    RECOMMENDATION: That Council:

    a) Adopt the proposed dates in the 2015 Central Desert Regional Council Year Planner;

    b) That the 2015 Central Desert Regional Council Year Planner be publicly displayed in all CDRC offices and used to plan local events and workshops.

    SUMMARY: The 2015 CDRC Year Planner meeting dates are proposed to Council following consultation with Local Authorities.

    BACKGROUND Council has to meet at least once every two months. This means the next ordinary meeting has to be held by 6 February 2015 and the finance committee meets in January. The attached proposed Council, Committee and Local Authority meeting dates are a result of consultation with Local Authority members. The draft calendar follows the pattern of previous year’s meetings. It has been circulated to external stakeholders and McDonnell Regional Council. We have not received reports of clashes. Council meeting dates for 2015 will be posted on the Council web site where they will be kept up-to-date. They will also be circulated to all agencies working in the Region for better co-ordination of meetings, training activities and community visits. To help with better coordination large cardboard calendars will be sent to all Council offices for public display and for use as a planning tool.

    RECOMMENDATION: That Council:

    1. Approve the community consultation plan for the Electoral Representation review.

    2. Consider and approve the Electoral Review Discussion Paper 2014 and commence community consultation in accordance with Community Consultation Plan. SUMMARY: Every four years council must review how voters are represented at council. Council will seek community consultation on the plan and include views on key questions which will be shared with residents, Local Authorities where possible and the Northern Territory Electoral Commission NTEC. Council will then consider and make recommendation to the Minister its electoral approach and associated issues.

    BACKGROUND An electoral representation review is a chance for councils to check whether the way voters are represented is the best and fairest it can be. Every council has to do this once during its term. Council can look at:

    whether the President is elected by voters or appointed by Council the number of wards and their boundaries inside the council the number of elected members in the council and each ward the number of voters per elected member (“elector ratio”) names and titles of council, elected members and wards outside boundaries of the council;

    An Electoral Representation Review Discussion Paper 2014 has been prepared and will be tabled for Council discussion and approval separately so that it can shared with the community for feedback.

    A final report after feedback from the community will be generated. This report will be circulated to the NT Electoral Commission (NTEC) for comment and is proposed will be presented to the Council in early February 2015. ISSUES, CONSEQUENCES AND OPTIONS During the review period community consultation and feedback will be considered based on the following areas that Council can consider:

    The following timelines for the Community Consultation Plan are part of the electoral review are provided for Council consideration and approval. Electoral Representation Review Discussion Paper to be finalized

    and agreed by Council by December 5 for circulation as part of final community consultation.

    Consultations with community to take place from early December 2014 to late January 2014.

    An ad to be placed in the Centralian Advocate following the December 2014 Ordinary Meeting, inviting feedback and referring readers to the council web site and associated discussion paper.

    A plain English Electoral Representation Review discussion paper based on this paper will be posted on the website, along with relevant Regional Council maps and a feedback form.

    A letter inviting feedback will be sent to all rate payers. Flyers, posters and maps about the review are sent to Regional

    Council Service Delivery Centres and posted at road house notice boards, all referring to the web site.

    The Electoral Representation Review Discussion Paper to be included in the agenda of all Local Authority meetings that are held during the consultation period. A presentation will be provided and feedback forms distributed and explained at the meetings.

    Council’s final recommendation in regards to the electoral representation review must be sent to the Local Government Minister by 31st March 2015. This means Council needs to make a final decision during its meeting in its February 2015 or hold a special Council meeting by 31st March 2015.

    RECOMMENDATION: That Council receive and note the report from the Director of Community Services.

    SUMMARY: The Director of Community Services reports to Council about matters of significance since the last Council meeting.

