January 2014 – a complete new year is waiting for us all with plenty of opportunities, possibilities, changes and challenges. We ended 2013 on a positive trend and beat last year's (2012) revenue with a good margin, and so far in 2014 it looks like the trend is continuing. Our focus this year is divided into four areas; We will continue to deliver top quality courses here in Manila. We will continue to develop company specific courses together with our clients and it's important that we will continue to develop our NSA cadet program even more. Last, but not the least we will focus on finalizing the future plans for NTC‐M. In 2015, about 25 years ago when NTC‐M was established; it was intended to be a “short term” mission up to maximum of 20 years. Since then, around 100,000 seafarers have been trained at NTC here in Manila, about 3,600 cadets have graduated and we are continuously having 1,500 cadets in “production”. Our cadet intake this year will be around 350 and it has been stable for the last couple of years. For us, it proves that the program is important to our clients and we will do our utmost in order to make sure that quality is improved even more. The EMSA issue is a big grey cloud in the sky – a lot of challenges lies ahead of us and the Philippines to align the curriculum at the schools to the new regulations in STCW 2010. is more challenging. We at NTC‐M are doing our best to help the schools in this respect both in developing courses together with them, carrying out audits twice a year to check alignment, and in developing our own
benchmark tests up against the curriculum and STCW 2010. This year, as a trial, we will introduce an electronic tool to monitor the cadet´s development while on‐board through “WebCadet”, a new IT tool approved by Norwegian Maritime Authority (NMA), as an on‐board training record book. Access to this will be given to the cadet, the dedicated training officer on‐board, the shipboard training officer at the schools and not the least the shipowner/manning company. We are currently in a good dialogue with our landowner (TESDA) with whom we hope to have a new lease agreement settled soon, allowing us to prepare Norwegian Training Center Manila for the future (2015 – 2035). 2014 will be a busy yet exciting year; this is the year that will provide us the runway to fully take off the most promising and biggest project so far of NTC‐M after its opening in the Philippines 25 years ago. NEW DP SCHEME December 2013 The review of the DP Operator training scheme has concluded. Documentation explaining the new scheme will be available from March 2014 and communicated through DPTEG stakeholders. RE‐VALIDATION OF DP CERTIFICATES
Due to the delay in finalizing the new scheme, The Nautical Institute is postponing the re‐validation of DP Operator certificates to January 2015. In order to revalidate your DP Certificate you must have 150 days of DP sea time within the past 5 years. This time must be logged in your NI and/or IMCA logbook. A company confirmation letter will be required for time logged from January 1, 2014 The re‐validation will be phased as below: 2015: Re‐validation of certificates issued from 1984 to 2002, 2009 and 2010 2016: Revalidation of certificates issued from 2003‐2004 and 2011 2017: Revalidation of certificates issued from 2005‐2006 and 2012 2018: Revalidation of certificates issued from 2007‐2008 and 2013 2019: Revalidation of certificates issued in 2013 and so on CRITERIA TO RE‐VALIDATE THE DP
CERTIFICATE a. If more than 150 days DP sea service is done within a period of 5 years, then the person needs to re‐send the documents to the NI to replace the certificate with a new validity date.
b. If the DPO has less than 150 days of DP sea service within the preceding 5 years, then the person needs to do an advanced course and a minimum of 30 days DP sea service. c. If no DP sea service is obtained within the period of the last 5 years, then the person would have to undertake an advanced course and do a minimum of 60 days DP sea time on a DP vessel to have his/her license re‐validated. d. If the DP professional has been engaged in an occupation The Nautical Institute considers being equivalent to the sea service (i.e. DP Lecturer /instructor, DP surveyor, DP consultant, DP auditor, DP superintendent, DP supervisor), it will be required for revalidation of his/her DP certificate a minimum of 150 days in the activity claimed of the preceding 5 years. The entries to prove the activity shall be done on NI or IMCA logbook and signed by the accredited training centre (in case of DP lecturer), vessel’s operations manager (in case of DP superintendent, DP consultant, or DP supervisor) where the person has performed the work/activity or by the Nautical Institute’s authorized person (in case of DP auditor). If the person decides to apply with a mix of experience that involves criterion ‘d’ and criterion ‘a’ or ‘b’, then the sea time obtained during the last 5 years shall be counted towards the required cumulative 150 days. Example: 15 days as DP lecturer and 15 days DP sea service, totaling the minimum 30 days.
