The University is located at Bikaner- Sriganganagar highway on NH-15 in Beechwal of Bikaner district of Rajasthan. It is about 10 KM from Bikaner Railway Station and 5 KM from Roadways Bus Stand. Auto Rikshaw & Taxi are available easily to reach the destination or Venue Bikaner is desert city situated at an elevation of 230 M above the sea level. The city is about 330 KM far from Jaipur, 450 KM from New Delhi and 250 KM from Jodhpur. It is well connected through rail and road from various parts of the country and also by air to Jaipur & New Delhi. A LITTLE ACQUAINTANCE WITH THE BIKANER RAJASTHAN A City- awesome and beautiful. A vast expanse of rippling sand and scorching sun.An arid, rocky scrubland. It is situated on an elevated ground, surrounded by a seven-kilometer-long embattled wall marked by five gates. The Rathore prince Rao Bikaji, the liveliest and most enterprising son of Rao Jodhaji of Marwar, founded Bikaner in 1488 AD. Since Bikaner was in the middle of the Thar desert, it served as an oasis and was on the trade route between Gujarat coast and Central Asia.Bika also built a fort in this region in 1478 AD. The fort is famous by the name of Junagarh Fort. Maharaja Karan Singh ruled at this place from 1631 AD till 1639 AD and built the Karan Mahal Palace. In 1818, during the rule of Maharaja Surat Singh, Bikaner came under the rule of the British. After that, a lot of money was invested in renovating the Junagarh Fort.Badal Mahal was built by Maharaja Dungar Singh in 1872 AD. Maharaja Ganga Singh, who was one of the favourite princes of the British Viceroys, built the famous Ganga Mahal and Ganga Niwas Palace. This palace was designed by Sir Samuel Jacob. He named this palace 'Lalgarh Palace' and shifted his royal residence from Junagarh to Lalgarh. This city lies on the northern point on the triangle of desert cities. The magnificent forts and palaces, created with delicacy in reddish-pink sandstone, bear testimony to its rich historical and architectural legacy. Surging lanes and colorful bazaars with bright and cheerful folks make Bikaner an interesting destination to explore. Bikaner is famous for its savory BikaneriBhujia as it is for its sweets. It is also known for its handicrafts, leather articles and for having the biggest camel farm of Asia. The city is known for its intricately carved jharokas. These stone screens are found on the windows of forts and havelis. The 600-year-old Karni Mata Temple is famous for its resident population of rats which are venerated in the temple. Bikaner is also a center for Usta art. The products of Usta art have been the acquaintance of Bikaner for centuries. About ISEE

Indian Society of Extension Education is the premiere society founded on 12th June, 1964 with the mission to advance the cause of extension education having more than 2300 life members in India and abroad. The Society publishes quarterly research journal entitled, ‘Indian Journal of Extension Education’ since 1965. The Society organizes Seminars, Symposia, Workshops and Conventions at National and International levels on topics of national importance with national and overseas participation. The society has brought out several publications i.e. seminar proceedings books, souvenirs, seminar recommendations and books on nominal cost. Indian Journal of Extension Education (ISSN 0537- 1996 print & ISSN 2454-552X online) has got the highest NAAS rating among Extension Education Journals i.e. 5.32 with abstracting services of National Academy of Agricultural Sciences NAAS, Google Scholar, CNKI Scholar, EBSCO Discovery, Primo and Primo Central & ESJI, I2OR, DRJI, ISRA-JIF and IIJIF. Recommendations and feedback are submitted to ICAR and NITI Ayog for making use in policy framework.

Swami Keshwanand Rajasthan Agricultural University

Swami Keshwanand Rajasthan Agricultural University (SKRAU), Bikaner recognized under sec. 2f of UGC Act (erstwhile Rajasthan Agricultural University) was established on August 1, 1987 and change of name promulgated by the Governor of Rajasthan on 4th June,2009. The university is located on Bikaner -Sri Ganganagar highway on NH-15 in Beechwal of Bikaner district, Rajasthan. It is functioning in six districts covering three agro-climatic zones viz. Irrigated North Western Plains of Sri Ganganagar and Hanumangarh districts zone (Ib), Hyper-Arid Partially Irrigated Western Plain Zone (Ic) of Bikaner, Jaisalmer and Churu districts, Transitional plain of Inland Drainage of Jhunjhunu, and part of Churu district zone (IIa) under its territorial jurisdiction.