    BACKGROUND Community Services Directorate – General The majority of the Community Services Directorate funding is now subject to the outcome of the Indigenous Advancement Strategy. Specifically, continuation of the Night Patrol Program, the Yuendumu Child and Family Centre & Playgroup, the School Nutrition Program in Willowra, Ti Tree, Yuelamu, Engawala, Laramba and Nyirripi, Youth Services in Atitjere, Engawala, Ti Tree, Laramba and Yuelamu and the Mediation and Justice Programs in Yuendumu and Willowra are all contingent of securing funding through the PM&C’s IAS. In addition, CDRC has proposed new playgroup programs in Ti Tree and Engawala, an Indigenous Employment Retention Program (Mentoring), an Indigenous Governance and Leadership Program and an Infrastructure Builder Trainer Program . The total IAS application was approximately $10.4 million. Youth Sport and Recreation Current Management Arrangements in Youth Sport & Community Services: The current Acting Manager arrangements for Youth Sport & Community Services remain in place as the nominal occupant of the Position has advised that he will not be returning to CDRC. . The Acting Coordinator position has now been handed over from the YSR Team Leader Yuelamu the YSR Team Leader Ti Tree and will continue through until the Christmas break.

    Youth Sport & Recreation (YSR) Biannual Training Pow Wow: In the last week of October 2014 the entire Youth Sport & Recreation team including all Team Leaders and Community Sports & Recreation Officer’s (CSRO’s) travelled into Alice Springs to participate in the department’s biannual training Pow Wow that combines accredited training, team development workshops and CDRC sessions including WHS, Team Mentoring and HR information seminars. All team members resided at the Charles Darwin University (CDU) campus for the week, and completed up to 4 units of their Certificate II or III or Youth, Sport & Recreation. Some great feedback was received from team members who found the week both productive and lots of fun. CDRC Regional Women’s Basketball Competition: The Regional Women’s Basketball Competition; funded by our ARC program under the Northern Territory Government (NTG); is now underway with community teams competing from Yuendumu, Nyirripi, Lajamanu, Mt. Allen, Laramba, Ti Tree, Atitjere and Engawala. A one day training workshop in ‘Basketball Coaching Skills’ was delivered by a Registered Training Officer (RTO) from the NTG at both Engawala and Yuelamu on the 6th and 7th November 2014. An impressive 9 YSR staff members and 11 young people and adults completed this accredited training. The Regional Grand Finals for the Comp will be held on the 29th and 30th November in Yuelamu, with the winning team then qualifying to enter the Championships being held in Tennant Creek on the 13th and 14th December 2014, which is the first weekend of the school holidays. YSR School Holiday Programs: The summer holidays commence on Friday 12th December 2014 and will be delivered until school returns on Wednesday 28th January 2015. As is well known this is a high-risk period for disadvantaged young people in our region, and YSR will be working diligently to deliver quality programs that are engaging, educational and fun. YSR and Night Patrol teams on the ground have recently begun meeting on a fortnightly basis to enhance the effectiveness and collaboration of services on a regular basis. YSR programs will not be delivered over the CDRC Xmas closure period between the 25th December and 5th January. The Team will return to program delivery on Tuesday 6th January with 2 Linkz volunteers in each community. LINKZ Volunteers: YSR have continued to work closely with the LINKZ Volunteer organisation to arrange for 12 volunteers to support the delivery of CDRC YSR programs for 3 ½ weeks of the Summer Holidays, between 4th – 29th January 2015. Volunteers will support YSR services in this period in Lajamanu, Mt. Allen, Laramba, Ti Tree, Atitjere and Engawala. As a response to evaluations received from volunteers

    over the 2014 Winter period, YSR have collaborated with HR department to arrange the delivery of a CDRC induction for LINKZ Volunteers before being placed in communities. Indigenous Advancement Strategy (IAS): YSR has proposed comprehensive Youth Development Programs in all 6 communities with existing CDRC youth programs, which also includes accommodation and a full time Team Leader position in Engawala. Overall this would fundamentally address existing funding difficulties, excess reporting and streamline our services; which is also the government’s intention. The federal proposal has a potential commencement date of the 1st January 2015, and CDRC expects to be informed of whether we are successful before Christmas 2014. Remote Indigenous Broadcasting Service (RIBS): An executive management decision was made for CDRC not to apply though the IAS proposal for RIBS to continue into the next financial year. CDRC has supported existing partnering stakeholders Paw Media in their IAS proposal. The RIBS Annual report to PM&C was submitted and Youth Sport & Community Services is proud to announce that 675 hours of local broadcasting was delivered in Yuelamu, Lajamanu and Engawala in the 2013-14 financial year. Local broadcasting offers a rich platform for local music, storytelling, local languages, oral histories and community development in our remote communities. Aged & Disability Services Since the last meeting, the Aged Care Manager has left the Council and her role is currently be carried out by an Acting Manager. These arrangements will continue until at least 14 January 2014. The Program submitted a revised HACC funding proposal to the Department of Social Services on 24 November in a final attempt to secure the minimum required funds to provide a basic food and personal care service to clients in Engawala and Willowra. In addition, the Program has sought additional funds for Yuelamu to secure minimum base funding. A significant operating surplus has accrued over the past 5 years. These surplus funds can be used on capital projects. DSS has requested that we submit priority capital projects for their approval. The Aged Care Policy and Procedure Manual has been developed with assistance of Donna Cross Consultants and prepares the services for the new Consumer Directed Care environment.

