PREFACE

The need for Quarterly National Accounts has gained high priority to measure the short-termeconomic performance. This is the fourteenth of the series to be released quarterly onQuarterly National Accounts Estimates by the Department of Census and Statistics. ThisBulletin contains “Gross Domestic Product Estimates” (GDP) for the third quarter of 2007 atcurrent and constant prices with 2002 as the base year. The comprehensive set of nationalaccounts tables are given for Sub sectors of GDP and more disaggregation of the Agriculturevalue added and the Short term economic indicators are given separately as Selected leadingeconomic indicators for the sub sectors of GDP.

The economic performance of Sri Lankarecorded a satisfactory growth rate of 7.0per cent in Gross Domestic Product (GDP)at constant (2002) prices for the thirdquarter of 2007 as against the growth rateof 7.7 per cent recorded for the thirdquarter of 2006.

The Services sector of GDP grew by 7.4per cent and for the Industry sector grewby 7.5 per cent and the Agriculture sectorof GDP has recorded a growth rate of3.7 percent for the third quarter of 2007as against that 2006.

The value added contributions to the GDPfrom Agriculture, Industry & servicessectors were 12.1 percent, 28.4 percentand 59.5 percent respectively.Accordingly, the Service sector hasbecome the dominating sector of GDP inthe recent past.

The Inflation Rate based on GDP ImplicitDeflator indicated 13.8 per cent for thethird quarter of 2007 as against that of2006 and it shows an increase comparedto the inflation rate of 11.5 per centrecorded for the third quarter of 2006.

The economy is showing an attractiveeconomic growth in the sectors of,Industry and Services for the thirdquarter of 2007.

GDP growth rate of 7.0 per cent inthe third quarter of the year 2007over the corresponding quarter of theprevious year 2006 was achieved dueto the following main reasons.

a. The implementation of introducedfavourable government economicpolicies in the country.

b. The continuation of uninterruptedpower generation and distributionduring the reference period.

c. Satisfactory economic performanceexperienced in the countries like USA,Japan, and European countries alsohad favourable effects for betterexternal trade and economicperformance during the third quarterof the year 2007. The civil warstarted at the beginning of thirdquarter of 2006 in the North East afterthe MOU. But its impact for theeconomic performance cannot berecorded negatively. However, peaceis the most important factor for the

Agriculture

The agriculture sector has showna positive performance in the thirdquarter of 2007. A growth of 3.7per cent was recorded for theagriculture sector of GDP as

against the growth rate of 4.0 per centrecorded for the corresponding periodin 2006.

Paddy production has shown anegative growth rate of 4.1 per cent inthe third quarter of 2007 as againstthe negative growth rate of 2.3 percent recorded in the third quarter of2006. The Yala paddy production in

2006 was 57.8 Mn bushels and it is55.4 Mn bushels in 2007 which causedthe paddy value added to drop by 4.1percent. This is mainly due to thedecrease of Yala harvested area by8.4 percent.

In real terms, the value added in theFishing sub sector increased by 2.9per cent from Rs. 4,974 million inthe third quarter of 2006 to Rs. 5,118million in the third quarter of 2007.

Marine fish production which hasincreased by 2.5 percent. Inland fishproduction has increased by 5.0percent over the third quarter ofprevious year.

In real terms fishing industry hasshown an increase of 2.9 percent inthe thied quarter of 2007. It indicatesthat it had recovered after theTsunami disaster.

The green leaf production of tea hasshown a positive growth rate of 3.0per cent in the third quarter of 2007as against the negative growth rateof 0.7 per cent in the third quarter of2006.

Value added in Rubber production isestimated to a positive growth rateof 8.6 percent for the third quarterof 2007 as against the growth rate of1.3 per cent for the third quarter of2006.

Coconut production has recorded agrowth rate of 4.3 per cent for thethird quarter of 2007 as against thegrowth rate of 5.2 per cent for thethird quarter of the previous year.

In real terms, the value added in theMinor export crops sub sectorincreased by 7.6 per cent. But thevalues increased from Rs. 2,891million for the third quarter of 2006to Rs. 3,110 million for the thirdquarter of 2007. This indicatesrelatively a satisfactory high priceincrease in Minor export crops for thereference period. This affected thecinnamon production to increase yearby year. Sri Lanka, is the world’slargest Cinnamon exporter providingaround 70 percent of the world totalexports. Similarly, mace production

In real terms, the value added ofOther food crops sub sector, whichconsists of Highland crops,Vegetables and Fruits has shown apositive growth rate of 5.4 per centfor the third quarter of 2007 and thisis mainly due to the productionincreases in vegetable and highlandcrops in 2007.

Coconut new planting has increasedalong the coastal belt where Tsunamiwas affected. This affected toincrease the value added in plantationdevelopment sub sector.

Livestock production was alsoestimated to have a positive growthrate of 6.5 percent for the thirdquarter of 2007 as against the growthrate of 7.8 percent for the thirdquarter of 2006.

As the poverty is a rural phenomenain the country, immediate povertyreduction and rural economicdevelopment are highly related withthe upliftment of rural agriculture,where around 30 per cent of the totalemployment is sti l l engaged inagriculture for the whole country andit is 40 per cent or above 40 per centin many of the economicallybackward districts.

Badulla district shows employmentshare around 66 per cent for theagriculture sector. It means that withthe other economic activitiesagriculture should have a prominentplace for the upliftment of the ruralsector. This is an issue on continuedun-favourable input to output ratio formany agriculture products due tohigh cost of inputs in production andlow output return and low prices.

