Welcome Speeches Essono Sosthene, of TRB welcomed delegates and thanked CTO for the

positive working relationship with TRB, exemplified by honouring TRB Director General, Jean Loius Beh Menghe with the opportunity to chair CTO Forum

Engr. Taylor, SG of CTO: Praised Minister Libom Likeng, for big impact she has had in the ICT sector CTO is keen on expanding ICT in the country by supporting the good work

of her Ministry and the TRB. He further pointed out that the good working relationship is exemplified by

the parallel work going on in Cameroon on the Cyber-security front. He gave an example in innovation in ICT of a Mobile application “Gifted

Mom” developed by a Cameroonian youth, with the help of a CTO award, through which the pregnant mothers have access to medical advice.

Thanked Sponsors: Ministry of Posts & Telecoms, TRB, Inmarsat, ATDI, & Facebook.

Honourable Minister’s Opening Speech Honourable Libom Likeng, welcomed delegates to Cameroon and thanked

the CTO for demonstrating the importance of Spectrum. She stressed the importance of the forum as a means of sharing knowledge

of Spectrum planning and monitoring. She also stressed the need for innovative methods to get more spectrum for

more services. She reminded delegates that aware of the challenges of digital economy

and developing appropriate infrastructure, the President had instructed government to develop communication infrastructure to bridge development gap and empower the youth.

She praised the work of the CTO pointing out that many professional have attended CTO courses in areas like cyber-security, and new Generation Networks.

She expressed the hope that the Cameroonian people will soon feel outcome of this meeting, before declaring the Forum open.

S9: Spectrum Management: Looking Ahead (1) Jonathan Pinifolo: On-going work in SADC Region Need for a strategy for Africa Bashir Patel: Need to build on work already done and protection of existing services. Need to build capacity towards preparatory meetings Stressed sub-regional, regional regulatory harmonisation Diana Tomimura

Prof Nwana African needs to better utilise low frequency band in 700, 800 and 900 MHz Need to look at SDGs Stephen Bello Need for Consumer choice: Rural, urban, rich, poor.

Page 18: of the Commonwealth Spectrum Management Forum 10 Edmund... · of the Commonwealth Spectrum Management Forum ... Africa is still working of 2G, ... Highlights of the Commonwealth Spectrum

S9: Spectrum Management: Looking Ahead (2) Eddy Amana 2006 planning was not efficient, We need to re-farm & take advantage of flexible technology Mahmood Zonoozi New technologies should look in the under-utilised higher frequencies and those unanimously proposed to WRC-15 Sovereignty rights goes against harmonisation and globalisation. It is vital to stick on the WRC-15 decision on the candidate bands listed in RES 238. WRC decisions should be mandate for selection of IMT/5G bands Importance of 28 GHz for satellite access in Africa. Technology used for 60 GHz WIGIG can be efficiently reused to develop > 66 GHz 5G / IMT-2020 systems Mazar No contributions from Africa despite being in the study groups We need to ask why WiGig is not working in higher frequencies African need to be more harmonised under the umbrella of ATU Andrew Kisaka Need for coordinated effort in data collection across Africa, on level of usage Massima: No problem with sovereignty We should be more strict in fighting interference especially in the wifi bands

Page 19: of the Commonwealth Spectrum Management Forum 10 Edmund... · of the Commonwealth Spectrum Management Forum ... Africa is still working of 2G, ... Highlights of the Commonwealth Spectrum

S9: Spectrum Management: Looking Ahead (3) Diana Tomimura: Australia has a long term plan, other countries can do the same. This increases transparency Global harmonisation lead to affordability through globally standardised equipment. Recommendation 1: Encourage regional bodies to strengthen work of studies in order to contribute

to ITU-R study groups. Recommendation 2: We should aim to work towards global harmonisation

Spectrum Utilisation We don’t use radar frequencies but don’t want to give it up to 5G

Prof. Nwana The poor do not run the global spectrum policy Use the right data and arguments to put your case We should use evidence based Why don’t we use 450Mhz band for LTE?

Page 20: of the Commonwealth Spectrum Management Forum 10 Edmund... · of the Commonwealth Spectrum Management Forum ... Africa is still working of 2G, ... Highlights of the Commonwealth Spectrum

S9: Spectrum Management: Looking Ahead (4) Cameroonian Advisor African arguments at WRC-15 was that we are still working on digital migration. What argument will we have at WRC-19? Bashir Patel Asia we focusing on national and regional requirements, e.g. national wifi coverage Meeting is saying: Let Africa develop its own spectrum policy RECs are collecting data on the ground. CTO can assist in developing a coherent strategy. We should focus to address WRC-19 Agenda items To invite Commonwealth Regulators to support by providing inputs on ESIMs studies being carried out for Andrew Kisaka There are issues which require data but there are other issues which need studies and require finance. Here we need a

full-time body to follow up. Recommendation: We need to secure resources to set a body and carry out spectrum studies. CTO is called upon to

assist. Kojo Boakye Innovation is happening faster and faster. Policy makers and Regulators have a challenges to create environments that

encourage innovation

Page 21: of the Commonwealth Spectrum Management Forum 10 Edmund... · of the Commonwealth Spectrum Management Forum ... Africa is still working of 2G, ... Highlights of the Commonwealth Spectrum

S9: Spectrum Management: Looking Ahead (5) Kojo Boakye Innovation is happening faster and faster. Policy makers and Regulators have a challenges to

create environments that encourage innovation Kamal Regulators need to see industry as partners who can assist them with capacity building in the

quest to keep up with innovation Stephen Bello Regulator need to start with recruiting the right personnel, and then keep them trained. We should encourage participatory regulation, with industry making inputs Kojo Boakye Its not only who you hire but who you keep Jonathan Pinifolo Need to international collaboration amongst regulators, and with input of international

organisation like CTO and ITU Recommendation: Regulators should keep the Ministers regularly briefed
