College-Wide Activity

I. 62nd Founding Anniversary Celebration

The college celebrated its 62nd Founding Anniversary last February 24-25, 2014 with the theme “Gearing up for the 2015 ASEAN Regional Economic Integration: Response to enhanced educational competitiveness”. The two-day celebration was opened with a thanksgiving mass followed by the blessing of newly constructed facilities. After which a formal opening of the ceremony was conducted followed by a mini concert by the BASC-Balagtas Technical Vocational College Extension Campus and Soundz-cool Band of the college. The afternoon of the first day was highlighted by different activities as well. The Search for “Let’s Face It” pageant by the Office of Student Affairs; an open house and fun games facilitated by different organizations added more to the excitement of the celebration. Meanwhile, a One-stop Shop was installed to provide basic services from NSO, BIR, PhilHealth and Pag-ibig.

The second started with a mass demonstration held at the oval to be participated by different departments and institutes. Highlighting the celebration, the anniversary program was held on the afternoon of the second day. Alumni who are successful in their fields of endeavor were honored during the Dangal ng BASC Awarding Ceremony with Dr. Caridad O. Abuan, Director of the Commission on Higher Education Regional Office III, as guest of honor and speaker. The giving of award to successful alumni of the college is on its second year. This year’s awardees are:

II. CONDUCT OF REGIONAL ANNUAL ADMINISTRATIVE TACTICAL INSPECTION (RAATI) The college once again had undergone the Regional Annual Administrative Tactical Inspection (RAATI) last February 28, 2014. I. ACTIVITIES PARTICIPATED IN BY THE COLLEGE

a. State Colleges and Universities Athletic Association 2013 The college participated in the SCUAA held at Nueva Ecija University

of Science and Technology, Cabanatuan City on January 5-10, 2013. The BASC delegation was composed of 15 officials, 20 coaches/trainors and 75 athletes. The college landed as 9th runner-up for this year’s competition.

National Congress of College Students and 18th Young Men’s Christian Association (YMCA) National Campus Club Advisers Seminar Workshop held at the Teacher’s Camp, Baguio City on December 4-8, 2013.

II. ACTIVITIES OF THE COLLEGE UNDER ACSA a. Conduct of Pre-Diagnostic Activity

The Bachelor of Science in Agroforestry students conducted a Pre-Diagnostic

Activity in Diagnosis, Design and Appraisal in Agroforestry at Barangay

Kalawakan, Dona Remedios Trinidad, Bulacan last January 15. The said exercise

is prior to their diagnostic activity and symposium which will be conducted on the

same barangay. The activity aimed at enhancing the potential of the students in

making diagnosis to the land use system of the farmers to determine the land

management problems and formulate solution to improve the system (headquarter

of CENRO).

b. Conducted On-site Visit The B.S. Food Technology students conducted an on-site visit at the

Goyena Farm, Calauan, Laguna and Food Science Laboratories at UPLB, Los Banos, Laguna. This activity was part of their extension of laboratory activities.

c. Seminars Conducted as part of the Course/Program A seminar on Agribusiness Management was conducted for the BS

Agribusiness Management students last January to help students learn the new trends in the agribusiness sector.

d. IT Month Celebration Association of Computer Technology Students, Society of Information

and Computer Specialist and Builders of Information Technology Society organized different activities in celebration of the IT Month on December 11, 2013. Activities like Computer Assembly and Disassembly, Quiz Bee, Typing Contest and MS Office Application were conducted.

e. IEAT Students Team Building Students of the Institute of Engineering and applied technology

conducted a team building activities which involved seminar, fun games and other activities last November 29, 2013. The activity aimed to strengthen the camaraderie under this institute.

Student Welfare & Development

I. UPDATES ON SCHOLARSHIP

A. Continued sourcing of scholarship benefactors

The college submitted letters of request to different organizations, significant figures in Bulacan and Pampana for the continuance of student scholarship especially those affected by the TRO in PDAF of politicians.

B. Submission of list of scholars a. DA-ACEF Scholarship Program Submitted the liquidation report, and certificate of grades of scholars.

