1 INTRODUCTION

Under normal circumstances the oil process will have to be shutdown in stages

If possible shut down the wells from the clusters.

Refer to Procedure No.OIL/SD/01.

A confirmed fire in the process area will initiate ESD-1B, which will also shutdown

the process. Refer to section 5.2 of the Operating Manual and ESD logic diagrams

for a further description of the shutdown actions in case of an ESD.

In case an emergency related to the process only a GPSD-1B shall be generated

(again refer to section 5.2 of Operating Manual and ED logic diagrams for further

details).

Alternatively, only if some emergency occurs with limited and clear extent it can be

considered to stop oil production temporarily by directly closing the inlet SDV to the

Test separator SDV-3000 or the 1st stage separator SDV-3011.

1.1 Initial Plant Status

The Oil system is started and the operating conditions are within specification.

All shut down bypasses are removed and the RED BOOK updated.

Oil export is on at 80,000 bopd.

Separated gas is routed to DS-305 or to the flare.

Process water is sent to the OW package.

Fire water system is in operation and the network pressurized.

The Fire and Gas detection system is in operation.

Instruments air is available and all instruments are operational.

The Diesel and Fuel gas system is in operation for the Turbine and Boilers.

The Amine system is running.

The Flare system is in operation.

The Turbo power generators are running and power is available.

The Sea water system is running and Fresh water and boiler feed water units are in

operation

The Steam boiler is in operation.


All chemical injection packages are running at the optimum injection rate.

The Wellhead clusters are in production.

Wellhead control panels and safety shutdown systems are in operation.

All spectacle blinds are in the normal operating condition.

All valves are lined up LO & LC confirmed as per P&ID.

2 PRELIMINARIES

< > Inform Dor-1 / Dor-2 CCR. (Central control room)

< > Ensure all personnel have H2S detectors & Escape masks.

< > Ensure that all F&G systems are in automatic.

< > Ensure that all F&G or process Inhibitions has been entered

Into the “RED BOOK”

< > Confirm that radio communications between plant DOR 3 and the

seawater Intake station are operational

< > Inform the tank farm that the oil production plant will be stopped

immediately and oil export will stop without further notice.


3 OIL SYSTEM EMERGENCY SHUTDOWN

[ ] Inform the crude oil receiving tank farm that the oil production plant will

be stopped immediately and oil export will stop without any further

notice.

[ ] Depending on the nature of the emergency, initiate ESD-1C or

GPSD-1B.

Close the SDV, s, ESDV’s and manual isolation valvesOn the production/test manifold line to the separators.HAZOP Item 1A.13

4 FINAL PLANT STATUS

The Oil system is shutdown.

AC power is available from gas or diesel.

The SWI facilities are available.

The production manifold and the pipelines remain pressurized at the pressure switch

trip level.

The Separator inlet/outlet SDV’s are closed.

The Separators are pressurized and the liquid levels are normal.

DS-320 A/B is full.

The stabilizer level is near the normal value and reboiler steam is stopped.

The oil water treatment package is shutdown.

All chemical injection systems are shutdown

Oil export is stopped.

All pumps and air cooler fans are stopped.
