans are preliminary at this time, staff will not be making any formal comments. A

summary of the project will be presented at the meeting.

Recommendation:

None at this time.