PROCESSING OF APPLICATIONS CURRENTLY SUBMITTED
The Nautical Institute has increased the resources available in order to improve the return time on DP applications that are currently submitted. Weekend work shifts, increased number of personnel, and software improvements are all being utilized to eliminate a backlog of applications
SUBMITTING APPLICATIONS When applying for your DP Certificate please carefully read the information on the website. Much of the backlog has been created by applications being received that are incomplete/incorrect. For example, on many occasions applicants tick the box to indicate that they have a confirmation letter from the company so that they can progress with the online application but in fact do not have the letter. Or log books arrive with no Master’s signature in Section F, though applicants have ticked the box in the online application indicating that they have the Master’s signature. Incomplete applications will be returned to the applicant. Companies submitting applications on behalf of employees also need to be vigilant that all relevant documentation and signatures are included and correct. IMO MODEL COURSE 1.27 (2012 Edition) ACCREDITED BY: MARINA ‐ STCW This course intends to provide the knowledge, skill and understanding of ECDIS and electronic charts to the thorough extent needed to safely navigate vessels whose primary means of navigation is ECDIS. The course emphasizes both the application and learning of ECDIS in a variety of underway contexts. The course is designed to meet the STCW requirements on the use of ECDIS, as revised by the 2010 Manila Amendments, specifically as these apply to Tables A‐II/1, A‐II/2 and A‐II/3 and also to the revised guidelines pertaining to training and assessment in the operational use of ECDIS in Table B‐I (paragraphs 36 through 66), assessment in navigational watchkeeping and evaluation, of competence, both in Table B‐II. COURSE AIMS: Those who successfully completed this course should be able to demonstrate sufficient knowledge skill and understanding of ECDIS navigation and electronic charts to undertake the duties of a navigational watch officer defined by STCW Code, as amended. This knowledge, and skill and understanding should include Column 1 ECDIS competencies of Tables A‐II/1, A‐II/2, and A‐II/3, but is not limited to:
• Knowledge of the capability and limitations of ECDIS operations, and all indicated sub‐topics • Proficiency in operation, interpretation, and analysis of information obtained from ECDIS, and all indicated sub‐topics • Management of operational procedures, system files and data, and all indicated sub‐topics COVERAGE / PROGRAM FOCUS: Instructions and simulation activities deal with the following subject & training areas: I. Elements of ECDIS II. Watchkeeping with ECDIS III. ECDIS Route Planning and Monitoring IV. ECDIS Targets, Charts & System V. Every year, NTC‐M recognize its employees who have made a 5‐year mark and more with the company. This way, employees who have chosen to stay and grow with the company will feel that their work is valued and appreciated. Employee recognition is a constant practice in NTC‐M to give employees a sense of ownership and belonging in their place of work. It also improves morale and enhances their loyalty for the company. January 6, 2013 ‐ Mr. Rene Leoncito joins the NTC‐M Family as the new HR & Admin Manager. HR which was previously under one department; Finance and Admin was split into two in preparations for the implementation of NTC‐M 2015 project.
Mr. Rene V. Leoncito carries with him twenty‐five (25) years of hands on Human Resource Management experience in the fields of manufacturing, investments, property development and services organizations.
He was previously the Manager ‐ Human Resource and Administration of Toyo Ink Compounds Corporation, an ISO certified Japanese company engaged in the manufacture of plastic colorants, compounds, pellets for industrial use and medical apparatus.
He was the first Filipino HR Manager of Enkei Philippines to participate in the Enkei Asian Kaizen Competition held in Thailand in Dec. 2004 “Broad bond, a competency based reward system”. He represented Enkei Philippines in the Enkei Global HR Strategies and Approaches held in Japan.
He was Internal Quality Systems Auditor for automotive industry (ISO‐TS 16949) in Enkei Philippines; Internal Quality Management System Auditor (ISO 9000‐2008) in Steel Corporation of the Philippines and Toyo Ink. Compounds Corporation.
He was the 5S Chairman of Toyo Ink Compounds Corporation & Steel Corporation of the Philippines; active member of HR Management Association of Canlubang and PMAP CALABARZON

Mr. Leoncito who displays a pro‐people attitude believes that human is the best resources. He stated that man
programs the machine but it's never the machine that programs a man.
His plans include establishment of career path to put in place a succession pattern, improve the system of trust management and ascertain a performance management system for the organization.
When asked about his opinion on mix of employees at NTC‐M, he stressed the importance of combination of youth and experienced for it will provide balance and guidance on running the company. The experienced always serve as guide, their wisdom is vital while the youth's fresh ideas are imperative in creating balance and improvement in the workplace.
As an advocate of trust management, he says, "If you trust people, there will be no fear that they cannot perform their duties and there will be no gap which could hindrance development ". Lastly he distinguished that his leadership is based on trust and transparency.

If there’s one thing that most people hate about life it’s probably the fact that we can’t stop time. Time is constant in our universe. It continuously goes on. It won’t stop. You won’t even be able to pause it or make a rewind. When we deal with time, we only have one choice and that is to keep moving forward. Once it’s over, it’s over. There’s no turning back to correct your mistake or change that choices that you took.
