European social dialogue refers to discussions, consultations, negotiations and joint actions involving organizations representing the two sides of industry (employers and workers). It takes two main forms:
a tripartite dialogue involving the public authorities,
a bipartite dialogue between the European employers and trade union organisations.
This takes please at cross-industry level
sectoral social dialogue committees.

The Commission decided 1998 on the establishment of sectoral dialogue committees promoting the dialogue between the social partners in the sectors at European level (Commission decision of 20 May 1998 – 98/500/EC).
Precise provisions concerning the establishment, representativeness and operation of new sectoral committees, intended as central bodies for consultation, joint initiatives and negotiation.
Sectoral social dialogue committees are established with due regard for the autonomy of the social partners. As far as possible, organisations should be representative of all EU Member States, while their national members must be recognised as social partners in the respective countries.
The sectoral social dialogue committees consist of a maximum of 66 representatives of the social partners, comprising an equal number of employers' and workers' representatives. They are chaired either by a representative of the social partners or, at their request, by the representative of the Commission, who, in all cases, provides the secretariat for the committees.
Each Committee adopts its own rules of procedure, holds at least one plenary meeting per year.

Rules of Procedure drawn by stakeholders of SSDB are crisp and open, current version of 21. November 2014
Have to be put in context to Cyprus Declaration in SSDB where it was agreed that Social Partners are free to raise and present any issue of their concern at a meeting
This does not imply that this topic will be further dealt with by social partners. Such action would require to reach consent among social partners about scope, content, proposed outcome etc.
Aim: Give opinions to Commission and promote and develop Social Dialogue
Social Partners have left the Chairing of the SSDB-Committee to the Commission despite the possibility to establish another framework. With respect to transparency and work load this has so far not been attractive.

Future Issues (2): Commission Priorities with impact SSDB
Improving the gender balance among non-executive directors of companies listed on stock exchanges and related measures (2012/299 (COD). Discussion at council level are blocked; Discussion at working party level resume.
EU Quality Framework for anticipation of change and restructuring COM (2013) 882 final launched on 13.12.2013. The Commission calls for implementation of the QFR through appropriate means The Commission will monitor and consider the need to revise it by 2016.

Future Issues (4): Unions have diverse approaches to new challenges
NFU Conference, Oslo 28 May 2015: Financial Sectors for Sustainable Growth: “We have seen a wave of new financial regulation for both banks and insurance companies creating better stability in the markets. Much has been needed and good, but some of it risks creating less financial sector diversity, and administrative burden for employees. In the face of these challenges and of the digitalisation and rapid change of the financial landscape, the participants agreed on the need to take the basic values of traditional finance – trust, consumer focus, stability and local connection – into the future of finance.”
FISA/CGIL EU Project on a “Trade-union approach to productivity, competitiveness and social sustainability of the banking industry in Europe”: “in order to achieve ideal operating results in this time of crisis, banks should give the priority to increasing revenues and to achieving a balanced distribution between the different sources of revenue (brokerage revenues, service revenues, other).”

Summary
Sectoral Social Dialogue in the Banking Industry is well established
Social partners demonstrated over the years a very good prediction of the issues that will become important (e.g. IT-Emplyability –> Digitalisation, New Bank Phenomenon -> NON-Bank Competition, Digitalization, Enlagement Projects -> Capacity Building, CSR -> CSR Commission Initiative, and the newest: Banking Regulation Impact on Employment will become basis for social/employment impact assessment by regulators)
Solid basis established to inquire into issues relating to a Social Pact for Sustainable Finance
Experiences of national collecive negotiators have to be incresingly visible on EU-level because of new role of (Sectoral) Social Dialogue under the new Commission
