Guide to the SIRE Barges Particulars
Questionnaire Computer Application

The SIRE Programme The SIRE Programme was introduced in 1993 to provide OCIMF Members and
others (who share OCIMF‟s concerns for pollution prevention and Barge safety)
information that related to the condition and operational practices that were
observed during the course of ship inspections. Since then, SIRE has grown to
become a key tool used by Oil Companies, Charterers and others to establish
vessel quality and operational standards. More than 120,000 Barge inspection
reports have been submitted to date each month, Report Recipients access more
than 2,000 reports from SIRE.
Since 1997, Barge Operators have been able to submit information pertaining to
the physical information about the vessel (Length, beam, etc.) using OCIMF
supplied computer software. Initially called the OCIMF Vessel Particulars
Questionnaire, or “VPQ” this document was revised in 2003 and renamed the
OCIMF Harmonised Vessel Particulars, or “HVPQ”. In addition inspection reports
are conducted by OCIMF accredited Originators.
In 2004/5 a totally web based SIRE Programme was introduced which also
includes Barges and Small vessels.
This document provides a step-by-step overview of how to download and install
the computer programme used for the Barge Particular Questionnaire (BPQ) of
these vessels and thereafter, to create and submit reports to the OCIMF SIRE
System.
Computer System Requirements
Pentium 4 or similar computer (probably no older than 3 years)
Microsoft® Windows XP with Service Pack 2,
Microsoft® Windows Vista/7
Microsoft® Windows 7,
Winzip® or similar, compression utility programme.
Internet connection – MS Internet Explorer Version 7 or above.
Windows .net framework (see below)
Adobe Acrobat®
More than one PC can be used for report generation, however if you have started
a report please finish it on the same PC.

Important - read this first
The Computer software developed for the Barge Particulars Questionnaires (BPQ)
operates under a Microsoft® Windows system called .Net Framework. For older
versions of Windows pre Vista/7 it is important that .Net Framework Version 1.1
is already installed on your PC prior to downloading the SIRE Barge Particulars
Questionnaire. This should be loaded automatically if the SIRE program does not
detect it. Most modern computers will have .Net Framework already installed.
If the Microsoft .NET Framework is installed, it will be listed as an installed
Programme. If it does not appear on this list, it must be downloaded and installed
from the Microsoft website.

Downloading the SIRE Barge Particulars
Questionnaire
1. Open the SIRE Programme web site Login page
The SIRE Barge Particulars Questionnaire can be downloaded from www.ocimf-
sire.com
2. Login into the web site
A valid user name and password are required to log in to the SIRE barge web
site. These will be provided by the SIRE Administrator who can be contacted at
[email protected]. If you are already registered as a VPQ submitter those
passwords are still valid.

3. Open the Resources page
Select and click the „resources‟ tab from the toolbar menu at the top right hand
side of the screen.
4. Download the editor setup Programme
The Barge Particulars Questionnaire Setup download file is located in the
„Resources‟ table. Download the Barge Particulars Questionnaire Setup
Programme by clicking the icon to the right of the Barge Particulars Questionnaire
Setup.
You will be prompted to Open or Save the Programme. Select Save and save the
Setup.exe Programme to your desktop, or filearea of your choice.

5. Install the Editor
Double click on the Setup.exe to install the editor.
The Install Programme will open a Welcome screen as shown below.
Click on Next and follow the instructions.
Please note that the next screen is a general registration page, please type in
your own name and the company you work for.
It is recommended that you use the default folder that the installer suggests.

After installation has completed, the “Installation Complete” dialog as shown
below will appear.
Note to remote dial up users.
The download of this programme can take some time, especially if the .net
framework has not been loaded..

6. Start the Barge Particulars Questionnaire
Start the Barge Particulars Questionnaire by double clicking on the SIRE Generic
Report Editor Icon that should have been installed on the Start menu or on the
screen icon.
7. Login in to the Barge Particulars Questionnaire
The Barge Particulars Questionnaire should present a Login dialog as illustrated
below. If using for the first time please fill in the Full name (your company), the
User name and ID (Usually 24……) and the password (numerical). These numbers
were supplied to you by OCIMF.

If your computer is connected to the internet, the editor will check for updates. If
not, the editor will permit Login with cached rights.
When Login has been completed press the Continue button to start the editor.

9. Creating a new barge particulars report
To create a new report click the „New‟ button on the editor toolbar.
The full Programme toolbar options are as follows:
Create a New Report This creates a new report.
Open an existing Report This opens an existing report.
Close the current Report This closes the current report.
Save the current Report This saves the current report.
Print This prints the current report
view.
Page Setup This is used to select page size
and orientation.
Navigation keys: Previous Chapter, Previous Page Previous question
Next question
Next Page Next Chapter
These buttons are used for navigation within a report.
Submit completed report to SIRE
This submits any 100% completed reports to the SIRE web site. An
open internet connection is required.
Import a Report This imports a report.
Export the current Report This exports a report.
Register User Details This permits user details to be
registered. The Programme may also be used in Test Mode without a valid user registration.
Goto (within a Report) This provides a means of
navigating to any question within a report.
Increase/Decrease Report Font size
This increases or decreases the screen font size
Cut, Copy, Paste These buttons provide a means of
cutting, copying or pasting the selected text.
Omit competed questions This skips all completed questions
from the on screen view and only shows uncompleted questions.
You are strongly advised to save the report at frequent intervals by
pressing the Save button. To close the report, press the Close button.

