Attending from Oak Lawn were Mrs. Robert Krolak, Mrs. Robert Fogle, Mrs. James Pasquinelli, Mrs. Fred Weiss, and Mrs. Robert Ihrig.

HUMAN RESOURCES COMMITTEE CONSENSUS

The following criteria could be applied to federal programs providing equality of opportunity for education and employment: a) The nationwide effort to achieve equality of oppor­tunity in ~ducation and employment should include par~ ticipation of government at all levels and private in• stitutions as well,

b) Programs should be carefully tailored to tho education al or employment needs of the people they are intended to reach.

c) People for whom community action programs are designed should bo involved in the planning and implementation of those programs•

d) Programs should assist pooplo to become self-supporting contributing members of society.

o) Tho programs should be nondiscriminatory.

f) Tho programs shoul d bo administered by qbalified personnel.

g} Research pilot projects and continuing evaluation should bo encouraged and, whero feasiblol built into

programs.

b) Programs may be closely related but should avoid un­necessary du~lication.

i) State and local governments should contribute to the extent of their resources; at th~ same time, adequate

federal funds for the establishment and continuation of programs should be available if nocessaryo