In this connection, at presentfavourable prices shown in thedomestic agriculture are favourablefor these rural developmentobjectives. A separate policy will beneeded to cater for the urban lowincome groups where the priceimpacts are relatively high.

Industry

Industry Sector has recorded agrowth rate of 7.5 percent in thisquarter. It was 8.4 percent in thecorresponding quarter of 2006.

Manufacturing industry has recordeda high growth rate of 6.7 percent forthe third quarter of 2007 as against5.9 percent in 2006. Factory industryrecorded 6.7 percent growth rate inthe third quarter of 2007 as against6.1 percent recorded in the thirdquarter of 2006. The processingindustries sub sector recorded 4.7percent growth rate in 2007 asagainst a growth rate of 2.0 percentfor the same period of 2006.

During the reference period, the totalvalue of industrial exports grew by18.4 percent and the Textiles andGarment exports increased by 13.2percent as against that of 11.4 percent and 9.2 percent for the sameperiod of 2006.

The performance of Mining andQuarrying sector for the referenceperiod indicated a growth rate of 15.7percent as against the growth rate of14.3 per cent for the correspondingquarter of the previous year.

The estimates of Electricity, Gas andWater sub sector has recorded agrowth rate of 5.2 percent for thethird quarter of 2007 as against thatof 19.1 percent in the same period of2006.

The total power generation for thethird quarter of 2007 increased by4.5 percent as against that of thecorresponding reference period in2006. It was 21.0 percent in thecorresponding quarter of 2006.

Hydro power generation shows anegative increase due to insufficientrain falls in Hydro catchments areaand gradual decrease in capacity ofreservoirs. Consequently it shows ahigh growth in thermal powergeneration. The hydro-powergeneration contributes around 30.0percent of total power generation.

Escalating price increases of crudeoil have had adverse impact on costof production of thermal powergeneration which have causedadversely on its value added.

In real terms, a growth rate of 9.0percent was estimated for theconstruction industry for the thirdquarter of 2007. The value of importsof investment goods including buildingmaterials for construction industryhas increased by 25.8 percent forthe reference period.

Under “Maga Naguma” roaddevelopment project reconstructedroads in selected remote areas in theIsland which do not have properaccess to the vil lages. Theseconstructions are still in progress.

Service Sector

The service sector recorded a 7.4percent growth rate for the thirdquarter of 2007 which was 8.2percent for the corresponding quarterof the previous year.

The growth rate recorded for theTrade sub sector was 6.5 per centfor the reference period of 2007 asagainst that of 7.2 per cent recordedfor the third quarter of 2006. TheWholesale, retail trade and theCommunication sub sectors indicatedcontinuous growth rates within theService sector of the GDP in recentpast.

The transport & Communication subsector has recorded continuous by ahigh growth of 12.2 per cent for thereference period. This growth waslargely contributed by theperformance in thetelecommunication and cargohandling, ports and civil aviation subsectors.

The number of fixed and mobiletelephones has increased by 45.7percent and 50.6 percentrespectively from the third Quarterof 2006 to the third quarter of 2007.

. The number of registration of Buses,motor cars, and Lorries decreasedby 48.8%, 29.9%, and 11.8%respectively for the reference periodbut Registration of motor bikes hasrecorded an increase of 6.2 percentin this quarter.

The number of 20 footer containershandled by Ports Authority duringthe reference period has increasedby 6.2%. During this period, SriLanka Ports Authority (SLPA)including South Asia GatewayTerminal (SAGT) handled 895,238containers

Cargo handling – Ports and civilaviation increased by 5.6 percent incomparison to a growth of 14.1percent in the respective quarter of2006.

Passenger kilometers flown by theSri Lanka Air Lines has increasedby 6.3 percent during this quarter.It is income indicates a growth of12.5 percent.

For the third quarter of 2006 and2007, the total value of imports haveincreased by 15.2 and 18.5 per centrespectively and the total value ofexports increased by 21.9 per centin 2007 and 11.7 per cent in 2006.Accordingly, external trade wasbetter for the third quarter of 2007compared to that of 2006.

The continuous widening gap ofimports and exports is a big issuewith escalating crude oil prices atpresent. Therefore, policy measuresare needed to monitor imports toreduce the unfavourable wideninggap before it reaches to a criticalunmanageable situation.

Investment

The value of imported Investmentgoods increased by 25.8 per cent forthe third quarter of 2007 where 16.0per cent was recorded for the sameperiod in 2006.

Inflation Rate

The GDP implicit price deflator basedon 2002=100 increased to 160.5 inthe third quarter of 2007 as againstthat of 141.0 per cent for the sameperiod in 2006.

Quarterly average inflation ratebased on GDP was estimated as 13.8per cent for the third quarter of 2007as against that of 11.5 per centrecorded in the same period of 2006.

For this reference period, the crudeoil prices have gone up and itsunavoidable adverse impact can beseen in this inflation rate.

The Sri Lanka Consumers’ PriceIndex (SLCPI, Base year 1995 to1997=100) has more urban coveragefor the country and the Expenditureweights were extracted from the1995/96 survey on Income andExpenditure of Households.

Colombo Consumers’ Price Index(CCPI), and SLCPI have shownquarterly average price increases of17.4, 21.6 per cent respectively forthe third quarter of 2007 as againstthat of 15.1 and 10.7 in the sameperiod of 2006. So, all these CPIindices show relatively highincreases in the prices of consumergoods and services for the thirdquarter of 2007.
