Royal Perth Yacht Club – Sailing Instructions 2020/2021

1. RulesRaces will be governed by the rules as defined by:

1.1. The Racing Rules of Sailing (RRS). 1.2. The Australian Sailing Special Regulations (ASSR). 1.3. The Australian Measurement System (AMS) rules where applicable. 1.4. The International Rating Certificate (IRC) rules where applicable. 1.5. The RPYC Handicapping System Rules, where applicable. 1.6. Boats protested for breaching one of the following Sailing

Instructions may be penalised by the application of a 30% scoring penalty calculated as stated in RRS 44.3(c) (Amends RRS 63.1). A hearing will be granted upon receipt of a valid request for redress lodged within the protest time limit. SI 2.3, 2.5, all of section 5, 7.2 and all of section 13

1.7. Appendix T – Arbitration will apply. 1.8. RRS 44.1 is changed so that any penalty received within the Zone

remains as a two-turn penalty. Any penalty outside the Zone changes to a one-turn penalty.

1.9. All boats are required to have an operational VHF Radio whilst participating in any RPYC organised event and VHF CH77 will be monitored to cater for any emergency during the event.

1.10. No Boat shall race with an anchor protruding over its bow. 1.11. RRS 41 is changed to permit club approved coaching. 1.12. SI 18 changes Rule 60.1 protests. 1.13. SI 19 changes Rule A4 scoring.

2. Eligibility and Entry2.1. Boats shall nominate online prior to competing in a race in a series.

Only boats registered at the Club with a registered RPYC Sail Number may compete in Club races unless the race is designated as an invitation race or unless otherwise approved by the Boating Operations Manager. Failure to nominate may result in a handicap of 0.999.

2.2. Boats wishing to compete in “special” events shall enter in accordance with that Events Notice of Race.

2.3. Boats shall submit a completed Australian Sailing Special Regulations Equipment Audit Form for the category of racing they will be competing in before their first race in that series. Failure to adhere will result in a boat not being scored in those races.

2.4. Change of Skipper: 2.4.1. Change of Skipper Forms are required when a boat intends to

sail with a helmsman other than its owner. 2.4.2. Change of skipper forms are available in the foyer and need

to be submitted to the Boating Office no later than one hour prior to the scheduled start time of that race. Any alternate skipper must be a financial member of RPYC when competing in RPYC Consistency or Championships Series’.

2.4.3. After a boat’s warning signal the helmsman nominated must not leave the helm unless in the case of an emergency.

2.5. Boats shall have a minimum of two crew inclusive of the helmsman. Whilst sailing double-handed both crew shall wear PFD’s at all times while afloat and both shall be capable of sailing the boat.

2.6. The Sailing Rig shall consist of an all-white shirt with collar and all white shorts or trouser. Alternatively, black shorts or trousers may be worn with an all-white shirt with collar. In the event of inclement weather, coloured waterproofs are permitted. Whilst the wearing of all white sailing rig is not mandatory for Dinghy or Offshore Sailing Events, the wearing of "whites" for all sailing is strongly encouraged to maintain the Club tradition. This Instruction shall not apply to “Twilight Cruises”. See RPYC Bylaw 7.9. Visiting boats shall comply with their own Club’s dress requirements.

2.7. Visiting Boats shall be on the Boat Register of another Club affiliated to Australian Sailing and are required to enter by nominating with the RPYC Boating Office no later than 1200 on the day of the race.

3. Measurement 3.1. Each Boat shall produce a valid measurement certificate for the

competition in which they will be competing in: 3.1.1. AMS Certificate (Division 2 AMS Competition)

4. Notices to Competitors

Notices to competitors will be posted on the Notice Board located in the foyer of RPYC.

5. Safety Regulations 5.1. All Keel or Ballasted boats shall comply with the following:

5.1.1. Wednesday and Saturday Racing: ASSR Part 1, Category 7. 5.1.2. Night Series: ASSR Part 1, Category 7 with the addition of:

- 2 x Red Handheld Flares in a waterproof container - 2 x Operational Waterproof Torches

5.1.3. Twilight Cruises: ASSR Part 1, Category 7 with the addition of: - 2 x Red Handheld Flares in a waterproof container - 2 x Operational Waterproof Torches

5.2. All Boats are required to have certain parts of their Safety Audit Form completed by a qualified AS Auditor.

5.3. All Boats are required to have an operational VHF Radio whilst participating in any RPYC organised event and VHF CH77 will be monitored to cater for any emergency during the event.

