On behalf of Just Engineering Pty Ltd I would like to formally express our interest in

undertaking the feasibility study for the proposed grade separation works of the Seaford rail

line, Morphett Road and Diagonal Road intersection.

Our company consists of a number of qualified engineers led by capable managers with

experience in all facets of civil engineering. As such, we have no reservations in stating that

Just Engineering is the right team for the job.

This document provides an overview of current company structure and policies, as well as

outlining our complete strategy for the undertaking of the feasibility study.

Upon careful consideration of the project requirements, Just Engineering has completed an

appraisal of the feasibility study resulting in a grand total of:

$164,472 (AUD), GST excl.

A breakdown of this valuation can be found in the financials section of this document. This

figure is valid under the assumption that all information provided by the client thus far in

relation to the project is unbiased and accurate.

Just Engineering is wholly owned and operated from its headquarters in South Australia. Our

directors are major stakeholders in the company, and as such have a vested interest in the

financial success of our clients. Our company’s credit rating is second-to-none, and we work

closely with major banks and credit unions to ensure all our projects are adequately funded.

As a newly established company we have heavily invested in obtaining a high quality

comprehensive insurance policy through a reputable broker. This ensures that all our clients

can enjoy peace of mind in the unlikely event that any major corporate or public liability

3.3. Key stakeholders

The proposed grade separation of Morphett Road, Diagonal Road and the Seaford rail line at

Oaklands Park has three key stake holders who will be affected by the action of this project,

thus the result of the project will directly benefit them individually or better the community as a

whole.

Road and Public transport users

The Noarlunga – Adelaide railway line is one of the main corridors connecting Adelaide CBD and

Noarlunga further south to Seaford. The increasing rail services will result in the Oaklands Park

rail crossing being closed for 30% of the time during peak periods, which will worsen the traffic

congestion at this bottle neck of the intersection of Morphett Road and Diagonal Road. In order

to cater for the 30-Year Plan for Greater Adelaide and to improve the connectivity of north and

south of Adelaide, the result of the project is crucial. Although maintaining passenger services

on the Noarlunga Line is recommended during the construction staging, shutdown of tracks is

hard to avoid and will be minimised to reduce the inconvenience it brings to the traffic flow.

Necessary speed restrictions and temporary road closures might carry out on Morphett Road

and Diagonal Road, which carry significant amount of traffic flow to and from Marion Shopping

Centre and the State Aquatic Centre. The project will also have a great effect on road users

including vehicles, cyclists and pedestrians, who wish to access these facilities.

Local residents and business (State Aquatic Centre & Marion Shopping Centre)

Along with the small businesses within the area, the completion of State Aquatic Centre and the

Marion Shopping Centre increase traffic generation and traffic volumes through the intersection.

Ideally businesses and local residents will wish to see an improvement in accessibility within the

road network and minimal disruptions during the construction processes of the redevelopment.

Consultation sessions will be held with these affected parties as a means of communication with

these stakeholders to gather their views and input.

In the event of any property acquisition, the stakeholders in this scenario will be consulted with,

along with the relevant governing authorities.

The Oaklands Park grade separation is part of South Australia’s 30 year plan. The Seaford Rail line

continues to be a major rail line for commuters each day, along with the major roads, Diagonal and

Morphett Roads being major arterials for traffic throughout the day, mostly during peak times.

This network is pivotal for all commuters and DPTI are aiming to reduce congestion at the

intersection, and improve the flow of traffic for road users. In addition to this, the increased safety

of road users is critical for the redevelopment of the area.

5. Scope of Works This feasibility study will explore a variety of options for the grade separation of the Seaford

rail line, Morphett Road and Diagonal Road at Oaklands Park. The development will address

the issues of severe traffic congestion, and provide a solution for predicted 2031 traffic

volumes.

Just Engineering will seek to find the most efficient and economical solution which will

improve the traffic flow and safety of the Oaklands Park area, provide improvements for

rail-bus integration and improve accessibility across the rail corridor.

5.1. Structural Team

The structural team will perform a site visit to observe the problem first hand. This

experience will be used to help assist during the design option stage, where the team will

consider each option and investigate the feasibility of each.

During this stage the team will also investigate the presence of utilities in the area, and refer

to services such as Dial-B4-U-Dig. Using the information regarding these utilities, the team

will then determine whether these services will need to be relocated or retained.

The structural team will use a variety of analysis programs such as 12D, MicroStation, CAD

and SPACE GASS to analyse all possible options for the upgrade of the Oaklands Crossing

and will present the most feasible option for the crossing upgrade.

The team will work with the Planning team to ensure the constructability of the proposed

project, and ensure that the project will run smoothly and without cost overruns.

5.2. Transport Team

This project is part of Adelaide’s 30-year Greater plan. The Noarlunga rail line is expecting a

30% increase in rail services which will result in the Oaklands Park crossing being closed for

30% of the time during peak periods. Just Engineering have tasked a team of experienced

personnel to look at this congested region, and determine which design option will provide

the best results for commuters for years to come.