The University affirms its commitment to the cause of human resource development, research and extension education activities in agriculture and its allied subjects for inclusive societal development in nation building. It endeavors to keep pace with new frontiers of science & contemporary development to be socially and technically relevant through multidisciplinary efforts and optimizing organizational team performance aiming towards excellent and better visibility.

Under its governance, the university has three constituent colleges, Directorate of Research, Extension Education, Prioritization, Monitoring and Evaluation, Human Resource Development, Students' Welfare, Land Scaping and Revenue Generation, Central Workshop, Centre for Information Management and Computer Application, Central Library, University Security Office, Controller of Examination, Comptroller and Registrar Office and Office of Post Graduate Studies are all located in the main university campus.

The university carries out agricultural extension activities through the Directorate of Extension Education,7 KVKs Sri Ganganagar, Bikaner-I,II, Jaisalmer I& II, Jhunjhunu and Churu and an Agricultural Technology Information Center working to meet the requirements of the farmers in terms of viz. seeds of improved varieties, planting materials, diagnostic facilities, literature, etc. at one place situated on the H.Q.

The Seminar

Agriculture in India is dominated by small scale farming, which offers little or limited scope for horizontal expansion and, therefore, enhancing productivity from the limited land is the only option for increasing income level and improving rural livelihoods. The integration of various enterprises, namely crops, dairy, horticulture, poultry, goat & sheep rearing, piggery, fishery, agro-forestry and other allied enterprises including cottage industries etc. according to location-specific needs and demands is essential and indispensable. Each household combines its resources within the limits of their social and political contents to pursue a number of strategies such as various types of production and income generating activities. This emphasizes the need to develop understanding about the rural communities, their potentials, household livelihood management and participation and decision making in planning, management and implementation of different farm and non-farm works.

The empowerment and development of rural people and sensitization of research and extension systems about their roles and contributions are important.

Farmers make up about 24.8 per cent of India's total workforce, with over 118.9 million farmers spread across the length and breadth and majority belongs to small and marginal land groups. The food production in the country has multiplied by 3.7 times in last five decades (1965-2015), while population increased by 2.55 times during the period. This has resulted into 45% increase in per person food production, which made the country not only self sufficient in food, but also a net food exporting nation. Despite of this accomplished scenario in agriculture, the income of majority of farmers did not grow much. The farmers’ income remained low and rampant poverty prevailing in rural areas is manifestation of that. Due to ever increasing population and decline in per capita availability of land, practically there is no scope for horizontal expansion of land for agriculture. Stark realities of farmers’ suicide, starvation casualty, rural exodus to swelling urban slums for livelihood on one side and highly commercialized agriculture added with plunge of corporate sectors on the other present the diverse scenario of agricultural system in the country.

The focus of the farmers is not just surviving but to be viable and sustainable over the long run. It is, therefore, imperative that government policies should aim at boosting farm income, not farm production alone. Integrated farming approach is a reasonably stable arrangement of family enterprises to combat with challenges facing agriculture. It is a complex inter-related matrix of soils, plants, animals, implements, power, labour, capital and other allied inputs controlled in part by farm family and influenced by social factors. The approach aims at increasing income and employment from small-holding by integrating various farm enterprises and recycling crop residues and by products within the farm itself. Recently, the Government of India has made an announcement about doubling farmers’ income by 2022. Experts are judging the options and strategies for achieving this enviable target. One of the options is to evaluate the potential of age-old integrated farming system (IFS) enhancing farmers’ income within the reasonable time period. The holistic approach taking village as unit could provide best possible solution to the rising demand for food production, income stability and improvement of nutritional status of the small and marginal farmers within the socio-economic and biophysical/natural resources base of the area and hence, it could be considered a model land use plan for sustainable development of the locality in particular and farming community in general. In view of this, The present national seminar ‘Holistic Approach for Enhancing Agricultural Growth in Changing Rural Scenatio’ is designed to provide a platform for extension professionals, development agents, farmers and farmwomen, policy makers, administrators and NGOs including corporate sectors to deliberate and share their experience and expertise to work out appropriate strategy and develop a road-map to enhancing farm and non-farm productivity and thereby enhancing farmers’ income and nutritional security.

