Town Talk with Kevin Smith

I’m pleased to inform the residents of Londonderry when they receive their tax bills in December, they will be seeing a decrease in their tax rate for the first time in seven years! This rate decrease was primarily due to a decrease in total spending, higher than expected outside revenues, and an increase in commercial (business) valuations. I commend both the finance department and Town Council for crafting a budget that was conservative in its estimates and lived within its means in order to accomplish this.

On November 30th, the end of next month, Captain Robert Michaud will retire from a near three- decade career in uniform service to the public, law enforcement, most of it with LPD. At seventeen he joined the United States Marine Corps where he served for four years. He left with a meritorious promotion to Lance Corporal and a meritorious promotion to Corporal, and he received a Good Conduct Medal.

In July of 1991 he joined the Merrimac Massachusetts Police Department as a police officer. In March 1993 Bob went fulltime at Sandown, New Hampshire Police Department, where his talents were quickly recognized by his superiors. He left in 1996 as a Corporal and the Police Prosecutor to join Londonderry Police Department. Again Bob’s career was characterized by dedication to duty, a daily pursuit of excellence, an openness of mind and uncommon decency. He rose through the ranks quickly, becoming a supervisor in 2002, a ranking officer in 2007 and a Division Commander in 2011.

Bob, more than most, has given to this PD and to this Town far more than he ever received. He advanced through selfless service, asking only that his work, his duty, his passionate excellence be the benchmarks of advancement.

For the people of Londonderry who you ably served, I say thank you for your service, Bob.

Good luck in your new adventure!

FOR TRICK-OR-TREATERS • Do not trick-or-treat by yourself.

• If props are carried, they should be made of soft rubber, Styrofoam, or other pliable material.

• Do not take short cuts, especially through alleys.

• Obey all traffic signals and look in all directions when crossing the street.

• Don’t run! Walk to your intended destination and don’t dart in and out of cars or driveways. If there are no side-walks stay as far left of the roadway as possible.

• Walk in the direction facing traffic.

• Only trick-or-treat at homes with their porch light on. Never approach a car offering candy.

• Wait until you get home before eating any treats.

FOR HOMEOWNERS • Turn on your porch light so children know it is

all right to visit your home.

• If you are placing a Jack-O-Lantern on your porch, place a glow stick inside instead of a candle.

• Hand out only commercially wrapped candy.

• Never invite children into your home.

• Keep pets away from children.

• Maintain clear walkways that are free from obstruction.

• If using candles, keep them away from the path of children.

FOR MOTORISTS • Drive slowly and cautiously.

• Never drink and drive.

FOR PARENTS • Always escort your children and carry a

flashlight.

• Be familiar with the neighborhood where your children will be trick-or-treating.

• Set a specific time for your child/children to be out.

• Always know who is trick-or-treating with your children.

• Walk on the sidewalks and not in the middle of the street.

• Instruct your children NEVER to enter any homes.

• Stay in well-lighted areas.

• Inspect all treats before allowing children to eat them.

• Choose fireproof comfortable costumes made of light colored material so they can be easily seen in the dark.

• Consider placing reflective or glow in the dark tape on your children’s costumes.

• Have children avoid wearing eye makeup or masks, which will restrict their vision.

• Avoid having children carry replica firearms, swords, or toys which can be mistaken for the real thing.

• Give out only commercially wrapped candy.

• Teach children their home and/or parent’s cellular phone number in case they get lost.

• Consider a Halloween party at your residence instead of going out to trick-or-treat.