5.4. No boat shall race with an anchor protruding over its bow.

6. Changes to the Sailing Instructions (SI’s) 6.1. Any change to these sailing instructions will be posted 2 hours before

the first race on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day prior to it taking effect.

7. Signals Made Ashore 7.1. Signals made ashore will be displayed from the flagstaff on the

Australia II Ceremonial deck.

7.2. Flag “Y” with one (1) sound signal shall mean; competitors shall wear personal flotation devices, except briefly while changing or adjusting clothing or personal equipment. When Flag “Y” is displayed ashore, this rule applies at all times while afloat. Wet suits and dry suits are not personal flotation devices. See RRS 40.

8. Schedule of Races Racing is scheduled as per the Schedule of Events 2020/2021 located in the RPYC Redbook.

9. Division and Class Flags 9.1. A Boat shall race in the Division/Fleet to which it has been allocated

by the Boating Operations Manager in consultation with the various race day committees.

9.2. Division and Class Flags are as shown in SI Appendix A. 9.3. During Saturday Summer Series, Keelboats shall display their

Division/Class Flag approximately 2 metres above the deck on either the backstay or starboard shroud.

9.4. When racing as an individual class within a Division, each Keelboat shall also display that particular Class Flag below her division flag.

10. Racing Areas Races will be conducted on Matilda Bay and Melville Water using laid courses or fixed mark courses.

11. The Courses 11.1. Keelboats shall, subject to the provisions of section 11.4 of these

Sailing Instructions, sail the courses published on the course sheets which will be made available to boats once their Season Registration is complete. Course sheets can also be found online at www.rpyc.com.au/on-thewater/keelboatracing/coursesheets/

11.2. On Special Course Race Days, the course sheets will be made available online and will be sent electronically to all Boats registered for the series.

11.3. Division and Class course numbers will be signalled on the Committee Boat or at the Start Box, by the display of the corresponding Numeral Pennant, with or before the Warning Signal.

11.4. Any approved RPYC Saturday course may be altered using a Day Buoy as described in SI 12.1

11.5. If a Mark of the course is missing, Boats shall round at the approximate position of its usual location. This amends RRS 28.

11.6. All Navigation Marks that are not a Mark of the course shall be passed on their deep-water side excepting “Outer Dolphin Spit”, “Deepwater Spit”, “Pilbara Spar Buoy” and “Court Spar Buoy” which may be passed on either side. All such navigation posts shall rank as obstructions for the purposes of RRS Part 2 and RRS 19 shall apply.

12. Marks 12.1. The Day Buoy:

12.1.1. Will be a large orange inflatable Buoy laid to windward of the Start Line.

12.1.2. Signalled by the display of Code Flag “Q” at the Start Line. 12.1.3. Passed on the hand indicated by a red (port) or green

(starboard) Flag displayed immediately below Code Flag “Q”, before continuing to the first Mark of the course indicated for the day.

12.2. Description of Marks of the course can be found on the Course Marks Map in the centre of the Redbook.

13. Areas that are Obstructions 13.1. Boats shall not sail within the area bounded by the four Navigation

Marks at Heathcote Channel whose area is deemed an Obstruction. 13.2. Boats shall not cross the imaginary line between Bricklanding A & B

Buoys (33A & 33B). This line is deemed an Obstruction.

13.3. Boats shall not cross the imaginary line between Smith Buoy (35A) & Lucky Bay Buoy (35B). This line is deemed an Obstruction.

13.4. Any other Club’s start/finish line that is “On Station” with the Orange Flag shown shall be deemed an Obstruction, except when that boat is competing in a race conducted by the relevant Club.

14. The Start/Finish 14.1. Start/Finish Line A will be between the Orange Mast on the starting

box and the Outer Orange and Black Striped Buoy. The inner extremity of the Start/Finish Line will be indicated by another Orange and Black Striped Buoy and boats shall pass this mark to starboard, except when finishing in accordance with 15.2.2 where the inner extremity mark shall be passed to port.

14.2. Start Line B will be between a Mast displaying an Orange Flag on the Committee Boat at the starboard end and a Black and Red Post Mark at the port end.

