. To develop this comprehensive plan for NYC to host the 2028 Olympic and Paralympic Games,
the New York Olympic Organizing Committee (NYOOC) looked into the deep well of New York’s
creativity. We addressed the needs of the 2028 Olympic and Paralympic Games and the Olympic
Movement through our comprehensive plan. Today’s New York City is home pulsing residents, sports
and recreation; restaurants, and art and culture. New York is home to five spectacular boroughs, all
uniting as one to make New York City something special.
How to capture the essence of NYC? It is not bricks and mortar. It is a city in constant ferment
and reinvention. It is forever new, forever exciting, and forever glamorous — always embracing
innovation, technology, creativity, and growth. More than 200 languages are spoken and every
community is present. People are born here and more people arrive, émigrés and immigrants, all imbued

characterized by its beautiful skyline, and thriving green parks. The NYC2028 bid builds on these unique
traits, creating a plan that continues and accelerates this evolution. New York City is the essence of
America as the land of opportunity. In New York City, every athlete will win.
1. Venue Plan
Our venue plan will create a spectacular experience for athletes, visitors, New Yorkers, and the
Olympic family. We utilized the many landmarks that New York has to offer, such as, Central Park, the
skyline, and the harbor. Clusters include the Olympic Park in Queens, Flushing Meadows Park in Queens,
Riverfront cluster in the Bronx and northern Manhattan, and the Central cluster in Manhattan. We
envision the athlete’s village on the shore of the East River, offering captivating views of Manhattan.

2. Proposed Olympic Park
From above, Sunnyside Rail Yard looks like a scar through the borough of Queens, but through the
Olympics this cite will be transformed in America’s Olympic Park. The Olympic Park offers stunning
views of midtown Manhattan. A proposed 85,000 seat stadium that will hold unforgettable opening and
closing ceremonies full of New York’s history, as well as athletics. A 17,500 seat arena will host
swimming, synchronized swimming, and diving. Across the way will be a temporary 5,000 seat water
polo stadium. A new convention center will be built to replace the Javits Center. This building will hold
Judo, Badminton, table tennis, squash, taekwondo, trampoline, rhythmic gymnastics, weightlifting,
fencing, and will be home to the IBC/MPC. Media housing will be built in the Olympic Park as well. One
of many live sites will be in the Olympic Park. The sites can hold up to 20,000 spectators, other sites
include Times Square, Central Park, Bryant Park, and Flushing Meadows Park.
In 2028, the 7 line will serve as an easy access commuting line to get from venue to venue. The 7 line
runs from the west side of Manhattan, to east Queens. A spectator can ride the number 7 line from our
Flushing Meadows Cluster, to the Olympic Park, then to Bryant Park where a live site will be located.
The number 7 line is the key to our plan in which we have developed, it runs through three out of our four
venue clusters.
3. Iconic Landmarks
Imagine marathon athletes running by the famous Rockefeller Center and cyclists speeding through
Central Park. These are powerful images that will place the 2028 Games in the minds of people all around
the world. New York presents a unique opportunity to marry sports and entertainment, to boost the
Olympic movement and connect with audiences of all ages. As recommended, we propose iconic NYC
locations in our venue plan; utilizing downtown Manhattan’s skyline as the backdrop for rowing and
white water rafting, Central Park for triathlon, Coney Island for beach volleyball, MSG for basketball and
boxing finals, and the Statue of Liberty as the backdrop for softball. Medal ceremonies for various sports
could be held at Times Square, Central Park, or Bryant Park. In so doing, we can extend the Olympic
celebrations across the city of New York.
4. The Olympic Village Along the East River
The Olympic Village provides an easy access central downtown location for the Athletes’ Village and
offer quick direct access to the venues via the freeway and ferries. High speed ferries will take athletes to
their venues quickly and safely. The opportunity to build new communities along the East River provides
a lasting legacy for the 2028 Games. The village will offer breathtaking views of midtown’s skyline.
Welcome Ceremonies and concerts will be specialized for athletes only.
5. Public Transit
For the majority of international visitors and athletes, the NYC2028 experience will start at either the
JFK, LaGuardia airport, or Newark airport. Today NYC’s Subway system operates 34 physical rail lines,
with ,465,034 5 average weekday commuters. The number 7 line is currently being extended to the west
side of Manhattan, this is the largest extension of a subway line in NYC in over 50 years . The subway
covers over 6 Miles in New York. 56 Complemented by Amtrak’s intercity services, rail travel across New
York City , the North East , and beyond wi ll be convenient and accessible . Finally, New York is home to
, 605 famous yellow and black taxi cabs, 13 , 990 of which are hyb 7 rid vehicles.
Our bid celebrates history and innovation through the sights and sounds of each and every community
represented in NYC . New Yorkers comprise one of the most ethnically diverse urban communities in the

6. Weather during the games
During the games, athletes will preform in 84 degree weather (28C). With only occassional
weak hurricanes riding up the east coast, New York offers the bext atmosphere for atheltes to preform
at their best.

Our bid celebrates history and innovation through the sights and sounds of each and every community
represented in NYC. New Yorkers comprise one of the most ethnically diverse urban communities in
