OISD is a technical directorate under the Ministry of Petroleum andNatural Gas, Govt. of India, that formulates and coordinates theimplementation of a series of self regulatory measures aimed at
enhancing the safety in the oil & gas industry in India.
Our Objective
� To formulate and standardise procedures and guidelines in theareas of design, operation and maintenance as also the creation ofnew assets with a view to achieve the highest safety standards in acost effective manner.
� To conduct audits to ensure compliance of such standards.
� To maintain continuous follow-up on compliance to OISD auditaction points.
� To analyse & investigate incidents happening in the oil & gasindustry to identify root cause and formulate action plan formitigating recurrence of such incidents. 2

Functioning of OISD
� OISD consists of a small core group of technical experts of variousdisciplines, on deputation from the industry.
� OISD, headed by an Executive Director, gets its directions andguidance from the Safety Council, the apex body consisting ofsenior officials of the Ministry of Petroleum and Natural Gas, chiefexecutives of oil/gas companies and heads of the concernedstatutory and advisory bodies.
� OISD coordinates with experts from the industry through variouscommittees to carry out its major activities.

� Oil Industry Safety Awards for FY 2017-18 presented on 12th January 2019.
Major Incidents Investigated
� 12 incidents in 2017-18 & 08 incidents in 2018-19 investigated by OISD.
� Violation of SOPs continues to be the root cause for majority of the incidents.
Prevention for recurrence
� Learning from the incidents are shared with CEOs / industry for compliance.

� OISD carries out Pre-commissioning Safety Audits of newly built-up locations and
addition / modifications of facilities in existing locations to ensure ab-initio
compliance of such facilities to OISD standards. PESO grants license to operate
new/ modified projects subject to clearance by OISD to oil installations.
� OISD Safety Audits:
� Conducting External Safety Audits (ESA) / Surprise Safety Audits (SSA) of
existing locations to assess in-depth conformance status vis-a-vis relevant
OISD standards and identifying areas where further corrective action is
necessary.
� Compliance of OISD Safety Audit recommendations is reviewed at Board level
of respective oil companies. Compliance is part of MoU of oil companies.
� 99.2% compliance of Safety Audit recommendations (Audits up to 31st March,
2015) of all OISD audits – resulting in enhanced Safety at locations.
� OISD Standards facilitate similar design of installations across the industry, which
has resulted in saving in cost & enhanced safety.
� Audit of 12 Major Ports to assess the capability of Oil Spill Response (OSR)
Capability and Fire fighting System - in the year 15-16 - a special request from
Ministry of Shipping, Govt. of India.

� Lube/ Grease manufacturing and filling plants
� Aviation Fueling Stations (AFS)
� Refrigerated LPG Storage Installations.
� Comprehensive new Standard for POL Installations

� Sharing of ‘Analysis of Major Incidents in Oil & Gas Industry - learning from the past to avoidrecurrence of incidents – reducing trend of incidents.
� Strengthening the internal audits mechanism by the Oil & Gas Industry – compilation andrelease of compendium of OISD Safety Audits Checklists of all types of installations.
� Site restoration guidelines for Petroleum Operations - OISD was a important member of thecommittee constituted by MoP&NG for development of site restoration guidelines for petroleumoperations. The sections related to “Permanent well abandonment” and “offshore structuralremoval requirement” were framed by OISD.
� Online monitoring of compliance of Safety Audit recommendations – resulting in bettercompliance.

� Interface between Installations (e.g. Refinery & Marketing; Pipelines & Marketing;Refinery & Pipelines) - Identification and Auditing of such interface facilities startedwhile carrying out the ESA of the Main installation:
OISD has identified some gaps in respect of safety audit of some of the interface facilitiese.g. the interface between refinery & Marketing; Refinery & Pipelines etc. Upon identificationof all such interface facilities, auditing of such facilities is also being done during the audit ofthe main installation.
� Streamlining Safety Audits Frequency of POL Installations based on Hazard
Potential.
� Installations having aggregate storage capacity of more than 1 Lac KL Petroleum -
audit frequency reduced to five years from seven years.
� Plan to bring down audit frequency (five years) of all POL Installations (~ 450 nos)

121 standards developed for implementation by the Oil & Gas
Industry.
9 of these standards have been included in statutory provisions of :
� the Petroleum Rules, 2002 (06),
� the Gas Cylinder Rules, 2016 (02), and,
� the Static & Mobile Pressure Vessels (Unfired) Rules, 2016 (01).
Oil Mines Regulations (OMR), 1984 (Specific to E&P Onshore) framed
under provisions of The Mines Act, 1952, have been revised in August
2017. 16 Numbers of OISD standards have been included in OMR.
During the year 2017-18, OISD has formulated 02 nos new standards &
revised/ amended 07 numbers of the existing standards. These standards,
upon their approval in the 35th Safety Council Meeting held on 17th
October, 2018 have been released for implementation by the Industry.