11 Variant Wizard
When opening a new report be sure to select the correct variant.
Follow the prompts.
Complete all the sections as requested by the variant. Mandatory questions have
a red line on the left side, once answered this line will disappear.
Use your Scroll keys to navigate between individual questions.

At the bottom of the screen, the chapter numbers need to be finished (ticked)
before submission can take place. If you have missed a question click the chapter
containing the cross.

Additional Guidance
These are found where a question has a G to the left of the question number. The
guidance notes will be shown at the bottom of the screen.
Printing a report
Reports can be printed in several formats.
Ensure that you have the correct page set up for your particular printer. This is
located next to the print button on the Barge Particulars Questionnaire.
To print A4 or Legal size documents select the printer icon on the top icon bar.
For Pocket book size (Filofax) select the bottom icon. If you wish to print the
report as the recipient member or inspector would see it select „Report‟ on the
bottom icon.
12. Submission of the completed report
If the Operating Company elects to process its reports at its designated office
prior to submitting them to SIRE, it may do so. In such cases, the Operating
company must inform the originator that this is the required option.
Reports that are sent direct to the Operating company are to be treated by the
originator as any document that is sent by email as an attachment. To submit a
report in this way, the report must be exported direct from the SIRE Barge
Particulars Questionnaire into a convenient folder where it can then be retrieved
and attached to an email to the Operating company.
Regardless as to whether the report is submitted direct to the SIRE Internet site,
or to the Operator, the report must be 100% complete before it is exported. In
the case of the Barge Programme, 100% complete means that all questions that
are mandatory have been answered. When the report is 100% complete, click
the Export button on the toolbar and save the file to any convenient folder in your
file directory. The file numbering convention uses four groups of 4 numeric
characters followed by the file handle .sdf.
The report can thereafter be attached to the email that is sent to the Operating
company.

Reports can be submitted either to the Operating company or direct to the SIRE
Internet site.
The Operating company will instruct the originator as to which method
they require to be used.
Method A - Submission direct to the SIRE Internet Site
To submit a report direct to the SIRE Internet site, you will need an open an
Internet connection.
Close and save the report you are editing.
Select the Submit icon from the top of the Barge Particulars Questionnaire icon
bar.
Tick the report you wish to send.
Select OK and the report will be sent to the submitting members pending area.
Click on the Login button to log in and submit the completed report to the SIRE
web site.
The progress and status of the submission process will be shown in the live
synchronisation status window.

Method B - To Export a Report
Open the report in the editor
Using Windows Explorer go to the drive where the install has taken place, by
default:
For VISTA/7:
C:\Users\[Username]\Documents\SIRE\Report Editor 5.0\reports
For XP:
C:\Documents and Settings\[Username]\My Documents\SIRE\Report Editor 5.0
Inside the directory you will see the report i.e. 1999-9999-1234-1234.sdf. Please
use this file as your mail attachment.
To Edit a report sent by an Originator (If required)
Register the programme in the office as described on Page 7
Import the file into:
For VISTA/7:
C:\Users\[Username]\Documents\SIRE\Report Editor 5.0\reports
For XP:
C:\Documents and Settings\[Username]\My Documents\SIRE\Report Editor 5.0
Open the file and check/make the necessary edits.
Submit the file as described on page 13
Additional Information only if your company uses proxy servers to access
the Internet
1. Proxy Servers:
In order to use a Proxy Server with the Version 4.x SIRE Barge Particulars
Questionnaire it is necessary to make the following changes:-
1. Navigate to The SIRE Barge Particulars Questionnaire application folder.
This will typically be C:\Program Files\SIRE\Barge Particulars
Questionnaire using the default install folder.
2. Open the Resources folder and open the file 'Editor Settings.INI' in
Notepad.
3. A series of settings are available to configure a Proxy Server as follows:
[Web Service]

Uses Proxy Server=No

Proxy Password=
Proxy Domain=
4. These entries should be changed as follows:-
Location=Remote
Uses Proxy Server=Yes
Proxy Host=IP address of the Proxy Server
Proxy Port=Port number on the server to use (usually 80)
Proxy User=The user name if the user needs to be authenticated by the
Proxy Server
Proxy Password=Password if the user needs to be authenticated by the
Proxy Server
Proxy Domain=The domain to which the user name belongs. Typically this
is the computer name of the Proxy Server
The Proxy User, Proxy Password, and Proxy Domain can in many cases be
left blank
These settings should be configured by an IT or network administrator for
the member company.
5. After configuring these settings the Barge Particulars Questionnaire should
be restarted and report submission should now work through a Proxy
Server rather than a direct Internet connection.