15. Change of Course 15.1. Prior to the start:

15.1.1. The shortened course signal for each Class or Division shall be designated by the display of Code Flag “S” with or before the respective Division course signal. This amends RRS 26 and Race Signals.

15.2. After Starting: 15.2.1. All courses may be shortened at any rounding mark of the

course in accordance with Rule 32 and Race Signals. 15.2.2. The shortened course for Wednesday races can be signalled

as Boats approach Inner Dolphin Spit. Flag “S” with 2 sound signals and a flashing light, displayed at the Start/Finish Box, shall mean Boats proceed directly to Start/Finish Line A and finish in a North Westerly direction. This amends RRS 32.2 and Race Signals. Additional information may also be broadcast over VHF CH77.

16. Penalty System 16.1. RRS 44.1 is changed so that any penalty for an offence incurred

within the Zone remains as a two-turn penalty. The penalty for an offence incurred outside a Zone is a one turn penalty.

17. Time Limits and Target Times 17.1. Unless otherwise specified in the Fleet Course Sheets or

Supplementary Sailing Instructions boats that fail to finish by 1730 on Wednesdays or Saturdays will be scored DNF.

17.2. Time Limits for Twilight Cruises will be Nautical Sunset as published in the Redbook Schedule of Events.

18. Protests and Requests for Redress 18.1. Protests, Requests for Redress and Re-openings shall be in writing

and delivered to the Boating Office. Protest forms are available from the Boating Office. This amends RRS 61.3.

18.2. The time limit for protests shall be 60 minutes after the last Boat finishes in the last race of the day. This amends RRS 61.3.

18.3. Protests not resolved at Arbitration will usually be heard on the second Tuesday evening after the event. The Boating Office will contact all Boat representatives and advise of the particular time and date of the hearing.

19. Scoring 19.1. Saturday and Night Series:

19.1.1. The RPYC Handicapping rule, or IRC/AMS rules when appropriate, shall apply unless the Sailing Instructions specify another system and shall be applied according to RRS A3.

19.1.2. The second sentence of RRS A9 is amended to read, “A Boat that did not come to the starting area shall be scored points for the finishing place three (3) more than the number of boats that came to the starting area”.

19.2. The handicapping systems for the Wednesday series are as shown in SI Appendix B.

19.3. Saturday Keelboat Consistency Series: 19.3.1. Each RPYC Boat will be scored points for her finishing place

on handicap. Where Boats from other Clubs compete within the same race, scores for the Club Consistency will be awarded on the handicap finishing order of the RPYC Boats.

19.3.2. Each RPYC Boat competing in an invitation race at another Club, nominated as a RPYC Consistency event for that Class or Division shall be scored points for her finishing position on the handicap finishing order of RPYC Boats.

19.3.3. The number of race scores to be discarded will be as shown in the table below:

19.4. Saturday Keelboat Club Championship Series:

19.4.1. Club Championship points will be awarded to each eligible Boat participating in the races selected to constitute the series as indicated in the Race Schedule.

19.4.2. Each RPYC Boat will be scored points for her finishing place on Championship. Where boats from other Clubs compete within the same race, scores for the Club Championship will be awarded on the championship finishing order of the RPYC Boats.

19.4.3. All Class fleets will be eligible for Club Championship trophies in the following series:

20. Radio Communications20.1. The Race Committee will use VHF CH77 to advise competitors of

matters relating to the conduct of racing. Except in an emergency, competitors shall not make or receive voice or data communications that is not available to all Boats.

21. Prizes21.1. Saturday Summer Season Prizes will include:

21.1.1. Championship Prizes will be awarded to those Fleets that have a Championship Series assigned, either Fleet over the line or AMS.

21.1.2. Consistency Prizes will be awarded to all fleets. 21.1.3. The Keith Williamson “Mercedes” Trophy will be awarded to

the Boat from any Division or Fleet with the most fastest times in a 12 month period across all races.

21.1.4. The Commodore J B Fitzhardinge Trophy will be awarded to the Boat from any Division or Fleet that sailed the most number of races during the season.

21.2. Wednesday Series Prizes will include: 21.2.1. The Bombay Cup will be awarded to the Boat from any

Division or Fleet with the most fastest times. 21.2.2. The winner from each Division for each of the Mini Series

within a season. 21.2.3. The first three places in each Division on consistency for the

season.