Four scholars will receive free tuition and miscellaneous fees assistance from DA

b. PDAF Scholars Submitted the beneficiaries of PDAF to CHED Office. A total of 300

scholars will receive P2,500.00 from CHED. c. Gov. Willy Alvarado Scholarship Program Submitted the list of scholars to Governor’s Office. A total of 294

scholars will receive P3,000.00 this second semester.

C. Screening of applicants for ESGP-PA The college has now started administering entrance examination to

the applicants for Expanded Students’ Grants-in-Aid Program for Poverty Alleviation (ESGP-PA). Out of the 112 slots allotted for the college 43 incoming freshmen already took the examination last February 26-27, 2014.

A REPORT ON THE ATTENDANCE OF ASST. PROF. EDNA MAE D. CRUZ

IN THE 8TH

ASIA-PACIFIC INTERNATIONAL SYMPOSIUM ON THE BASICS

AND APPLICATIONS OF PLASMA TECHNOLOGY (APSPT-8)

December 20-22, 2013

A research study titled, “Synthesis and Characterization of Titania-coated cloth” (OI-

009) in the scope of Plasma Surface Modifications” was accepted for oral presentation in

the 8th

Asia-Pacific International Symposium on the Basics and Applications of Plasma

Technology held in Hsinchu, Taiwan last December 20-22, 2013.

The presentation was scheduled on the second day of the Symposium. Majority of the

audience were medical doctors and university professors. Only young presenters were at

the hall due to a simultaneous activity of Oral Defense of Young Scientists.

After the presentation, I was asked about the main objective of the research. In reply, I

stated that it can be applied for wastewater degradation. One professor also asked if it is

the only application of my research. I told them that the paper being presented is just a

preliminary research. More applications are considered in the future.

Both the SPP and APSPT-8 were attended by renowned physicists around the globe.

Although, the conference in Taiwan was attended mostly by medical doctors who utilize

plasma technology in their field, there were nearly 250 participants from more than 10

countries. I was the only Filipino and was one of the 61 oral presenters of scientific

papers.

In the symposium, I noticed that only one plasma application in the field of agriculture

was presented. With the information, something drifted in my mind regarding the

conversation I had with Dr. Henry J. Ramos, my professor in the experimental. In our

conversation, I told him that I would like to continue our research with plasma

technology application, but it should be helpful to agriculture. He gave me some insights

where our College will be benefitted and he suggested me to run a new experiment after

my comprehensive examination in April 2014.

Just this January, 2014, I was invited to publish our paper to numerous international

publications which will become our college frontier to international scientific

communities. Our research associate, faculty-in-charge and yours truly decided to submit

our paper for publication to IEEE Transactions on Plasma Science - one of the

prestigious journals with Citation Index and an Impact Factor of 0.87.

Other researchable topics in agriculture where plasma technology can be applied are seed

germination, genetically modified seeds, soil disinfection and climate mitigation.

Doing scientific research is not that difficult as we thought of before. It is just a tedious

task. But with unselfish assistance of knowledgeable people, interest and patience of the

researcher and full support of the administrators, it is a highly desirable and rewarding

activity. It will not only benefit the individual, but the immediate community, the country

and the whole world as well.

In addition, the opportunity given by the college to me really paved the way to more

possibilities in the field of research. Meeting renowned scientists from different countries

also is a once in a life time experience.

Research, Extension & Training

1. RESEARCH, DEVELOPMENT AND TECHNOLOGY MANAGEMENT OFFICE

a. Assessment of Productivity Enhancement Measures on Carabao Mango in

Central Luzon (PCAARRD, P218,210.00) The project staff, composed of Prof. Dinah Marie Dayag, Prof. Feliciana Bautista and Mr. Rael Tejada held a project meeting and visitation with RMTU representatives at the college last January 28. The fruits of the experimental trees in Mr. Antonio Verayo’s farm were bagged as part of the integrated pest management strategy.

b. Improving Water and Land Productivity through Technology Integration in the Uplands (DA-BAR, P1,627,100.00)

Activities undertaken for the project include maintenance of the vegetables

(eggplant, tomato), legumes (groundnut and pigeonpea), rootcrops (cassava and sweet potato), papaya and pineapple. Tilapia and livestock production (cow and goat) is also being maintained. The project staff also sprayed KNO3 to mango trees. Organic fertilizer was also being produced at the project site at Calumpang, San Miguel, Bulacan. As part of the monitoring and evaluation, a PMS meeting was held last January 1, 2012.