If you want to know the value of one year, ask a student who have just failed to graduate. If you want to know the value of one month, ask a mother who just gave birth to a premature child. If you want to know the value of one day, ask someone who have cancer. If you want to know the value of one hour, ask a man who just missed a friend’s wedding. If you want to know the value of one minute, ask someone who just missed the bus. If you want to know the value of one second, ask a man who just survived a car accident.
You have probably heard the lines very familiar. The examples given may vary from its sources but the thought would always be the same. Every moment is precious. Every second’s a gift. All the time given to us are just but a blessing that we do not actually own. If we lost time, it is lost forever. It’s sad to know that some people don’t value the time that they are given because there are others who are unfortunate to hope for that time that they will never have again.
Just look into the essence of New Year for man, for example. It symbolizes renewal. It symbolizes, leaving the past behind and looking forward for the future. Remember about 2013. The year has already ended. Our 2013 can’t be changed anymore. The things we have done. The thing we have failed to do. All the things you spent your time for. Everything about it your remains and all you could do is just
regret for all the bad choices that you made.
We can keep on talking about time and not wander far from the profession that we belong to. The Maritime Industry has high respect to the value of time. In the Collision Regulations, having or not, having ample time in your judgments can mean a difference between life and death in a collision situation. A split second mistake can mean the end of it all in a vessel.
Moreover, there is a saying that goes: “The Ship waits for no one”. Although most of us are probably aware that this is not completely true since the ship actually waits for the Master no matter how late he may be, since it can’t go on a voyage without someone to be responsible making sure the vessel reaches the next port. Kidding aside, time is important in the operation and losing it can mean loss of money, reputation, and career, especially if you return to the vessel late after a shore pass as a junior officer or deck cadet.
Now, let’s talk about the importance of time to the seafarers. We have probably gone through this a lot of times before. For a college student studying Marine Transportation, I have heard my instructors say the same thing over and over again especially during the times that they become angry at us for being not able to do our assigned tasks on time. Yet, there is more to it than a simple scolding from a teacher whose students failed to submit an assignment or requirement. It is actually a preparation for what we are going to face in the future.
Also, my instructors keep on telling me that the effective seafarer is the one who knows how to manage his time. It’s the one who does the task immediately after it is given. It’s the one who will not end the day with an unfinished task. That does not surprise me. I mean the same goes to all aspects of life. The one who is most likely to succeed and reach his goals is the one who knows how to spend his time. We are but humans. We can’t do everything at once.
Another example is the preparation of cadets for their embarkation during their sea service. There are really a lot of requirements to comply before someone will be allowed to board the vessel. One will need Passport, Seaman’s Identification and Record Book and Training Record Book. This is only to mention a few of the many. How can a student accomplish all of this amidst all the work they also have to do in their academics and as a scholar, the work and routines in the dormitory and in the program? Again, the answer will always be doing it now. Do it NOW!

Here's what NOW means:
N ‐ Never procrastinate. I have said this over and over again, but I’ll say it once more. If you can do it now, why wait for tomorrow? Do it now or at least, as soon as possible. O‐ Overtime for your dreams: Exert more effort, Spend more time . Overtime means less to worry. Don’t think twice of extending a little of that working hours. Effective time management needs cutting a little from those less productive activities. Just take at least 20‐30 minutes more but of course, don’t forget that you still need to have enough time to rest. W‐ Want it done now. The most important factor is still your mentality. You need to stop thinking that you can still do it tomorrow. Live today as if it is the last. It’s probably what you need to prevent you from having regrets in the future.
We have probably encountered a lot of situations in our life that show us that procrastination will never bring us any good. One or two of them might have put us to real mess in the past. I know each one of us have a lifetime of practice trying to resist its temptation in every day of our lives. Come February 26, NTC‐M will open 2014 Fun Games for its employees at SM Mall of Asia Bowling Center. The activity aims to create balance between work and leisure through sports that can develop social interaction like bowling and billiards. These sporting experiences will also promote camaraderie amongst NTC‐M employees.
The Fun Games will be participated by 76 employees divided into 7 teams carefully clustered according to player's expertise of the game, young and young at hearts, number of female employees and with consideration to the schedule of sea going personnel.
The overall winning team will receive PHP 10,000.00 cash and the bragging rights as the NTC‐M overall champion for this year's sports activity. Bowling and Billiard MVPs shall also receive trophies and recognition.
NTC‐M Fun Games will follow the following schedule:
Feb. 26 / 6:00 PM Opening Day March 5,12,19 & 26/ 6:00 PM Succeeding Games ******

Training courses are clustered into categories, all with complete course description and the entire year's schedule for advance planning of training enrollees. Downloadable PDF versions of course catalogues are also available in a click and an enroll here button for the manning agencies.
