Assalam-u-Alaikum Warahmatulah-e-Wabarakatuhu,
It is commonly acknowledged that, with India and Pakistan both being nuclear-weaponstates directly confronting each other, Kashmir dispute is potentially the most dangerous inthe world. It should, therefore, be a major interest of the U.S. to prevent this dispute fromexploding into a conflict which can be catastrophic for a large proportion of the human race. Ibelieve that the United States can, and should, lead the effort to achieve a fair and lastingsettlement of the dispute - fair to the people most immediately involved and fair to its owncommitments to democracy and human rights. By doing so, the United States can strengthenthe principles of a just world order. It will also earn the gratitude of generations in Kashmir, inPakistan and even in India itself.
Now is the time that we need to make the case of self-determination for the people ofKashmir with especial strength at this cross-roads. Public opinion, education, and aware-ness, lobbying, communications, plan of action and strategy are indispensable to our suc-cess. But they cannot be performed with professionalism and polish without adequate re-sources. We know we confront a lavishly funded $40 million Indian lobby, which is muchmore organized and resourceful. Our moral, legal, and national security arguments aresupe-rior, but must nevertheless enjoy a widespread dissemination.
That is why we are exhorting you to provide financial assistance. It is a request that ismodest in comparison to the millions of Kashmiris who groan and suffer daily under India'smilitary boot and human rights villainies. The pain felt by the people of Kashmir is no lessdevastating than that felt by the people of East Timor. The mass rapes by the Indian occupa-tion forces are no less humiliating in Kashmir than in Bosnia. The torture and imprisonmentin Kashmir is no less intense than it was in Kosova. In fact, the pain, suffering and humiliationin Kashmir is intensified because the people of Kashmir have been underoccupation for overhalf a century.