c. Aerobic Rice Research, Development and Extension Project in Region III (DA-BAR, P4.7M )

The Aerobic Rice Research, Development and Extension Project in Region III funded by the Department of Agriculture-Bureau of Agricultural Research conducted field days for the study entitled “Growth and Yield Performance of an Aerobic Rice Cultivar (NSIC Rc23) at different Methods of Seeding and Varying levels of Nutrient and Weed Management” held last December 9 at Mataas na Parang, San Ildefonso, Bulacan and December 11 at Sta. Ignacia, Tarlac. A total of 50 participants composed of farmers, agricultural technicians and local government officials attended the field day at San Ildefonso, Bulacan while at least 100 hundred participants including the project staff, agricultural technicians, barangay and municipal officials and farmers attended the field day at Sta. Ignacia, Tarlac.

Harvesting was done right after the field day for both experimental sites.

Data was gathered from December 09, 2013 to December 18, 2013 for the Bulacan site while data gathering for the Tarlac site was from December 11, 2013 to December 19, 2013. The parameters collected after harvest were plant height, panicle length, straw weight, number of productive and unproductive tiller, moisture content and grain yield.

2. EXTENSION AND TRAINING OFFICE

a. Palayamanan Projects Palayamanan in the Community (PhilRice and PGB) The project staff headed by Dr. Imelda S.A. Navarro visited the

Palayamanan Model Farm in the Community and provided PhP 5,000 financial assistance (roll over scheme) to 12 farmers from PC8-San Rafael and 10 farmers from PC7-Calumpit, Bulacan last January 18.

Palayamanan in the Uplands (DA-RFO3, P1M) Financial support amounting to PhP 5,000 each for 40 farmers from San

Ildefonso and Pandi, Bulacan adopting the Palayamanan technology were released last January 14 at BASC. Mrs. Estelita P. Pastrana and Mrs. Elsie F. Angeles, respective project site coordinator (agricultural technicians) for San Ildefonso and Pandi, also attended the signing of MOAs.

Improving the Livelihood of Swamp and Flood-prone Rice-based

Communities in Region III (PhilRice) Continued project monitoring is being undertaken for the project.

Farmers’ Field School is being conducted every Friday (AESA 3) for the farmer-cooperators at Calumpit, Bulacan.

Upscaling of Diversified and Integrated Rice-Based Farming Systems in the Rainfed Lowlands and Upland Areas of Bulacan (DA-RFO 3) Project launchings were done last January 28 and 30 at Loma de Gato,

Marilao and San Mateo, Norzagaray, Bulacan respectively. Mayor Juanito Santiago of Marilao attended the MOA signing and project launching.

Dr. Gerardo Mendoza, the President of BASC even graced the event at Norzagaray. Farmers, DA-LGU municipal agriculturists and agricultural technicians were also present during the occasion.

b. Intensified Aerobic Rice Production in the Water Scarce Areas of Central Luzon (DA-RFO3, P2M) Data gathering for the 8 demonstration sites in Aurora were conducted

by the project staff. Problems encountered by the project include the occurrence of natural disasters like typhoon, flooding and drought. The seeds were also mixed with other varieties due to the flooding brought about by the typhoon.

3. SPECIAL PROJECT OFFICE

a. On-farm Adaptability and Acceptability Evaluation of Elite Lines in Drought-prone Rainfed Lowland (PhilRice)

Data analysis is currently being undertaken for the project On-farm

Adaptability and Acceptability Evaluation of Elite Lines in Drought-prone Rainfed Lowland funded by the Philippine Rice Research Institute from June to December 2013.

b. Biogas Digester Project (BAI) For the Biogas Digester Project funded by the Bureau of Animal Industry,

preparation of training design for the 15-day hands-on training on biogas production and utilization is being undertaken by the Extension and Training Office.

Engr. Ballaran also attended the Flagship Course on the Management of SUC Extension Services implemented by DAP and CHED at Ortigas Center last January 20-24. The goal of the course is to equip the extension directors with relevant and practice-based managerial competencies for effective and efficient management.

