NURSES AND MIDWIVES: PRIMARY FUNCTION CODES IN STAFFLINK

PURPOSE

The implementation and ongoing maintenance of Nursing and Midwifery primary function codes will improve the quality of information available within StaffLink, to accurately describe the Nursing and Midwifery workforce. Understanding the professional sub-groups of Nursing, will assist workforce planning and reporting, benchmarking and training as key areas of focus. The Primary Function Codes replace the Collection of the Speciality Codes for Registered Medical and Nursing Staff issued in 2006. The Primary Function Codes are based on the speciality areas contained within the annual Nursing and Midwifery Board of Australia Workforce Survey conducted through the Australian Health Practitioner Regulation Agency.

KEY INFORMATION

Registered Nurses and Midwives comprise the single largest professional group employed within NSW Health. Identifying speciality areas will facilitate improved workforce planning, inform educational programs / training and assist with the identification of emerging speciality areas. The completion of the Speciality field is now mandatory in StaffLink. LHDs and SHNs are required to review their current nursing and midwifery positions and must allocate the appropriate Primary Function Code and Speciality Code within StaffLink. Note where a speciality code cannot be identified, the code of General is to be used. In smaller facilities where there is less specialisation, the Primary Function Code of N72 – Mixed Medical / Surgical may be assigned for the majority of positions within that facility. If appropriate, LHDs / SHNs can further assign a supplemental Speciality Code within StaffLink. Based on the combination of the Primary Function Code and Award Classification, the NSW Ministry of Health has developed a Matrix to assign the appropriate ANZSCO within StaffLink, (Schedule 2). This will ensure consistency in the application of ANZSCO codes. This is a mandatory field. The Primary Function Codes and Speciality Codes are provided at Schedule 1.

SCHEDULE 1 – Primary Function and Speciality Codes

1. Primary Function Code

The Primary Function Code is assigned to a position within StaffLink. It can be a collective umbrella for a number of sub-specialities or specific to one speciality area: For Example:

All nursing positions, irrespective of award classification and grade (includes registered nurses, registered midwives, enrolled nurses and assistants in nursing), are to be coded using the attached Framework. Positions must be coded once only when a position is established and updated only when there is a change to that position. Note: Primary Function Codes are allocated to a position. Assigning a Primary Function Code to a position within StaffLink is mandatory and is one component that determines the allocation of the Australian and New Zealand Standard Classification of Occupations (ANZSCO) code.

2. Speciality Codes

In New South Wales and other jurisdictions, there is an increasing trend towards specialisation within nursing and the midwifery workforce. In recent years, a broad range of ‘specialities’ has emerged in an ad-hoc manner, with no associated classification system and no national agreement on what constitutes a speciality. Identifying speciality areas will facilitate improved workforce planning, inform educational programs / training and assist with the identification of emerging speciality areas. The completion of the Speciality field is now mandatory in StaffLink. Once a Primary Function code has been allocated to a position, a supplementary speciality code must be assigned where appropriate. Providing the Speciality field, will provide greater clarity to the role of the position, assisting with reporting accurately for these specialties and assisting with future workforce planning.

3. Paediatric Positions

Positions providing paediatric services are to be coded, where possible, using a Primary Function Code, reflecting the specific area of work covered by the position, not the generic code of Paediatrics. This applies to the following entities providing specialised children’s services; The Children's Hospital at Westmead, Sydney Children's Hospital, Randwick, Bear Cottage, the Newborn and paediatric Emergency Transport Service (NETS), the Pregnancy and newborn Services Network (PSN), the Children's Court Clinic and John Hunter’s Children’s Hospital. Facilities providing paediatric services where there is limited specialisation and mix of specialities covered by a single position, the Primary Function code of Paediatrics is to be used.

SCHEDULE 2 – Matrix for allocation of Australian and New Zealand Standard Classification of Occupations (ANZSCO)

1. Australian and New Zealand Standard Classification of Occupations (ANZSCO)

ANZSCO is a joint statistical classification of the Australian Bureau Statistics (ABS) and Statistics

New Zealand and is primarily intended as a statistical classification to facilitate reporting and analysis

of occupations. Outside of its statistical reporting role, ANZSCO codes have been used for other

purposes such as defining lists of skilled occupations for immigration purposes. The use of ANZSCO

codes by other organisations is at their discretion.

Within NSW, ANZSCO codes are used by the Public Service Commission of NSW to describe NSW

public sector workforce as well as a basis for the Health Education and Training Institute’s assignment

of mandatory training requirements to the NSW public health workforce. ANZSCO codes are not as

granular as the Primary Function Codes.

The NSW Ministry of Health has developed a matrix for the allocation of ANZSCO codes based on:

a) Primary Function Code b) Award Classification as determined in the Public Health System Nurses’ and Midwives

(State) Award 2018 and the Crown Employees Nurses’ State) Award 2018

The Primary Function Code to ANZSCO Matrix provides a structured approach to the allocation of

ANZSCO codes, which will improve the quality and accuracy of the data within and between LHD /

SHN. The Matrix is provided at Schedule 2.

2. ANZSCO Codes

New ANZSCO Code: The NSW Ministry of Health in consultation with the Public Service Commission and Australian Bureau Statistics have established the following new supplementary ANZSCO code:

254445 Registered Nurse (Mixed Med / Surg)

This supplementary ANZSCO code has been introduced as a significant number of nurses particularly

in regional and rural locations, are assigned to positions that deliver both medical and surgical

services.

Closed ANZSCO Codes:

254212 – Nurse Researcher: In June 2014, the NSW Ministry of Health issued an Information

Bulletin, Nurse and Midwife: Coding in StaffLink, IB2014_035 which removed the salary code Nurses

Engaged in Research, effective from 1 July 2014 as this code was largely unused within LHDs /

SHNs.

Given the majority of research undertaken by nurses and midwives is not undertaken through a

dedicated position, the application of an ANZSCO code will significantly under report this group.

Identification of staff involved in Teaching and Research is undertaken through the ABF bi-annual

survey of each LHD / SHN.

Nurses and Midwives previously allocated as a Nurse Researcher are to be allocated an ANZSCO

code based on their Primary Function Code and / or award classification.

134212 – Nursing Clinical Director: There is no NSW Health Award Classification for a Nursing

Clinical Director and the consistency of the application of this code varies significantly between LHDs

/ SHNs. The Minister of Health has determined all previous positions that have been coded Nursing

Clinical Director are to be assigned the code Nurse Managers - 254311. Seniority of positions can be

determined by the award classification grade.


411412 - Mothercraft Nurse: Upon commencement of the National Registration and Accreditation

Scheme in July 2010, all mothercraft nurses transitioned into the scheme with general registration as

an Enrolled Nurse with the condition ‘May practise only in the area of mothercraft nursing’

Positions previously coded as Mothercraft Nurses are to be coded as Enrolled Nurses.

254421 – Registered Nurse (Medical Practice): This code was created with the introduction of the

Commonwealth funded Practice Nurses employed within general practice. This code is not relevant

within NSW Health.

254416 – Registered Nurse (Developmental Disability): NSW Health is not the main provider of

Developmental Disability Services. Currently, there are no positions allocated to this code within

StaffLink