    On 27 November, a final coordination meeting was held between CDRC A&DS Program, Donna Cross Consultants who developed the P&P Manual and the Aged Care Strategic Plan, Enmark Consultants who have developed the Financial Management strategy for the new CDC environment and WIN consultants who are assisting with preparing staff for the new environment. The purpose was to ensure that there was no aps in the combined strategies, ensure that the program management clearly understands the priority issues to be achieved to prepare for CVDC. All actions will need to be completed by 1 July 2015. Children’s Services SNP funding agreement with PM&C finishes as of 31 Dec 2014. We are applying for 2015 funding through the IAS.

    Creche Funding (Yuelamu, Atitjere and Nyirripi) - CDRC has continued to work closely with DoE to advocate for adequate funding for the new buildings. DoE have advised that there is no more funding for Creche services and would like CDRC to look into solutions that do not require extra money. CDRC have advised DoE that the services need more staff to supervise children and that costs money. CDRC are applying for IAS funding for Youth funding and if successful funding for the OSHC programs from Ti-Tree and Yuelamu can be moved to Atitjere and Yuelamu giving us 2 programs that could sustain operations in the new building. The youth programs would be funded at night by IAS.

    Childcare Funding – (Yuendumu) PM&C agreed to amalgamate both Yuendumu Childcare and Yuendumu Playgroup funding and program to maintain an Early Childhood Services in Yuendumu. The service has been reduced to working, training or studying families only. Playgroup runs during normal hours at the childcare for other families to attend. Yuendumu childcare and Playgroup funding agreement with PM&C finishes as of 31 Dec 2014. We are applying for 2015 funding through the IAS. Area Coordinator support - Area Coordinator position started on 8th Sept to offer much more intensive support to Nyirripi and Yuelamu Crèches.

    Remote Jobs Community Program (RJCP) The RJC Program has focussed effort in increasing the number of activities available in communities as well as the rate of participation. The Program has increased the number of supervisors to three, have contracted three new external consultants to deliver specialist training and activities (Healthy Cooking, Food Handling and Ipad Basics) and now has a full contingent of Case Coordinators on community (6) The Program achieved the highest rate of 26 week job placements in Central Australia (13) and currently has 94 job placements being monitored & supported, 40 of which are between the 13 week and 26 week stage. The Activity Schedule for 2015 is in the final stages of development, relevant community schedules have been distributed for further consultation. Night Patrol Since the last Council Meeting, the Night Patrol has provided security and other assistance for special events co-ordinated by Police at Laramba. All communities should be aware that NP can’t provide assistance if events go beyond 8:30PM on a school night. The Night Patrol Area Coordinator (NPAC) previously living in Yuelamu has relocated to Yuendumu due to accommodation shortages. Much more contact is in evidence between the NPAC and the local Communities. An NPAC Visiting Schedule has been developed until the end of the year and has been distributed to all CSCs. Program Report by Community Yuendumu Post Office

    Youth Sport & Community Services is currently in a handover process with Indervon Pty Ltd, with the complete transaction to be transferred by the end of January 2015. In the interim, an Indervon employee has been seconded to operate the Post Office under CDRC license.