B. ESTABLISHED LINKAGES 1. CLARRDEC

BASC participated in the 24th Regional Symposium for Completed Research and Development Projects last December 5, 2013 at the Philippine Carabao Center, Science City of Muñoz, Nueva Ecija. Two papers under Development category were presented by BASC staff namely: Dr. Josie A. Valdez for the project entitled: Potential of Aerobic Rice Technology in Increasing Productivity in Rainfed and Upland Areas in Region and Dr. Imelda S.A. Navarro for the project entitled: Palayamanan in the Uplands: Integrated Rice Based Cropping System in the Upland Areas of Bulacan.

BASC representatives also attended the CLARRDEC Experts Pool Meeting held last December 10 at CLSU, City of Muñoz, Nueva Ecija composed of Dr. Josefina C. Mananguit, Dir. Dinah Marie C. Dayag, Engr. Rhuelyn A. Ballaran, Mrs. Jennifer I. Guevarra and Mrs. Leah V. Indon.

2. Laguna State Polytechnic University Administration officials and faculty members of the Laguna State Polytechnic

University (LSPU) conducted a Benchmarking Visit at the College last January 21-22. The visit intended to orient LSPU representatives on aerobic rice technology and other projects being undertaken by BASC, and to finalize the details of the forthcoming ART Trainors’ Training to be held at LSPU on March 20-22, 2014. A Memorandum of Agreement was signed between BASC and LSPU detailing the duties and responsibilities of the respective parties. Led by Dr. Gerardo I. Mendoza, BASC President and Dr. Nestor M. De Vera, LSPU President, the meeting culminated in the visit of the two projects situated at the farm owned by Mr. Nemencio J. Concepcion located at Mataas na Parang, San

Ildefonso, Bulacan. The group visited the Varietal Testing Study under the ART RDE project funded by the Department of Agriculture-Bureau of Agricultural Research. Pres. Mendoza also showcased the Biogas Digester Project funded by the Bureau of Animal Industry.

3. Memorandum of Agreement with BASC Partners a. Moa with DENR

The college signified its interest to participate in the National Greening Program of the Department of Environment and Natural Resources. Hence, a MOA was signed last January 13, 2014 with the Hon. Sec. Ramon J.P. Paje. This project amounting P3.5M will be used for the establishment

of a clonal facility and for its operation. BASC will produce 60,000quality planting materials per year to support the DENR-NGP.

b. MOA with Farmer-Cooperators A total of 43 Memorandum of Agreement were signed between the college and farmer-cooperators. This is for the implementation of the extension projects Upscaling of Diversified and Integrated Rice-Based Farming Systems in the Rainfed Lowlands and Upland Areas of Bulacan and Palayamanan in the Uplands both funded by the Department of Agriculture Regional Office (DA-RFO3).

Facility Improvement & Resource Generation

I. RESOURCE GENERATION a. Upgrading of the BASC Chemistry Laboratory

BASC was granted P3M by CHED for the upgrading of its Chemistry Laboratory. The bidding process for the supply, delivery and installation of laboratory equipment was already done this January. Hytec Power, Incorporated was declared to have the lowest calculated responsive bid/highest rated responsive bid. The notice to proceed was already granted thus, the winning bidder is expected to deliver the supplies and install the laboratory equipment 60 days after the notice starting February 21, 2014.

b. Financial Assistance for the Carabao Nucleus Demo Farm Project The college received one million pesos from the Provincial

Government of Bulacan as funding support to its Carabao Nucleus Demo Farm Project last February 26, 2014.

II. CONSTRUCTION

Asphalting of the BASC track oval by the Department of Public Works and

Highways (Bul. Engineering District 2) has been completed. The project

was sourced out from Sen. Pia Cayetano’s PDAF amounting to P3M

The construction of the gymnasium bleachers (right side) was already

100% complete. The cost of the project was P750,000.00.

A pathway from the main gate leading to the classrooms of BASC-DRT

Campus was constructed thru the effort of Hon. Ronaldo T. Flores and

Sangguniang Bayan of DRT last December 2013 amounting to P200,000.00

Repair and removal of the gutter of the Institute of Management building