THE PARTICIPANTS

The seminar would be of great utility for researchers, academicians, policy planners, NGO's/extension professionals and students having interest in sustainable development in general and improving the quality of life of people in particular.

CALL FOR PAPERS

Papers are invited on identified themes of the seminar. Papers should be based on original research, training and extension experiences focusing on any of the above themes. Review/data based papers, case studies and developmental experiences of individuals and organizations may also be accepted. Soft copies of abstract (About 300 words) and full paper (about 3000 words, 12 font, double spacing, A4, 10-12 pages) on A4 size typed in Times New Roman with single space 25 mm margin all around in font size 12 points in MS-Word format should be sent by email to local Organising Secretary [email protected] with a copy to [email protected]

Society proposes to publish the selected papers after reviewing in the form of a book. Hence, the contributors are requested to send the papers in the form of a book chapter with utmost care.

ISEE AWARDS

The Indian Society of Extension Education has instituted various awards, which are conferred on high-calibre extension educationists in recognition of their meritorious works & services to the discipline of Extension Education. The applicants willing to contest may send a hard copy of resume in breif along with documents as per guidelines of different awards to The Indian Society of Extension Education, Division of Agricultural Extension, ICAR-Indian Agricultural Research Institute (IARI), New Delhi-110012 in due date i.e. latest by 25.10.2019. Presence of applicants applied for the award is mandatory in the seminar. No soft copy for the different awards will be considered.

1. Dr. D. K. MISHRAMEMORIAL AWARD

After the demise of Dr. D. K. Mishra, the then Director (Extension Education), Rajasthan Agricultural University, Udaipur, his family donated Rs.1.00 lakh for institution of award. The ISEE has instituted Dr. D.K. Mishra Memorial Lecture Award. The recipient is expected to deliver a lecture on a topic related to transfer of technology approaches and extension service promoting rural employability at the time of annual National Seminar.

The hard copy of the application along with the resume and a brief synopsis of the lecture note be sent to the President (ISEE) in time.

2. Dr. K. N. SINGH MEMORIAL AWARD

This Award is conferred on an Extension Scientist for the excellence in extension research. Dr. K. N. Singh Memorial Award is wholly sponsored by Dr. Shankariah Chamala, and Mrs. Shakuntala Chamala, Associate Professor of Agricultural Extension & Management, School of Natural Rural Systems Management, University of Queensland, Brisbane, Australia. Dr. Chamala donated ` 50,000 (Rupees fifty thousand only) for this Award in the memory of his Guru, a great teacher and a leader in the discipline of Extension Education. Broad-guidelines to be used in assessing the worthiness of applicants are: 1. Research contributions (25 Score), 2. Problems investigated & solutions offered (20 Score), 3. Research funds mobilized from external resources (10 Score), 4. Seminar/ symposia/ training organized based on research (25 Score) and 5. Contribution made to research methodology (20 Score). Total=100 score.

3. Dr. O. P. DHAMA MEMORIAL AWARD

This Award is given to an Extension Scientist for excellence in teaching and training. Broad guidelines to be used in assessing are: 1. No. of courses and credits taught (10 score), 2. No. of students thesis guided (10 score), 3. No. of research papers published out of theses (10 score), 4. Innovations in classroom teaching (15 score), 5. No. of courses developed (10 score). 6. No. of papers presented in seminars/symposia (15 score), 7. Award/recognition received (10 score), 8. No. of text-books/ reference books wr i t ten (10 score) , 9. 4. Dr. G. S. VIDYARTHI MEMORIAL AWARD

This Award is given to an Extension Scientist for excellence in farm information communication and field extension services. Broad guidelines in assessing for the award are: 1. No. of popular articles published (20 score), 2. Contributions made to the field extension methodology (10 score), 3. Extension approaches followed (15 score), 4. Impact of field extension services in terms of product iv i ty (10 score), 5. Rewards/recognitions received for achievements made in field extension work (15 score), 6. Establishing functional linkage with research & state extension systems (20 score), 7. Instructional material developed (10 score).Total =100 score.