    DV and Mediation

    The Yuendumu Mediation Centre has continued to support a range of peacemaking and mediation initiatives including Prison Visits, attendance at Bush Court and country visits with the school. The service has also commenced a survey of users and referrers to gather information about how people see the work

    of the Centre. A number of mediation sessions and mediation planning approaches have been held in Yuendumu, Willowra Ti Tree and Alice Springs proving the continuing need for ongoing peacemaking and the effectiveness of the Yuendumu Mediation Centre in preventing conflict from getting out of hand. Mediation training for a new group of meditators from Willowra and Yuendumu was held in Alice Springs in mid November. This training which is to be delivered by the NT Community Justice Centre will add to the number of dedicated and professional Yapa mediators in the region. A independent cost benefit analysis of the work of the Centre has been undertaken which has found that the Centre delivers an outstanding return on the money government spends and that it delivers savings on police, court and prison costs as well as delivering benefits to Yapa in health, education and community productivity. For every $1 invested by the Government, there’s an estimated saving (and benefit to the community ) of $4.30. On 26 November the YM&JC was announced as a winner of a National merit certificate at the Australian Crime and Violence Prevention Awards in Canberra. Councillor Robertson and Director of Community Services John Gaynor attended the ceremony in Canberra and whilst there lobbied Government and Opposition Politicians to continue the funding of the YM*J Program. The Yuendumu Mediation Committee Inc. held its AGM on Wednesday 12 November.

    Childcare Yuendumu NEW Child and Family Centre - Yuendumu Childcare and Playgroup are working hard to pack, move and clean old buildings. We are currently waiting on kitchen defects to be fixed and a new locking system to be put into place to ensure security. Once the building is ready childcare and playgroup will move. We are confident that this will be

    in time for the new year and building opening celebrations. Playgroup - Now running from the Childcare. Packing up and cleaning the old playgroup to be handed back to the school

    RJCP RJCP continue to appoint local people as ALEO’s. Activities – ‘Yuendumu Proud’ continues to run successfully with a focus on community beautification. RJCP have been supporting childrens services in maintaining the grounds at childcare. RJCP recently saw Athol Wark host a 2 week Health and Nutrition program where participants learned skills in safe food handling and cooking skills. This course will equip participants with skills required to gain employment in aged care, school nutrition etc. Certificate I & II in Business continues with an average of 8-10 participants.

    Night Patrol

    The NPAC is now living in Yuendumu and will do so until at least end of February 2015 or until existing accommodation is required by the Mediation & Justice Program. . Attending all Local Board Meetings. Our staff are performing well. The male NPTL is on LWOP. NP continue to work out of the existing NP base and have abandoned plans to relocate to the old CDEP Office or top the blue bullet. .Training funding has been provided and training will be undertaken in the coming months when we have gained approval from the Funding Body.

    Youth Sport and Recreation

    WYDAC youth teams in Nyirripi and Yuendumu are participating in the CDRC Regional Women’s Basketball Competition.

    Lajamanu Youth Sport and

    In partnership with WYDAC and Katherine Health Dept., collaborative Youth Teams have been delivering

    Recreation Health & Fitness evenings for young people 16 – 25yrs old that includes healthy cooking workshops and professional fitness and physio training. The activity has been famously popular in the highly engaged youth circles of Lajamanu.

    Community Media

    After a 6 week suspension of local broadcasting in Lajamanu due to damage caused by a break-in, Lajamanu radio station has been repaired and technically recovered with some support from partners at PAW Media. Our Lajamanu team continues to deliver RIBS program on a daily basis, and includes many local interviews and oral history segments.

    Library Due to a resignation of our former Library Officer, CDRC has been recruiting for this position. Interviews are being held on the 18th November in Lajamanu

    Aged & Disability Care

    The ramp for the Single Women’s quarters is being built off-site and is planned to be installed in the next two weeks. The replacement air conditioner has been purchased and will be installed next week. The refrigeration mechanic will also service all other air conditioners and the cold-room.

    Night Patrol

    Being visited frequently by Yuendumu-based NPAC.. Attending all Local Board Meetings. Crew is performing well.

    Yuelumu Youth Sport and Recreation

    The YSR Coordinator has returned to the Yuelamu Team Leader role after 2 and half months of Acting as Coordinator. In this time Ben Compton filled the temporary Team Leader role. Throughout the period Ben also worked closely with Childcare to facilitate the new building mural.

