Each year the employees of the Delaware River Port Authority spend an average of $1 million with local businesses buying supplies that help them do the important work of keeping the bridge facilities in good working order and safe for our customers. This money is spent using individual purchasing credit cards assigned to employees, P-cards, so they can make needed purchases when time is of the essence. These purchases are sometimes unexpected or are in addition to planned project supplies, and are chosen by the technicians, mechanics and managers working at our bridge facilities.

The event organizers, OBD&EO EEO Specialist Erin Watterson and Compliance Specialist Ron Kelly worked collaboratively under the direction of Chief Administrative Officer Toni P. Brown. The event supports the goals of the Board’s Diversity & Inclusion Subcommittee, and also supports the Authority’s Shared Values of ‘Community Stewardship’ and ‘Collaboration’.

A second similar P-card Expo is currently being organized by OBD&EO for employees at the Walt Whitman and Commodore Barry Bridges.

It is hoped these P-Card Expos will raise employee awareness and utilization of MBE/WBE/SBE vendor options for P-Card use.

Did you know?

OBD&EO staff work to ensure subcontractors and consultants are paid promptly. Not only is there a prompt payment clause in all contracts requiring subs to be paid within ten (10) calendar days of prime contractors receiving payment from the DRPA, but we also require prime contractors to report their payments monthly. OBD&EO staff make phone calls to subcontractors and subconsultants each month to confirm they have received payments for the work they have done on DRPA & PATCO projects.

The Office of Business Development & Equal Opportunity (OBD&EO) held its first 2019 outreach event at the Ben Franklin Bridge Administration Building, a P-card Expo, in collaboration with staff in Bridge Operations. The P-Card Expo gave the participating vendors an opportunity to meet with employees from the Ben Franklin and Betsy Ross Bridges who have access to Purchase Cards (P-cards).

The event took place on Thursday, January 17, 2019. Representatives from the seven (7) participating MBE/WBE/SBE vendors are pictured above. The vendors set up tables with valuable product information and were available to employees for networking. The vendors were Carr’s Hardware; Earth Materials, LLC; Garden State Highway Products, Inc.; Stelwagon Roofing Supply, Inc.; Pemberton Electrical Supply Company, LLC; BDF Industrial Fasteners; and T. Frank McCall’s. Over 100 employees attended the expo.

The Delaware River Port Authority (DRPA) receives federal financial assistance from the Department of Transportation, Federal Transit Administration (FTA) for certain transit-related projects. As a condition of receiving this assistance, the DRPA has signed an assurance that it will comply with 49 CFR Part 26. As a recipient of PTA-funding, DRPA is required to establish a Disadvantaged Business Enterprise (DBE) program that is narrowly-tailored and fully-compliant with federal regulations.

DRPA's Chief Administrative Officer Toni P. Brown serves as the Authority's Disadvantaged Business Enterprise Liaison Officer (DBELO). CAO Brown is responsible for administering all aspects of the Authority's DBE Program. She is supported in this effort by staff in the Office of Business Development & Equal Opportunity (OBD&EO).

Every three (3) years the DRPA is required to calculate the percentage of work that we expect will likely be part ofFTA­funded construction contracts. We are also required to make a reasonable effort to determine the availability of ready, willing and able DBEs in New Jersey and Pennsylvania. Part of the calculation process includes a conversation with area business organizations and DBE businesses that can speak to the availability of DBEs in the area. These meetings help us set the most appropriate overall DBE goal for the upcoming years.

As we work to finalize our calculations and develop our overall DBE goal for federal fiscal years 2020, 2021, and 2022, we want to hear from you. We value your feedback. We expect the discussion to last approximately 90 minutes. You need not stay for the entire session. Please mark your calendar.

Delaware River Port AuthorityPolicy Statement - 2019

The Delaware River Port Authority (“DRPA” or “the Authority”) opposes unlawful discrimination of any kind. The DRPA is an Equal Employment Opportunity Employer/Contractor and is firmly committed to providing equal employment and business opportunities for all persons.

The DRPA receives federal financial assistance from the Department of Transportation, Federal Transit Administration (FTA), and as a condition of receiving this assistance, the Delaware River Port Authority has signed an assurance that it will comply with 49 CFR Part 26. Accordingly, the DRPA has established a Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26. Our DBE program is narrowly tailored in accordance with applicable law.

On February 28, 2012, pursuant to the Final Rule set forth in Federal Register [76 FR 5083 - Disadvantaged Business Enterprise: Program Improvement], DRPA submitted an amendment to its DBE Program, entitled SBE Participation Element to the Federal Transit Administration. The FTA approved the DRPA’s proposed SBE Participation Element on September 17, 2012, finding that the Authority’s SBE Participation Element meets the requirements set forth in the DBE regulations.

Toni P. Brown, Chief Administrative Officer at the Delaware River Port Authority, serves as the Disadvantaged Business Enterprise Liaison Officer (DBELO) for the Delaware River Port Authority. As the DBELO, Ms. Brown is responsible for implementing all aspects of the Authority’s DBE program. Ms. Brown is supported in this effort by full time staff in the Office of Business Development and Equal Opportunity. Implementation of the DBE program is accorded the same priority as compliance with all other legal obligations incurred by the DRPA in its financial assistance agreements with the federal DOT.