5. Professor Y.P. SINGH MEMORIAL AWARD

After the demise of Prof. Y. P. Singh, the then Joint Director (Extension), Indian Agricultural Research Institute, New Delhi, whose family donated Rs.1.00 lakh for institution of award, the ISEE has instituted Prof. Y. P. Singh Memorial Award in 2014. This Award is given to an Extension Teacher/ Scientist for excellence in teaching, training and extension research. Broad guidelines to be used in assessing are: 1. No. of courses and credits taught (20score). 2. No. of students thesis guided (20 score). 3. Research contributions (Contribution made to research methodology, handling of Internal and External Research Projects, Research funds mobilized from external resources) (20 Score). 4. Innovations in teaching and. No. of courses developed (20 score). 5. Award / recognition received (10 score). 6. No. of text-books/ reference books written (10 score) Total Score= 100.

6. ISEE FELLOW AWARD

This Award is given to ten Extension Scientists for their outstanding contributions in the field of extension education. The modus operandi is to select two extensionists from each zone. The Vice President, ISEE of respective zone in consultation with two other eminent extensionists will recommend the names. While recommending care is to be taken to ensure that the person is well experienced and has made significant contributions for advancing the cause of Extension Education discipline. In addition, applicant should be a well-known personality in Extension fraternity. Although age is no bar, it is considered appropriate if the awardees are still in active service. While applying for this award, a brief autobiography should also to be attached.

The hard copy of the application be sent to the respective Zonal-Vice President latest by 15 October 2019, who may send the recommendations to the President (ISEE) in time.

7. YOUNG SCIENTIST AWARD

The awards are conferred to nine young scientists, below the age of 45 years, for their outstanding contributions in the field of extension research and field extension services.

The hard copy of the application along with the resume including date of birth certificate and supporting materials relevant to extension research and field extension services be sent to the ISEE in time.

8. BEST KVK SCIENTIST AWARD

The Award is given to fifteen Scientists (two scientists from each zone) working in KVKs since last 10 years for their outstanding contributions in farm advisory services under Transfer of Technology and conducting participatory research for upliftment of farming community of operational area of KVK. The award will be shifted to other zone in case of non-availability of applicant in a zone. Broad guidelines in assessing for the award are: 1. No. of research papers published in NAAS rated Journals (20). 2. No. of popular articles /Technical Bulletins/contribution towards publication of Krishi Vigyan Patrika (a quarterly farm magazine of KVK) published (20 score). 3. Establishing functional linkage with research & state extension systems (10 score), Total =100 score.

The hard copy of the Applications along with two page resume & supporting materials relevant for award be sent to the ISEE in time.

9. LIFE TIME ACHIEVEMENT AWARD

The highest and the most prestigious ISEE-Award introduced in 1999 is conferred during National Seminar. Award is open to both Indians and the overseas Extension Professionals. Age, citizenship, and ISEE membership are no bar. Some of the guiding traits expected in the recipient are: “The recipient should have worked for decades and made substantial contribution to the discipline of Extension Education. The power and popularity enjoyed by the person is unquestionable. His/her work catapulted him/her to fame. His/her talent and influence is undeterred in the discipline of Extension Education. His/her legacy is not only confined to his/her own achievements but has also generously imparted his/her knowledge and played mentor to next generation. The person is the king, technical wizardry, a new genre, and a cult-figure. He/she is a unique phenomenon and carries a dynamic personality.

Any ISEE life-member can propose the name and two other eminent life-members should “Second” the nominee. A hard copy of nomination paper along with a brief “Resume” be sent to the President (ISEE) in time.

Note: ISEE also proposes Best Paper Presentation / Best Poster Presentation Awards (in each theme area) and Recognition Certificates to eminent retired extension scientists and innovative farmer participating in the seminar