To increase our understanding of the nature of the intersection, our transport team will tour

the site to view, first hand, the nature of traffic patterns throughout. The team will use this

along with turn survey data from DPTI and AADT design volumes to analyse all design

options and determine which option will prove to be the best option to increase traffic flow

and reduce congestion time for now, and into the future.

Just Engineering understands the impact of traffic on local streets during high congestion,

and during construction works. We understand that this is an issue of public safety, and we

will ensure that at all stages of construction, we will use the safest options for road re-

routing which will maintain a constant flow of traffic, especially during peak-times. We will

also use community consultation sessions to inform local residents of changes to the road

system during the construction phases.

We will work with the Department of Planning, Transport and Infrastructure, along with

Transport SA to relocate and incorporate temporary bus stops and services to minimise

impacts to commuting. Temporary services will be used to allow for any temporary closures

to existing bus or train services. Just Engineering will use community consultation sessions,

along with Transport SA to create awareness of any changes that will be made.

5.3. Geotechnical Team

Our Geotechnical team has a great deal of experience in geotechnical works, and will have

the knowledge to deliver a variety of solutions for any proposed works. We have a wide

range of knowledge in soil testing, footing design, foundation design, pavement design, GIS

analysis and use of software analysis programs such as CORD, SLOG and GALENA.

Using available geology reports, topographic surveys and borehole logs, along with our

experience in geotechnical analysis we will present the most feasible option for our client.

5.4. Planning Team

Just Engineering is committed to delivering results for its customers, and in delivering this

result we strive to minimise public disruption and work in a safe environment for our team,

and the public. To achieve this, a Planning Officer will be appointed to ensure that the

development is managed in a safe manner, with minimal disruptions to the public and

surrounding businesses.

We understand that there is a great deal of public interest for projects such as this. Just

Engineering believe that the public should have the opportunity to voice their concerns

about any project that affect them, therefore, the Planning Officer will spend a great

amount of time dealing with the general public by performing surveys and consultation

sessions. Our processes and operations will be available to the public.

In combination with the Transport team, along with major road and transport authorities

and bodies, the Planning Officer will consult to ensure that proposed works will run

smoothly, minimising interruptions. The Officer will detail road and lane closures and plan

alternative routes to manage traffic in affected areas, along with re-route bus services and

implementation of substitute buses for train line closures.

The area for the proposed development may also contain numerous significant trees and

heritage buildings. The planning officer will consult with our Environmental team to use

available resources from the local Council to identify these and manage a plan for work

around these areas.

If Land Acquisition is required, the Officer will work with the land owner, local council to

present a solution which will be manageable for the works. The officer will consult the South

Australian Land Acquisition Act.

5.5. Water & Environmental Team

Consistent with the Environmental Policy of Just Engineering, we are committed to

delivering results in a manner which will present minimal impacts to the environment. This

is not limited to local flora and fauna, but extends to pollution levels, including air and noise

pollution. The environmental team will work to manage the project to minimise noise for

local residents and businesses, manage air pollution and work to deliver a project that is

environmentally sound.

We have extensive experience in the design of water systems, such as sewerage,

stormwater, drinking water, and emergency systems, using software programs MicroStation,

Water Gems, HEC-RAS and drains. Just Engineering has a knowledge base in environmental

policy and is conscious of the environmental impacts of construction works.

As aforementioned, the environmental team will also consult with the Planning Officer to

manage the occurrence of any significant trees, if present, and the identifying and managing

of heritage buildings within the area.

The team will also investigate issues surrounding water management and plan for

stormwater and water utilities. The team will use existing data from SA Water to determine

the current location of water system, and endeavour to implement the new system as

efficiently and cost effective as possible.

6. Consulting Costs Just Engineering will be working on the feasibility study for the Seaford rail corridor and

surrounding roads extending from approximately Fifth Avenue through to Selway Street,

and bound by Railway Terrace, Addison Road, Murray Terrace and Crozier Terrance; within

the City of Marion Council area. The team in Just Engineering consists of twenty one

engineers with vary levels of experience. A total of $149,520 is requested as the cost of the

feasibility study including all establishment costs and unforseen expenses.

There are 4 senior engineers working with 10 graduate engineers who will all work under

the supervisor team so that the cost could be controlled as low as possible. The base rates

for individuals are outlined in the table below.

7. Project Schedule

The project schedule outlined in the appendix illustrates the order of tasks which will be used to

finalise the feasibility study. The tasks will be divided into groups based on the type of work, and will

be completed by a team specializing in that field. The groups will consist of teams based around

Planning, Geotechnical, Water & Environmental, Structural and Transport. The project schedule is

designed to allow key tasks to be completed within a reasonable timeframe and in the appropriate

order of operations. Using this method, Just Engineering will be able to provide an accurate and

dependable feasibility study.
