They also organized and hosted analumni event and dinner associatedwith the event, and established a baseof operations. Over 80 alumniparticipated, including manydistinguished officials. CongratulationsMaya and Bede for implementing yourproject plan and for helping to formally establish thealumni association. We look forward to futuredevelopments and accomplishments, especiallyaligned with your goal to better prepare Fellows andmentor alumni with their Fellows Projects.

In India, I also had the opportunity to meet withalumni while I was in New Delhi. I was particularlyimpressed by the format of what was set up during thisgathering. It paralleled what we do back in Oahuwhere a group of Subject Matter Experts were askedto participate in a panel that culminated with a verylively and productive Q&A session. Specifically, thepanel addressed key topics such as Sino-Indianrelations, the Kashmir issue, FOIP, and U.S.-Indiarelations. A special thanks to our panel members andespecially to two of our alumni, Balaji and Maya, whohelped organize the event. The participating alumnialso formed a WhatsApp group to work together tobuild the group’s capacity and to continue securitydiscussions to promote common understanding. Thereception afterwards generated more discussion fromthe panel session.

All to say, these alumni gatherings both in Sri Lankaand India hit the mark in my view of keeping thedialogue amongst security practitioners alive andconnected. I am so proud of our alumni who aretaking the initiative to advance peace, stability andprosperity in the region. I look forward to engagingwith more alumni in my upcoming travel to the region.

Dr. Miemie Byrd recently visited Myanmar where acore group of alumni has formed a task force to draftTerms of Reference that will eventually become thegroup’s organizational by-laws and lead to a moreformal alumni association. In Fiji, the DKI APCSS Dean, Carleton Cramer andDr. Al Oehlers recently met with a core group ofalumni, including Erica Lee (ASC14-3) and SuniaRatulevu (CCM16-1). The alumni voted to form anexecutive committee and elected the leaders of thegroup. They scheduled their first formal alumni eventfor November, and an alumnus presented his FellowsProject at the event. The executive committee has alsoupdated the entire list of Fijian alumni and assumedthis effort as a periodic task. The executive committee

is also working on thegovernance structure and policies for the group.

New Zealand and Papua New Guinea: Mr. TomPatykula traveled to these two countries in mid-November in support of the formal establishment ofthe DKI APCSS alumni associations. John Gasner traveled to Thailand in support of aThai-hosted alumni event on Nov 22. DKI APCSSbrought a one-week senior executive course toThailand, co-hosting the coursewith the Thai Strategic StudiesCenter (SSC). The SSC and theThai alumni association arrangedan alumni event to help build thecapacity of the alumniassociation and to celebrate theaccomplishments of severalalumni. We formally recognizeda group of Thai alumni forcompleting their FellowsProjects—they earned the newgold/red Lau Lima Kulealanyard. The Thai alumnicontinue to prepare Fellows andmentor alumni with theirprojects.

the Royal Thai Armed Forces, from 26-28 August. Themed “Collaboration in aFree and Open Indo-Pacific,” this year’s conference included representatives from

31 countries, who strengthened military-to-military ties, discussed complex challenges, and shared values.

Together we made positive progress on many complex issues and opportunities, including securitychallenges in the ASEAN nations, counterterrorism, interoperability, and emerging technologies. This year’sconference served as a platform to grow individual relationships and advance regional partnerships.Despite thousands of miles physically separating our nations, we are bound tightly together through eventslike these. I am sincerely grateful to the U.S.’s longest bilateral treaty ally and the 2019 ASEAN Chair,Thailand, for their hospitality and collaboration. It was excellent to work alongside old friends for thebenefit of the entire region. Fiji will co-host the 2020 CHODs; I look forward to seeing you all there.
