With a new peace deal signed and in imple-mentation, the Government of South Sudan is pushing for increased oil production and exploration activities. The Greater Pioneer Operating Company resumed oil produc-tion this year after a hiatus of several years and the Sudd Petroleum Operating Compa-ny is also planning to relaunch production this year. New companies have entered the market. The resumption of oil activities rep-resents a wealth of opportunities for South Sudan and neighboring countries, but also presents fresh challenges, including a need to attract international investors and ser-vice companies into the country’s newly re-vamped oil industry.

South Sudan is fast developing local content frameworks and the local private sector, join-ing the ranks of countries like Ghana, Angola, Nigeria and Equatorial Guinea in establishing a solid local content foundation on which to build domestic capacity and provide more opportunities to its citizens. The government and private sector alike seek to build capacity in local industry and encourage public private partnerships. The country has also created one of the most attractive regulatory frame-works for international investors. Funding, Building and Operating Projects and Critical Energy Infrastructure.
South Sudan has one of the worst electricity access rates in the world and a severe short-age of roads and downstream facilities, from pipelines to refineries. Oil infrastructure is mostly situated north of the Sudanese bor-der. But that could change, with projects like a 100 MW thermal power plant — the first post-war power project installed — commis-sioned this summer, and refinery projects set to quickly expand capacity. South Su-dan is also turning to regional initiatives and partnerships to boost infrastructure devel-opment and seeking international investors to jump-start the sector and the economy.