    Community Media

    Child Care New Crèche - Crèche building complete Drainage issue has been fixed and Landscaping

    commenced on 10th November. Some toys unpacked all back orders are still coming. Kitchen supplies purchased and set up. Office furniture purchased and set up. Mural on the front of the building has completed.

    Area Coordinator based in Yuendumu – Has been making weekly support visits to Yuelamu SNP - running in conjunction with Aged Care

    RJCP

    Activities RJCP recently recruited an Activity Supervisor in Yuelamu who is working closely with participants to build a perimeter fence around the cemetery. Participants will then cement graves and slash overgrown grass. Communities are now seeing the benefit of RJCP community participation activities. The art activity continues with regular participation. Athol Wark will deliver Safe Food Handling and Nutrition

    RJCP participants will work closely with council on the South Side Park in Yuelamu. This experience will enable participants to harness and further build on their skills, preparing them for future employment opportunities.

    Aged & Disability Care

    Repairs to floor still need to be carried out before new sink is installed.

    Night Patrol

    Being visited frequently by the Yuendumu-based NPAC. Attending all Local Board Meetings. This community has one male officer and we have hired a number of casuals to support issues raised at a previous Community meeting. Particularly active in getting the children to school in the mornings.

    Nyirripi Youth Sport and Recreation

    WYDAC youth teams in Nyirripi and Yuendumu are participating in the CDRC Regional Women’s Basketball Competition.

    Child Care New Crèche - Building is complete and we are waiting for DoE to hand over. Once the building is handed over and set up Crèche will begin operating from this location. Crèche is currently operating from the Nyirripi Council office as we are unable to run from the school. Area Coordinator based in Yuendumu has been supporting staff through regular visits Crèche training - WV is offering staff support to continue working through the ‘learning at work books’ so that staff keep working towards there cert 3 in Children Services. CDRC is working with Complete Personal and BIITE to get ongoing training happening in Nyirripi.

    Aged & Disability Care

    Quotes have been obtained for replacement washing machine/s for Aged Care. Acting Manager to review site and issue of water pressure in November visit

    Night Patrol

    Being visited frequently by Yuendumu-based NPAC. Has attended community for scheduled Local Board Meetings, however meetings have not occurred. This community is up to strength. They are performing well at

    this time. Ti Tree Youth Sport and Recreation

    Currently we have an acting TL in Ti Tree for 2 months up until mid December 2014. The Acting TL has worked with the council before in Yuelamu when the CDRC YSR program first began. He is now working with the team in Wilora, Ti Tree Town and 6 Mile communities.

    RJCP Activities: RJCP have been very active in Alyuen, supporting the pipeline and working to tidy the community through the community pride program. A fencing project is due to commence in Pmara Jutunta in November with the support of council and an RJCP supervisor Proud activities continue throughout the Ti Tree region where RJCP participants are positively contributing to community through participating in RJCP activities. Athol Wark is due to deliver Safe Food Handling, Health and Nutrition training at Ti Tree in the second half of November

    Aged & Disability Care

    Service operating well

    Night Patrol

    Wilora Being visited frequently by Ti Tree based AC. This community has one female and two male officers. All is going well. Previous land dispute with TARA appears to have resolved at this time. Pmara Jutunta Being visited frequently by Ti Tree based AC. This community presently has an amount of casuals. A lot of work has been done at the office and the staff are responding well. A/NPTL being promoted to NPTL. Nturiya

    Being visited frequently by Ti Tree based NP AC. This community has two males and one female officer. Things are returning to normal and it appears that the outstanding issues have calmed down.

    Atitjere Youth Sport and Recreation

    Local female CSRO has now been with the YSR team for 6 months and played a big role in the Regional Softball Competition. She has now advanced to working 20hrs a week. The Atitjere Internet Café which is funded through NT Libraries and facilitated by YSR has had its internet connection issues resolved, which had interrupted the service for approximately 2 months.     Laramba Youth Sport and Recreation

    The Mural Project continues and planning for a commencement of the additional music room for the recreational hall is underway in collaboration for CAYLUS. In recent weeks there has been reports of petrol sniffing in the community. CAYLUS has investigated the origins of the fuel and believe that the absence of Opal fuel in the area as a supply restriction is in part the reason for the alleged sniffing as people have easy access to high aromatic fuel.