22. Disclaimer of Liability22.1. All those taking part in races conducted by Royal Perth Yacht Club do

so at their own risk and responsibility. 22.2. The Royal Perth Yacht Club, any sponsor and any party involved in the

organisation of the event disclaims any and every responsibility for any loss, damage, injury to persons and things, both ashore and at sea, as consequence of participation in any way in the races covered by this Notice of Race and the Club’s Sailing Instructions.

22.3. Attention is drawn to RRS 4 which states, “The responsibility for a Boat’s decision to participate in a race or to continue racing is hers alone”.

23. Insurance23.1. Each participating Boat shall be insured with valid third-party liability

insurance with a minimum cover of $10 million per incident or the equivalent.

Appendix B – Series Handicapping Systems

Wednesdays

1. Handicap Parameters1.1. Only three digits will be used for Wednesday Handicapping1.2. Division A and B handicaps will be adjusted as follows:

1.2.1. First-place getters will go up by 0.010 1.2.2. Second-place getters will go up by 0.005 1.2.3. Third-place getters will not be adjusted. 1.2.4. All other starters handicaps will go down by 0.002

1.3. Division C handicaps will be adjusted as follows: 1.3.1. First-place getters will go up by 0.006 1.3.2. Second-place getters will go up by 0.003 1.3.3. Third-place getters will not be adjusted. 1.3.4. All other starters handicaps will go down by 0.003

1.4. Handicaps of boats claiming average points for various reasons will be treated as DNC.

2. Arbitrary Manual Adjustments2.1. A first-place getter winning by more than one minute on corrected

time will have their handicap raised by a minimum of 0.013 2.2. Boats gaining consecutive places (first, second or third) on corrected

time, receive a further penalty according to the place gained in the second race: 2.2.1. Third place receives an extra 0.001 2.2.2. Second place receives an extra 0.002 2.2.3. First place receives an extra 0.003

2.3. Boats gaining three or more consecutive places must be reassessed by the handicappers.

3. Start of Season Adjustment3.1. All boats that have won or gained a second or third place in the

Consistency Series may have their handicaps raised from 0.002 to 0.015, depending on their winning margin.

3.2. All handicaps will be adjusted to group boats with similar performance ability.

3.3. Other factors involved in calculating start of Series handicaps include: 3.3.1. Expected conditions, such as lighter winds in Winter, or

stronger Sea Breezes in Summer. 3.3.2. Starting and finishing handicap of previous Series. 3.3.3. Handicap when boat achieved podium positions throughout

completed Series.

4. Scoring for Consistency Trophies 4.1. Any boats that Do Not Finish (DNF) or Retire (RET), shall be scored as

the number of finishers in that race plus two, but not lower than fourth place and not more than their respective fleet size on the day.

4.2. In the case of a whole division not being able to finish their race, all starters will score two-thirds of the number of boats in that race to the nearest lower number, but no lower than 8, this amends 4.1.

4.3. Boats being On Course Side (OCS) or Disqualified (DSQ) will score the number of boats in their fleet on that day plus one.

4.4. All boats that Did Not Compete (DNC) will receive a score equal to the number of Entries in that division at the end of that miniseries plus 2. This number may be readjusted at the end of each miniseries. This number will be displayed on the top right corner of the Wednesday Scoring Sheets.

4.5. Results will be calculated as follows: Number of Races Completed Number of Drops 19 – 21 6 22 – 24 7 25 or more 8

If extreme circumstances prevent the above from occurring the Wednesday Handicappers will assess the number of drops according to the number of races completed for the season.

5. Miniseries 5.1. There are three miniseries per season, usually conducted over 8

races.

5.2. Every race in each miniseries is counted towards the final result of that miniseries.

5.3. First place for each miniseries, within a season, is awarded at the Presentation Lunch.

6. Request for Average Points 6.1. These may be granted for missed races upon written application to

the Boating Operations Manager 6.2. If a boat applies for average points within the first miniseries the

score will be calculated at the end of that miniseries. 6.3. If a boat applies for average points at any stage after the conclusion

of the first miniseries, the average score is calculated using results up to the date of application.

6.4. At the discretion of the Boating Operations Manager and Wednesday Committee, average points may be awarded for the following reasons: 6.4.1. Race(s) missed due to a boat being absent while competing at

another Regatta, 6.4.2. Whilst the skipper is volunteering at a significant RPYC or

another Club event, 6.4.3. In the event of damage sustained while being the right of way

boat, whilst racing.