This policy statement has been disseminated to the Board of Commissioners and appropriate departments throughout our agency. We include the statement in bid and proposal documents, and also distribute copies of same to bidders and proposers at all pre-bid/pre-proposal meetings for FTA-assisted projects. The statement is published in our quarterly newsletter, sent via instant e-alert to subscribers and can also be found on our website. DRPA ANNUAL CONTRACT LISTINGS Most annual procurement for goods (non-professional services) at the DRPA are usually for periods of one (1) year with an option to renew for an additional year. At the end of the first year, assuming the vendor’s performance has been satisfactory, a DRPA Purchasing staff member will contact the vendor to request pricing information for the second year. If all conditions are in the best interest of the DRPA, the DRPA will exercise its option for a second year renewal with the vendor. At the end of the second year, the contract will be rebid on a competitive basis. DRPA ANNUAL CONTRACT LISTINGS Most annual procurement for goods (non-professional services) at the DRPA are usually for periods of one (1) year with an option to renew for an additional year. At the end of the first year, assuming the vendor’s performance has been satisfactory, a DRPA Purchasing staff member will contact the vendor to request pricing information for the second year. If all conditions are in the best interest of the DRPA, the DRPA will exercise its option for a second year renewal with the vendor. At the end of the second year, the contract will be rebid on a competitive basis. Delaware River Port AuthorityPolicy Statement - 2019

The Delaware River Port Authority (“DRPA” or “the Authority”) opposes unlawful discrimination of any kind. The DRPA is an Equal Employment Opportunity Employer/Contractor and is firmly committed to providing equal employment and business opportunities for all persons.

The DRPA receives federal financial assistance from the Department of Transportation, Federal Transit Administration (FTA), and as a condition of receiving this assistance, the Delaware River Port Authority has signed an assurance that it will comply with 49 CFR Part 26. Accordingly, the DRPA has established a Disadvantaged Business Enterprise (DBE) program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26. Our DBE program is narrowly tailored in accordance with applicable law.

On February 28, 2012, pursuant to the Final Rule set forth in Federal Register [76 FR 5083 - Disadvantaged Business Enterprise: Program Improvement], DRPA submitted an amendment to its DBE Program, entitled SBE Participation Element to the Federal Transit Administration. The FTA approved the DRPA’s proposed SBE Participation Element on September 17, 2012, finding that the Authority’s SBE Participation Element meets the requirements set forth in the DBE regulations.

Toni P. Brown, Chief Administrative Officer at the Delaware River Port Authority, serves as the Disadvantaged Business Enterprise Liaison Officer (DBELO) for the Delaware River Port Authority. As the DBELO, Ms. Brown is responsible for implementing all aspects of the Authority’s DBE program. Ms. Brown is supported in this effort by full time staff in the Office of Business Development and Equal Opportunity. Implementation of the DBE program is accorded the same priority as compliance with all other legal obligations incurred by the DRPA in its financial assistance agreements with the federal DOT.

This policy statement has been disseminated to the Board of Commissioners and appropriate departments throughout our agency. We include the statement in bid and proposal documents, and also distribute copies of same to bidders and proposers at all pre-bid/pre-proposal meetings for FTA-assisted projects. The statement is published in our quarterly newsletter, sent via instant e-alert to subscribers and can also be found on our website. The Office of Business Development & Equal Opportunity (OBD&EO) held its first 2019 outreach event at the Ben Franklin Bridge Administration Building, a P-card Expo, in collaboration with staff in Bridge Operations. The P-Card Expo gave the participating vendors an opportunity to meet with employees from the Ben Franklin and Betsy Ross Bridges who have access to Purchase Cards (P-cards).

The event took place on Thursday, January 17, 2019. Representatives from the seven (7) participating MBE/WBE/SBE vendors are pictured above. The vendors set up tables with valuable product information and were available to employees for networking. The vendors were Carr’s Hardware; Earth Materials, LLC; Garden State Highway Products, Inc.; Stelwagon Roofing Supply, Inc.; Pemberton Electrical Supply Company, LLC; BDF Industrial Fasteners; and T. Frank McCall’s. Over 100 employees attended the expo.

Each year the employees of the Delaware River Port Authority spend an average of $1 million with local businesses buying supplies that help them do the important work of keeping the bridge facilities in good working order and safe for our customers. This money is spent using individual purchasing credit cards assigned to employees, P-cards, so they can make needed purchases when time is of the essence. These purchases are sometimes unexpected or are in addition to planned project supplies, and are chosen by the technicians, mechanics and managers working at our bridge facilities.

The event organizers, OBD&EO EEO Specialist Erin Watterson and Compliance Specialist Ron Kelly worked collaboratively under the direction of Chief Administrative Officer Toni P. Brown. The event supports the goals of the Board’s Diversity & Inclusion Subcommittee, and also supports the Authority’s Shared Values of ‘Community Stewardship’ and ‘Collaboration’.

A second similar P-card Expo is currently being organized by OBD&EO for employees at the Walt Whitman and Commodore Barry Bridges.

It is hoped these P-Card Expos will raise employee awareness and utilization of MBE/WBE/SBE vendor options for P-Card use.

Did you know?

OBD&EO staff work to ensure subcontractors and consultants are paid promptly. Not only is there a prompt payment clause in all contracts requiring subs to be paid within ten (10) calendar days of prime contractors receiving payment from the DRPA, but we require prime contractors to report their payments monthly. OBD&EO staff make phone calls to subcontractors and subconsultants each month to confirm they have received payments for the work they have done on DRPA & PATCO projects.