    RJCP RJCP have stabilised its operations in Willowra with a permanent presence in the community. Activities: The Activity schedule is currently being rolled out in Willowra. Maree Axford has delivered Safe Food Handling, Health and Nutrition Hardy Fencing recently worked with RJCP on a fencing project in the community. RJCP have appointed an Activity Supervisor in Willowra who is working with participants to increase engagement and roll out further activities.

    Aged & Disability Care

    Coordinator has worked hard to progress the program service Personal care facilities are still an issue Meals as per weekly ration packs Discussions under way with SNP on a partnership to provide cooked meals to clients on a daily basis The number of clients is now 13.     and request Local Authorities to take a lead role in planning sports weekends so that the School Attendance Policy is at the forefront of decision making.

    SUMMARY: The Council School Attendance Policy was passed by the council to ensure that community events, sports weekends and cultural business was conducted in a manner that minimised the impact on school attendance. Since the introduction of the new policy, there has been several instances where Local Authorities have not ben actively engaged in the planning and endorsement of sports weekends, where the organisation of sports weekends has not gone to plan or where Council employees have been placed in compromising positions that breach the council policy. This has the potential for employees to have their employment terminated. BACKGROUND One year ago YSR brought the relationship between Sports weekends and School Attendance to the Council for discussion, and a new policy was developed as a result.

    YSR staff and programs are repeatedly having pressure applied to them at sports weekends across the whole region, including being put in difficult situations that breach the School Attendance Policy. Examples include: • If sports carnivals are held on a weekend that is not a long

    weekend or school holiday, often YSR teams are requested to lend out equipment or venues to hold concerts on school night.

    • Sports weekends are community events and not YSR service, nor are YSR funded to organize these events. . YSR cannot be responsible for resources nor coordination of sports weekends across the region.

    • YSR supports sports weekends when in line with School Attendance Policy by delivering activities to young people that do not have direct involvement with sports weekend activities..

    • YSR is often not invited to community meetings that decide on sports weekend details.

    • At times it is community stores that organise the dates of Sports Weekends with only minimal, if any, reference to Local Authorities and without any direct consultation with CDRC – this creates communication barriers.

    ISSUES, CONSEQUENCES AND OPTIONS A reaffirmation of the Council’s commitment to the School Attendance Policy, a commitment to remind Local Authorities (LA)of the importance of abiding by the Policy and a request for LA to proactively involve themselves in planning and endorsing Sports Weekend arrangements will assist to improve school attendance as well as obligations for adults to employment and training. It is suggested that Council, in managing the feedback to LA, give consideration to establishing an agreed standard process for feedback to LA in the same way that LA provide ‘Advice to Council’.     Capital Upgrade Projects Priority capital works projects per community for the next 6 months are listed on the Works Matrix. These tasks have been added to Community Plan reports that will be tabled at every second Local Authority meeting (approx every 4 months). This will allow community members to stay up to date with the status of each project, and keeps Council Service Managers focused on completing all projects. Core Services Staff Staff movements: We farewelled David Stokes (RSM Ti Tree) into retirement on 17 October and welcome Peter Van Heusden in his place. Peter was a Council Services Manager at Ramingining and worked at Maningrida and Ampilatwatja before that, and comes with substantial experience. Colin French (Ti Tree Works Supervisor) has been promoted to the Yuendumu Regional Works Manager role, starting early December, after the departure of Brad Hutchings. Colin has proved an effective leader of his Ti Tree team, particularly whilst installing the Alyuen water pipeline and is a good example of Council supporting and promoting talented members of its staff. Nishantha Perera commenced as a Works Project Officer in mid November, and will manage Council’s numerous second-tier capital works projects, including GMAAAC, Special Purpose Grants and Local Authority funded projects. He is an experienced Civil Engineer and we welcome him to the team. Staff Training Seven of the Council Service Managers / Works Managers are due to complete their Certificate IV in Frontline Management in February 2015, a solid achievement. Field Officers in the Ti Tree and Yuendumu regions are completing their Cert II Rural Operations training by the end of the year. This training has been very successful and will be extended into Atitjere and Lajamanu regions in 2015. Council’s RJCP program is currently negotiating to

