Editorial Combining socio-economic development and environmental protection is the objective of sustainable development policies. Nowadays, “Blue Growth” is an international challenge in the maritime world.

The exploitation of marine resources (energy, minerals and food) is essential to global development, but such practices impact the marine environment, and more generally the climatic and biological balance of the planet.

To find a balance between exploitation and preservation of the ocean is a very complex task. In July 2012, approximately twenty maritime regions involved in marine science and technology issues (Brest, Qingdao, San Diego, Kiel, Rimouski, Southampton, Porto…) created the Maritime Innovative Territories International Network (MiTiN). By the signature of the "Convention for Blue Growth", the MiTiN regions confirmed their support to a new and sustainable maritime economy.

The "Innovation and Blue Growth" symposium, which will be held in Qingdao in China from the 28th to the 30th of October 2013 is one of the network's first international actions. Organized by Qingdao (China) and Brest (France) with the support and contributions of the MiTiN network, the symposium will bring together experts from the scientific, economic, private and public sectors. Through scientific advice and the analyses of technical, economic and regulatory conditions, stakes and perspectives will be highlighted for a better understanding of the ocean and a better valorization of its resources, especially the biological ones.

Two topics will be discussed in two sessions: oceanography and marine bio-resources. Advances in oceanography research can give a better knowledge of the complexity of the physical, chemical and biological processes that govern the marine environment. Fundamental knowledge of the ocean will open the way to sustainable exploitation of marine bio-resources for food, energy or health-related challenges. In addition, technological sessions will be organized by private companies.

We rely on your presence to animate the debates. As underlined by United Nations’ declaration, the emergence of a new, sustainable, maritime economy requires a strong cooperation between scientific, economic, public and private actors, at local and international levels. These are the objectives of the international MiTiN network and of this symposium.

General agenda of the Symposium

The symposium will be held from October 28th to 30th 2013 and includes the following events:

• An opening plenary session: high level talks given by public authorities and world experts representing research laboratories and companies, in particular from the MiTiN network, will analyze the conditions and development axes of Blue Growth strategies, focusing on two main themes: marine bio-resources and oceanography.

• A conference in two parallel sessions: presentations of research work, corporate projects

and development programs to foster cooperation between scientific and economic actors, on the two themes: oceanography and marine instrumentation (session 1), and marine bio-resources (session 2);

• A closure plenary session: synthesis of the symposium and exchanges on the next steps;

• Technological sessions organized by private companies;

• Exchanges on future international cooperation.

Opening plenary session

Tuesday 29 October 2013, 08.50 – 12.30

Keynote speeches of regional authorities, international and national organizations will open the conference. They will introduce the development programs, the perspectives as well as the challenges of the “Blue economic development policies”. The presentations will address marine science and technologies, and more specifically the two topics of the Symposium: marine bio-resources and oceanography.

The session will by ended by a socio-economic analysis of the “Blue Growth strategies”, realized by international experts. It will present the rationale and predicted impacts of such development policies, especially for the selected themes of the conference.

Session 1: oceanography and marine instrumentation

Through an overview of research and development programs, projects and technologies, this session will present main challenges and expected responses of oceanography.

• The first part (Tuesday 29 October 2013, 14.00 - 17.50) will focus on “Global Oceanography”, a fundamental science for the understanding of the oceans and their evolutions.

• The second part (Wednesday 30 October 2013, 08.00 - 11.40) will focus on “Coastal Oceanography”, the basis of sustainable development policies of coastal zones. The links between both domains will also be addressed, as being an emerging topic for future works.

Coastal zones are fragile and precious areas, which concentrate a rich marine biodiversity and a large ratio of human population, and offer a flourishing economy. Advances in coastal oceanography were made these past 50 years in order to understand the physical and bio-chemical processes occurring in coastal areas, and to forecast their evolution. This knowledge could help reducing the consequences of natural hazards and the degradation of marine environment. The presentation of current programs and core techniques will be the basis of the discussion on the state of the art and future works. Core analysis will highlight the links between coastal and global oceanography.

Session 2: marine bio-resources

Exploitation of marine bio-resources is a key sector of the Blue Economy. Through exchanges between companies, research centers and public authorities, the analysis will cover three main areas: sea farming, marine biotechnologies and seaweed, which are among the most promising fields in the context of global challenges such as food, health, biodiversity or environment.

• The first part (Tuesday 29 October 2013, 14.00 – 17.20) will focus on sea farming and marine biotechnologies.

• The second part (Wednesday 30 October, 08.00 – 11.40) will pursue the analysis on seaweed valorization, a growing domain of marine biotechnologies.

Through an overview of research and development areas and projects, the presentations of companies and research centers will set out the scientific and economic perspectives regarding seaweed exploitation. This session will thus address the whole chain, from detection and prediction of biomass, to culture and harvest of "natural" algae, up to the various valorization axes and their economic added value. The particular situation in Qingdao will be introduced, with analysis of the economic value of seaweed and modeling results on the variations of biomass to prevent green tides.

Further to a summary of the sessions, and key ideas set out during the conference, the closure session will open an exchange time on future cooperation.