    deliver the same training to its Civil Works participants, meaning they will be well trained to take on Field Officer roles as they become vacant. Fire Management There are no fire incidents to report for this period. All fire breaks and internal slashing is up to date. Landfills & Waste The Lajamanu landfill won the NT Tip Top Tip award at the 2014 Keep Australia Beautiful (NT) awards in Darwin on 25 October, following on from Yuendumu’s award last year. This is a great achievement for the Lajamanu Works team who did the majority of the upgrade works themselves over the last 18 months. Well done particularly to Michael Erglis, Craig Patterson and the Field Officer team. Asbestos removal from public buildings is scheduled to be done by contractors in Pmara Jutunta (1 building) and Yuendumu (4 buildings) between Jan 2015 and April 2016, as part of the Aust/NT Government Asbestos Removal Program. No dates have been set yet. The program aims to remove medium risk level asbestos containing materials (ACM) from community public buildings such as stores, churches, art centres, community halls, Regional Council buildings, buildings managed by Indigenous enterprises and other buildings. The program does not include removal of ACM from Northern Territory Government buildings (including Territory Housing dwellings) or Council buildings where there is no public access. Parks and Ovals Yuendumu and Lajamanu football oval upgrades are progressing through the planning stage. A tender for supply and installation of floodlights will be released before Christmas, for installation in Feb-April 2015. The Lajamanu GMAAAC committee in October approved the allocation of $120,000 ex gst for reshaping and drainage works on/around the oval and works are scheduled to occur in late November. Construction of new change rooms, toilets and spectator seating is also occurring. Roads The Australian Government formally announced its Road to Recovery funding amounts for the next 5 years. Council has been allocated the same as previous years (with no CPI increase) plus an extra years funding provided in 2015/16.

    Canberra vets visited Atitjere, Engawala and Irrelirre in late October 2014. The number of animals treated per community was not available at the time of writing this report, but indications from each community is that each was well-supported by residents. Vets from Ark Animal Hospital (Steve Cutter), supported by AMRRIC volunteers, visited Willowra, Ti Tree communities, Laramba and outstations in mid November. They visited Lajamanu in early November. They are visiting Nyirripi, Yuendumu and Yuelamu in late November. Report from John Skuja, vet at Ark Animal after Lajamanu and Ti Tree region visits: “In summary it has been a very worthwhile trip so far. The participation rate amongst community members has been very high and in general the health of the dogs is quite good with very low rates of mange and just a handful of dogs suffering moderate malnutrition. Significantly there has been quite a high number of requests for euthanasia from community members based on behavioural issues. It is reassuring to see people comfortable to surrender problem dogs on their own initiative. There were however some concerns raised about dogs that were not destroyed - to move forward in these cases it would be ideal to hold community meetings to back any necessary action”.     SUMMARY: The Audit & Risk Committee meets at least three times a year to carry out the audit & risk functions of the Council. The minutes of the meeting held on 13 November 2014 are attached for the Council’s information.

    BACKGROUND Council is required as per the NT Local Government Accounting Regulations (Part 4, Section 10) to create an Audit Committee which was approved by Council in February 2014. In essence Part 4, Section .10 (3) of the regulations state as follows: (3) Without limiting sub-regulation (1), the CEO must establish and maintain an audit committee to monitor:

    (i) compliance by the council with proper standards of financial management; and

    RECOMMENDATION: That Council provide direction to the CEO in developing a position paper on fracking in the Central Desert Region.

    SUMMARY: Tanya Hall, Coordinator for the Central Australian 'Frack Free' Campaign associated with Bob Durnam will inform the Central Australian community about the risks associated with shale gas exploration and extraction, particularly the practice of Hydraulic Fracturing or 'Fracking'.

    BACKGROUND The deputation is on behalf of the Central Australian Frack Free Alliance (CAFFA) - an alliance of community members and groups who have serious concerns with the development of the shale and unconventional gas industry and the use of hydraulic fracturing in Central Australia. CAFFA seeks to raise awareness of the risks of hydraulic fracturing.

    Tanya Hall request to speak to the Council, states:

    “In making this deputation to Central Desert Regional Council we are seeking to provide information and seek the feedback and concerns of Councillors, as well as open up initial dialogue for possible future collaborations and support for communities who may wish to oppose the exploration of shale gas on their lands.”
